(AP) - Authorities say a 20-year-old Williston man is dead after the pickup he was driving crashed head-on with another vehicle. The release says Dopson was driving a Chevrolet pickup on U. S. Highway 85 that crossed the paved median and struck a Kenworth truck head-on. 8 ‘Unprecedented’: UK activist fearing US extradition, 99yr sentence awaits landmark court ruling Gifted programmer and human rights activist Lauri Love, 31, stands accused of intercepting online systems operated by the Fed, NASA, the FBI, the US Department of Defense and the US Environmental Protection Agency, among others. The US Department of Justice (DoJ) is pursuing him with three extradition orders, claiming he and several collaborators violated millions of US networks between 2012 and 2013, landing US tax payers with a multimillion dollar damages bill. The series of political protests, dubbed “#OpLastResort,” was orchestrated by online activist network Anonymous to decry the US criminal justice system’s draconian persecution of the late Aaron Swartz. Facing $1 million in fines and up to 35 years in prison, the talented programmer and entrepreneur eventually took his own life in 2013. He was just 26 years old. Love is suing Britain’s equivalent of the FBI, the National Crime Agency (NCA), for the return of multiple electronic devices seized from him during a 2013 police raid. He was arrested in October of that year for alleged offenses under Britain’s Computer Misuse Act, supposedly relating to #OpLastResort. Following his arrest, the NCA snatched a range of computers, drives and other devices from Love's family home and handed him an order under Section 49 of the Regulation of Investigatory Powers Act 2000 (RIPA) to surrender his encryption keys. The NCA had hoped to sift through his data to ensure it was solely his. Love flatly refused to comply, and was later released on bail. His police bail expired nine months later and the NCA’s probe appeared to have ground to a halt. However, the law enforcement body held on to six of his devices which investigators had been unable to decrypt. When Love later launched a civil suit to regain access to these devices, the NCA retaliated. In a sinister twist of events, the law enforcement body attempted to use his civil suit as a mechanism to push for the erosion of privacy rights. Love’s supporters criticized the manoeuvre, branding it a defacto power grab that could see his Fifth Amendment rights violated if the British government extradited him to the US. During a hearing at Westminster Magistrate’s Court last month, District Judge Tempia heard arguments from Love’s legal counsel and the NCA. Judge Tempia reserved her final ruling until May 10. Love is due to return to Westminster Magistrate’s Court on Tuesday morning, where the judge will decide if the NCA can use his civil property suit to force him to hand over his encryption keys. The NCA is adamant that Love must surrender the passwords to secure the return of his property, despite the fact no charges have been brought against him. This would enable the law enforcement body to scrutinize his private data without evidence of wrongdoing. Love, who is a passionate privacy rights advocate and social justice campaigner, says he is unable to assist with the NCA’s request. The case casts a glaring spotlight on the global debate concerning the sanctity of encrypted data and governments’ right to penetrate it. It also raises deep concerns about the continued erosion of privacy rights and state sovereignty in a cross-border climate of mass snooping. Lawyers, journalists, privacy rights campaigners and hackivists worldwide are outraged at the treatment Love is receiving, arguing that his civil suit has been manipulated to violate his human rights and the privacy rights of UK citizens at large. The Courage Foundation, which offers support to those who risk their life or freedom to make serious contributions to the public record, is backing Love’s refusal to hand over his keys. It is also raising funds to help fight his extradition battle. The group’s campaign officer, Naomi Colvin, says the judge’s decision on Tuesday could set an ominous precedent for anyone in Britain who relies on encrypted data. “A decision in favor of the NCA tomorrow would be breaking new ground. While the UK does have a key surrender law, this would make it much easier for police to compel people to hand over their passwords, bypassing the safeguards that Parliament stipulated back in 2000,” she said. “That prospect should worry anyone in the UK with an interest in communicating or storing information securely. Since developments in the UK are watched with interest by other governments, the ramifications could well end up being felt internationally.” Love’s US lawyer, Tor Ekeland, previously told RT the NCA may have collaborated with US authorities behind closed doors with respect to his client’s case. “It is my understanding, although I have not seen confirmation of this, that mirror images of Lauri’s drives were sent to the U. S,” he said. “This is a war over who controls information. Anything that threatens the [US] government’s control over information is viewed as a direct threat and is punished accordingly”. Ekeland argued talented computer enthusiasts often hone their skills through hacking. "If the U. S. had been prosecuting computer crimes in the 1970’s like they are now, Steve Jobs, Steve Wozniak and Bill Gates all would have gone to jail and you would have no Apple or Microsoft because both those companies were started by hackers," he said. "Every good computer person I know learned their craft by hacking. It’s no coincidence that modern hacking arises from MIT, one of our prestigious research universities. " The treaty governing UK-US extradition proceedings came into force in April 2007 and has been branded one-sided by critics. It allows the US government to extradite UK citizens for alleged crimes committed under US law on British soil. The British government has no such reciprocal right. Critics also argue the degree of evidence required to extradite an American citizen to Britain is significantly higher than that needed to hand over a UK citizen to the US. Technologist and surveillance expert at Privacy International Richard Tynan says the NCA’s demands are unjust and unprecedented. “At the moment, there is a presumption that computers in the custody of the NCA contain prohibited information. There is no evidence upon which the UK police are basing this presumption,” he told RT. “In relation to some of the exhibits, the UK police are unable to even ascertain whether or not encryption has been used.” Tynan warned Tuesday’s ruling will have far-reaching consequences. “Given the unfettered access that the USA has to the UK spy agencies’ data, as shown from the Snowden disclosures, it is clear that the UK can do the dirty work of the US government in collecting data that it could not under its laws,” he said. “It is difficult to see how any journalist, worth their salt, would not sympathize with Lauri Love in this case as the protection of their sources and the material they disclose are essential in holding the powerful to account.” Love’s US-UK legal team say he could face up to 99 years in prison if extradited to America. The NCA previously declined to comment directly on his extradition proceedings or those concerning his civil property suit. When asked whether it felt pressured by the NSA and/or other US authorities regarding Love’s case, a spokesperson for the law enforcement body said: “The NCA is an independent law enforcement agency. We would not routinely confirm or deny specific communications with partners.” In January 2011, Aaron Swartz was arrested by officers based at the Massachusetts Institute of Technology (MIT) Police Department, after he rigged up a computer to the prestigious university’s network in a nearby closet. The computer had been set to download journal articles from well-known digital library JSTOR, which the university used. US prosecutors subsequently charged the internet prodigy with eleven breaches of the US Computer Fraud and Abuse Act and a further two counts of wire fraud. Facing crippling fines and the potential prospect of decades in prison, Swartz tragically committed suicide 2013. His untimely death hurtled political activists and digiphiles across the globe into mourning.

