Newcastle under Lyme Borough Council Labour Group Warding Pattern Considerations:

The below constitute the proposals for the new arrangement of wards in Newcastle Borough Council following the decision by Newcastle Borough Council to reduce the number of Councillors to 44 from 60 and move the electoral cycle from elections‐by‐thirds to ‘all out’ elections starting in 2018.

Proposed wards for parished areas within the Borough

Silverdale Ward A multi‐member ward electing 2 councillors bringing together the polling districts of M0001, M0002, M0003 and M0004 from the existing ‘Silverdale and Parksite ward’ and N0003 and N0004 from the existing ‘Knutton and Silverdale ward’. This creates a 2‐member ward exclusively made up of the Parish of Silverdale.

2022 Ward Electorate: 4225 (variance of ‐3%)

Loggerheads Ward A multi‐member ward electing 2 councillors covering the whole of the Loggerheads Parish. This would cover polling districts AA001, BB001, CC001 and Z0001 from the current ‘Loggerheads and Whitmore ward’. A single ward electing 2 councillors focusing on Loggerheads alone reflects the growing status of Loggerheads as the principal settlement in the rural south of the Borough,

2022 Ward Electorate: 3999 (variance of ‐8.4%)

Whitmore, Maer & A single‐member ward covering the three parishes of Whitmore, Maer Chapel and Hill Chorlton Ward along Chapel and Hill Chorlton from the current ‘Loggerheads and Whitmore ward. This ward covers the polling distrcts of W0001, W0002, X0001, X0002 and Y0001. This would allow for one Councillor to represent similar parishes who already work closely together on joint projects and who have similar issues around planning development, rural transport and community projects. These parishes are already grouped together and form part of the Newcastle Rural County Council division on County Council.

2022 Ward Electorate: 2056 (variance of ‐5.9%)

Madeley & Betley Ward A multi‐member ward electing two councillors covering two neighbouring parishes of Madeley and Betley. This would combine the existing polling districts of V0001, V0002, V0003 and V0004 along with S0001, T0001 and U0001. Madeley is currently a two‐member ward covering their parish but the 2022 projected figures means that it would be too big for one member and too small for two members. Betley currently forms part of the Halmerned ward along with a proportion of the Parish of Audley. Betley is a small parish and does not command a sufficient electorate to warrant its own councillor.

Joining Betley with Madeley mirrors arrangements already in place for the Staffordshire County Council division of ‘Newcastle Rural’ and the Borough Council’s own ‘Locality Action Partnership’ where Madeley an Betley work together on community infrastructure and development projects.

2022 Ward Electorate: 4507 (variance of +3.1%)

Audley & Bignall End Ward A multi‐member ward elected two councillors mirroring the current borders of the existing ‘Audley and Bignall End ward’ on the Borough Council. This would cover the existing polling districs of P0001, P0002, Q0001 and Q0002 and be entirely contained within the boundary of the Parish of Audley.

2022 Ward Electorate: 4727 (variance of +8.1%)

Halmerend Ward A single‐member ward covering the polling districts of R0001, R0002 and R0003 from within the Parish of Audley. These polling districts are currently within the ‘Halmerend ward’ along with the parish of Betley. This new Halmerend ward would focus exclusively on the polling districts in the parish of Audley and prevent the parish boundary being breached.

2022 Ward Electorate: 2029 (variance of ‐7.1%)

Keele A single‐member ward which is coterminous with the parish of and covering the polling districts of O0001 and O0002. Keele is a unique community within the Borough of Newcastle comprising of the historic village of Keele along with the entire campus population of Keele University. The village has an identity distinct and unlike any of its neighbouring villages to the north (Silverdale), west (Madeley) and south (Whitmore).

The population of Keele is considerably greater that the 2022 expected projected electorate of 1636 with a student population living on campus of over 3000 people.

Previously, Keele University would automatically register Keele students with the Borough Council but the introduction of Individual Electoral Registration now means that this is not possible and the first register to reflect this new registration process is the one being used as a basis for the 2022 projections.

Keele University has now adopted ‘the Sheffield Model1’ of electoral registration whereby it will be an integrated part of the annual enrolment process for students to register to vote.

Newcastle Borough Council and Keele University have also agreed a data sharing process which allows the Borough Council to work more closely with the University on better knowing which students are living on campus in order to better target the ‘invitation of register’ letters for those not caught in the process above.

The commissions own projections for 2022 suggests that Keele would only need to add around 350 additional electors to be large enough to command a single councillor – albeit representing on the of the smallest wards within the Borough but within the +/‐ 10% thresholds.

