An article in a Zimbabwean publication claimed that an Indian player involved in the ongoing cricket tour to Zimbabwe had been picked up by police following an allegation made by a Zimbabwean woman. However, security officials looking after the team said that none of the players had been involved, which was confirmed by a Zimbabwean police spokesperson and the Indian Foreign Office. The misleading reports appear to have stemmed from the Zimbabwe police's lack of familiarity with the Indian team. 7 Remain or Leave? Watch the numbers below the headlines How the free market of T20 is reshaping world cricket (0.05/3) After a long campaign, we are now only a week away from the vote on the UK’s membership of the European Union. Everyday sees fresh fluctuations in the headline poll numbers for Remain or Leave as the public hears the arguments and counter arguments for and against being part of the EU. There are still ten days until results are declared and, as we saw in the Scottish referendum , a lot could change in that time. But are there any clues in the numbers below the surface to indicate which way voters might lean when deciding Britain's European destiny? To answer this we have to go back to the 2015 general election. Pollsters of all shapes and sizes got the outcome wrong. But had we scratched beneath the surface of our polls the data was there to indicate the coming Conservative victory. How? Well, because while we got the headline voting intention numbers wrong (showing a far closer race between the Conservatives and Labour in terms of voting intention than was actually the case), the non-horserace numbers on leadership, the economy and trust as the top issues of the day gave heavy hints about a Conservative victory. Simply put, if pollsters had asked voters every question except 'who are you going to vote for' we'd have seen a clear preference by voters for David Cameron to stay on as Prime Minister and a belief that Labour could not be trusted with the economy, immigration or welfare. Only on the issue of the NHS did Labour lead the Conservatives and that issue was eclipsed in terms of importance to voters by leadership, the economy and immigration (and sometimes welfare, too). That's why we think it's important now to look beyond the headline figures on Brexit to see past who is ahead or behind by one or two points at the moment to seek out the underlying numbers that may give us a clearer picture as to the public's real thoughts and feelings towards Brexit. To this end we looked at YouGov's data on the major factors and issues that we think are likely to shape the referendum's outcome, namely: the question of risk, the economy, the personal impact of staying or leaving, the idea of control and immigration, and trust in the campaigns' leaders. So let's look at them one by one. Risk Aversion Broadly speaking, voters think that leaving is riskier than remaining and, although there seems to have been a decrease in the “riskiness” of getting out of the EU recently, they still think it is far more risky than staying in. In Scotland, Alex Salmond also successfully “talked up” the risk of remaining (namely, the future risks of a Conservative government) which hasn’t really happened in the EU referendum yet. Count 'Risk' as a win for Remain here. But the problem for Remain is, winning on risk may well be a win in abstract terms only, as our numbers on the economy show. The Economy Voters think that the economy will be worse off if we leave the EU but although this has been the trend during the campaign, it hasn’t yet translated into thinking they will be worse off personally. For as YouGov's Laurence Janta-Lipinski has explained , approaching half of voters still think the outcome will make no difference to them economically. Furthermore, as Professor Phil Cowley’s work with YouGov shows , people say they will vote to remain if they believe they will personally be worse off if Britain leaves the EU (even if it’s just £25)...but despite the Remain campaign throwing everything at this, the 'better off in' argument has not connected with voters. This begs the question as to what those who currently say that leaving or remaining would make “no difference” to their household finances will end up voting. At the moment they say they would vote to Leave. This may be because if the economic argument is evenly balanced for these voters other factors become more important to their decision making, such as the desire to have increased control over the country's borders. Thus on the economy, perhaps the most important determinant in voter decision-making, the picture is truly muddled. This explains in large part why Remain has yet to pull into the lead that many had been expecting. So to win the Remain camp have to either: Convince people that they personally will be worse off or, Win over people who think it will make no difference to them personally. In all likelihood, Remain will now double down on the former and attempt to persuade voters of the economic downside that will personally impact them should Leave win. But should such an approach fail, the other factors in voter decision-making come to the fore. Namely the idea of control and immigration and trust in the leaders of the two campaigns. Control & Immigration We’ve been asking this question “If you HAD to choose one or the other [control of immigration versus the right to trade freely with the EU], which of the following would you prefer?” Here the results show a de facto tie between Remain and Leave - even amongst the all-important swing voters. It should be noted that these numbers have remained broadly unchanged throughout the campaign almost always floating to within a couple of points of 50/50. The Leaders Finally there is the question of trust in the leaders of the two campaigns. Here again the picture is mixed. Of the four Leave leaders and three Remain leaders we regularly ask about, people trust the Leavers more, although this effect disappears entirely if you remove Boris Johnson. The effect also disappears amongst swing voters who distinctly prefer David Cameron to Nigel Farage. Remain's tough challenge So if this were all the information we had, we may well be inclined to say that Leave have the advantage because Remain's risk and economy arguments haven't hit home and voters generally think that controlling immigration is as important as being in the single market. What's more, for all the power and majesty of government, Remain's leaders score similarly on trust as those heading the Leave campaign. But we should also remember that, unlike last year's general election where the top factors and issues polling produced clear leads for the Conservatives over Labour in four out of five measures, the Brexit picture is far more mixed. In essence, a series of ties means Leave have neutralized Remain's chief advantages whilst also elevating their own preferred ground of immigration to the same level of importance as access to the single market. Remain is winning the argument on the likely negative impact leaving would have on the national economy but their argument has not cut through for voters in terms of their own personal situations. So for Leave to win, they need to maintain the status quo of de facto draws across these indicators. For Remain to win, they need to cut through on the personal level with their economic argument and/or make up ground on immigration. Following these numbers over the final ten days is likely to be more illuminating as to the result than just tracking the headline horserace numbers of who's ahead and who's behind. But these figures only tell us what the public are thinking now. As we saw in Scotland, a lot can change in ten days. This post originally appeared on YouGov . This explains its susceptibility to sudden landslides: the suppression of gradual evolution makes professional sport vulnerable to significant external interventions. The beneficiaries are entrepreneurial outsiders who are prepared to challenge the existing institutions. This has happened twice to cricket in the modern era. First, in the 1970s, the Australian tycoon Kerry Packer, sensing the frustration of professional players about low pay and dull games, founded a new league called World Series Cricket as an alternative to international matches. “We’re all whores,” Packer liked to say. “Name your price.” The game’s gentlemanly elite howled in horror and the sport was eventually reunited. Packer, however, will be judged kindly by history. Floodlit matches, coloured clothing and white balls have become staples of the modern game. I would go further: they were necessary and positive developments that have helped cricket to survive. Even if Packer’s motives were not quite “half-philanthropic” (as he suggested), his legacy is assured. The second great seismic shock has been the Indian League (IPL), the franchise-based Twenty20 (T20) tournament that has just completed its ninth edition. Christopher Martin-Jenkins, opening the batting for the conservatives, led the chorus of anxiety before its inception in 2008. The IPL, he wrote, marked “the beginning of the end of the epoch when international matches were the main events”. The upside for the players was clear: they could be paid as much as £1m for less than two months’ work. But the game, it was assumed, would collapse over the long term without the steadying hand of the old international structures. Instead, the IPL, for all its flaws and controversies, has brought about a thrilling period of rapid technical and tactical evolution. T20 has become a case study in Joseph Schumpeter’s concept of “creative destruction”. The old guild of Test cricket has been smashed open and cricket’s conventions, jealously guarded by the old high priesthood, have been rewritten. Virat Kohli, A B de Villiers and David Warner are playing a different game from the one I left in 2008. In many respects, it is much better. The mastery of these batsmen is total: power and control, fast scoring and consistency, instinctiveness allied with match awareness, technical assurance and primal athleticism. They are complete players, impossible to categorise using the old labels. All three excel at every format of the game – T20, one- day internationals and Test cricket. But it is T20 that has liberated the full potential of batsmanship. When confronted with a new challenge – to score faster than ever but without getting out – modern players have combined the best elements of classical technique with new daring and determination to master risks. We can now see that cricket’s conservative guild had constrained the game artificially by protecting the consensus that batsmen couldn’t score fast without increasing the risk of dismissal. Under the old conventions, a batsman who hit a six and then took a single was congratulated for his “intelligence” and “sophistication”. The implication is that hitting a six and then immediately following it with another six is suboptimal: absurd, but everyone said it. Caution, artfully masquerading as strategy, dominated the conversation for decades. T20’s new free market – and the prospect of floating to the top of the IPL’s lucrative auction – encouraged batsmen to escape the straitjacket of the coaching manual. Coaches did not anticipate how today’s players would expand the game. The revolution in batsmanship wasn’t planned: it emerged. Evolution, as always, proved cleverer than a single strategic mind. That is why the solution to the travails of Test cricket – which is becoming increasingly marginal – is not yet another round of meetings, hand-wringing and piecemeal legislation. The priority should be the creation of a properly rewarded Test championship. Though my logic may sound uncomfortably materialistic, Test cricket must provide the right opportunities and rewards to encourage evolutionary progress. Instead of telling fans that they are wrong to prefer T20, Test cricket should focus on its own offering. In one respect, the T20 revolution is only half finished. So far, it is