OP the ecclesiastical conditions that brought these officers into being Neander is informative. " In the course of the twelfth century," he writes, " the bishops (of Western Christendom) empowered proxies in the administration of their jurisdiction, under the name officiales to preserve their authority against archidiaconal encroachment." (Church History VII, 284, ed. 1851.) That the innovation answered its primary purpose can be admitted, but on the other hand it incidentally provided a whip for lashing laymen and clerics suspected of or charged with breaches of canon law. And the strictures passed on the administrative iniquities of these officers, at any rate on the Continent, by Peter of Blois1 are sufficiently pertinent for quotation : " Tota officialis intentio est, ut ad opus episcopi suae jurisdictioni commissas miserimas oves quasi vice illius tondeat, emungat, excoriet. Isti sunt episcoporum sanguisugae" (Ep. 25). This, epitomized, may be rendered :—These officials are employed to shear the wretched sheep within their jurisdiction; they are the bloodsuckers for the bishops. Be this as it may, one hesitates to believe that the enormities to which the writer refers could ever have obtained on an equal scale in the freer atmosphere of England, and where judgments given in a Consistory Court were subject to revision or disallowance on appeal to a bishop in person. As a matter of fact the bishop who appointed could also dismiss his Official, unless the Cathedral Chapter had confirmed the appointment, when it became a benefice and thereby tenable for life.

    Henry Winkles and Benjamin Winkles, Winkles’s architectural and picturesque illustrations of the cathedral churches of England and Wales, 3 vols. (London, 1835–42). This is the letterpress (vol. 1, pp. 105–20) written by Thomas Moule to accompany the plates of Rochester Cathedral. It is a feeble piece of work, derivative and full of mistakes. The book was reissued several times (the latest edition dates from 1860), and it became necessary, sooner or later, for some or all of the sheets to be reprinted. Without looking very hard, I discover that there exist at least three settings of sheet P (pp. 105–12), at least two of sheet Q (pp. 113–20); but I have spared myself the effort of working this out in detail. I transcribe what I take to be the original settings, relying chiefly on a copy made available by the Getty Research Institute (catalog.hathitrust.org/Record/000601945), which always does an excellent job. 105 ROCHESTER CATHEDRAL. The diocese of Rochester, the smallest of any in England, is situated in the western division of the county of Kent, and is separated from that of Canterbury chiefly by the Medway; but there are several parishes belonging to this see eastward of that river, its natural boundary being the Theyse or Teise, a small stream, which, after taking its course through the villages of Hunton and Gillingham, falls into the Medway at Yalding. A bishopric, with a college of secular priests, was founded at Rochester, in the reign of Ethelbert, the Anglo-Saxon king of Kent, soon after Augustine the monk, had landed in the isle of Thanet, and preached the gospel at Canterbury.

Some time elapsed before the present co-editor, over- whelmed with the labour involved b}' taking over the Chief Editorship of the entire series, now comprising thirtA^ counties, could give attention to completing this volume, and the work in Berkshire has suffered through the lack of an energetic local Editor, such as have come forw^ard in most of the other counties and contributed so greatly to their success. It is hoped that now the Berkshire Series has again been set going, someone interested in the genea- logy of the County will help in this way and so enable this work to be made as useful as in other counties, in many of which the Marriages of over one hundred Parishes have been printed.

KENT is one of the most interesting counties in England; whether considered in respect to the advantages of its situation for trade and commerce, its extent, the general fertility of its soil, the important events that have been transacted within its limits, the peculiar division of its lands, its numerous antiquities, the acknow- ledged bravery of its inhabitants, the ecclesiastical pre-eminence of its chief city, its produce, or its proximity to the Continent, to which, many learned antiquaries suppose it was originally united by a narrow isthmus, extending between Dover and Calais./1 The arguments advanced in support of the idea of Great Britain having anciently formed part of the Continent, are principally de- rived from the great resemblance which the cliffs of Dover have to those of Boulogne and Calais, on the opposite coast of France. On both shores, these cliffs consist of chalk, with flints intermixed: their faces are rugged and precipitous, appearing as if they had been rent asunder by violence; and their length on both coasts is similar, it bemg about six miles. In the strait immediately be- tween them, the sea is also much shallower than on either side; and to this may be added, that a narrow ridge of sand, with a stony bottom, called the Rip-rapps, extends between Folkstone and Boulogne, its distance from the former being about ten miles, and its length the same: this ridge, at low spring tides, is covered with only fourteen feet water; and another ridge, called the Vane, about six miles off Dover, has scarcely more water on it at the same times, though immediately on each side of both ridges, which are but narrow, the depth increases to twenty-five fathoms.
