The intent of this chapter is to address these issues and requirements set forth by the Wisconsin Statutes.

TRANSPORTATION IN THE REGION The current Regional Transportation Plan, ‘A Regional Transportation System Plan for Southeastern Wisconsin: 2035’, was adopted by SEWRPC in June of 2006. The plan includes transportation conditions that relate directly and/or indirectly to the Village of Fox Point; the conditions are outlined throughout this chapter.

The Regional Transportation System Plan outlines several recommendations for transportation in southeastern Wisconsin. These recommendations are divided into the following categories: public transit, bicycle and pedestrian facilities, transportation systems management, travel demand management, and arterial streets and highways.

Village of Fox Point Comprehensive Plan: 2035 6:1 Adopted February 23, 2010 Public Transit The regional plan recommends expansion of public transit in southeastern Wisconsin, including the development and improvement of rapid and express transit systems. Service would offer intermediate stops spaced approximately three to fi ve miles apart, and would connect all urbanized areas in southeastern Wisconsin. Currently, the Village of Fox Point is served by one local bus route, and one rapid bus route which utilizes Interstate 43. Figure 6.1 illustrates public transit in the Milwaukee County area as of 2001.

As of 2005, no express transit service existed in the Village of Fox Point. The proposed express transit system would have fewer stops than rapid transit, mostly within Milwaukee County, and operate at higher speeds to connect major employment centers and destinations.

Both the rapid transit and express transit are slated for future upgrades from buses to other types of transit. Commuter rail would replace buses for rapid transit, and bus guideway or light rail would replace express transit buses. The region is also served by Greyhound Bus Lines, Badger Coaches, , Lamers Bus Lines, and Amtrak Trains.

Park and Ride Facilities At Village listening sessions conducted during the preparation of this plan, several attendees indicated that park and ride lots that are served by rapid transit were the most popular form of public transit for Fox Point residents. While there are no lots of this type in the Village, there are three in close proximity (Figure 6.2): Figure 6.1: Public Transit in Milwaukee Metropolitan Area, 2001. Source: SEWRPC Brown Deer/River Hills This lot, labeled as #5 in Figure 6.2, has 360 parking spaces available. On an average weekday in 2001, 80 of those spots (22%) were utilized. This lot is used exclusively for park and ride service. This lot is equipped with bicycle racks.

North Shore/Glendale The North Shore/Glendale lot, labeled as #6, has 195 parking spaces. An average of 87 spaces (45%) were utilized on a typical weekday in 2001. This lot is used exclusively for park and ride service. This lot is equipped with bicycle racks.

Kohl’s Brown Deer This lot, labeled as #34, is shared with Kohl’s Department Store. There are 100 spaces for park and ride use. On an average weekday in 2001, 60 spaces (60%) were utilized. As of 2004, this lot was not equipped with bicycle racks.

Bicycle and Pedestrian Facilities Figure 6.3 illustrates the accommodation of bicycles on the surface arterial street and highway system in the Milwaukee County area as of 2004. In order to safely accommodate bicycle travel, the plan recommends improvements to all arterial streets in the region. These improvements would include extra-wide outside travel lanes, paved shoulders, bicycle lanes, or a separate bicycle path. Land access and collector streets (as later defi ned in the streets and highways subsection)

Village of Fox Point Comprehensive Plan: 2035 6:3 Adopted February 23, 2010 can allow for bicycle travel with no special accommodations. The plan also recommends a stronger system of off-street bicycle paths that connects all cities and villages in the region with a population of 5,000 or more (Figure 6.4). The proposed system includes 575 miles of off- street bicycle paths with 147 miles of surface arterial and 83 miles of non-arterial connectors. Currently, about 203 miles of the planned 575 miles already exist.

To enhance pedestrian facilities in the region, the plan recommends that local units of government follow recommended standards and guidelines for the responsible construction and maintenance of those facilities as outlined in the adopted pedestrian facilities policy (see the Amendment to the Regional Bicycle and Pedestrian Facilities System Plan for Southeastern Wisconsin: 2020). The plan also encourages the development of bicycle and pedestrian plans at the local level to supplement the regional plan.

