1. Introduction

This report has been completed by Boobook Ecological Consultants approved by the Commonwealth Department of Sustainability, Environment, Water, Population and Communities (DSEWPaC) in writing on the 31st of March and 28th of June 2011.

The field surveys were conducted by a team of ecologists lead by Craig Eddie, approved by DSEWPaC in writing on the 31st of March 2011, Principal Ecologist for Boobook Ecological Consultants.

2. Site Context

Condabri South comprises three land parcels described individually as Lot 48 on Plan RG46, Lot 52 on Plan RG46 and Lot 2 on Plan SP179380. The total area of the property aggregation is approximately 1361 ha. It is located approximately 32km south south east of Miles and 8km east of Condamine in southern inland Queensland. The bulk of the properties lie within Province 30 (Tara Downs) and Province 32 (Inglewood Sandstone) of the Brigalow Belt Bioregion, while the extreme northwestern tip lies in Province 31 (Eastern Darling Downs). Condabri South is accessed via the Condamine - Kogan Road which borders the northern boundary of 48RG46 and 2SP179380, and Ellerslea Lane which borders the western side of 2SP179380. Condabri South lies within PL265.

Recent land uses on the property are agricultural, primarily grazing of domestic livestock with some areas formerly cropped. Some infrastructure associated with coal seam gas exploration is present on 2SP179380. The majority of native vegetation on the property has been cleared, however, small patches of remnant vegetation are present, mainly in the form of shade lines, isolated clumps and patches associated with watercourses, including Cooloomala Creek. Some advanced and young regrowth of both endangered and not of concern regional ecosystems is present. Soils on the property are predominantly grey or black cracking clays and the topography is generally flat or gently undulating clay plains with very shallow to moderately deep gilgai. Bleached loams or sands over brown, black or red mottled, yellowish brown clays occur at the southern end of the property and near minor watercourses. Some local creek alluvia is present. The nearest weather station to Condabri South is Roma. This climate consists of yearly average temperatures ranging from a maximum of 34.1 in January to a minimum of 3.9 in July. The annual rainfall of Roma was 582.5mm, with the highest rainfall occurring in February (90.3mm) and the lowest occurring in July (24.2mm).

3. Methodology

Scouting surveys were conducted in general accordance with the BioCondition – A Condition Assessment Framework for Terrestrial Biodiversity in Queensland – Assessment Manual – Version 2.1 (BioCondition Manual) (Eyre et al, 2011) and the Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland (Neldner et al 2005).

3.2.1 Vegetation Community Survey

General baseline botanical surveys were undertaken to describe dominant flora and vegetation community structure throughout the survey site. Botanical surveys were consistent with the quaternary level of data collection as described in Methodology for Survey and Mapping of Regional Ecosystems and Vegetation Communities in Queensland (Neldner et al, 2005).

Vegetation community polygons have been confirmed, mapped and identified in accordance with Queensland Regional Ecosystem (Biodiversity Status) and Environmental Protection, Biodiversity and Conservation (EPBC) Threatened Ecological Community criteria. Areas of remnant vegetation have been clearly distinguished from areas of regrowth vegetation that does not satisfy remnant regional ecosystem or EPBC Threatened Ecological Community criteria.

3.2.2 Habitat Survey

Habitat surveys were conducted within each Vegetation Community Survey location within the aforementioned Vegetation Community Area. A range of habitat features, such as log abundance, hollow tree size class and abundance have been noted.

3.2.3 Threatened Flora and Fauna Survey

‘Threatened’ species are those listed under the Environment Protection Biodiversity Conservation Act 1999 and the Nature Conservation (Wildlife) Regulation 2006.

Targeted flora and fauna searches were undertaken within the vicinity of a Vegetation Community Survey/Habitat Feature plot where field ecologists determined the given area to be of sufficient potential value to a threatened species to warrant such a search.

Targeted threatened species surveys were also conducted in additional locations based on incidental field observations of high quality habitat or identification of distinct ecological

features through preliminary review of mapping and other background information for the property.

