PLEDGE OF ALLEGIANCE 2. PUBLIC COMMENT There was no public comment. 3. CONSENT CALENDAR 3A. Minutes of March 14, 2011 3B. Report on Environmental Document/General Plan Amendments Reviewed A motion to approve the consent calendar was made by Supervisor Haggerty; a second was made by Councilmember Henson. The motion passed 6-0. 4. PLANNING 4A Approval of 2011 CMP Update: Recommendations for the CMP Level of Service Standards Regarding Roadway Network and Multimodal Level of Service Saravana Suthanthira requested input on two options for revising and re-evaluating the threshold for including roadways as principal arterials on the CMA network and a process for using multi-modal level of service standards for CMP purposes. She said that based on ACTAC and PPLC inputs, staff will revise Chapters 2 and 6. The two options are: (1) Option 1: Re-evaluate and revise as appropriate the original 30,000 average daily traffic threshold criteria for selecting principal arterials on the CMP network and apply new criteria to identify new roadways; (2) Option 2: Develop a set of qualitative criteria to identify new roadways to be included and surveyed. Roadways identified using the qualitative criteria would be monitored for informational purposes only and would not be used in the conformity findings process. The qualitative criteria policy would be reviewed periodically. After some discussions, a motion to recommend that the Commission approve Option 2 and a process for using multi-modal level of service standards for CMP purposes was made by Councilmember Henson; a second was made by Mayor Kamena. The motion passed 7 – Aye; 1 - Nay (Mayor Green). 4B Review of Sustainable Community Strategy (SCS)/Regional Transportation Plan (RTP) and Countywide Transportation Plan (CWTP)/Transportation Expenditure Plan Information Beth Walukas stated that project/program applications are due to Alameda CTC on April 12, 2011. These will be screened and a preliminary list of CWTP projects and programs will be developed. Then a draft list of projects and programs recommended for inclusion in the RTP will be developed and will be submitted to MTC by April 29, 2011.     Altamont Corridor Vision Universal Infrastructure, Universal Corridor AltamontAltamont Corridor Corridor Vision: Vision Universal Infrastructure, Universal Corridor What is the Altamont Corridor Vision? The Altamont Corridor that connects the San Joaquin Valley to the Bay Area is one of the most heavily traveled, most congested, and fastest growing corridors in the Northern California megaregion. The Bay Area Council estimates that congestion will increase an additional 75% between 2016 and 2040. To achieve state and regional environmental and economic development goals, a robust alternative is needed to provide a sustainable / reliable travel choice and greater connectivity. The Altamont Corridor Vision is a long-term vision to establish a universal rail corridor connecting the San Joaquin Valley and the Tri-Valley to San Jose, Oakland, San Francisco and the Peninsula. This Vision complements other similar investments being planned for Caltrain, which is in the process of electrifying its corridor and rolling stock; Capitol Corridor, which is moving its operations to the Coast Subdivision as it improves its service frequency and separates freight from passenger service; a new Transbay Crossing, which would allow for passenger trains to flow from Oakland to San Francisco; the Dumbarton Rail Crossing, which is being studied to be brought back into service; and Valley Rail, which will connect Merced and Sacramento. However, because of the potential consequences, the U.S. Nuclear Regulatory Commission has undertaken the examination of specific accidents to determine the potential consequences to an SNF package. The MacArthur Maze accident of April 2007, which did not involve SNF, was selected for evaluation because of the severity of the fire and the unusual structural consequences, in which the heat from the fire caused the overhead roadway segments to collapse onto the roadway where the fire was burning.

    UNITED STATES DEPARTMENT OF THE INTERIOR GEOLOGICAL SURVEY GEOLOGIC MAP OF THE LAS POSITAS, GREENVILLE, AND VERONA FAULTS, EASTERN ALAMEDA COUNTY, CALIFORNIA By DARRELL G, HERD Open-file report 77-689 INTRODUCTION Livermore Valley, a large east-trending valley in eastern Alameda County, California, approximately 50 kn east of San Francisco, is unique in the central Coast Ranges, where all other major valleys trend northwest* Bounded on the west and east by two major right-lateral strike-slip fault zones the Calaveras-Sunol and the Greenville, Liverraore Valley was originally believed to be crossed by other northwest-trending faults, inferred from ground-water level differences and geophysical anomalies (California Dept. Water Resources, 1963, 1966, 1974; Wight, 1974). Recent mapping in Liverraore Valley and surrounding areas (Herd, 1975) has revealed the existence of the Las Positas fault zone, a high-angle, northeast- trending fault zone that forms the southern limit of the valley and extends from La Costa Valley, east of the Calaveras-Sunol fault zone, northeastward to the Greenville fault zone. The Las Positas fault zone is the first reported northeast-trending fault zone in the central Coast Ranges of California with a history of Quaternary movement. Purpose of map This map depicts the geologic setting of the Las Positas and Greenville fault zones, which bound Livermore Valley on the south and east, and the Verona fault, which lies southwest of Liverraore Valley. The map presents a new interpretation of the geology of Livermore Valley and adjoining areas, and contains new subdivisions of the Quaternary stratigraphy. The recency and recurrence of displacements along the three faults is assessed and an interpretation of the tectonic setting of Livermore Valley proposed.

The applicant, RAO Company, is proposing the construction of a new 19,944 square foot (sq. ft.) building on the the property. The building’s primary function would be to provide space for wine tasting, tours, and special events, and administrative offices for employees. The building would provide a dedicated space to process wine, serve customers, and hold events. Alameda County is the lead agency for this project and has prepared this MND. FINDINGS An IS has been prepared to assess the projects potential effects on the environment and the significance of those effects. Based on the Initial Study, it has been determined that the proposed project would not have any significant effects on the environment once mitigation measures are implemented. This conclusion is supported by the following findings: 1. The proposed project would have no impact related to greenhouse gas emissions, aesthetics, agricultural resources, hazards/hazardous materials, land use/planning mineral resources, population/housing, public services, and recreation.