batsmen who have evolved the fastest and commanded the highest price. Eventually, bowlers will force their way into the equation. In American football, which has enjoyed a relatively free transfer market for far longer than cricket, one position was discovered to be vastly underpriced. Quarterbacks, the sport’s glamour boys, have always been the highest paid. But what about the players who protect them, who allow the household names to win the game? Eventually, to the amazement of NFL insiders, the market delivered a surprising verdict. By 2006, the highest-paid player at the Super Bowl was still a quarterback, Matt Hasselbeck, but the second-highest-paid player was the left tackle Walter Jones, whose job it was to protect Hasselbeck. No one goes to an NFL match to watch the left tackle – most fans couldn’t name him – but the position plays a huge role in determining which team wins, as Michael Lewis demonstrated in his book The Blind Side. So the criticism that T20 has promoted batting and downgraded bowling is premature. Within a few years, a new breed of bowler – probably unflashy but adept at spiking big hitters – will give the game a new equilibrium. Test cricket’s best chance is opening itself up to the same laws of innovation and progress. Over decades as an exclusive members-only club, Test cricket has struggled to grow the game or expand its sphere of influence. Instead of resenting T20, Test cricket should learn from it. The storm erupted after the Zimbabwean media reported that an unnamed Indian cricketer had been arrested on charges of rape. The reports stated that India's ambassador to the African nation, R Masakui, had tried to prevent the player's arrest at a Harare hotel. However, Masakui outrightly rejected the media speculation by clarifying that the person arrested was not associated with the Indian squad which is currently engaged in a limited-overs series against Zimbabwe. 10 Government committed to land restitution Sunday marked the 103rd anniversary of the enactment of the act‚ subsequent to which many more laws were passed to enforce policies of separate racial and ethnic development in the country‚ the Department of Rural Development and Land Reform said. In addition to this‚ the act had resulted in a loss of homes and essential resources‚ cultural destruction‚ family/ community dissolution‚ impoverishment and mass unemployment. This legislation left only 13% of the land for black occupation‚ forcing about 80% of the population into the least agriculturally productive areas‚ it said. “Although it was eventually repealed‚ its legacy remains visible in the skewed land ownership patterns that still exist in South Africa. In a new complaint filed on Friday, the SEC enforcement and investor protection department (EIPD) said the same officials of One Lightning continued to publicly offer and sell investment contracts without permit by creating a new firm, FDS Forward Direct Selling Corp. Named respondents for violation of Section 28 of the Securities Regulation Code were One Lightning president Terrence Kenji Ito, board chair Theodore Yuji Ito and incorporators Aldus Renier Tubiera, Joanary Roxas and Jake Ryu Oprecio. In March last year, the SEC issued a cease-and-desist order on the operations of One Lightning and filed a syndicated estafa case against its eight officials in the Pasig City regional trial court, which issued early this year arrest warrants and hold-departure orders for the officials. In the new complaint, SEC-EIPD Director Jose Aquino said the agency filed the latest case after receiving complaints from FDS investors who failed to get their money back. “Under the pretext of being a multilevel marketing company, the respondents offered huge returns to investors who had to purchase of certain cosmetic and health products,” the complaint said. “The ploy employed by the corporation was clearly a Ponzi scheme which they tried to hide by making it appear to be a multilevel networking company engaged in the marketing of cosmetic and health products,” it added. In a Ponzi scheme, investments are solicited by offering huge profits to investors. The profits are usually derived from the investments made by later investors. The scheme is unsustainable as it requires an ever increasing pool of new investors to pay off the earlier investors. In an interview, Aquino explained that investors were enticed by FDS’ offer to pay from 28 to 30 percent plus return of investment after three months. “In some cases, the products were not even delivered… the company was focused on recruiting more and more investors by offering referral fees, unilevel bonuses and maturity rewards,” Aquino said. A prolife representative who is against the death penalty has proposed longer life sentences for heinous crime convicts as an alternative to the plan of President-elect Rodrigo Duterte to reinstate capital punishment. Buhay Rep. Lito Atienza has vowed to push for new legislation that would punish heinous crimes with a harsher form of lifelong incarceration, instead of death by hanging. “Our alternative is tantamount to locking up a convict and throwing away the key,” said Atienza, who earlier backed Duterte’s aggressive stance against crime but cautioned against the “reckless” revival of the death penalty. Under his proposal, those found guilty of grave crimes would receive a sentence called “qualified reclusion perpetua,” which means the convicts will remain in prison for “an absolute minimum of 40 years,” or until they reach the age of 70, whichever comes first, before becoming eligible for parole. “The problem with the death penalty is that it leaves no room for rectification. We cannot bring a dead convict back to life, even if another party later confesses to having committed the crime for which the [innocent man] had been wrongfully condemned,” said Atienza, a former Manila mayor. He noted that the death penalty had long been abolished by 140 countries, including the Philippines, describing it as “a cruel and degrading punishment that violates the sanctity of human life.” At present, the maximum penalty in the Revised Penal Code is “reclusion perpetua,” or a simple life term, which actually means 30 to 40 years in prison, with the convict becoming eligible for conditional early release after serving half of the term, or after 15 to 20 years, Atienza said. 18 Brillantes: Allowing late filing bad for next polls A FORMER chair of the Commission on Elections (Comelec) on Sunday said the poll body’s decision to grant the request of the Liberal Party and its standard-bearer Mar Roxas for an extension of the deadline to submit their campaign expense report sets a “bad precedent” for succeeding elections. Former Comelec Chair Sixto Brillantes Jr. warned the poll body would be swamped with requests for extensions for the filing of the statement of contributions and expenditures (SOCE) in the next election, with candidates and political parties invoking the petition granted to Roxas and the LP. “Now who is going to believe in the deadline the Comelec will set in the succeeding elections? Nobody. They will think they can simply ask for an extension,” Brillantes told reporters. Roxas missed the June 8 deadline to submit his SOCE. Days later, he and the LP asked the Comelec for a 14-day extension, or until June 30. The LP submitted its SOCE on June 14 but the documents did not include Roxas’ campaign expense report. On Thursday, the Comelec voted 4-3 in favor of an extension for Roxas and the LP despite opposition from Commissioner Christian Robert Lim, head of the poll body’s campaign finance office which is in charge of receiving and evaluating the SOCEs of all candidates. 20 Paje: DENR building demolition a mistake OUTGOING Environment Secretary Ramon Paje admitted the “error” in demolishing an old two-story Department of Environment and Natural Resources (DENR) building in Quezon City when it was only supposed to be renovated. He however cleared of liability the official he had put in charge of the construction of a new Foreign- Assisted and Special Projects Office (Faspo) building, attributing the fiasco to unnamed people “careless in making decisions.” The Commission on Audit (COA) recently demanded that the responsible DENR officials be sanctioned and made to pay P20.4 million for the cost of the Faspo building that was demolished in January 2014. A March 14 audit observation memorandum said Paje had authorized Assistant Secretary Rommel Abesamis to change the original P5 million contract with the Department of Public Works and Highways (DPWH) from a renovation to a construction without informing other officials. According to insiders, the new building was to have six stories and include basement parking and a helipad. In an interview, Paje said the project fell through because the Department of Budget and Management (DBM) refused to “realign” funds from maintenance and other operating expenses to capital outlay. Without mentioning Abesamis, he said: “They tried to realign funds. But at the time there was an issue and the DBM was no longer keen on realigning due to the DAP (Disbursement Acceleration Program) so it became a problem.” “I think the error was they were careless in making decisions, that the budget was not appropriated. If (the budget) was for repair, it should be repair. You should not have demolished the building. That was the error, maybe due to lack of experience or—I don’t know,” Paje added. He did not say how much they asked for, but insiders said the new building would cost about P200 million. “The DPWH should also be liable because they demolished the building,” Paje said. “I do not want to blame the DPWH. 24 Pakistan has not declined NIA team's visit to probe P'kot attack: SushmaSwaraj New Delhi : India today said Pakistan has not refused to allow an NIA team to visit that country to probe the Pathankot airbase attack case and just sought "more time" even as it made it clear that talks and teror cannot go hand-in-hand. Sushma Swaraj External Affairs Minister Sushma Swaraj also said the "warmth and ease" in relationship between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif can help resolve complex issues between the two neighbours. Asserting that India wants to resolve all vexed issues with Pakistan through talks, Swaraj said the government was pursuing a three-point formula to deal with Islamabad the focus of which is that talks cannot go on if Pakistan does not take action to contain terror. "First, we want to solve every issue thorough talks. Second, talks will be between India and Pakistan and no third country or party will be its part. Third, terror and talks will not go hand-in-hand," Swaraj said addressing a press conference. Swaraj said there have been complex issues between the two countries and it would not be practical to expect their resolution soon. "After Pathankot attack, there were expectations from government and people that there should be some concrete steps from their side. This expectation is not unreasonable. So we are waiting for concrete steps from their side," she said. The External Affairs Minister said Pakistan has not refused to allow a team of NIA to visit that country to carry forward the probe into the Pathankot terror attack case and that it is just seeking "more time" to examine the evidence. A five-member Joint Investigation Team (JIT) from Pakistan had visited India between March 27 and 31 to collect evidence with regard to the attack. India has been maintaining that since JIT's visit was on a reciprocal basis, the NIA team investigating the case would like to visit Pakistan. Swaraj said the Indian High Commissioner in Islamabad had met the authorites on the issue twice and "they said they are analysing (the evidence). They have not refused (to allow NIA to visit). They just said they want more time. " The External Affairs Minister said Foreign Secretary level talks between the two countries have not been called off. "Neither from our side it has been called off nor from their side," she said. Insisting that there