3.2.4 Exotic Flora and Fauna Surveys

Environmental and declared pest (as defined by the Land Protection (Pest and Stock Route Management) Act 2002) populations were noted and abundance recorded at the time of the survey.

3.2.5 Disturbance Survey

Evidence of disturbance throughout the property was recorded for type, severity and estimated time of most recent occurrence.

4. Results and Discussion

In order to develop a complete understanding of the ecology at Condabri South, a detailed Desktop and Literature Review and Field Ecological Scouts was undertaken. The results are detailed below. 4.1 Desktop and Literature Review

A number of desktop searches were conducted on Condabri South. These included the Nature Conservation Act Listed Species Search Tool, EPBC protected Matters Search Tool, DERM RE Mapping, Geosciences Australia Waterways Mapping, and a GIS layer produced by DERM known as RE version 6.1. 4.1.1 Matters of National Environmental Significance

A search for Matters of National Environmental Significance was most recently performed on 28 July 2011. This is search details threatened ecological communities, Listed Flora, Listed Fauna, Migratory Species, Pest Fauna, Weeds and Ramsar sites. The results of these searches can be seen below. 4.1.1.1 Threatened Ecological Communities

4.1.3.2 Wetland Ecosystems

Internationally significant wetlands that were identified through desktop analysis (EPBC Protected Matters Search) include a Ramsar listed wetland known as Narran Lake Nature Reserve. This wetland has been assessed as having a low risk of impact during operation as it is located 500km downstream (over 450km south west) of the proposed site (see Volume 5, Attachment 17 of the APLNG EIS, Aquatic Ecology, Water Quality and Geomorphology Impact Assessment). 4.1.4 Nature Conservation Act

A desktop search for species protected under the Nature Conservation Act 1992 that may be present on Condabri South was also performed. The results can be seen below.

4.1.4.1 Listed Flora

No scheduled threatened flora species were identified from the NCA list search.

4.1.4.2 Listed Fauna

Three species of fauna scheduled as vulnerable and two scheduled as near threatened under the Nature Conservation Act were identified within the search area (see Table 8).

4.1.5.1 Endangered Regional Ecosystems

Endangered Regional Ecosystems identified during the desktop analysis (using the DERM RE version 6.1 GIS layer) and their description can be found below in Table 9. Endangered Regional Ecosystems identified as occurring on this site through desktop assessment include Brigalow open forest (11.4.3) and Poplar box woodland (11.4.12).

11.4.3 Acacia harpophylla and/or Open-forest dominated by Acacia harpophylla and/or Casuarina cristata shrubby Casuarina cristata. Acacia harpophylla (10-16m high) open forest on Cainozoic clay predominates forming a fairly continuous canopy with varying plains densities of Casuarina cristata (14-18m high), forming part of the canopy or emerging above it. Casuarina cristata may be dominant or form pure stands particularly in the south of the bioregion (subregions 33, 36). Eucalyptus spp. such as E. orgadophila, E. populnea, E. microcarpa, Eucalyptus woollsiana, E. cambageana and E. thozetiana (on shallower soils and upper slopes) may be scattered through the canopy or occur as emergents up to 22m high. Brachychiton rupestris may also be present in places. An open to dense, tall shrub layer is present, and is dominated by Eremophila mitchellii and/or Geijera parviflora. Low shrubs are often present, occasionally forming a distinct layer dominated by species such as Carissa ovata and Alectryon diversifolius. Tree/shrub height may range from 3-8 m. Melaleuca bracteata may be present in low-lying areas. The ground layer is sparse to open, and composed of grasses and forbs. Occurs on Cainozoic clay plains with cracking clay soils which are often with a weak gilgai microrelief. The plains may be flat to gently undulating. Soils are often cracking clay which are usually deep to very deep, often self mulching, and sometimes with surface stone. Texture contrast soils and other clays may also be present in places.