In the candidates’ opening remarks, Moyowasifza Curry argued that America’s problems started back before the founding of the US, and said she would teach “truth, love and honesty” to heal the nation’s wounds. Mesplay said he wanted to give a voice for the indigenous people worldwide, mistreated by the nations that surround them. Stein, a physician who was the party’s candidate in 2012, said her goal was to apply medicine to politics, “the mother of all illnesses.” Appealing to the middle As the Green Party becomes more visible, it will become more viable in a general election, Mespley argued. “We get away from lesser-evilism by growing the Green Party early,” he said. Moyowasifza Curry said that she was reaching out to people in person, explaining that “We could win the White House and paint it Green.” The candidacies of Hillary Clinton and Donald Trump have created the “perfect storm for independent politics we need,” Stein argued, describing Clinton as the candidate of fear and Trump as the candidate of hate. “Hate and fear are not what democracy needs.” Reforming the process Asked what they would do to reform the US electoral process, every candidate offered something different. “Election day should be a legal holiday,” Moyowasifza Curry said. He expressed concern that China was emulating the US in a “race to the bottom,” becoming “more predatory” and consumerist. Instead of fighting each other, nations of the world should join forces in the great war against “climatic instability,” the common enemy of all, he said. US policy toward Russia is a “marketing strategy for the weapons industry,” Stein said, used to justify expensive military projects like the F-35 fighter jet. She described the US encirclement of Russia as a “Cuban missile crisis on steroids,” and said the Trans-Pacific Partnership (TPP) trade pact is “creating a trade war with China right now.” Nuclear weapons and energy All three candidates were adamantly opposed not just to nuclear weapons, but nuclear energy. “We don’t need that,” Moyowasifza Curry said, adding there were enough nuclear weapons in the world for the human race to commit collective suicide. “We really need a nuclear-free world,” said Mespley, explaining that he opposed nuclear energy because it gave legitimacy to the existence of nuclear weapons. “It’s not only shameful, it’s extremely dangerous” that the US has been modernizing its nuclear weapons, said Stein, voicing opposition for Washington’s abandonment of the ABM treaty. How to deal with terrorism “We created every enemy we have by our actions and our behaviors,” Moyowasifza Curry said, noting that domestic terrorism was just as dangerous as its international cousin. She urged compatriots to reach out to allies in the Islamic world. Mespley agreed, saying that “perverted and corrupted Islam” was behind terrorism, while authentic Muslims have been horrified by it. “More people were killed by toddlers since 9/11 than by so-called Islamic terrorists,” Stein argued. “Our wars in Iraq, Syria and Libya have fanned the flames of ISIS.” Modern Islamic terrorism was created by the CIA and Saudi Arabia in the 1980s to fight the Russians in Afghanistan, she said. Guns and violence “We need to get automatic weapons off the streets” and hold gun manufacturers and distributors accountable for violence, Stein argued as the debate on domestic policy issues kicked off with a question about gun control. Moyowasifza Curry said she would “outlaw and eliminate by decree guns” within the first 100 days, if elected. Mesplay acknowledged that this was the party stance, but said he personally supported Second Amendment rights in the face of a heavily armed US military “acting like a predator across the planet.” Mesplay went on to advocate a “Green New Deal” to create jobs, while promoting local self- sufficiency as the way to go forward. Stein pointed out that “vast concentrations of wealth corrupt our political system,” while Moyowasifza Curry denounced capitalism altogether. “I am a socialist, and capitalism is barbaric,” Moyowasifza Curry said. Moyowasifza Curry is a California native who has extensive experience in project management, and joined the Greens after becoming disillusioned with Democratic politics. She has served as a political strategist in the West African nation of Ghana. The Green Party convention will be held from August 4-7 in Houston, Texas.