was a "huge difference" between Pakistan's response to the Pathankot attack and its reaction following terror strikes in the past, Swaraj said the "ease and warmth" of relationship between Modi and Sharif may help find solution to complex problems. At the same time she added, "It is not that because of the warmth in relationship we will take things lightly and will not remain alert. " Swaraj refered to Modi's unannounced visit to lahore in December last year and Sharif's phone call to the Indian Prime Minister a day ahead of the latter's heart surgery in London last month to highlight the warmth in relationship between the two leaders. "It is true that there are difficult issues between the two countries. Issues like the UN resolution on Kashmir as referred by you. "It is impractical to expect their resolution soon or after two-three rounds of talks. But to resolve issues, you need to have relationship. She said Pakistan used to be in a "denial mode" after terror attacks in India but its attitude after Pathankot assault was totally different. Raghuram Rajan Though there was no official word, the rumour mills were agog on who would be the next at the helm of the central bank, a day after Rajan made a surprise announcement that he was not interested in a second term and Finance Minister Arun Jaitley said a successor would be announced shortly. Among the speculated names, Patel has been known as 'inflation lieutenant' of Rajan at RBI, while Bhattacharya's tenure as SBI Chairperson also ends in September -- the same month when Rajan would demit office. Rai, the former Comptroller and Auditor General of India who is known to have flagged the 2G scam, is currently heading the newly-constituted Banks Board Bureau, set up to help the government appoint heads of public sector banks and advice on banking reforms. The names doing the rounds also include Chief Economic Advisor Arvind Subramanian, World Bank Chief Economist Kaushik Basu, Revenue Secretary Shakatikanta Das, former Advisor to Finance Minister Parthsarathi Shome, BRICS Bank head and ICICI Bank veteran K V Kamath and Sebi Chairman U K Sinha. 28 Woman doctor alleges 'harassment' by Maharashtra health minister's PS A woman doctor from Jalgaon district has written a letter to Maharashtra Chief Minister Devendra Fadnavis alleging she was 'harassed' by the state Health Minister Deepak Sawant's Personal Secretary, a charge denied by the official. Sawant's Personal Secretary (PS) Sunil Mali has rubbished her charges stating it as a 'conspiracy to defame him'. The 26-year-old doctor had recently claimed to have fully digitised a primary health centre (PHC), in terms of equipment and data, at Patonda village in Jalgaon district of the state. "Mali asked inappropriate and personal questions from me for around two hours in the minister's ante-chamber, when I went to Sawant to give him a presentation on replicating her project across 1,800 PHCs across the state," the doctor alleged. "In March, during the Budget session, I had given a presentation to Sawant to replicate the project across the state's 1,800 PHCs. After the presentation, the minister's PS Sunil Mali kept me in the minister's ante- chamber for about two hours and asked me about my personal life against my wishes," she alleged. "He tried to convince me that everyone needs a godfather in the government to get their projects implemented. I have complained to the Chief Minister and demanded his immediate ouster," she claimed. Asked why she did not raise the issue for three months, the doctor said she feared that she would be transferred from the Patonda PHC. "Now when some people have come forward to complain against him for his alleged involvement in corruption in transfer of officials, I mustered up the courage to speak up," she said. 31 Swipe right for like: can non-arthouse foreign films succeed in Britain? The Raleigh Ringers and the joy of handbells It’s rare for a foreign-language film to get distribution in Britain unless there is a whiff of the art house about it. The rationale must be that there is already enough genre cinema produced in the UK and US to satisfy demand: releasing a Polish Richard Curtis-style romcom here when the real thing is readily available would surely be a case of bringing coals to Newcastle, or brioche to Notting Hill. The success of Planeta Singli , which happens to be a Polish Richard Curtis-style romcom, suggests otherwise. It opened in Britain last month and became an invisible hit. Like the Bollywood spectaculars that are marketed directly to Asian audiences, the film was sold straight to this country’s Polish community. Enough people turned out to give it an impressive £163,000 gross in its first ten days. I can see why. The picture is idiosyncratic enough to be distinctive but its slickness makes it right at home in the multiplex. It’s Polish with polish. The plot revolves around a dating app, making the film possibly the first fully fledged Tinder romcom. Ania (Agnieszka Wiedlocha), a music teacher, signs up to the “Planet Single” app but when her date fails to show, Tomek (Maciej Stuhr) leaps opportunistically into the breach, having spied her from across the restaurant. Tomek is the obnoxious presenter of a late-night TV show specialising in battle-of-the-sexes comedy performed by puppets. When he turns this faltering date into comic material, complete with an Ania puppet, his boss demands that her dating exploits become a regular fixture. Ania’s school will get a new piano so long as she reports back about every disastrous date she has. But there’s a get-out clause: should she fall in love, she’s off the hook. This represents only a small slice of narrative in a movie that is full of incident, from the mischievous teenager using the app to drive a wedge between her father and stepmother to the brouhaha when Ania’s pupils have to share the gym with the boisterous volleyball class. After a slow start in which the film has trouble liberating the characters from their smartphones, the Slovenian director Mitja Okorn skilfully juggles the mounting plotlines. There’s an inevitable sense of overkill – Planeta Singli has three endings, including an outrageously corny musical number, as it races to find a romantic match for each character from the leads down to the lowliest extra. As Okorn recently pointed out in a Q&A, only the nerdy film critic is left alone at the end. What a cheek. Despite that, I’m swiping right on this one. Even art cinema has its brands and they don’t come much more reliably weird than the Thai director Apichatpong Weerasethakul, who won the Palme d’Or at Cannes for his last film, Uncle Boonmee Who Can Recall His Past Lives. He invites us in Cemetery of Splendour into a rural hospital where cheery, chatty nurses keep vigil over a ward of soldiers suffering from sleeping sickness. A bedside psychic provides relatives with bulletins about what is happening in the unreachable minds of their loved ones; a nurse with insomnia wonders if the patients are getting some of the sleep that is rightfully hers; the dead mingle happily with the living and doubts arise over whether there is really such a state as being awake. At times, the picture resembles a low-tempo Matrix. What distinguishes it is its elegant interlacing of the soothing and the insolubly mysterious. (Why is the ground outside the hospital being endlessly excavated? Nobody knows.) Staff slip into their own trances while guarding the comatose soldiers and what Weerasethakul creates on- screen could be described as a meditative space: he is using film not to dictate his ideas but to stimulate ours. There’s a woozy sequence set in a shopping mall multiplex with Escher-like escalators. Everything is transformed by an air of magical serenity. The moment when the psychic realises that one part of the soldier she is watching has woken up with a “boing” is enchanting, despite sounding on paper like a scene from Carry On Meditating. As a musical instrument, handbells definitely go in the box marked “niche”. Usually, the kind of person who rings a bell is a portly man decked out as a town crier at the village fete. “Hear ye! Hear ye!” he yells, clanking around the stalls, narrowly missing a child’s ear with his gleaming bronze instrument. “The morris dancing display will be starting on the green in 15 minutes!” In the common conception a bell is just for making a noise – it isn’t for making music. The Raleigh Ringers, an ensemble from North Carolina that formed in 1990, exist to convince the world otherwise. In the US, most bells are played in churches but the Ringers are largely secular in their repertoire, playing arrangements of well-known tunes, and they commission composers to write new works for them. Before the players came on to begin their first (and so far only) concert in London, the audience got the chance to ogle the baffling array of kit that this musical discipline requires. A long table running the length of the stage held octave after octave of shiny bronze bells, from vast bass tones that looked impossible to lift with one hand to tiny, egg-cup-sized soprano notes. Everything was arranged in an intricate pattern, with all the handles pointing in the same direction and foam supports under the larger specimens. In the pre-concert hush, I couldn’t help wondering if the table would make it through the entire evening without collapsing. The Ringers were as precisely turned out as their bells. There are 18 in the ensemble and for most pieces 15 people play at any one time. The men wear stiff white shirts with black studs; the women long black tunics a little like cassocks, with sparkling collars. With their black-gloved hands behind their backs, they stand silently to attention behind the laden table, waiting for the conductor David Harris’s signal to grab their bells. What follows is something like a hugely complicated run of dominoes or a surreal ballet. Each bell can only sound a single note, so in order to play tunes that range across octaves and build up the harmonies beneath, the Ringers must constantly pick up and put down different instruments. The logistical precision required for this music is immense, as individual musicians continuously swap bells with their neighbours, or skip up and down the table, weaving between the other Ringers to get the notes they need. To play a theme that spans several octaves, the musicians must know exactly where in that run their two notes fall and play them at the right moment. You might assume that there is little subtlety to be had from a bell, but the Raleigh Ringers deploy a number of techniques to vary tone colour and dynamic levels, dampening the bells against their chests, their hands and the table, or using percussive mallets to strike the outside, rather than using the internal clapper. The Ringers’ repertoire varies from arrangements of popular classical pieces, such as Nikolai Rimsky-Korsakov’s Flight of the Bumblebee and the finale of Stravinsky’s Firebird , to folk tunes and jazz numbers. For this British tour, they added a few pieces of local interest – “Yakety Sax”, best known as the theme from The Benny Hill Show , and a medley of British rock tunes by the likes of Queen, Pink Floyd and the Who. This last section was where the Raleigh Ringers showed the eccentric personality that they had held in check while playing some of their other music. (Apart from a few mariachi hats that were worn for a Spanish- inflected piece and a bumblebee costume for the Rimsky-Korsakov, it was a largely sober affair.) As Harris stalled for time by inviting audience members to ask him questions about handbells, the players disappeared offstage, and then reappeared wearing psychedelic tie-dye T-shirts, brightly coloured wigs and sunglasses over their concert wear. They even returned to the stage through a fog of dry ice. There was no dip in the quality of their music as the complicated strains of “Bohemian Rhapsody” emerged from their bells. Costumes notwithstanding, it was an extraordinary, if esoteric, display of musicianship.