11.4.12 Eucalyptus populnea Eucalyptus populnea predominates forming a distinct but woodland on Cainozoic clay discontinuous canopy (12-19m high). Scattered Eucalyptus plains spp. may be present at some sites, but most frequently E. populnea alone forms the canopy. Scattered trees such as Callitris glaucophylla and Acacia excelsa may also be present and occasionally form a distinct low tree layer (8-10m high) There is generally a low tree/tall shrub layer (4-8m high) dominated by Eremophila mitchellii, Acacia pendula and Geijera parviflora. A low shrub layer may occur, particularly on upper slopes. The ground layer is generally open but may be moderately dense in disturbed areas. The perennial grasses Aristida spp. and Eragrostis spp. are usually dominant, and forbs are conspicuous. Occurs on eroding edge of Tertiary clay plains.

11.3.2 Eucalyptus populnea Eucalyptus populnea woodland to open-woodland. E. woodland on alluvial plains melanophloia may be present and locally dominant. There is sometimes a distinct low tree layer dominated by species such as Geijera parviflora, Eremophila mitchellii, Acacia salicina, Acacia pendula, Lysiphyllum spp., Cassia brewsteri, Callitris glaucophylla and Acacia excelsa. The ground layer is grassy dominated by a range of species depending on soil and management conditions. Species include Bothriochloa decipiens, Enteropogon acicularis, Aristida ramosa and Tripogon loliiformis. Occurs on Cainozoic alluvial plains with variable soil types including texture contrast, deep uniform clays, massive earths and sometimes cracking clays.

11.3.25 Eucalyptus tereticornis or E. Eucalyptus camaldulensis or E. tereticornis open-forest to camaldulensis woodland woodland. Other tree species such as Casuarina fringing drainage lines cunninghamiana, E. coolabah, Melaleuca bracteata, Melaleuca viminalis, Livistona spp. (in north), Melaleuca spp. and Angophora floribunda are commonly present and may be locally dominant. An open to sparse, tall shrub layer is frequently present dominated by species including Acacia salicina, A. stenophylla or Lysiphyllum carronii. Low shrubs are present, but rarely form a conspicuous layer. The ground layer is open to sparse and dominated by perennial grasses, sedges or forbs such as Imperata cylindrica, Bothriochloa bladhii, B. ewartiana, Chrysopogon fallax, Cyperus dactylotes, C. difformis, C. exaltatus, C. gracilis, C. iria, C. rigidellus, C. victoriensis, Dichanthium sericeum, Leptochloa digitata, Lomandra longifolia or Panicum spp. Occurs on fringing levees and banks of major rivers and drainage lines of alluvial plains throughout the region. Soils are very deep, alluvial, grey and brown cracking clays with or without some texture contrast. These are usually moderately deep to deep, soft or firm, acid, neutral or alkaline brown sands, loams or black cracking or non-cracking clays, and may be sodic at depth.

11.3.26 Eucalyptus moluccana or E. 11.7.4 Eucalyptus decorticans Mixed Eucalyptus spp. woodland on Cainozoic lateritic and/or Eucalyptus spp., duricrusts. Species can include Eucalyptus crebra, E. Corymbia spp., Acacia spp., decorticans, Corymbia trachyphloia, E. tenuipes, C. Lysicarpus angustifolius on watsoniana and Callitris glaucophylla. There is usually a Cainozoic lateritic duricrust distinct low tree to tall shrub layer comprising species including Lysicarpus angustifolius or Acacia spp. Occurs on low hills and ranges with shallow soils.