10 10 Contradictory killing: 5 shot dead after gunman decides ‘to scare’ offenders, ‘shoots in the air’ At about 6 a.m. on Sunday, a group of bikers and a local resident who belonged to the same motorcycle club started arguing near an abandoned brewery in the village of Chelokhovo in the Moscow Region, according to Natalya Osipova, a Moscow Region Court spokesperson cited by RIA Novosti. The man was identified by the Russian Investigative Committee as 27-year- old Ilya Aseyev. According to reports, the men had been drinking alcohol. Aseyev got angry with the bikers after they allegedly insulted him in the presence of two women, Life.ru reported. The man, eager to get back at the men, went home and got a shotgun. This is where the events become murky. Aseyev, who admitted to killing all five, insists he fired his gun into the air and accidentally shot one of the bikers dead, the court spokesperson said. Killing the other four was only logical, since they could have served as witnesses against him, the suspect reportedly said. According to Osipova, four of those killed were bikers, and the fifth killed was a local. This last one was reportedly only injured by a shotgun blast, and Aseyev allegedly finished him off with a knife. Aseyev allegedly didn’t notice one woman who was sleeping in a tent at that point, and took mercy on another who he forced to drive him home. The woman reportedly raised an alarm as soon as she got rid of the killer. The two women helped investigators identify the suspect, who was hiding in his home. Investigators have also found a car in which Aseyev allegedly left the crime scene – and the Saiga rifle in it. The investigation committee initially reported that the man had burnt all of the evidence in a campfire and then left. A source close to the investigation told TASS that, the suspect had left after an argument, and waited until the bikers fell asleep. He later returned with a Saiga hunting carbine and intentionally shot them dead. Criminologists allegedly discovered knife, as well as gunshot wounds, on the bikers’ bodies, Life.ru reported, adding that, according to Aseyev’s confession, he stabbed the bikers several times after they had already died from being shot. A local court has ordered that Aseyev be detained until June 8, on suspicion of killing two or more people, when a substantive hearing will take place. He may face a life sentence under the Russian criminal code. Aseyev has offered apologies to the families of his victims, saying that although they treated him “badly for no reason,” he understands his words “change nothing. ” The source told TASS that the bikers were members of the Moscow chapter of an international club of Honda motorbike owners and fans. 11 ‘Immortal Regiment’ marches pay tribute to WW2 heroes worldwide (PHOTOS, VIDEOS) The marches, which are taking place from May 7 through May 9, are an act of admiration and remembrance of all those who showed bravery during perhaps the most terrifying time in our recent history. They serve to show that each person who died or suffered in World War II was someone’s family, someone’s loved one. Since its inception in 2007, the Immortal Regiment initiative has been met with unprecedented support, and by 2015 it had received national status. Last year it was held in seven other countries in post-Soviet space and Europe for the first time. This year’s map of the Regiment movement, however, is unprecedented. It will be held in London, Berlin, Kiev, and Astana. The Regiment will march through Tajikistan, Austria, Latvia, Estonia, Malta, Kyrgyzstan, and Kazakhstan. Even in Switzerland, where people voted against a mass march passing through the streets, an online “parade” will be held, and, of course, in Moscow and all of the Russian regions, millions are expected to show up for the Regiment march on May 9. In a number of countries, the Immortal Regiment has already marched, joined mostly by members of the Russian-speaking community, as well as the locals. Prague, Czech Republic Some 700 people took part in Prague’s first Immortal Regiment march. They sung the most popular Russian war songs, Katyusha and Smuglyanka, and wore the orange-and-black striped ribbons of St. George, which stand for the Soviet Union’s contribution to the allied victory in World War II. The daughter of Czechoslovakia’s ex-president and acclaimed World War II hero, Ludvigh Svoboda, took part in the event, which was held in Gradchyany, Prague’s historic district. Madrid, Spain Madrid has hosted its first Immortal Regiment march, with some 200 people taking part. Apart from World War II veterans, the participants of Madrid’s event also remembered those who died in Spain’s Civil War from 1936 to 1939. The mass event, organized by the regional association of Russian expatriates in Spain with the support of the Russian Embassy, will also take place in Barcelona, San Sebastian, and Altea. Beijing, China The capital of China hosted the event for the first time this year. The assembly was not large, as any gathering of over 50 people is considered a rally in the country. Still, with the authorities’ approval, people gathered in a small park near the Russian embassy and shared their families’ wartime stories. The war in China was still far from over on May 9. The families of veterans in both Russia and China do not tend to separate those victories, however. Rome, Italy Rome became the first city in Italy to host the Immortal Regiment march. Some 1,500 people marched through Jerusalem, where the Regiment was joined by war veterans. The southern city of Ashdod also hosted the event, with 11 more cities still to host their own. Beirut, Lebanon Some 200 people took part in the event for the second time since last year, despite the uneasy situation in this Middle Eastern country. In addition, activists from the youth organization KARIL have been giving out St. George ribbons at Beirut’s universities since April 23, spreading knowledge of the scariest war of the 20th century, with lectures dedicated to the victory over fascism planned for May 9. Paris, France The Immortal Regiment has passed through the capital of France, with hundreds of veterans, diplomats, Russian guests, and French nationals marching from the Place de la Bastille to Pere Lachaise cemetery, where they laid flowers before the monument dedicated to the Russian heroes of the Resistance. Similar events are also to take place today in Strasbourg, Nice and Montpellier. New York, US Six cities hosted the Immortal Regiment parade in the US, and the event is also scheduled to be held in the country’ capital on May 9. The biggest procession gathered in New York, where over 500 descendants of Soviet and American war heroes sung wartime songs and hymns while marching along the Hudson River. They released several hundred white balloons adorned with the images of cranes into the sky, symbolizing the deceased warriors. Washington DC, US The Immortal Regiment March has also been held in Washington DC, the US capital. Chicago, Orlando, Seattle, Denver, and Houston also hosted the event. Vienna, Austria Some 300 people took part in the Immortal Regiment parade here, according to the event organizers. Austrians and Russians who live in the country marched to the Heroes’ Monument of the Red Army, where they laid flowers in memory of the anniversary of victory over Nazi Germany. One of Vienna’s liberators, veteran Vladimir Raspolykhin, led the march. The Immortal Regiment has also paraded through Sweden’ capital once again, with dozens of people marching in commemoration of their lost loved ones. 22 Shashank Manohar quits as BCCI president for ICC, Anurag Thakur favourite New Delhi : Shashank Manohar on Tuesday stepped down as BCCI president barely seven months after being appointed for a second term in place of the late Jagmohan Dalmiya and is all set to take over as first independent chairman of ICC. Manohar leaves at a time when the board is being directed to comply with the Supreme Court-appointed Justice Lodha panel's reform recommendations. In a letter addressed to BCCI secretary Anurag Thakur, Manohar said, "I hereby tender my resignation with immediate effect from the post of President of Board of Control for Cricket in India. I also resign with immediate effect as the representative of BCCI on the International Cricket Council, as also the Asian Cricket Council on which I was nominated by the General Body of BCCI. I thank all my colleagues and the staff for their support and cooperation during my tenure. I wish all of you all the very best in taking the cause of Cricket to greater heights. " According to reliable sources, Thakur is being tipped to take over the hot seat. IPL chairman Rajeev Shukla is also in the running along with Maharashtra CA president and business magnet Ajay Shirke. As per BCCI rules, a Special General Meeting (SGM) has to be convened within 15 days, apprising the members of the current situation. It is the prerogative of secretary Thakur to call such a meeting. As per norms, Manohar has also resigned from ICC chairman's post as he was a BCCI representative at the apex body and resignation in country's board effectively means that he does not stay as ICC's chairman. His tenure was supposed to end in June, 2016, after which he was set to take over as the first independant chairman of ICC. 25 Orleans deputy who died in line of duty to be honored NEW ORLEANS (AP) - A New Orleans sheriff’s deputy who died in the line of duty last year will be honored at a ceremony in Washington. The Orleans Parish Sheriff’s Office said Monday that Deputy Rodney Condall died in January 2015. He had collapsed while responding to a deputy’s call for help in an altercation with an inmate. The sheriff’s office said he was heading up a flight of 19 stairs at the old parish prison, now closed, when he collapsed. On Friday, Condall will be honored by the National Law Enforcement Officers Memorial Fund, which has inscribed his name at the memorial in Washington. Condall’s name, along with the names of 122 other fallen officers, will be dedicated at a candlelight vigil.