Transportation Systems Management Measures in the transportation systems management element include freeway traffi c management, surface arterial street and highway traffi c management, and major activity center parking management and guidance. The plan recommends cooperation and coordination between the transportation agencies and operators in the region, and a focus on regional intelligent transportation systems (ITS) architecture to ensure interoperability between the hardware and software components employed by transportation operators in the region.

Adopted February 23, 2010 6:4 Village of Fox Point Comprehensive Plan: 2035 Travel Demand Management The measures included in the travel demand management element of the plan intend to reduce personal and vehicular travel or to shift such travel to alternative times and routes. Doing so would allow for more effi cient use of existing transportation systems. The travel demand management element recommends preferential treatment for high- occupancy vehicles, an increase of park-ride lots in the region from 49 to 75, and an expansion of transit pass programs and vanpool programs (transit pricing). The element also recommends implementing programs related to personal vehicle pricing, and promoting travel demand management and transit through education and marketing. Local governments are encouraged to prepare and implement detailed site-specifi c neighborhood and major activity center land use plans to reduce automobile travel.

OTHER REGIONAL TRANSPORTATION INITIATIVES SEWRPC also prepared an updated version of the ‘Transportation Improvement Program for Southeastern Wisconsin (TIP): 2009 - 2012.’ The TIP is a federally required listing of all arterial highway and public transit improvement projects proposed to be carried out by State and local governments over the next four years in the seven- county region. Per this document, there is only one project planned within or adjacent to the Village of Fox Point:

• Resurface I-43 from Silver Spring Drive to northern border of Milwaukee County

The SEWRPC 2035 Regional Transportation Plan includes proposed functional improvements to the arterial street and highway system, (Figure 6.5) which are intended to be put into place by 2035. The freeway expansion in particular will have signifi cant impacts on the Village in terms of traffi c, noise mitigation, and land use. In 2010, bridge reconstruction is expected to take place over Interstate 43 at Good Hope Road and Brown Deer Road, along with the resurfacing of Green Tree Road.

Wisconsin Bicycle Transportation Plan 2020 The Wisconsin Department of Transportation (WisDOT) recently published the ‘Wisconsin Bicycle Transportation Plan 2020’, WisDOT’s statewide long-range bicycle plan. The plan makes several recommendations for government agencies to follow when making decisions regarding bicycle transportation. The roles and responsibilities for communities are as follows:

• Develop, revise, and update long-range bicycle plans and maps.

• Consider the needs of bicyclists in all street projects (especially collector and arterial streets), and build bicycle facilities accordingly.

• Promote and offer bicycle safety programs.

• Provide bike racks at public and commercial areas.

• Consider providing locker room facilities for employees.

• Consider bicycle racks on buses.

• Encourage business involvement as a means to increase bicycle commuting and other functional trips.

• Help promote bike-to-work/school days. Figure 6.6: The Union Pacifi c Rail Line in Fox Point. WisDOT works with the Wisconsin Department of Natural Resources (DNR) to preserve trail opportunities by passing on its fi rst right of acquisition for abandoned, privately-owned rail lines to DNR. WisDOT also conveys to DNR/counties full or partial rights to lines that it owns after consideration has been given to using the abandoned lines for continued rail or other transportation.

Midwest Regional Rail Initiative Department of Transportation agencies in Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin sponsored an effort entitled the Midwest Regional Rail Initiative to develop an improved and expanded passenger rail system in the Midwest.

The Union Pacifi c tracks in Fox Point, shown in Figure 6.6, would not be utilized as part of this system.

TRANSPORTATION IN THE VILLAGE OF FOX POINT Streets and Highways The Wisconsin Department of Transportation (WisDOT) maintains a database entitled the Wisconsin Information System for Local Roads (WISLR), which holds county and local street information including pavement conditions. In addition to pavement condition information, WisDOT maintains Average Annual Daily Traffi c (AADT) data for public review. Figure 6.8 illustrates the AADTs in the Village of Fox Point as of 2007.