11.7.7 Eucalyptus fibrosa subsp. Eucalyptus fibrosa subsp. nubila predominates and forms a nubila +/- Corymbia spp. +/- distinct but discontinuous open-forest to woodland canopy Eucalyptus spp. on Cainozoic (22-25m high). E. crebra often co dominates or be locally lateritic duricrust dominant, particularly on lower slopes. Also includes areas with Corymbia citriodora as a codominant. Other frequently occurring sub-dominant tree species include Corymbia trachyphloia, E. apothalassica, E. sideroxylon, Acacia shirleyi and Callitris glaucophylla. There is usually a low woodland mid layer dominated by Acacia spp. or sometimes Allocasuarina luehmannii and Callitris endlicheri. Scattered tall shrubs may occur, but rarely form a prominent layer. There is usually a moderately dense, low shrub layer developed with a variable floristic composition. The ground layer is open to moderately dense and dominated by grasses. Occurs on low hills and ranges formed from deeply weathered sediments. Soils are usually shallow (< 30cm deep) uniform sands with stone or rocks covering much of the ground surface.

4.2 Field Survey

Field surveys were conducted on 28th May, 02 June, 10th to 11th June and 23th to 24th June 2010 These field surveys were conducted by a team of ecologists lead by Craig Eddie, the Principal Ecologist for Boobook Ecological Consultants. The results of these surveys have been summarised below.

4.2.1 Matters of National Environmental Significance

Field survey results concerning Matters of National Environmental Significance (MNES) (protected under the EPBC Act) such as threatened ecological communities, listed flora, listed fauna, migratory species, weeds and pest fauna can be seen below.

Although this species has been recorded very close to the boundary, no suitable habitat is present at Condabri South.

No fauna listed as threatened under the EPBC Act 1999 were detected during the field survey. Potentially suitable habitat was confirmed during the field survey for six EPBC listed fauna species. No fauna listed as migratory species under the EPBC Act 1999 was detected during the field survey at Condabri South. Based on the presence of suitable habitat, and known distributions, potential exists for eight species of EPBC migratory fauna species to occur. These are listed below in Table 15.

4.2.2.1 Listed Flora

Approximately 156 species of native flora was recorded during the field survey at Condabri South. One species listed as endangered and one species listed as near threatened under the Nature Conservation Act 1992 was recorded (Table 18). The locations of these populations are shown in Figure 2. No flora scheduled as vulnerable was recorded.

Eleocharis blakeana was found growing with other sedges and wetland flora at a gilgai at Boobook site I53 where there were less than 10 individuals. A larger population comprised of over 100 individuals was located at an ephemeral swamp at Boobook site I68A at the northwestern end of 2SP179380. This species is expected to occur at other gilgais throughout the property.

The population of Rutidosis lanata at Boobook site I101 comprised 3 individuals growing under Eucalyptus woollsiana and Acacia harpophylla on a slope at midbank level of a minor watercourse within the ecotone of Eucalyptus chloroclada, Callitris glaucophylla woodland and A. harpophylla, E. woollsiana woodland.

Targeted searches were undertaken for Gonocarpus urceolatus, Solanum stenopterum, Zornia pallida and Acacia wardellii, however, none were detected.

Rough Frog is likely to be widespread across the property due to the abundance of gilgais (within remnants and clearings) that this species utilises for breeding and foraging. Golden- tailed Gecko is likely to be confined to any of the vegetated areas (remnant and regrowth) that contain trees and shrubs with loose bark. Turquoise Parrot is a rare visitor to the Chinchilla-Miles-Condamine area and is likely to utilise open woodlands and clearings for foraging on a transient basis. This species utilises tree hollows for nesting but is not known to nest within this part of its range. Potentially suitable habitat was recorded for an additional 14 species that are scheduled as near threatened, vulnerable or endangered under the Nature Conservation Act 1992. Of the non-native flora recorded during the field survey at Condabri South, three species are listed as Class 2 pests under the Land Protection (Pest and Stock Route) Act 2002, these being Bryophyllum x houghtonii, Opuntia tomentosa and O. stricta. O. tomentosa and O. stricta occur throughout the property in low abundance. Bryophyllum x houghtonii is mainly confined to the banks of Cooloomala Creek (e.g. Boobook sites I105, IQ21, Q35 and Q36) and along the gully near the entrance of 48RG46 at Boobook site Q8. Other minor infestations were observed at site I104. One other Class 2 weed was recorded for the Wildnet search area however was not observed during the field survey, this being Bryophyllum delagoense.