27 No 'border haats' with China in Arunachal Pradesh: Government New Delhi : India today ruled out setting up trading centres along its border with China in Arunachal Pradesh saying such an initiative could be taken only when Beijing agrees to it. "China has to agree. We can't enforce anyone. There has to be mutual consent, then only 'border haats' can be set up," Minister of State for Home Kiren Rijiju said in Lok Sabha during the Question Hour. Rijiju's statement came when Congress MP from Arunachal Pradesh Ninong Ering asked why India can't set up 'border haats' along the Sino-Indian border in the state. The Minister said without cooperation from the other country, no trade can take place in any 'border haat'. Currently, India has a border trading post with China at Nathu La in Sikkim. Rijiju said India and Bangladesh have agreed to set up six more 'border haats' soon for promotion of trade along the international borders. At present, four 'border haats' -- two in Meghalaya and two in Tripura -- are functional along Indo-Bangladesh border and the four new 'border haats' -- two in Tripura and four in Meghalaya --will be set up soon. "The establishment of 'border haats' is expected to promote the well being of the people in areas across the borders of the two countries, which in turn will maintain peace and tranquility in the border regions," he said. Replying a supplementary question, Rijiju said the Home Ministry facilitates safety and security of border areas so that proper trading could take place between the people of two nations. "We are not here to do business but to ensure safety and security of people and facilitate that proper trade could take place in border haats," he said. The Minister said during two years of the Modi government, various efforts were taken for promotion of trade along the international borders. "But we are not satisfied with whatever we have done so far and want to do more. We are committed to do more," he said. The opposition party had staged protest in the Upper House over the issue yesterday, claiming that the PM had "contradicted" Parrikar by stating during an election rally that Italian court has indicted Congress president Sonia Gandhi in the chopper deal, leading to washout of proceedings. Shantaram Naik (Cong) said he has moved a breach of privilege notice against the Prime Minister and the Defence Minister because of "lies" told outside the House about UPA leaders taking money in the chopper deal. Jaitley, who is Leader of the House, retorted, "Since when has an election speech by one politician against another outside the House started to be construed as breach of privilege". Political speech outside by one politician against another is for 'publicity' like the Congress members have been doing in front of media the whole of yesterday, he said. "The Prime Minister is entitled to speak on corruption" both inside and outside the House and he cannot be "gagged", he said. Deputy Chairman P J Kurien said he had called Naik to make a zero hour submission as per the notice he had given and not to raise any other issue like breach of privilege notice. Congress leader Anand Sharma said the statements made by the Prime Minister in the House or outside are as Prime Minister of the country and there cannot be any distinction between them. "The Prime Minister has contradicted his Defence Minister," he contended. Jaitley responded by saying that the Prime Minister cannot be gagged against speaking on corruption. 29 Centre seeks SC's nod to hold NEET in 6 regional languages New Delhi : The Supreme Court may consider the central government's plea to hold the National Eligibility Cum Entrance Test (NEET) in Tamil, Telugu, Marathi, Assamese, Bengali and Gujarati, besides English and Hindi. AN apex court bench comprising Justice Anil R. Dave and Justice Adarsh Kumar Goel said they will consult Justice Shiva Kirti Singh as Solicitor General Ranjit Kumar sought the court's clarification as to whether the phase two of NEET could not be held in six languages other than English and Hindi. The phase two of NEET for admission to medical courses is scheduled on July 24. s Ranjit Kumar mentioned the matter, The bench said: "We have left it to you," on Tuesday. Ranjit Kumar told the court that this aspect of Monday's proceedings have not been addressed in the order passed by the court. On Monday, the Central Board of Secondary Education (CBSE) had expressed the apprehension that getting the question paper translated into six languages other than English and Hindi could result in its leakage. Even the Medical Council of India (MCI) had said that eventually the NEET should be conducted in English only as medical books are not available in any language other than English.