Keele is also bordered on three sides by existing parishes and simply adding Keele to either Madeley, Whitmore or Silverdale would create wards which are too big on the current projections. To the east, Keele is contained by polling district I0005 but Keele itself has little affinity with Thistleberry.

Indeed, as part of the review of Staffordshire County Council boundaries, Keele was linked with Silverdale as it was considered that it was so different to the neighbouring suburban populations in character that it no longer wanted inclusion within the Westlands and Thistleberry division.

An alternative would be to maintain a boundary for a single member seat which is coterminous with the parish boundary but expand the parish boundary to include Leycett in the north making Leycett Lane the boundary and including the electors on Leycett Lane in the Keele ward rather than the Madeley ward and include the properties and electors along Keele Road (A525) between the existing Keele Boundary and the junction of Keele Road with Honeywall Lane to the south and Leycett Lane to the north.

For clarity, the Labour Party’s proposals in for a single‐member ward the mirrors the current boundary of the Keele parish acknowledging that the likely level of registration of students will bring the existing ward inside the +/‐10% threshold by 2018 and that Keele.

2022 Ward Electorate: 1636 (variance of ‐25%) (deficit of 331 to have variance of ‐10%)

Talke Pits Ward A single‐member ward made from all of CCC02 and everything south of Coalpit Hill in CCC01. This would unite the communities who refer to themselves as ‘Talke Pits’ and ensure that areas such as the ‘Chester Road Estate’ are united in their representative on the Borough Council.

2022 Ward Electorate: 2245 (variance of +2.9%)

Butt Lane Ward A multi‐member ward electing two councillors created from the remainder of CCC01( i.e everything north of Coalpit Hill) and all of the existing Butt Lane ward polling districts of BBB01, BBB02 and BBB03.

2022 Ward Electorate: 4199 (variance of ‐3.9%)

Kidsgrove South and A multi‐member ward electing two councillors created from Clough Hall Ward BBB04 from the current Butt Lane ward, all of DDD01 and DDD02 from the existing Ravenscliffe ward, with the exception of Whiteridge Road and the cul de sacs from it, namely Weir Grove, Powys Grove, Capper Close and Medina Way etc…

2022 Ward Electorate : 4109 (variance of ‐5.9%)

Mow Cop and A multi‐member ward electing two councillors representing the very Newchapel Ward northern tip of the Borough and focussed on the very rural edge of the parish of . It brings together the villages of Harriseahead, Dales Green and Mow Cop and Newchapel all from within the existing polling districts of ZZ001, ZZ002 and ZZ003. It includes electors on Lapwing Road and its offshoots from AAA02 as well as the selection of roads to the west of Mount Road and south of Pennyfields Road from the same polling district, notably Tern Avenue, Dane Gardens and Derwent Crescent. It also includes ‘The High Street’ from AAA04 which leads to as part of the parish of Kidsgrove known as ‘The Rookery’ and is much rural in nature and obviously different from the housing on Newchapel Road.

2022 Ward Electorate: 4098 (variance ‐6.2%)

Kidsgrove North Ward A multi‐member ward electing two councillors constructed from polling districts AAA01 and AAA03 in their entirety with with all of Mount Road and the roads coming off it going north from AAA02. This seat also includes all of the electors from both sides of Newchapel Road from AAA04 along with all properties from the same polling district on Gloucester Road inc Cob Moor Road. From DDD002, all electors on the Whiteridge Road and its off shoots are included. This forms a ward focussed on the urban centre of the parish neatly contained in a road boundary by Gloucester Road, Newchapel Road and Mount Road, providing a definite border between the urban and rural parts of the parish.

2022 Ward Electorate: 4097 (variance of ‐6.2%)

Proposed wards for urban areas within the Borough

Knutton Ward A single‐member ward focusing on the unparished urban village of Knutton covering the polling districts of N0001 and N0002. This village is currently twinned with the parish of Silverdale but has a distinct identity. Knutton boasts an active resident’s association which meets monthly and have very little recent affinity with Silverdale other than geographical proximity.

2022 Ward Electorate: 2038 (variance of ‐6.7%)

Bradwell Ward A multi‐member ward electing two councillors mirroring the boundaries of the current “Bradwell ward” containing the entirety of A0001, A0003 and most of A0002 with the exception of Second Avenue, Hillport Avenue Tennant Place, Bennett Place, which is roughly 419 electors. Bradwell is curtailed on 3 sides by A34, Kidsgrove Parish and City of Stoke and this arrangement maintains the clear community identity that Bradwell has established.