32 Zim troops, cops will have to wait for money Harare - Zimbabwe's cash-strapped government has announced it will delay paying June salaries for the military and police by up to two weeks. It said other workers on the state payroll would only receive their salaries next month. The military will be paid on June 27 and the police three days later, said the finance ministry in a notice dated June 16. Civil service workers in other departments will only get their June salaries in mid-July, it said. The military, a key pillar of President Robert Mugabe's rule, is usually the first to get paid around mid-month. Zimbabwe has been delaying pay dates for its employees for nearly a year due to revenue problems, but this is the first time the salaries have been delayed so long. "Against the background of severe revenue under-performance and related cash flow challenges the government has been honouring its wage bill obligations, albeit, through the continuous shifting of pay dates," read the notice. Zimbabwe has been under pressure from the International Monetary Fund to cut its wage bill, which consumes more than 80% of government revenue. The government is the country's largest employer with 554 000 on its payroll, according to figures presented to parliament by Finance Minister Patrick Chinamasa. About 40 000 are in the military. Mass factory closures have caused the government's tax revenue to decline. Low foreign direct investment and a ballooning debt have worsened the situation. Zimbabwe is not operating with its own currency, but instead uses the US dollar and other currencies as its legal tender. A shortage of the US currency has caused severe cash shortages. The result has been long bank lines as people struggle to get cash from their savings and salaries.

Gadi Eisenkot on Sunday came to the defense of the IDF officer who testified in the case of Elor Azaria, the soldier accused of manslaughter for shooting an already neutralized and unarmed Palestinian terrorist. "Maj. Tom Naaman has the full support of the IDF," Eisenkot stated after Naaman recieved hundreds of hate-filled phone calls, as well as text and Facebook messages deriding him as not worthy of being an officer, being a "traitor" and other such comments. He condemned any pressure on the witnesses involved in the Azaria trial. Naaman, who was Azaria's officer during the time of the incident, testified on Thursday that Azaria told him after the shooting that the "terrorist was alive and needed to die. " Naaman also said in his testimony that he did not feel that there was any danger coming from the terrorist at the time of the incident. Both facts came in direct contrast to Azaria's claims. 42 Former Vanderbilt college football player convicted of rape A former US college football player has been convicted after a jury found that he encouraged teammates to rape an unconscious woman he had been dating. Brandon Vandenburg was found guilty on five counts of aggravated rape and two counts of aggravated sexual battery. Vandenburg, 23, was a student at Vanderbilt University in Tennessee. He was first convicted last year alongside teammate Corey Batey, but the original verdict was thrown out when a juror was found to be a rape victim. In a retrial, the jury took four hours to find Vandenberg guilty. He was also convicted on one count of unlawful photography. Four former players were charged in the case but only two were accused of raping and sexually assaulting the woman. Batey was convicted again in April. The two men now face a minimum of 15 years in prison. The verdict comes amid controversy over a six-month sentence given to another college athlete, Brock Turner , for the sexual assault of an unconscious woman at Stanford University. Vandenburg's lawyers argued that he was too drunk to be responsible for his actions. But CCTV footage showed the defendant carrying the victim into a hotel room along with several teammates. The trial also featured graphic videos and photos that were taken by the players with their phones. Vandenburg's lawyers admitted in court that the images were "disturbing". The victim, then a 21-year-old neuroscience student, testified that she had no memory of the event. She said Vandenburg told her when she woke up that she had got drunk and sick and he had taken care of her. Prosecutors suggested in court that she was under the influence of a date- rape drug. Parallels have been drawn between the sentence in the Stanford case and the minimum sentence faced by Vandenburgg and Batey. 43 Mexico 'Voice' singer Alejandro Fuentes shot in Chicago A former contestant on Mexico's version of The Voice TV talent show has been shot dead in Chicago, police say. Alejandro Fuentes, 45, died on Saturday in hospital after an ambush on Thursday night. He was a Voice contestant in 2011. His death comes 10 days after singer Christina Grimmie, who appeared on the US edition of The Voice, was shot and killed in Orlando, Florida. The number of murders in Chicago this year is up 72% from 2015. Mr Fuentes had been celebrating his birthday with friends on Thursday night, the local medical examiner's office said. He was in his car on the street outside Tras Bambalinas, a performing arts school he ran for young people in south-west Chicago. A gunman ordered him out of the car - when he refused, the gunman shot him three times in the head. No arrests have yet been made. Ms Grimmie, 22, was shot by a fan in Orlando as she was signing autographs after a concert. Her attacker then killed himself.

Some 80,000 people have fled during a four-week government offensive to drive back so-called Islamic State fighters, says the UN. A further 25,000 civilians are likely on the move, the organisation adds. Aid workers are struggling to provide food, water and medicine to people who are sleeping in the open in hopelessly overcrowded camps outside the city. 45 Russia Lake Syamozero: Children die after storm catches boating group At least 11 children and an adult died when a storm caught a boating party on Lake Syamozero in northern Russia's Karelia region. Ten children on holiday from Moscow were killed, according to the mayor of the Russian capital, Sergei Sobyanin, quoting preliminary information. Of the group of 51, at least 36 are safe, emergency services said, with reports of survivors washing ashore. An instructor has been arrested on suspicion of safety violations. A team of doctors and psychologists has been dispatched from Moscow, according to Mr Sobyanin. "A great tragedy has occurred in Karelia," he tweeted. "According to preliminary data, 10 children from Moscow have perished on Syamozero. My condolences to their families and friends. " Rescue services said the survivors were being evacuated - 25 survivors from an island in the lake, and 11 from a village on the shore. They said they had received an alert at 11:15 (08:15 GMT) on Sunday that a tour group was missing on Lake Syamozero after a storm. Emergency crews using boats and helicopters were sent to the scene. It appears that the boating party, mostly adolescents on holiday from Moscow and aged between 12 and 15, were staying in a summer camp near the lake, a popular outdoor tourism destination. They had set out in boats on Saturday when the storm rose. Between 49 and 51 people were in the party. 47 Violence outside venue where ANC was to brief structures on mayoral candidate Pretoria - Violence broke out near the Tshwane Showground on Sunday where the ANC was set to hold a briefing session regarding the mayoral candidate for the metro. A shop owner near the show grounds on Sunday evening said they heard a gun shot and then all hell broke loose. "A group rushed to the back of the shop and started breaking down the door. One guy who was part of the group had an axe and ransacked the shop before leaving," said the owner, who asked not to be named. "Police came in and the people left. They were shaking the locked gate trying to get in. Luckily those inside were not hurt," he added. The shop owner added that he thought one person was shot twice during the commotion, but it was not yet clear if the victim was an ANC member. The ANC was scheduled to have engagements with party structures to elect a mayoral candidate for Tshwane. The party announced mayoral candidates for all the other Metros on Saturday, but Tshwane was left out with engagements planned for Sunday. It was indicated on Sunday morning by party insiders that the ANC had decided to rope in former public works minister to contest the elections. Tshwane mayor Kgosientso Ramokgopa's spokesperson, Blessing Manale, said the National Executive Committee members, the PEC and the Regional Executive Committee had their meeting at the Centurion constituency office and not the show grounds. Egyptian aircraft accident investigation committee sources said that the flight data recorder and cockpit voice recorder may even have to be sent abroad to be repaired before they can be analysed. Search teams recovered the cockpit voice recorder on Thursday and said at the time, they found it damaged but the memory unit was still in tact. When the flight data recorder was discovered the next day, it had broken into pieces, but again still had a memory unit. The two black box recorders are seen as crucial in explaining what went wrong on the Airbus A380, which crashed early on May 19 on its way from Paris to Cairo killing all 66 people on board. The announcement comes after a French research vessel found wreckage from doomed flight 804 which disappeared over the Mediterranean last month. The search has concentrated on an area between the Greek island of Crete and the Egyptian coast. Shortly before it vanished, the aircraft had been cruising normally at 38,000 feet when it turned 90 degrees to the left. Moments later, it turned a full 360 degrees to the right and plummeted to 15,000 feet. The jet vanished from radar at 10,000 feet. While speculation initially centred on a terror attack, a technical fault has also not been ruled out, with automated messages sent by the plane shortly before its demise indicating smoke in the cabin and a fault in the flight control unit. The crash took place seven months after the bombing of a Russian airliner over Egypt's restive Sinai Peninsula in October that killed all 224 people on board. ISIS claimed responsibility for that attack. There has been no such claim over the EgyptAir crash. Leaked flight data indicated a sensor detected smoke in a lavatory and a fault in two of the plane's cockpit windows in the final moments of the flight.