30 Indian chefs win Asian Pastry Cup bronze New Delhi : Chefs from India won three awards at the Asian Pastry Cup 2016, held recently in Singapore, and is a run up to the international World Pastry Cup contest, that takes place once every two years in Lyon, France. The victory has been unexpected for India, which has so far not excelled in the competition where pastry chefs from 11 major Asian countries vie for the top spot, which this year was bagged by host country Singapore, followed by Malaysia. The team from India was represented by Chef Mukesh Rawat and Chef Amit Sinha who won three awards in total - the bronze medal, and most promising talent for Mukesh Rawat, and best chocolate sculpture. Each of the competing teams had to prepare a cake, a plated dessert, artistic pieces in sugar and a showpiece sculpture made out of chocolate -all of which had to be prepared from scratch in front of a live audience within a time limit of eight hours. The chefs say that they underwent a 7-month rigorous training session under the guidance of Chef Manjit Singh Gill, President Indian Federation of Culinary Association (IFCA). "It was a good seven months of extensive training plan executed very well under the guidance of Chef Manjit Singh Gill, President IFCA. The selection of the team was in done in September through the 'India Pastry Cup' Further there was a 10 day training in Malaysia. " According to the chefs, evaluation was done on the basis of food taste, flavour, texture and innovative presentation ideas. The winners said the award will bring a change in the way people perceive pastry chefs in India and would encourage the more people to take it up as a profession. "This will bring a change in the way we perceive pastry chefs in India. As third best pastry chefs team of Asia, this will encourage the young pastry chefs more and more and also motivate them to improve their skill set for international competitions in future," chef Rawat said. Singh said the win will play a part in opening up a world of new trends and techniques in the world of pastries. "This would also help us to start using world class ingredients and equipments and finally lead to availability of these in India," chef Singh said. The two-day competition, held on April 12 and April 13 was judged by member of a judging panel helmed by Gabriel Paillasson, the founder of World Pastry Cup. The winning chefs are now gearing up for the upcoming competition of 'World Pastry Cup 2017' to be held in France in January next year and have made a 9 month training plan for the team in different stages. "The 9 stages would include working on the designs and taste of the products in first stage. After careful study and trials, the final menu will decided. We will start working on the time management. This may take two months. We will be roping in international pastry chefs who have competed in this competition before who can help and train us further. "After July in second stage, we are looking forward for the team practice so that we can get together as team according to the actual space and time. By November we expect to be ready with the final product line which will be presented to a jury of international visiting guest chefs in Malaysia. Surplus store general manger Kris Jolley says the university is now coal-free, and the train engine isn’t needed any longer. The switcher or switch engine was bought in 2009. The university’s Board of Trustees voted last year to end the use of goal by the end of this year. The plant ceased coal use at the end of March. These are the biopic Kalushi: The Story of Solomon Mahlangu; the family drama Free State, starring model Nicola Breytenbach and Leleti Khumalo; and two romantic films, Mrs Right Guy, and Happiness is a Four-Letter Word. After each of the main films, short South African films, including Hamba Kahle, Scribblings, Into Us and Ours, Konneksies, Umva and Precious Gift will be screened. Foundation spokesman Peter Kwele said although no local productions had been officially selected , the festival would screen films "as a service for producers to assist them in getting international sales". "Cannes is an important platform for South Africa because it is the premier festival that recognises emerging voices. "Setting ourselves on such an important stage allows us to continually up our standards and ensure our content is appreciated," said Kwele. Other local films to be shown at the festival include The Beast by Samantha Nell, Gallo Rojo by Zamo Mkhwanazi, Paraya by Sheetal Magan and Lokoza by Zee Ntuli - all produced in a collaboration between four South African and four international directors. "In total we have 12 filmmakers at the festival," said Kwele. Greater focus on using gas in particular as a pillar of industrialisation is one of the new elements in the government's latest industrial policy action plan. A gas utilisation model for the region has been developed and a series of regional gas projects identified. A dedicated gas industrialisation unit will be launched next week by the Department of Trade and Industry to drive the programme in collaboration with other state departments and stakeholders. An action plan for the unit has already been developed. "The Southern African region is fast growing into an oil and gas jurisdiction, led by major on and offshore gas finds in Mozambique, Tanzania, Botswana and Namibia - together with significant potential for substantial hydrocarbon resources in South Africa," Davies said at the launch of the plan in Benoni on the East Rand. "There is great potential both for cheaper, less carbon-intensive energy generation and for the utilisation of gas for upstream and downstream industrialisation. " The gas fields off Mozambique are estimated to contain between 5.7 trillion cubic metres and 7.1 trillion cubic metres. The industrial policy action plan refers to the cheap exploitation of shale gas in the US and how it has revitalised sections of the manufacturing industry there. Davies said the government was working on a plan to extend support for the automotive industry beyond the 2020 span of the current programme. The scope of the policy could be extended and a team of technical experts set up to develop a post-2020 Automotive Master Plan. The programme has attracted Ford, BMW and VW to set up factories and create jobs.

"The lifting of the suspension is confirmed, but we only consider the precise time before May 13th," Minister Nahrawi said at the State Palace. FIFA has sent a letter to the Indonesian government to terminate the sanction against the PSSI before its congress in Mexico, or the international body will not end its sanction on the PSSI, reports Xinhua. The FIFA's sanction has barred the Indonesian soccer association from participating in several international events such as qualification for the World Cup and the Asia Cup. S. Attorney Andrianna Kastanek alleged Dekelaita told his clients to lie about persecution in Iraq and make up stories about rapes and executions by Islamic militants. Kastanek said the conspiracy occurred over 10 years. Dekelaita was indicted in September 2014. Dekelaita’s lawyers said the people who helped the government build its case are in the U. Different strains, the mutant things. As soon as we work out what to do with one, it morphs into another, with an extra head. They seem to meet and cross-pollinate in sandpits and at break time when grubby fingers invade each other's lunch boxes. How do nursery school teachers remain uninfected? Fembots with tough immune systems, surely. We have stopped saying, ‘Sorry we can’t attend because someone has a bug’, because there is unlikely to be a time when these little humans are in perfect health. They seem to maintain a nasal tone and a snail trail on their ruddy cheeks all through the year. There will be times when their bugs will necessitate changing their linen three times in a night or cleaning carpets the next day — yet they seem to carry on happily with life despite sky-high fevers and hacking coughs. But when the bug hits adults... we are felled like snotty, swollen-tonsilled trees. It comes at you with different or repetitive symptoms, but guaranteed to be inappropriately timed. The easy ones come with coughs and sneezing, sore throats and lost voices. Others are evil, with the green mucus that sticks like honey on that twirly stick, making the sufferer smell a bit sour. The wonderful part of the body-aches, sinuses being stabbed by tiny soldiers with pins, head pounding, colds and flu, is that unless you are bordering on delirium, you have to get on with the daily grind. Because the germ carriers need time and attention. There are tea parties to be had and train sets to build. There is nowhere to hide. Get a flu jab and an immune booster. Winter is coming.