4.2.4 Pest Fauna

Pest fauna species identified during the field survey are listed in Table 17 below.

Cane Toad, Cat, Red Fox, Brown Hare, Rabbit, Black Rat and House Mouse are expected to occur on the property but they were not detected during the field survey. Dog and Pig were recorded within the Wildnet search area surrounding the property.

4.2.5 Other Significant Flora and Fauna

Fauna of regional conservation significance recorded during the field survey included Grey- crowned Babbler (Boobook sites Q8, Q16, Q19, Q25, Q33, Q35, Q36, I35, I54, I55, I72, I102 and I112) and Speckled Warbler (Boobook sites I31, I61 and I112). These species were identified as being of regional significance within the APLNG EIS (see Volume 2 Gas Fields, Chapter 8, Terrestrial Ecology).

An active Spotted Harrier nest was located within a brigalow clump at Boobook site I54. No chicks were present at the time of the survey but the nest was being attended by adult birds.

Eucalyptus woollsiana is a favoured food tree of Koala. Although no signs of koala were noted areas containing potential food trees for this species are present at Boobook sites Q24, Q25, Q34, I58, I72, I101, I102, I104 and I106.

No significant invertebrates were recorded during the field survey; however, intensive targeted searches have not been undertaken. It is possible that the Brigalow Woodland Snail Adclarkia cameroni could occur in the brigalow-belah woodlands throughout the property, including advanced regrowth. This species is pending listing as Critically Endangered under the EPBC Act 1999.

Flora of regional significance recorded during the field survey included Yarran Acacia melvillei at Boobook site I27 (patch of young-moderately advanced regrowth) and A. omalophylla at sites Q8, Q33, I35 and I59. Both are listed as being of regional significance within APLNG EIS (see Volume 2 Gas Fields, Chapter 8, Terrestrial Ecology.

The record of Myriophyllum simulans at Boobook site I53 is only the second collection for the Darling Downs pastoral district (Herbrecs data). Several flora were recorded that are uncommon or otherwise poorly collected in the Miles-Condamine are e.g. Centrolepis exserta and Viscum whitei.

One species of Type A Restricted Plant was recorded, this being Black Orchid Cymbidium canaliculatum at Boobook sites I35 and Q16.

4.2.6 Environmentally Sensitive Areas – Of Concern and Endangered Regional Ecosystems

Regional Ecosystems (RE) on site have been re-mapped based on detailed site level assessment. Several RE polygons have been confirmed as different to those shown for the site on DERM mapping.

All Regional Ecosystems confirmed during the field survey and their conservation status can be found below. A schematic of the field validated RE polygons can be seen in Figure 4 below.

4.2.6.1 Endangered Regional Ecosystems

Endangered Regional Ecosystems containing Brigalow open forest (11.4.3) and Poplar box open woodland (11.4.10) were present at Condabri South. All Endangered Regional Ecosystems identified during the field survey and a description of these sites can be found below in Table 21.

11.4.3 Acacia harpophylla and/or Open-forest dominated by Acacia harpophylla and/or Casuarina cristata shrubby open Casuarina cristata. Acacia harpophylla (10-16m high) forest on Cainozoic clay plains predominates forming a fairly continuous canopy with varying densities of Casuarina cristata (14-18m high), forming part of the canopy or emerging above it. Casuarina cristata may be dominant or form pure stands particularly in the south of the bioregion (subregions 33, 36). Eucalyptus spp. such as E. orgadophila, E. populnea, E. microcarpa, Eucalyptus woollsiana, E. cambageana and E. thozetiana (on shallower soils and upper slopes) may be scattered through the canopy or occur as emergents up to 22m high. Brachychiton rupestris may also be present in places. An open to dense, tall shrub layer is present, and is dominated by Eremophila mitchellii and/or Geijera parviflora. Low shrubs are often present, occasionally forming a distinct layer dominated by species such as Carissa ovata and Alectryon diversifolius. Tree/shrub height may range from 3-8 m. Melaleuca bracteata may be present in low-lying areas. The ground layer is sparse to open, and composed of grasses and forbs. Occurs on Cainozoic clay plains with cracking clay soils which are often with a weak gilgai microrelief. The plains may be flat to gently undulating. Soils are often cracking clay which are usually deep to very deep, often self mulching, and sometimes with surface stone. Texture contrast soils and other clays may also be present in places.