53 Migrants turn to flimsy boats to cross Channel Lille - Thwarted at every turn in their efforts to reach Britain, migrants in northern France have once again changed tack...turning to flimsy dinghies to carry them across the Channel. Migrants in Calais have sneaked into trucks or trains and even tried to walk through the undersea tunnel in increasingly risky and sometimes deadly attempts to reach Britain. However tighter security has stymied these efforts and authorities have reported about a dozen operations to rescue migrants drifting in inflatable dinghies in the Channel since the start of the year. There were none in 2015. Migrants drowning The most recent rescue took place on June 11, when three Iranian migrants were saved from their sinking vessel. Three other migrants were rescued in similar circumstances a few days earlier. Pierre-Joachim Antona, spokesperson for the local French maritime authority, said efforts to cross the Channel by boat were "no longer extraordinary or isolated". There have been rare cases in recent years of migrants drowning while trying to swim across the narrow sea and an Afghan once built a raft with a bedsheet in a failed effort to drift to England. But the phenomenon is now a "real and lasting trend", said Antona. Hundreds of thousands of economic migrants and refugees have crossed from Turkey to Greece in overloaded boats since and hundreds have died in the process. While France's migrant crisis is tiny compared to that faced by Greece or Germany, the slum-like Calais camp of about 4 000 migrants desperate to reach Britain is a political hot potato on both sides of the Channel. Many of the migrants have relatives in Britain, or believe they will have a better chance of finding employment there. Curb the trend The migrants' main tactic has been sneaking onto the back of trucks, initially when drivers stopped to rest and later by blocking roads and forcing their way onto the vehicles. The crisis reached a peak in July and August last year when hundreds tried to storm the Eurotunnel site on several consecutive nights to try cross the Channel. Security was stepped up in response to the disturbances,but recent efforts to block traffic flared again last month. At least 26 people have been killed attempting to reach Britain since June 2015. Patricio Martin, director of the border police in northern France, said a surveillance system had been set up along the coastline to "intercept smuggling networks even before the migrants take to the sea". 56 56 Oregon DA is gunning for justice in review of convictions BEND, Oregon (AP) — At first, authorities in Oregon believed the lab tech had been stealing drugs from just one batch of evidence. Then they saw drugs were missing from other cases she had worked. And then they finally concluded she had also stolen evidence from ones she had not worked on. The number of possibly contaminated convictions grew, from one to now around 1,500 in central Oregon's Deschutes County alone. District Attorney John Hummel is vowing to re-examine each conviction, arguing that revisiting them is critical to ensure that the public has confidence in the justice system. So far, he has recommended 10 convictions be overturned. "I want people to say: 'You know what? When the DA stands up and says he thinks someone is guilty, he is doing that based on solid evidence,'" said Hummel, whose county's natural beauty belies a reputation for misdeeds by its own lawmen. Hummel said he has seen the consequences when people lose faith in their justice system, pointing to his experience in a post-civil war Liberia when he'd find smoldering bodies during morning walks, the victims of mob justice. Nika Larsen, the lab technician from the state police lab in Bend, is suspected of removing drugs and replacing them with over-the-counter medications. Hummel said a joint investigation by his office, the U. S. attorney, the Oregon Department of Justice and the Umatilla County district attorney is wrapping up and an announcement is forthcoming on who will take the lead on prosecution. Meanwhile, his office is reviewing all those convictions. So far, a judge has thrown out at least one conviction for methamphetamine possession. The lawyer for another one of the 10 asked the court on June 8 for his client's conviction to be thrown out. George Burgen had been sentenced to 10 days in jail after a sheriff's deputy stopped his car and found a small plastic bag in his wallet, a thin line of a substance on the bottom. An official document refers to it as "meth (residue). " "Those 10 days in jail, I don't know how I get those back," Burgen said in an interview in his house in the woods near the Deschutes River. "But I was guilty. I did have it in my possession. " Burgen doesn't trust police and cited crimes committed by officers, including a former sheriff who was imprisoned for embezzling hundreds of thousands of dollars and a deputy convicted of giving drugs to teenage girls and sexually abusing them. "Of those in the justice system, some are criminals themselves, so who are they to be convicting," Burgen wondered over a cup of coffee, a letter from his attorney on the table in front of him. "The hypocrisy is just amazing. " He said he appreciates Hummel's efforts. "People have to have faith in their justice system, which has been so screwed up in this county," Burgen said. "I'm glad we have a DA who is looking at the whole picture in this way. " Burgen said he had quit using meth long before he was busted. "I decided I was getting too old to do this," he said, adding that he had forgotten that he still had the tiny amount in his wallet. Some other counties are also investigating possible tampering of evidence, including Umatilla where Larsen previously worked at a lab in Pendleton. Hummel's office has posted a spreadsheet, tracking all the cases. The Oregon Innocence Project has applauded Hummel's actions and transparency and called on other counties to follow his lead by opening their own files to the public. Kevin Sali, a defense attorney who is on Gov. Kate Brown's work group investigating the Oregon State police forensic laboratory system, said problems go beyond a few analysts tampering with the evidence. Sali said the group needs to try to improve the process "at every level," from eliminating influence and pressure on technicians to come up with results that please police and prosecutors, to making clear to juries when a finding is not purely scientific but is subject to an analyst's interpretation. On Wednesday, the Israeli Air Force (IAF) will move a step closer to receiving the F-35 Lightning II, one of the world’s most- advanced stealth fighter jets, when Israel's fifth generation warplanes will be officially rolled out by their manufacturer, Lockheed Martin. Defense officials say these jets will transform Israel’s combat capabilities, and significantly upgrade the air force’s ability to confront the threats posed to it, particularly from Hezbollah. On Wednesday, Israel’s first F-35 jets will be unveiled in a ceremony - to be attended by Defense Minister Avigdor Liberman alongside top IAF officers - at Lockheed Martin’s production facility in Fort Worth, Texas. The unveiling comes just weeks before Israel marks the 10th anniversary of the Second Lebanon War. The F-35’s stealth features advanced sensors, guided weapons, and the ability to fuse data from various sources, allowing the pilot to focus on tactics, rather than on running the aircraft. The first two jets will arrive in Israel in December. Israel will be the first country outside the United States to receive the platform, Keith O. Tucker, director of the Strategic Studies Group at Lockheed Martin Aeronautics, said. Its capabilities will be felt clearly during military operations such as a ground offensive, he added, stating that the fifth-generation jet takes combat to new heights. 58 24 dead, 26 missing in Indonesian floods, landslides: Official Jakarta : Flash flooding and landslides in Indonesia have killed 24 and left more than two dozen missing, an official said on Sunday, with mud avalanches burying people inside their homes. Torrential rain since Saturday has triggered serious flooding across Central Java, with thousands of homes inundated, said disaster agency spokesman Sutopo Purwo Nugroho. "Initial data... shows the impact of the floods and landslides in Central Java has caused 24 deaths, with 26 others still missing," Sutopo said in a statement. Footage aired by local broadcasters showed villagers sitting on their roofs to escape the rising water, their cars and homes submerged in brown water. Areas prone to landslides in the densely-populated province were the worst hit, with drivers swept off roads and dozens of homes destroyed by fast- moving walls of mud, rock and water. In one district, five people were buried in their homes as a landslide swept through the village. In another, nine people were killed as they tried to clear rubble from a road. "Suddenly a huge landslide struck the cars and people on the street. Nine bodies were retrieved," Sutopo said in a statement. 59 Chief Rabbinate says new Hashgacha Pratit certificates illegal, ready to issue fines The Chief Rabbinate has said that it considers new supervision certificates issued by the independent kashrut authority Hashgacha Pratit to be illegal. A spokesman for the chief rabbinate told The Jerusalem Post on Sunday that restaurants using the new certificate will be issued with fines, although he declined to say when such fines might be imposed. In a decision earlier this month, the High Court of Justice ruled that a legal loophole allowing restaurants to present themselves as being kosher without using the word “kosher” was unlawful, and that the Law Against Kashrut Fraud prohibited this practice. Hashgacha Pratit had used this loophole to issue certificates to restaurants using its kashrut supervision services which did not include the word kosher but instead talked of “Jewish law relating to food ingredients and preparation.” The references to Jewish law have now been removed from the new certificate, as have various references to kashrut and Jewish law in the organization’s logo, while the name Hashgacha Pratit is now absent from the document too, since the word Hashgacha is associated with kashrut. The text of the certificate says that the business owners see the trust placed in them by Hashgacha Pratit founder Rabbi Aharon Leibowitz as something “sacred” and will do everything to fulfil the “conditions” set by the rabbi and his team so that the public can eat at the restaurant with peace of mind. The chief rabbinate rejected the legality of the new document however. “The court has issued its verdict in a very clear manner; any presentation in writing that is designed to give the impression that an establishment is kosher is prohibited by law,” said the chief rabbinate in a statement to the press “Kashrut certificates are used only by the chief rabbinate and local rabbinates which are authorized to do so by law. Wording the certificate in an evasive way by elements who are not authorized will be considered as contravening the law and in contempt of court.” Hashgacha Pratit said in response that it works “in accordance with Jewish law and operates male and female kashrut supervisors who frequently visit the business under supervision, instructing and inspecting them in order to ensure that food preparation and everything connected to is done in accordance with Jewish law, and the public can eat their with peace of mind.” It said however that Hashgacha Pratit does not issue kashrut certificates,” and insisted that the new formulation of its certificates did not contravene the law or the High Court’s ruling. 