46 46 2 Kentucky governors, past and present, in acrid public feud FRANKFORT, Ky. (AP) - Kentucky’s two most recent governors are feuding, but they can agree on one thing: the FBI is investigating. While peaceful transitions of power are a longstanding U. S. tradition, the handoff in Kentucky from Democrat Steve Beshear to Republican Matt Bevin has been ugly. The two men have argued loudly over health care, voting rights, pensions and even the appointment of Beshear’s wife to a state commission. Things were so tense recently that Bevin and Beshear both claimed the FBI was investigating the other. An FBI spokesman would not confirm or deny anything, preferring to stay out of the fight like many in Kentucky’s political circles. The spat has intensified so much that Beshear has taken the extraordinary step of starting a nonprofit group that is paying for ads critical of Bevin and his policies. Bevin, in turn, has launched an investigation of the former Beshear administration, using a state law granting him subpoena power and public money to hire a private law firm to determine if the ex-governor violated state ethics and procurement laws. Also nipping at Bevin’s side is Democratic Attorney General Andy Beshear, Steve Beshear’s son. The younger Beshear has already taken Bevin to court - twice - over his policies. The result is an old-fashioned clash in this Appalachian state pitting one of Kentucky’s most powerful political families against a Republican outsider intent on upending a power structure in which Democrats have controlled things for decades. “This has got the makings of a real Hatfield and McCoy feud,” former Democratic Gov. John Y. Brown Jr. said. “I don’t think it’s good for Kentucky.” The harsh talk from both sides - with Bevin accusing Beshear of telling a “straight-out lie” and Beshear calling Bevin “a bully” - is surprising to some. Bevin had repeatedly promised on the campaign trail to change the political tone in Frankfort if elected. Yet the hostilities emerged before Bevin took office when he called Beshear “an embarrassment” for appointing his wife to an unpaid position on the Kentucky Horse Park Commission. He then leavened his December inaugural address with some veiled shots at Beshear as the former governor sat stone-faced just a few feet away. In March, Bevin posted a scathing video to his Facebook page of an empty state House chamber, chiding Democratic leaders for not meeting on the budget. The legislature wasn’t scheduled to convene until 4 p.m. that day, and House Democrats were in fact meeting in their offices across the street. “His attacks tend to be personal attacks,” Steve Beshear said. “It’s not just a disagreement over ideas. But because you disagree with me you are a bad person and I’m going to get you in some way.” Beshear has not been blameless. Ten days after Bevin was elected, Beshear held a news conference criticizing Bevin’s plans to dismantle Kentucky’s health insurance exchange and replace its expanded Medicaid program, both cornerstones of Beshear’s legacy. Once he left office, Beshear started a nonprofit group which - because of a U. S. Supreme Court ruling - can raise and spend unlimited amounts of money on political ads as long as more than half of its spending is on social welfare issues. The group has already paid for its first web ad, declaring that Bevin “uses fake numbers as justification for an ideological agenda.” And this week, he wrote a letter criticizing both Bevin and federal officials for negotiating “back room deals” for Kentucky’s Medicaid program. “It’s protocol for a former governor or a former president to be gracious and let the new governor be the governor,” said Damon Thayer, the Republican floor leader of the state Senate. “It just seems to me that Steve Beshear is having a hard time dealing with the fact that he’s no longer governor.” The feud is likely to ripple out into the fall elections as Republicans seek control of the state House of Representatives, the only legislative chamber in the South the GOP does not control. Democrats recently were clinging to a three-seat majority in the state House of Representatives, but campaigned hard against Bevin in a series of special elections, winning three out of four to solidify their majority for the rest of this year. Now Republicans are eyeing November, when all 100 seats in the House will be on the ballot. At least two people died Monday in weather so violent that forecasters declared a “tornado emergency” for communities in the path of one of the twisters. The Storm Prediction Center said 23 tornadoes were reported across five states. “You are in a life-threatening situation,” forecasters declared while warning the communities of Roff, population 725, and Hickory, population 71, which were ultimately spared major damage. “Flying debris will be deadly to those caught without shelter.” PHOTOS: Tornadoes hit Plains; 2 dead, homes destroyed in Oklahoma Dana Lance was driving through the community of Roff, about 85 miles southeast of Oklahoma City , on her way home from work Monday when the skies grew ominous, sirens wailed and forecasters on the radio told people to take cover. “I parked and went into the school, which has a safe room,” Lance said. “There were kids and elderly people, dogs and cats, babies. It was like the whole town was there.” In nearby Murray County, where Hickory is located, emergency management director Gary Ligon said one person was injured. Garvin County officials said a man believed to be in his upper 70s died when another tornado hit a home near Wynnewood, south of Oklahoma City. Dattu Bhokanal, whose father dug wells for a living, said that when he took up rowing after joining the army he was scared, because he had never seen so much water. But just a few years on, and with his arid ancestral home hit by severe water shortages that have affected more than 330 million, Bhokanal is dreaming of single sculls glory as India’s only Olympic rower in Rio. “There is a huge water shortage in our village,” said Bhokanal, referring to tiny Talegaon in Nashik district, around 165 kilometers (100 miles) northeast of Mumbai. “We used to travel long distances to get water and also stand in long queues to get our buckets filled from water tanks,” added the 24-year-old of his childhood. Earlier this month, the government said a quarter of the India’s population, spread across 10 states, had been hit by drought after two consecutive years of weak monsoons. Making waves Bhokanal quickly showed skill to match his impressive, lean six-foot frame and in 2014 he competed at the Asian Games in South Korea where he finished fifth. During regional Olympic qualifying races in April in Chungju, also in South Korea, Bhokanal made the grade for the men’s single sculls in Rio de Janeiro