11.4.10 Eucalyptus populnea or E. Woodland dominated by Eucalyptus populnea and/or E. woollsiana, Acacia harpophylla, woollsiana or sometimes E. moluccana (or the closely related Casuarina cristata open-forest to E. microcarpa) with an understorey of Acacia harpophylla or woodland on margins of Casuarina cristata. Associated with the edges of Cainozoic clay Cainozoic clay plains plains, on the lower parts of the plain around its dissecting edges and on natural discharge areas where the clay plains meet higher landforms. Occurs on deep, texture contrast soils.

4.2.6.2 Of Concern Regional Ecosystems

Of Concern Regional Ecosystems containing Poplar box woodland (11.3.2) and Forest Red Gum woodland (11.3.25) were identified during the field survey at Condabri South. All Of

11.3.2 Eucalyptus populnea Eucalyptus populnea woodland to open-woodland. E. woodland on alluvial plains melanophloia may be present and locally dominant. There is sometimes a distinct low tree layer dominated by species such as Geijera parviflora, Eremophila mitchellii, Acacia salicina, Acacia pendula, Lysiphyllum spp., Cassia brewsteri, Callitris glaucophylla and Acacia excelsa. The ground layer is grassy dominated by a range of species depending on soil and management conditions. Species include Bothriochloa decipiens, Enteropogon acicularis, Aristida ramosa and Tripogon loliiformis. Occurs on Cainozoic alluvial plains with variable soil types including texture contrast, deep uniform clays, massive earths and sometimes cracking clays.

11.3.25 Eucalyptus tereticornis or E. Eucalyptus camaldulensis or E. tereticornis open-forest to camaldulensis woodland woodland. Other tree species such as Casuarina fringing drainage lines cunninghamiana, E. coolabah, Melaleuca bracteata, Melaleuca viminalis, Livistona spp. (in north), Melaleuca spp. and Angophora floribunda are commonly present and may be locally dominant. An open to sparse, tall shrub layer is frequently present dominated by species including Acacia salicina, A. stenophylla or Lysiphyllum carronii. Low shrubs are present, but rarely form a conspicuous layer. The ground layer is open to sparse and dominated by perennial grasses, sedges or forbs such as Imperata cylindrica, Bothriochloa bladhii, B. ewartiana, Chrysopogon fallax, Cyperus dactylotes, C. difformis, C. exaltatus, C. gracilis, C. iria, C. rigidellus, C. victoriensis, Dichanthium sericeum, Leptochloa digitata, Lomandra longifolia or Panicum spp. Occurs on fringing levees and banks of major rivers and drainage lines of alluvial plains throughout the region. Soils are very deep, alluvial, grey and brown cracking clays with or without some texture contrast. These are usually moderately deep to deep, soft or firm, acid, neutral or alkaline brown sands, loams or black cracking or non- cracking clays, and may be sodic at depth.

4.2.6.3 Not Of Concern Regional Ecosystems

Four Not Of Concern Regional Ecosystems were identified as occurring on Condabri South. All Not Of Concern Regional Ecosystems identified and mapped during the field survey and a description of these sites can be found below in Table 23.