2022 Ward Electorate: 4401 (variance 0.7%)

Porthill Ward A single‐member ward bringing together polling districts B0001 and B0002 from the existing Porthill ward along with 419 electors from A0002, namely those in Second Avenue, Tennant Place, Bennett Place and Hillport Avenue. Both Second Avenue starts in A0002 and ends in B0002 and those streets being added from Bradwell all border the existing B0002 polling district. 428 electors have been taken out of B0002 to the south of Bradwell Lane. This makes Bradwell Lane the new boundary of B0002 and Heaton Terrace, Templar Terrace, Queen Street and Lawson Terrace appear in a newly constructed neighbouring seat.

2022 Ward Electorate: 2084 (variance ‐4.6%)

Dimsdale Ward A single‐member ward combining all of B0003 and Heaton Terrace, Templar Terrace, Queen Street and Lawson Terrace from B0002 along with polling district C0002 from the existing Wolstanton ward. This new ward would bring together all the terrace housing around the Dimsdale area. Bradwell Lane in B0002 would form a boundary with Porthill ward in the east of the ward and the existing borders with A0003 in Bradwell and Wolstanton Golfcourse in G0005 form the northern and western borders.

2022 Ward Electorate: 2106 (variance ‐3.6%)

Cross Heath Ward A multi‐member ward electing two councillors made up of the existing Cross Heath ward polling districts G0001, G0002, G0003 and G0005.

Wolstanton Ward A multi‐member ward electing two councillors made up of the existing Wolstanton ward polling districts C0001, C0003, C0004 and C0005 with the addition of D0004 from neighbouring May Bank. The focus of this ward would be the Wolstanton High Street and the surrounding suburban areas. The ward also contains Wolstanton Marsh and the parish church from the Wolstanton Parish.

2022 Ward Electorate: 4396 (variance +0.6%)

May Bank Ward A multi‐member ward electing two councillors made up of the existing May Bank ward polling districts D0001, D0002, D0003 and D0005. This arrangement maintains the Brampton and Sandy Lane areas within May Bank and allows for recognition of the separate May Bank and Wolstanton High Streets. This ward in bordered to the south and west by the local authority boundary and to the east by the ‘Cross Heath Ward’. This ward is close to the upper threshold of the established variance but that is because it is well considered community which is better represented in a large multi‐ member ward rather than breaking that identity.

2022 Ward Electorate: 4598 (variance +5.2%)

Town Ward A duel‐members ward electing two councillors encompassing all of the existing Town ward polling districts of H0001, H0002, H0003, H0004 and H0005. It also includes polling districts G0004 from the current Cross Heath ward, which is the Ashfields New Road estate. This would create a northern boundary for Town ward which follows the old ‘Mineral Line’ railway which is now a recognised green way linking Silverdale and the Town Centre. In order to ‘tidy up’ some of the anomalies the currently exist within the existing Town ward, it is proposed in also include Silverdale Road, Stanier Street, John O Gaunt Road and Castle Keep Mews from polling district I0002 and make the southern border of the ward run along the Lyme Brook waterway until reaching Blackfriars Road in H0003. It is also proposed to include all of polling district J0001a from the Westlands as these properties on Clayton Road border, to the rear, Town ward and include the ‘Lyme Valley Estate’ (Valley View, Tansey Rise etc…) from Clayton wards L0001. This estate is built on a former allotment site which, when allotments, was located within the Town ward.

Finally, in order to address a local discrepancy, it is proposed that Clayton Road, Friarswood Road, Lymewood Grove and Balcolme Close from J0001 in the Westlands to Town ward. Although currently in the Westlands, these streets have far more in common with the Town, given their proximity, than they do the Westlands.

2022 Ward Electorate: 4696 (variance 7.4%)

Clayton Ward A single member ward made up of all of L0002 and L0001 without the ‘Lyme Valley Estate’. This single member ward would bring together two polling districts of very similar housing types and estate layouts, linked by Clayton

Road to the east and bordered by the local authority boundary with Stoke‐ on‐Trent to the West. The existing Clayton ward also includes L0003, however this would create a ward which was too large for a single member and too small for a multi‐member solution and growing Clayton would require dismantling the very different ‘Westlands’ estates to the west of Clayton Road. This solution offers a similarity in housing types in a ‘tidy’ geographical arrangement and allows focus of the ward to be two neighbouring estates, both alike in demographics and social issues.

2022 Ward Electorate: 2079 (variance ‐4.7%)

Westbury Park & Northwood A duel‐member ward electing two councillors focussed on the Westbury Park estate K003 from the existing Seabridge ward along with ‘The Rivers’ Estate from K0002 and K0001. The neighbouring and remaining L0003, Northwood area, from Clayton is also included in this seat. Polling district K0001 is split so that Stockwood Road, Ridgmont Road, Cardington Close, Kensworth Close and Barford Road are omitted.