in August. “It feels nice that I am bearing the fruits of my hard work,” he told AFP. “But this instant stardom does not make me any different and I will not lose the focus of my goal.” “I am still the same person looking to get an Olympic medal,” Bhokanal said, adding that his mother’s plight has only “strengthened (his) resolve”. According to Reifman and Statista, the Redmond, Washington-based company has socked away $108bn in earnings in offshore accounts and is receiving around $776m in state tax breaks due to 2010 legislative action, a state royalty tax redefinition led by former Microsoft executive Ross Hunter, who was a state representative at the time. Reifman further noted that, since 1997, Microsoft’s opening of offices in Nevada, a state with no corporate income tax, has lessened its tax burden. "As a result of the sexist trolls who have attempted to derail my petition, I have decided to take it down. " Some 35,000 people lent their signatures to the campaign, but before its removal MPs and journalists noted that several of the comments made by those sharing the campaign carried a misogynistic undertone. This phenomenon occurs only when the Sun, Mercury and the Earth lined up in one plane. It appears as a dot on the disc because its angular size is very small compared to that of the Sun as seen from the Earth. People use telescopes with special filters to watch the planet Mercury as it makes a rare transit across the Sun. The interval between one November transit and next November transit may be 7, 13 or 33 years whereas the interval between one May transit and the next May transit may be 13 or 33 years. The event is impossible - and dangerous - to view with the naked eye or binoculars, but astronomy groups worldwide are offering the chance view it through filtered telescopes. The last transit of Mercury had occurred on November 6, 2006 when just the end of the event was visible from the extreme north-eastern parts of India at sunrise. 93 Rights of inmates cannot be compromised‚ says prisons commissioner This follows “unprotected” strike action last week by correctional officials at Johannesburg and Bethal correctional centres. Labour organisations POPCRU and the Public Servants Association of South Africa (PSA) have distanced themselves from the strike. Last week warders at the Johannesburg prison embarked on a strike and demanded that Justice and Correctional Services Minister Michael Masutha hear their grievances. Male awaiting-trial detainees at the prison’s medium B section were not being transported to court‚ with warders complaining that the Department of Correctional Services had failed to properly compensate prison officials who qualified for benefits such as overtime pay‚ a danger allowance‚ new uniforms and promotions. In a statement issued by the Department of Correctional Services‚ Commissioner Modise has assured officials that their concerns are receiving urgent attention‚ and has called on them to adhere to lawful channels of communication. “The Department of Correctional Services (DCS) is designated as an essential service. We‚ therefore‚ call upon all officials to follow lawful channels of communication‚ and not to embark upon any unlawful‚ and illegal‚ labour action. “The disruptive behaviour by certain officials to the systemic functioning of DCS compromises the basic human rights of inmates‚ as offenders have the right to conditions of detention that are consistent with human dignity. Action will be taken against officials who promote such unlawful‚ and unprofessional‚ conduct‚” said Modise. Modise said that he had again urged the department’s human resources division to be sensitive to the issues raised by officials which DCS‚ in certain instances‚ had not finalised. “DCS managers need to be alive to the frustrations of officials‚ which should equally frustrate management. Staff should not be afraid to raise issues in the appropriate manner‚ and those officials who remain unsatisfied at local‚ area and regional level are welcome to elevate their concerns to Head Office. As DCS‚ we remain committed towards ensuring that all issues raised by officials are speedily resolved‚” the commissioner said. Modise said that the department was currently engaging with POPCRU and PSA who were the recognised labour union representatives of DCS officials. “On 11 February 2013‚ a Ministerial Task Team (MTT) was established‚ during a Ministerial Consultative Forum‚ with POPCRU and PSA. "We are looking at the best interests of the city," said District K Councilman Larry Green, noting the city is seeking an engineering firm to study a downtown rail link. RELATED: Houston named among America's worst designed cities Texas Central Partners, the private firm proposing the Houston-to-Dallas line, briefed a city council committee Monday, telling officials they remain on track to break ground in late 2017. "That might slide into early 2018," said Shaun McCabe, vice-president of Texas Central Railway. Any connection to downtown, which would likely require public funding, would be built later, said Holly Reed, manager of external affairs for Texas Central Partners. The railway company will operate trains carrying up to 400 passengers every 30 minutes during peak times between the two metro regions. The trip will take about 90 minutes, officials said. Company officials said the entire project – estimated to cost around $12 billion – will be privately funded. The bank helps fund projects that export Japanese technology, such as the Texas Central will do by importing Shinkansen high-speed train technology to Texas. Questions remain about the line, particularly in rural areas where opposition is strong. In Houston, concerns focus more on the effect in specific neighborhoods and worries over noise and visual blight. The issue that has drawn the most attention is the plan by Texas Central to stop the line near U. S. 290 and Loop 610. The train line would run parallel to U. The lack of a downtown connection, meanwhile, continues to worry some officials, including Green and Mayor Sylvester Turner. Houston Public Works has a pending request for proposals for an engineering firm to study the downtown link in greater detail. Green said the study would give Houston more information about the importance of a downtown link, which would then be turned over to the company so they can consider a possible link. "It might make sense for them to do it," Green said. "We as a city want to know what the impact would be and is there another way. The son's 17-year- old prom date, Jacqueline Gomez, later died. Melissa Martinez was sentenced to 21 months in jail. Her son, Eddie Herrera, 20, who attended Aldine's MacArthur High School, was convicted of assault for choking Gomez during sex in a hotel room after prom on May 16, 2014. Herrera, then 18, told police he and his mother worked together to rent the hotel room, get two bottles of whiskey and at least 20 pills of hydrocodone, a prescription painkiller. He told detectives that he and Gomez drank a bottle and a half of whiskey and took most of the pills before having consensual sex. THE CRIME: Teen accused of strangling his girlfriend during sex after prom It was during the sex, he told police, that she asked him to squeeze her neck. Prosecutors said it was more likely that Herrera choked Gomez until she was unconscious during rough sex. He then passed out next to her and woke to find her dead. Herrera was not charged with murder. He was convicted of assaulting someone in a dating relationship, a first-degree felony. Herrera's defense lawyer argued that she died of an overdose. The medical examiner's office ruled the cause of death "undetermined. "