Transit The Milwaukee County Transit System operates one bus route that passes through the Village of Fox Point. The #68 - Port Washington bus route connects the River Point Shopping Center to Cardinal Stritch University via Port Washington Road. There is also a limited service loop that connects the same sites via Green Tree Road, Lake Drive, and Brown Deer Road (Figure 6.7). The route connects down to Bayshore Town Center and beyond to the intersection of Keefe and Atkinson Streets in Milwaukee. Figure 6.9 shows the #68 route in context with the 2009 system map for Milwaukee County.

The four bus stops on Lake Drive are Milwaukee County Landmarks. For more information, see the Cultural Resources element of this Plan.

Adopted February 23, 2010 6:8 Village of Fox Point Comprehensive Plan: 2035 Bicycle and Pedestrian Facilities Fox Point currently maintains bicycle and pedestrian paths, including a path that stretches the entire length of Lake Drive along the west side of the roadway (Figure 6.10). Bicyclists predominantly travel along the shoulders of local roads, while pedestrians mainly travel via informal paths that are considered to be local amenities only for Village residents. Attendees of comprehensive plan meetings expressed a desire to avoid marketing these pedestrian paths to tourists and visitors.

Attendees also indicated that additional bicycle and pedestrian facilities in the Village would be welcomed; however, active pursuit by the Village to expand these facilities was not considered a top priority. As such, the Village of Fox Point should welcome opportunities to work Figure 6.10: A Portion of the Lake Drive Path in Fox cooperatively with neighboring communities in order to maintain Point. adequate bicycle and pedestrian facilities throughout the North Shore. Safe routes that link residential areas with commercial districts, public facilities, and park and ride/rapid transit stops should be addressed before new recreational routes are considered.

Air Transportation No airports exist in the Village of Fox Point. Chartered air service and air freight services are available in Washington County at the West Bend Municipal and Hartford Municipal airports, and Lawrence Timmerman Field in Milwaukee County. The nearest commercial airline service is provided by General Mitchell International Airport in Milwaukee.

Railroads The Union Pacifi c Railway, which provides freight services, passes through the Village of Fox Point. However, the Village does not have a station that provides access to the trains. The nearest Amtrak station is located in downtown Milwaukee.

Water Transportation Indian Creek is a navigable stream, however there are no waterways used as transportation in the Village of Fox Point. McKinley Marina in Milwaukee is the nearest public facility for boats. For freight transportation, the Port of Milwaukee is the closest facility to the Village.

Goal One: Maintain the relationship between Milwaukee County and the Village in matters related to Port Washington Road.

Goal Two: Work to improve pedestrian and bicycle circulation throughout the Village. • Consider the addition of dedicated bicycle lanes to heavily traveled streets such as Lake Drive, to increase biker safety and enhance linkages between residential neighborhoods and commercial districts and public facilities.

• Ensure that adequate amounts of bicycle racks are provided at commercial districts and public facilities as bicycle lanes are added.

• Explore potential funding mechanisms for programs which support pedestrian and bicycle transportation, such as Safe Routes to School and the Bicycle and Pedestrian Facilities Program (both managed by WisDOT).

• Consider a program which recognizes the Village’s historic bus shelters on Lake Drive as resting areas for those traveling on the Lake Drive path by bike or on foot.

Goal Three: Support public transportation or transit options that supplement private automobiles. • Continue to collaborate with SEWRPC, Milwaukee County, and neighboring communities regarding the provision and enhancement of public transportation, including bus routes and park and ride lots.

• Support programs that provide transit services for the elderly, persons with disabilities, and other persons who cannot drive or who have diffi culty using a private automobile.

Goal Four: Monitor and maintain aging transportation infrastructure in the Village. • Gather input from Village residents on the redesign of major roadways maintained by the Village.

• Explore alternative techniques and materials for roadways and pathways as the existing infrastructure is replaced. Materials to consider include rubber sidepaths, concrete or other light colored pavers, pervious pavement, and hot-in-place recycled asphalt for road reconditioning projects.