60 When elections get tricky Pretoria - Independent Electoral Commission (IEC) deputy chairperson Terry Tselane’s job to deliver a free and fair election has proven a little more demanding for this year’s local government elections than in any other prior year. A number of opposition parties have openly challenged the commission for being biased towards the governing ANC, and at least one political party has threatened to block the elections unless the commission gives in to its demands. In the meantime, almost all parties have submitted requests to correct their candidate lists, but the commission’s hands are tied because the law does not allow it. The most unfortunate case is that of the United Democratic Movement, whose three councillor candidates passed away in a recent car accident but will still be on the ballot paper, says Tselane, the most experienced IEC commissioner. But the most significant dent to the commission’s credibility came from the courts this year over the Tlokwe matter. “For some of us we see it not only as a reflection on the commission, but also on us personally,” says Tselane, adding that it was sad the courts had found against the commission. He says the mood at Election House in Centurion’s Riverside Office Park is predominantly one of introspection. “There is some level of reflection happening within the commission.” Tselane says the commission could not afford to have its integrity called into question and “it is something it must defend”. The seventh seed eased to a 6-3, 6-4 win over the unseeded Czech veteran Barbora Strycova, setting her up perfectly for a tilt at the Wimbledon crown in a week's time. They were found in the truck outside their home in Bossier City, and emergency workers were called. 72 Herzog rejects spokesman’s statement that settlers ‘destroying our future’ Opposition leader Isaac Herzog (Zionist Union) distanced himself from spokesman Ofer Newman Sunday, after the latter wrote a Facebook post accusing settlers of “destroying our future” and “trampling Jewish morals.” Herzog took to the social media to explain that he believes in free speech, even when statements are controversial, and he encourages his staff to express their opinions and not be “yes-men.” However, Herzog added, Newman’s post is “very critical, very blunt and very mistaken, because it creates a generalization that I am unwilling to accept and uses imagery that we may never use. “I meet settlers almost every day, the Labor Party encouraged and built part of the settlements, and even if we have criticism of the settlers’ leadership, they will always be our brothers and part of our family,” Herzog wrote. “We have an incisive and difficult ideological dispute with the heads of the settlers, and it will continue, but even at the heart of the dispute, we must maintain the dignity of members of our nation.” Herzog said he had a “difficult talk” with Newman, not about his political opinion, but about the use of generalizations and “inappropriate imagery.” Newman wrote the Facebook post on Friday, after seeing the controversial documentary film The Settlers, and came to the conclusion that “the people who are destroying our future won without a battle. 73 Keeping the drugs out: Jails, prisons find a steep challenge CONCORD, N. H. (AP) — As the nation stares down a heroin and opioid crisis, corrections officials and lawmakers are seeking new ways to keep drugs out of jail cells as visitors and inmates continually find ways to smuggle them in. While drugs in jails have always been an issue, the present crisis is bringing new challenges and, at some facilities, a higher volume of drugs, officials say. "There is always an investigation going on into some type of drug activity here," said Dan Hammer, an investigator at the men's prison in Berlin, New Hampshire, a state where the problem of heroin and painkiller overdoses is especially acute. Democratic Gov. Maggie Hassan signed legislation Wednesday to put six full-body scanners, in the three state prisons and potentially more in county jails. Anyone entering, including visitors and staff, must go through them. Corrections Commissioner William Wrenn is looking to purchase drug-sniffing dogs, as are some jail superintendents. Other, less expensive policies are also in place. Prison inmates must open mail in front of employees and throw out the envelopes. At the Hillsborough County jail, inmates no longer help clean bathrooms because visitors were leaving drugs inside. Beyond just rooting out the drugs, county jails are looking to help inmates beat their addictions through treatment programs. In the state's prisons, officials say it's the type of drug, not the volume, that's changed. Suboxone, used to treat opioid addiction but also producing a high of its own, in the form of a breath strip is the latest drug of choice, Hammer said. Suboxone is Inmates smuggle it in by sticking it to their bodies or swallowing balloons filled with dozens of strips. On the street, strips or pills of suboxone sell for $10 to $20. Within prison, a strip can sell for hundreds of dollars. "The value once you're in the state prison increases dramatically," Hammer said. Suboxone smuggling has posed problems in county jails in New Mexico and , where inmates were receiving photographs soaked in a liquid form of suboxone that they could chew on to get high. In 2014, officials reported a significant increase in drug smuggling in jails and the state prison system brought in drug-sniffing dogs and implementing airport-style hand swabs for visitors and staff. Jail superintendents in several large New Hampshire counties say 80 to 90 percent of inmates are in for drug-related crimes, including the direct sale or use of drugs, or something like a robbery charge to help pay for drugs. "It's becoming more and more prevalent that almost everybody that's coming in has some type of drug problem," said Belknap County jail Superintendent Keith Gray. If an inmate is suspected to have drugs inside them, they can be placed in a "dry cell" without a bathroom, requiring them to notify employees when they need one so the employees can see if any drugs come out. Sometimes inmates are taken to the hospital for monitoring in case the balloon of drugs ruptures, creating the potential for an overdose. Wrenn, the corrections commissioner, said his staff is developing procedures for use of the body scanners. He cautions the new tool is not a panacea, but could be effective in keeping illegal substances out of prison cells. Drug-sniffing dog programs are in place in states like New Mexico and Arizona, he said, and he'd like to follow suit. "The combination of both of those items, I think, provides a very strong strategy with reducing the amount of drugs in the prisons," he said.

An Air Force spokesman, Capt. Mark A. Graff, said that two of the accused have been convicted in courts-martial proceedings held since the investigation was first disclosed in March. The trials were not previously announced. Graff said the two convicted individuals, whose names were not disclosed, have been sentenced and are serving time in confinement. He says that once they have served their sentences they will be considered for removal from the Air Force. Graff did not say when or how the number of airmen under investigation was expanded from 14 airmen to 19. All are members of the 90th Missile Wing at F. E. S. are hunting young American teenagers – mostly non- Muslim girls between 13 and 15 – and trying to convince them to conduct terror attacks on the nation, warns a “hacktivist” group. BinarySec , a group of self-described “hacktivists, activists, security analysts and outlaws” seeking to eradicate ISIS material from the Internet, says the young teens are requesting help as soon as they realize their lives are at risk. The fight broke out because a female passenger allegedly wouldn't stop complaining about their delayed flight. When another passenger reportedly tried to intervene, the argument turned into a chaotic scuffle. Hainan Airlines flight HU7737 was originally scheduled to depart from Beijing Airport at 9.50pm and land in Xi'an at 11.55pm local time on Saturday. The boarding was delayed until 12.30am on Sunday according to one of the passengers on the flight who goes by the name of JianKe0823 on Weibo, China's equivalent of Twitter. Local media has not reported the cause of the original delay. A female passenger on board started swearing at the crew about the delay according to Chinese news site Sina , which later caused an argument with a male passenger. More passengers then joined in the argument, which eventually escalated into a physical fight according to the report. Footage captured by Weibo users Kal-EI24 and doo-voo , who were both on board the flight, showed a woman getting elbowed in the face by a man wearing a white t-shirt. She then picked up a bag from the floor and then started to hit him over the head. The camera then panned towards the front of the plane where more passengers were seen fighting each other. A second clip from after the fight showed two police officers the aircraft talking to passengers. Several people were later led off the plane as their fellow passengers looked on. User doo-voo wrote on Weibo: 'They were fighting to 30 minutes. The crew didn't intervene.' Her sentiments were also shared by Kal-EI24 who similar comments saying that 'no one in charge' was 'dealing with the situation'. Five people were later escorted off the flight by local police according to Sina, and several people had minor injuries as a result of the brawl. The plane eventually took off shortly before 3am on Sunday and landed at its final destination at 4.40am. Hainan Airline crew is said to have apologised to passengers on board after the incident. 80 Crews make progress against Western fires, brace for winds LOS ANGELES (AP) — Firefighters battling home- threatening wildfires in the West are bracing for gusty winds and scorching heat on Sunday. They made progress by containing 45 percent of a four-day-old fire in California coastal canyons after 40-mph "sundowner" winds failed to materialize. Those evening and night gusts had driven the flames through steep, brushy canyons west of Santa Barbara on previous nights and forced closure of a major highway. However, forecasters warned of extreme fire danger Sunday evening due to hot, dry weather and winds that could gust up to 50 mph. No homes have burned, but about 270 homes and ranches are at risk and campgrounds are evacuated with flames only 2 miles from more densely populated coastal communities. In New Mexico, Gov. Susana Martinez directed the New Mexico National Guard to assist in securing communities affected by a massive wildfire in the central part of the state. Guardsmen will be patrolling and protecting evacuated homes from possible looting. They also will be called on to help with potential flooding. The fire, which erupted in the Manzano Mountains south of Albuquerque, has burned more than 27 square miles about 6 miles northwest of Tajique since Tuesday and spread a pall of smoke as far as Denver. The damage includes 24 homes and nearly as many structures near the small community of Chilili. The blaze is 9 percent contained. In Arizona, a fire southwest of Show Low was 30 percent contained. Firefighters beefed up containment areas on the northern and western sides of the blaze. Evacuation orders remain in effect for the community of Forestdale. The fire has burned nearly 19 square miles since Wednesday. Crews in Utah also made gains against three wildfires in the southern part of the state. A 350-acre wildfire near Cedar City was 30 percent contained, but the blaze still threatened 20 structures including homes and outbuildings. More than 1,200 firefighters attacked the California fire, which has engulfed more than 12 square miles of mountain and agricultural lands. Overnight, crews nailed down lines on the fire's west side, which hadn't moved for days, Santa Barbara County fire Capt. Dave Zaniboni said. However, the eastern side of the blaze was uncontrolled and virtually inaccessible. Crews were relying on aircraft water drops and on cutting firebreaks ahead of the flames. They hoped to set backfires to stop the spread, Zaniboni said. The battle had a deadline because "sundowner" winds gusting to 50 mph were expected to return Saturday evening and that could stir up the fire, Zaniboni said. "We're far from having a handle on it," he said. Weekend fire dangers already were expected to worsen as a heat wave will bring potentially record-shattering temperatures across the Southwest.