Recently diagnosed with metastatic cancer (meaning simply that it has spread) after his parents grew concerned about a droopy eyelid and large lump on his hip, Vinny's docs have yet to identify the exact type. Vinny's grandparents set up a GoFundMe page to help the family survive what will surely be large medical bills, all while Vinny's father is a combat veteran and his mother is six months pregnant. Some 2,000 people have so far donated more than $75,000, and the parents admitted in their own update this week that while they appreciate the "extraordinary" support, "this is all new to us as a family and we don't want to lie to you we are a little uncomfortable— we're just a blue collar family who enjoys bbq's with friends, and fart jokes. " Vinny, meanwhile, is taking it all in stride, though at Boing Boing , Xeni Jardin issues a note of caution: "We don't have to make this child a hero, or a fighter, or someone who's 'battling' and 'got this.' 98 Eight members of Hyderabad's 'snake gang' convicted Hyderabad: A city court on Tuesday convicted eight members of a 'snake gang' involved in various crimes by threatening the victims with snakes. The ninth accused was acquitted by the court. The quantum of punishment will be pronounced on Wednesday by the Ranga Reddy district court. The main accused, Faisal Dayani, a gym instructor, and the others were convicted for dacoity. The prosecutor said under section 395 of the Indian Penal Code, the accused may be sentenced to life or rigorous imprisonment for a term which may extend to 10 years. However, the charge of gangrape against the accused was dropped as the victim withdrew her statement. The sensational activities of the gang came to light in 2014 when a girl lodged a complaint with the police that the gang raped her in front of her fiance. After barging into a guest house in Pahadi Shareef area on the city's outskirts, the accused also looted Rs.60,000 from the couple. The gang, however, has been charged under Section 354 B of Nirbhaya Act (assaut or use of criminal force with intent to disrobe woman). The gang was allegedly involved in extortion and settling of disputes. Its members used snakes to threaten their victims. Police had also seized four horses from their possession. They have also been charged with showing cruelty to animals.

99 French labour reforms: Government to force plan through The French cabinet has given the go-ahead for the president to force through highly controversial labour reforms, circumventing parliament. An extraordinary cabinet meeting invoked the constitution's controversial Article 49.3, allowing the government to bypass parliament. The bill would make it easier for employers to hire and fire workers. Opponents say it will let employers bypass workers' rights on pay, overtime and breaks. The proposed reforms, which also include changes to France's 35-hour working week, have sparked waves of sometimes violent protests across France. France's Socialist government says removing some of the protection workers enjoy will encourage businesses to hire more people. It says its aim is to combat chronic unemployment. Tuesday's cabinet decision was announced by Prime Minister Manuel Valls. President Francois Hollande has said that he will only consider running for re-election next year if he can bring down the jobless rate, which is more than 10%. The decision to invoke article 49.3 was made after the government failed to reach a compromise on the bill with MPs. A group of rebels within the Socialist party has refused to support the reforms. The only way the bill can now be stopped is by a motion of censure - effectively a vote of no confidence - in parliament within 24 hours, a move which would bring down the government. Correspondents say such action is highly unlikely.

100 In pictures: The last nomadic people of Nepal The Raute are the last nomadic people of Nepal. Now numbering fewer than 150, they live in the forests of Accham's middle hills, where photographer Andrew Newey caught up with them. The Raute people live in temporary camps, hidden away from the villages, in remote parts of the forest. Their dwellings are basic tents made from wooden branches covered with leaves and cloth. These hunter-gatherers move camp every few weeks through the steeply wooded hills and mountains A Raute elder returns to camp with a monkey after a successful day's hunting. They are accomplished in the art of hunting monkeys, which they trap using a special net. Hunting is carried out only by males in the community Division of labour is based on gender. Women mostly carry out daily tasks such as cooking, washing, collecting water and firewood and beating the grains. A very typical scene in the Raute camp, with the whole family gathered around a fire. Despite immense pressure from the Nepalese government to conform, the Raute remain a secretive community deeply suspicious of outsiders. A pot of leaves from the forest boils on the fire. The Raute have a strong attachment to the forest and shun agriculture because they believe it is a sin to sow seeds. Once their forest home allowed them to be self-sufficient, but now they rely on government handouts. Young Raute girls grind corn using heavy wooden poles, while the infants help to tidy up. The Raute live in an area known as the middle hills, between the flat land of Nepal's southern Terai region and the Himalayas, and cut only common species of trees. Following two bear attacks in as many days, where one tribe member was killed and another seriously injured, the children are warned not to venture too deep into the forest. The area has lost much of its forest. And, although the remaining areas are protected by government legislation, the loss of this habitat along with many of the animals and plants on which the Raute depended for survival has pushed them into direct contact with their settled counterparts.