This arrangement allows for the Westbury Park to remain unified within one ward and recognises the close and existing links between Westbury Park area the existing Seabridge ward and the roads off and surrounding Wye Road. Northwood Lane and the electors in L0003 is accessible from Newcastle Borough only via the roundabout which also serves as the primary entrance and exit to the Westbury Park estate.

2022 Ward Electorate: 4788 (variance +9.5%)

Seabridge Ward This new ward would be constructed from the remainder of K0001 not used in Westbury Park and Northwood ward, ie Stockwood Road, Ridgmont Road, Cardington Close, Kensworth Close and Barford Road linked with all of the existing J0004 polling district and Whitmore Road, Sutherland Drive, Camborne Crescent, Dulverton Avenue, Tavistock Cresecent, Lynton Road and Dartmouth Avenue from J0002. This ward brings together housing of a similar type in a geographically constrained area. It also creates a ward in which both sides of Sutherland Drive are in the same ward and uses Dartmouth Avenue as a boundary between ‘Seabridge’ and Westlands, in much the same way that it is already the boundary between K0002 and J0003.

2022 Ward Electorate: 2389 (variance +9.3%)

Westlands & Thistleberry Ward A multi‐member ward which would elect two councillors. Westlands and Thistleberry are already intimately linked for the purposes of the County Council division of the same name. This new ward would include all of the existing Thistleberry ward polling districts of I0003 and I0005 as well as 683 electors from I0002 recognising that some of I0002 has been subsumed into the expanded ‘Town ward’ and the new ‘Poolfields ward’. From the current Westlands ward, all electors from J0003 are included, accept those moved in Clayton ward who live on the western side of Clayton Road, the remaining electors from J0001 minus

those moved into Town ward and those electors in J0002 who live north of Dartmouth Avenue.

2022 Ward Electorate: 4786 (variance +9.5%)

Poolfields Ward A single‐member ward combining the existing polling districts from Thistleberry of I0001 and I0004 along with all electors north of the A525 (Higherland) but south of Lyme Brook in polling district I0002. This will bring together a seat focussed entirely on the Poolfields estate which has a distinct and different character, social make‐up, housing stock and issues than the rest of the current Thistleberry.

2022 Ward Electorate: 2398 (variance +9.9%)

Holditch Ward A single‐member ward made up from the entirely of the existing F0002 polling district and 926 electors from F0001 – namely the roads to the east of London Road which form part of the ‘Beasley’ estate and the roads north of Wolstanton Road (B5369). This would create a geographically small seat but one which was focussed on an area of the existing ward of Holditch which self‐dentifies as a community.

2022 Ward Electorate: 2248 (variance +2.8%)

Chesterton Ward A single‐member ward made up from the remainder of F0001 from the existing Holditch ward and those electors in streets which, in the main, form the centre of the urban village of Chesterton from the E0004 polling district. This ward then extends along Audley Road brining in the flats on Audley Road and the lower parts of Cypress Grove, Hazel Road and Pear Tree Lane and the northern boundary with the neighbouring ‘Crackley’ seat mirrors closely that of the Staffordshire County Council boundary between “Audley & Chesterton” division and the ‘Talke and Red Street’ division.

2022 Ward Electorate: 2233 (variance +2.1%)

Crackley Ward A single‐member ward made the remainder of E0004, ie Birchhouse Road and the cul‐de‐sacs which extend off it to the south and all of E0003 creating a ward boundary along Cedar Road with the electors to the south who live in a newer built estate forming part of the ward. From E0001, the new build estate around Badgers Croft, Woodrow Way on the eastern side of Crackley Bank and the small collection of streets opposite of the western sie of Crackley Bank, ie Hawthorn Road and Juniper Close. As this ward will include the new build estate from E0003, it is logical to link the similar houses from E0002 accessed of Cedar Road onto Barbridge Road and the roads which come off it. This estate is linked by a footbridge over Cedar Road and has a different identity to the neighbouring and much larger Waterhayes estate.

2022 Ward Electorate: 2082 (variance ‐4.7%)

Waterhayes & Red Street A single‐member ward linking the new build estate of Waterhayes and the more historic part of Red Street. The seat would come from E0001 and E0002. The Waterhayes estate in E0002 is accessed exclusively from Aston Road and comprises around 950 electors. E0001 would provide Crackley Bank and the developed area to its west, namely Shrewsbury Drive and the roads which come from it. This ward would extend to the boundary of the Parish of Kidsgrove in Red Street.