83 ANC list war imperils Nelson Mandela Bay win Port Elizabeth - Provincial ANC leaders in the Eastern Cape are having to put out fires after disgruntled members in Nelson Mandela Bay declared war when told the party list submitted to the Independent Electoral Commission (IEC) could not be changed. At least 19 wards out of 60 have vowed to bring the city to a standstill from tomorrow if their concerns about list manipulation are not addressed. “Fairly speaking, yes, it’s been a very tedious process, fraught with a number of challenges, but I think we have reached the end of it,” said Phumulo Masualle, premier and chairman of the ANC in the Eastern Cape, on Thursday. He said the “glitches” would be dealt with after the elections. But angry ANC members from the affected wards promised not to allow a single ANC campaign poster to be put up ahead of the August 3 local government polls – unless it belonged to one of their preferred candidates. In Ward 40, an uncontested candidate, who is a councillor, was mysteriously removed from the list and replaced with a name “nobody knows”. “They have gone against all [President Jacob] Zuma said at the manifesto launch, and are turning our communities into their ‘kingdoms’ to do with as they please,” said a resident who asked to remain anonymous. ANC provincial executive committee (PEC) member Andile Lungisa said it was only five wards that were involved in the fight. “All the others are just opportunists.” The disgruntled wards from Port Elizabeth met provincial leaders at the party headquarters in Calata House in King William’s Town on Wednesday, where they were locked in meetings for hours with provincial deputy chairperson Sakhumzi Somyo and deputy secretary Helen Sauls-August. Masualle’s comments came after 10 of the 19 disgruntled wards from Nelson Mandela Bay protested at the party’s Florence Matomela House, the ANC’s regional offices, on Tuesday, complaining that the lists had been manipulated. Jay Phillip of Ward 44, which includes KwaNobuhle in Uitenhage, said they were surprised when they found out last weekend that the candidates fielded by the provincial party leaders were not the ones the branches had recommended. He said that in KwaNobuhle’s Ward 43, a candidate who was number three on the list was made number one, while in another instance, a candidate of the ANC also appeared on the list of the United Front for the same ward. “This provincial leadership can even field a dog as a candidate against a human being, as long as the dog will do as they say,” said Phillip. On Thursday, Masualle admitted to City Press he could not rule out the possibility of “ill intentions” in some instances regarding the list process. He attributed most of the problems to the “erroneous capturing” of names into the IEC system. “As the PEC, we received a report from the PLC [provincial list committee] – charged with the coordination of the list processes – [saying] that the IEC has implemented a new system of registering candidates,” he said. Masualle said that, in some cases, people erroneously put their ID numbers against other people’s names and, when the IEC registered captured the information using the ID numbers first instead of the names, the wrong people were “accidentally” registered. He said such errors, unfortunately, were impossible for the ANC to correct, as the IEC had closed the submission date. “We have explained this problem to those who were complaining – that it was not out of malice.” The premier said the party’s leadership was addressing concerned branches in Nelson Mandela Bay and that Somyo was scheduled to meet party members there this weekend to ease tensions. Thembisa Makeleni of Ward 27 in Soweto-On-Sea said it was disingenuous to blame the IEC system when the names were tampered with deliberately by the leadership. Party members raised the alarm from the affected wards weeks before the lists were submitted to the IEC. “There will be no campaigning by the ANC in our areas until we are heard,” vowed Makeleni. Meanwhile, ANC national executive committee member and head of elections Nomvula Mokonyane told City Press that the rapid response team of the ANC – a body made up of party leaders dedicated to dousing fires stemming from list process and other disputes – was on top of things in KwaZulu-Natal, keeping themselves informed of developments. The volatility in KwaZulu-Natal, caused by battles for the candidates’ list, had led to the killings of some prospective candidates. She attributed the conflict to “unresolved disputes following regional and provincial conferences” that took place last year before the nomination and list processes started. “Provincial leaders – and myself, as I have been deployed to KwaZulu-Natal – have been trying to talk to structures to move beyond the issues of who they would have preferred to have in certain positions.” In November last year, beat to the top job as chairperson of KwaZulu-Natal at a dramatic provincial conference. The elective conference was delayed on the day of voting amid allegations of ghost delegates and duplication of accreditation, putting into question the credibility of the outcomes. Speculation was rife for months that Mchunu was on his way out and this was proved correct a few weeks ago. Mchunu resigned and, days later, four members of the executive committee said to be close to him were ditched in a so-called purge of his supporters. But Mokonyane denied that the recent cabinet reshuffle was in any way linked to the ongoing tensions. “I don’t think there is a connection, because nobody has been taken out of the ANC. People still remain leaders of the ANC and, in the ANC, you are deployed and redeployed.” She also dismissed the notion that KwaZulu-Natal was in crisis, saying reports made it appear as if “KwaZulu-Natal is on fire but it is not. It is just a particular area.” She said it was important for all to move beyond their personal interests, but admitted the party was concerned. " "No to rising prices, people are starving to death," another read. The demonstration appeared to be tolerated by Syria's authorities, with about a dozen riot police stationed near parliament allowing the protest to go ahead. In a letter to parliament, a copy of which was obtained by AFP, the demonstrators called on lawmakers to "cancel their decision to raise the prices of petroleum products. " "The strike will continue on a daily basis until we get a response and the protest's goal is achieved," the letter said. On Thursday Syria's government ordered the price of a litre of petrol increased from 160 to 225 Syrian pounds (about 90 US cents), state news agency SANA said, with similar increases for cooking gas and diesel. "We called for this strike to protest the rising prices of petroleum products which will in turn negatively affect all other prices," said Firas Nadim, a member of a consumer protection group that organised the demonstration. "The government had been trying to improve the quality of life for the average citizen, but now they are trying to starve him," Nadim told AFP. Lawmakers were meeting for their second session since being elected in April. 85 Max Dupain’s classics sell for over $1million at auction A batch of almost 500 pictures from the family collection of Australia's most famous photographer, Max Dupain, have sold for more than $1million, breaking Australian auction records. The collection of photographs sold on Sunday including a signed print of Dupain's iconic image, Sunbaker, and other memorable pictures from the sprouting cityscape to the sun-soaked beaches and sprawling suburbs in between. Dupain, who was born in Sydney in 1911, spent six decades taking pictures of the beloved city dabbling with portrait, landscape, architecture and experimental photography. Sunbaker, taken at Cullburra Beach on the New South Wales south coast in 1937 was estimated to sell for as much as $30,000 and has been dubbed a 'national image'. The black and white photo shows one of Dupain’s friends lying face down on the sand and a 50cm by 56.6cm print of the photograph signed and dated by Dupain sold at the Woollahra auction for $85,000 almost three times the estimate. A print of Bondi sold for $25,000 which were mostly bought by private dealers and collectors with many buying multiple of the hundreds on offer. The works were put to auction by Dupain’s son Rex who is also an acclaimed photographer, who decided to go ahead with the sale because many of them had been lying in storage for eight years and deserved to be seen. Many of Dupain's photographs have been described as iconic Australian images.

88 CCTV video shows a man walking his dog in Melbourne seconds before he was stabbed to death Chilling CCTV footage shows the moment before a mechanic was stabbed to death in a gruesome attack while he was walking his pet husky. Mechanic Paul O'Donnell was captured on video walking his dog to a shop in Keysborough, 27km south-east of Melbourne's city centre on Saturday night. Authorities reached the Olive Grove address where Mr O'Donnell had been attacked at about 7.30 where paramedics attempted to revive him but he died at the scene. Footage shows the man walking in an empty industrial car park to his workshop followed closely by his dog. Emergency services are seen arriving shortly after running through the car park to help Mr O'Donnell but were unable to revive him. Mr O'Donnell was known to take his dog to a nearby easement to relieve itself, reported Fairfax. Loved ones were seen mourning the mechanic's death as they arrived to the scene on Sunday including Jake Hewgill, who described Mr O'Donnell as a father figure. 'I am so broken over this,' he told 9News . 'I loved him like a dad and he always wanted to help other people. 'He was a true friend with intentions to help no matter what, and he deserved a lot better than this.' A neighbouring business owner Zoran Erovic told 9News he was 'shocked'. He said: 'Paul was a very quiet man. He didn't have trouble with anyone around here.' The assailant remains on the run while police continue investigations into the attack. Homicide detectives and forensic officers are examining the CCTV footage at the scene, which shows several cars and people in the area at the time of the attack. A post mortem will also be carried out to determine the cause of death. Mr O'Donnell's murder marks the third stabbing in Melbourne and Geelong in the last 48 hours.