11.3.14 Eucalyptus spp., Angophora Angophora floribunda, A. leiocarpa, Eucalyptus tereticornis and E. spp., Callitris spp. woodland on chloroclada woodland with a mid layer dominated by Callitris alluvial plains. glaucophylla and sometimes Allocasuarina luehmannii. A low shrub layer dominated by species such as Xylomelum cunninghamianum, Acacia neriifolia, Callitris endlicheri, Acacia conferta, Jacksonia scoparia, Leptospermum polygalifolium, Leucopogon muticus and Melaleuca thymifolia is often present. Occurs on Cainozoic alluvial plains with sandy soils.

11.3.27 Freshwater wetlands Freshwater wetlands. Vegetation is variable including open water with or without aquatic species and fringing sedgelands and eucalypt woodlands. Occurs in a variety of situations including lakes, billabongs, oxbows and depressions on floodplains.

11.5.1 Eucalyptus crebra, Callitris Eucalyptus crebra and/or E. populnea +/- Angophora leiocarpa +/- glaucophylla, Angophora E. woollsiana (in south of bioregion) dominate the woodland (to leiocarpa, Allocasuarina open-woodland) canopy. A low tree layer dominated by luehmannii woodland on Allocasuarina luehmannii +/- Melaleuca decora +/- Callitris Cainozoic sand plains/remnant glaucophylla +/- C. endlicheri is usually present. In some areas surfaces Allocasuarina luehmannii low woodland is the dominant layer. The ground cover is usually sparse and dominated by perennial grasses. Occurs on Cainozoic sandplains, especially outwash from weathered sandstones. Duplex soils with sandy surfaces.

11.5.20 Eucalyptus moluccana and/or Eucalyptus moluccana or E. microcarpa or E. woollsiana E. microcarpa/ E. woollsiana woodland to open-forest. Species such as Allocasuarina +/- E. crebra woodland on luehmannii and Callitris glaucophylla often form a low woodland Cainozoic sandplains layer. Occurs on flat to gently undulating plains formed from Cainozoic/Quaternary sediments. Soils are mainly texture contrast with sandy surfaces.

4.2.3.4 Regrowth

The majority of regrowth on Condabri South has been cleared. Small areas of young endangered regrowth (11.4.3) were observed at Boobook site Q18. More advanced patches of regrowth (11.4.3 and 11.4.10) have been retained as shade clumps at sites I34 and I57. Areas of regrowth of least concern REs dominated by Eucalyptus elegans, E. populnea, Allocasuarina luehmannii, Eremophila mitchellii, Dodonaea viscosa subsp. spatulata and/or Acacia spp. (particularly A. spectabilis) were observed (examples include sites I27, I70 and I71). Advanced regrowth of least concern REs (retained as shade clumps) was recorded at site I33.

Regrowth was observed to have value as habitat for at least one species of fauna of regional significance, this being Speckled Warbler at Boobook sites I31 and I61

4.2.7 Wetland Ecosystems

Cooloomala Creek is the main watercourse and forms the southern boundary of the property. It is fringed by Queensland Blue Gum Eucalyptus tereticornis and/or River Red Gum E. camaldulensis, Rough-barked Apple Angophora floribunda woodland with a dense low tree layer dominated by canopy recruits and White Cypress Pine Callitris glaucophylla. Ephemeral waterholes were observed at Boobook sites I105 and I106. A rock wall with cavities was noted on the northern bank of Cooloomala Creek at site I106.

A minor watercourse is present at the northern end of 48RG46 and 2SP179380. This watercourse is well vegetated with remnant/old regrowth woodland on 48RG46 but is vegetated by young regrowth on 2SP179380. Two other watercourses drain into Cooloomala Creek, one of which is well vegetated on 52RG46 and extends southwestwards into 2SP179380, and the other is at the southeastern end of 52RG46.

Ephemeral swamps (palustrine wetlands) were observed at Boobook sites Q9 and I68. Under the classification of EPA (2005) these wetlands may be categorised as H1 and H2M2 respectively. The swamp at Q9 is undisturbed. A portion of the area surrounding the swamp at I68 has been modified by a dam wall but otherwise retains natural elements. A much smaller swampy depression was noted within a remnant at site I55a.