90 ‘Beyond the Gates’ Review The cheesy grade-B horrors of the VHS era may have won little respect at the time, but they’re turning out to be the primary influences of a whole new generation of genre specialists for whom they were formative childhood viewing experiences. Jackson Stewart ’s “Beyond the Gates” is the latest indie feature to make explicit such debts, from its retro title graphic and Goblin-like score to the central conceit of an old board game whose players open the portal to Hell… or, well, some similar kinda bad place. Winner of the audience award in the Los Angeles Film Festival ’s midnight section, this fun if unmemorable occult thriller sports — all too faithfully at times — both the typical pleasures and shortcomings of the movies it pays homage to. And like them, it’s likelier to reach its niche audience primarily on home formats rather than the big screen. The seven-month disappearance of their hard-living father (Henry LeBlanc), now presumed dead, has forced a strained reunion between his two now- adult children. Gordon (Graham Skipper) is the bespectacled, straight- arrow nerd, albeit one apparently in recovery from a history of drinking and anger-management issues. John (Chase Williamson) is the moderate bad boy whose current status re: housing and employment is murky as usual. Not particularly happy to see each other — especially since Gordon turned down ne’er-do-well John’s latest request for a “loan” — they nonetheless settle down to the business of boxing up dad’s long-dormant video store, which stubbornly clung to all-VHS stock well into the DVD era and beyond. Meanwhile, Gordon uncomfortably takes up temporary re-residence in the padre’s abandoned house, where he’s soon joined by supportive, surprisingly hot girlfriend Margot (Brea Grant). While she spends each night knocked out on Ambien, Gordon immediately begins seeing and hearing disturbing, fleeting nocturnal phenomena there. By day two, they’ve got an extra housemate in John, who of course turns out to have already worn out his welcome under whatever roof he was crashing most recently. After locating the key to dad’s hitherto off-limits back office, the sons discover the last thing their widower parent apparently watched was “Beyond the Gates,” a “VCR board game” of the type that represented a primitive early form of “interactive” gaming: You plugged in the videotape, and it guided you through some dumb fantasy scenario otherwise largely controlled by chance (i.e. dice). This one’s glamorously sinister video hostess ( Barbara Crampton , also a producer here) promises players can “step into the ultimate nightmare” if they follow instructions to acquire four keys. Upon further investigation, however, it quickly becomes clear that something is more than a little strange about this particular game. Not only does the on-tape hostess seem impossibly attuned to what the real-world participants say and do, she drops heavy hints that the brothers’ dad is a captive held “beyond the gates,” and only their possibly life-endangering intervention can save his life — or, at least, his soul. You can guess the general gist of what ensues, as playing the “game” brings peril to all. That includes the leads’ two remaining local friends, childhood pal turned cop Derek (Matt Mercer) and John’s much skeevier bud Hank (Justin Wellborn), the type whose profession one might hazard to be “meth lab proprietor.” Naturally, the lone live female here Margot also becomes a pawn in the escalating stakes, particularly once an actual set of creepy cemetery-like gates materializes in the home basement. Like the largely forgotten movies of the 1980s and early ’90s to which this homage tips its hat, “Beyond” isn’t very scary, and its slow, medium- atmospheric buildup is somewhat disappointed by a climax limited in both budgetary means and writerly imagination. (Don’t expect any “Hellraiser”- type horror surrealism when the heroes finally enter the “gates” at the 70- minute mark.) But even these flaws seem good-naturedly deliberate to a degree, like the couple explosions en route of unconvincingly over-the-top, old-school gore effects. Further fodder for diehard genre fans is provided by a cast almost entirely consisting of faces familiar from other B horrors, whether veteran star Crampton (a favorite since 1985’s “Re-Animator”), next-generation regular Mercer (“Contracted” and its sequel), or Jesse Merlin, who has toiled in numerous campy stage and screen horror musicals, and here plays a suitably macabre curiosity-shop owner. (Many of them also appeared in first-time feature director Stewart’s prior shorts.) Pitch-perfect as exercises in nostalgic homage are Wojciech Golczewski’s musical score and Brian Sowell’s widescreen lensing, which pours on the lurid color lighting effects as things grow more supernatural.

91 Florida man Angelo Ruth charged in cold case murder of Mattie Henry after TNT show A Florida man has been charged with murdering his ex-girlfriend after a TV show helped investigators find evidence in the 20 year-old cold case. Angelo Ruth, 60, of Fort Myers, is charged with killing Mattie Henry, 40, in 1993 for her life insurance policy, police said. Fort Myers Police Sgt. Brian O'Reilly told The News-Press that TNT's Cold Justice had helped investigators unearth key evidence in the case. Scroll down for video They discovered that Ruth had forged Henry's signature on a life insurance policy and also found the victim's blood in the trunk of his car, police say. 'I believe the publicity the case received helped us locate key witnesses to put this case over the top,' O'Reilly said. 'This case has gone through a couple different detectives but we continued to be diligent.' Police say that Ruth had been the key suspect in Henry's murder for a long time but they had been unable to gather enough evidence to prosecute - until now. Henry's body was found on September 8, 1993, after it was dumped between a transformer and the Highlands East Recreation Center on Canal Street in Fort Myers, Florida. Detectives found her body had been wrapped up in commercial bed sheets - commonly used in motels - which had traces of gunpowder and bullet holes in. They believe Ruth crumpled up the sheets to catch the blood and shot Henry in the back of the head. Ruth had said in a deposition that he took Henry to a motel to have sex before he left to go home to his fiancee. Ruth, who owns a sandwich shop in Dunbar, Florida, is being held in the Lee County Jail. His bond is set at $200,000. 'She was loved by her family. She was a little down on her luck at the time and was trying to turn her life around,' O'Reilly told Fox News of Henry. 'She was taking steps trying to be a better parent and a better mother. She was taken from her family in her prime.' Henry's daughter Rhonda Henry had been invited onto the episode of Cold Justice which aired last August. 'A lot of the murders here, they go unsolved because everybody's always running their mouths saying what they think, and not what they know. And then, too, they don't talk when they need to talk,' she said as she urged police not to give up on her mother. 'I can't give up on her; I'm her only voice. I can't give up on her,' said Rhonda who had spent decades trying to get justice for her mother. However, investigators told her she would have to be patient a little longer while they gathered more evidence to convict. Rhonda Henry died two days later. 'If we can bring an end to this case, it brings a message to the community that the Fort Myers Police Department will not stop until we get the person responsible for a murder,' said Detective Albert Antonini. 'If we can put that little thought in one murderer's head, it's going to be one less murderer, and one more family saved.' At an extraordinary congress on Sunday attended by 657 delegates, the dissidents managed to amend a party bylaw that will allow them to challenge Bahceli's leadership at a meeting set for July 10. They hope to replace Bahceli with Meral Aksener, a 59-year-old woman seen by pollsters as having the mettle needed to revitalise the MHP and increase its support. That could make Erdogan's ambitions harder to push through parliament. If Bahceli survives the challenge - and many expect him to challenge the bylaw amendment in the courts - pollsters and political analysts say he could lead his party to a crushing defeat at the next election, exiting parliament and freeing Erdogan's hand to rewrite Turkey's constitution. An alligator described as being as long as two metres snatched 2-year-old Lane Graves as he waded in shallow water in a lake at a Disney hotel on Tuesday night. The boy's remains were found after a long search the following day. An autopsy showed that he died from drowning and traumatic injuries, according to the Orlando medical examiner. The beach, located at Disney's Grand Floridian Resort and Spa across a lake from the Magic Kingdom, had "no swimming" signs but no warning about alligators. The company added alligator warning signs on Friday. The resort's beaches remain closed. 96 ANC member's son shot dead in Elsies River Cape Town – The 17-year-old son of Western Cape ANC member, Caroline Witbooi, has been shot dead in Elsies River, close to where the party was conducting door-to-door campaigns. “The shooting on Friday happened about two kilometres away from where we were campaigning,” ANC whip in the Western Cape legislature, Siyazi Tyatyam, told News24 on Sunday. He said he heard two to three shots. “Then we got a call to say one of the comrade’s sons was shot," Tyatyam said. Events leading up to the shooting were not immediately clear, but Tyatyam did not think it was related to the upcoming local elections or politics. While there, young residents had told him they believed it was gang-related, he said. Western Cape police confirmed an unknown suspect shot and killed the 17- year-old boy in Bourne Road. No arrests had yet been made. “We will return to the area to continue our campaign,” said Tyatyam. “We must give hope to the people and I think ANC can make a change.”

S. states on Sunday as record-breaking heat threatened to feed wildfires that have blackened thousands of acres (hectares), especially in California and New Mexico. The National Weather Service said temperatures of 120 Fahrenheit (49 Celsius) were possible in southwestern deserts through Wednesday. "Red flag warnings" for potential fires covered an area stretching across southern California, southern Nevada and southern Arizona. "These extreme temperatures can be life- threatening," the weather service said on its website. The high temperatures have joined with a prolonged dry spell to worsen the fire threat. The agency declared an elevated threat in California's Santa Barbara County from dry conditions and evening winds. More than 2,000 firefighters there are battling the so-called Sherpa Fire, which had burned 7,811 acres (3,161 hectares) in coastal canyons. Firefighters estimated the fire was 45 percent contained. The Sherpa Fire broke out on Wednesday and has forced mandatory evacuations in some areas. Another blaze, the Dog Head Fire, southeast of Albuquerque, New Mexico, has destroyed about two dozen homes and forced evacuations. Almost 1,000 personnel were fighting the blaze that has burned through about 17,615 acres (7,129 hectares) of timber and logging zones. In Alaska, a fire warning was also in place for the eastern part of the Alaska Range, with winds forecast to gust to 60 miles per hour (96 km per hour). The rest of the sum will be provided by various other ministries According to the resolution , the NIS 12 million from the Health Ministry will be spent on creating centers to provide psychological support centers in the settlements. According to the cabinet resolution, “Israeli communities in Judea and Samaria face a unique security situation on a daily basis because of their geographic location and the fabric of life in the area. From the beginning of October 2015, there was an escalation in the security situation in Judea and Samaria as a result of the wave of terror.” According to the explanation of the resolution, the worsening security situation had an influence on life in the settlements in a number of areas, including on the psychological well being of the residents and economic damage to business. The additional funds are meant to deal with those issues, the resolution read.