Several small dams are present. Examples include Boobook sites I100, I107 and between I53 and I54). These dams were partly vegetated around their margins; hence, habitat available for aquatic fauna and flora is limited.

Gilgais are well developed and numerous in the central part of 2SP179380 (eg. Boobook sites I169 and I97), the southwestern section of 48RG46 and the northwestern section of 52RG46 (see Figure 3). Other areas with scattered gilgais were noted at sites Q18, I34, I53 and I57. Most of the gilgaied areas are within cleared paddocks, however, examples within intact vegetation were noted at Boobook sites Q25 and I38 (in remnant) and I34 and I57 (in regrowth). See Figure 5 below for reference.

There are no ESA DERM referrable wetlands on the property.

4.2.8 Disturbance

Existing disturbances at Condabri South include substantial areas of cleared land, parts of which have been previously cultivated and cropped. The entire property has been grazed. Numerous internal vehicle tracks and fence lines are present throughout. Other infrastructure associated with grazing and cropping are present including homesteads, sheds, stock yards and dams. Most paddocks have been blade-ploughed, hence, regrowth in most paddocks is sparse. An existing high pressure gas pipeline traverses the property. There is an olive plantation at I103. Coal seam gas wells are present on 2 SP179380.

4.2.9 Sensitive Areas

As the majority of native vegetation at Condabri South has been cleared remnants and patches of advanced regrowth are important for retaining native fauna and flora habitat on the property.

The field survey demonstrated that Condabri South contains locally significant vegetated and non-remnant areas having value to flora and fauna, which include but are not limited to, the following:

• the entire area of vegetation fringing Cooloomala Creek (refer to Figure 4); • an exposed rock wall at Boobook site I106 and waterholes in Cooloomala Creek at Boobook sites I105 and I106; • vegetated areas associated with other watercourses on the properties (refer to section 4.2.4 and Figure 4); • brigalow and/or belah patches and clumps retained on the property (refer to Figure 4); • areas of concentrated gilgais which have been demonstrated to contain populations of at least one species of near threatened plant Eleocharis blakeana (refer to Figure 2 and 5); • ephemeral swamps at Q9 and I68 which have been demonstrated to contain populations of at least one species of near threatened plant Eleocharis blakeana (refer to Figure 2 and 5); • the population of the endangered Red-soil Woolly Wrinklewort Rutidosis lanata at Boobook site I101 (refer to Figure 2).

5. Recommendations

• Where possible infrastructure should be sited in existing clearings and avoid clearing of remnant vegetation. • Where there is no reasonable alternative to siting proposed infrastructure in remnant vegetation, clearing should proceed in accordance with relevant statutory conditions. • Clearing of vegetation along watercourses should be avoided where possible, and existing crossings should be utilised for positioning of linear infrastructure. unavoidable, clearing or other disturbances should be minimised and limited to that which is in accordance with applicable regulatory approvals. Disturbance should especially avoid habitat features of note at Cooloomala Creek e.g. rock walls and waterholes at Boobook sites I105 and I106; • Populations of Red-soil Woolly Wrinklewort Rutidosis lanata at Boobook site I101 should be avoided. • Populations of Blake’s Spike-rush Eleocharis blakeana at Boobook sites I53 and I68A should be avoided, where possible. • Disturbance to areas with concentrated gilgais should be minimised where possible as these provide confirmed habitat for at least one species of least concern flora Eleocharis blakeana) and potentially several species of scheduled threatened fauna including Grey Snake and Rough Frog • Disturbance to ephemeral swamps at Q9 and I68 should be avoided. • The Spotted Harrier nest at Boobook site I54 should be avoided. Any construction activities that are required within 100m of this nest should be undertaken when the nest is not occupied. • A fauna spotter should be engaged prior to and during construction to identify potential habitat features of significance to fauna (e.g. large hollow logs and hollow trees) including within existing clearings. • Where practicable, clearing of Type A Restricted Plants should be avoided.
