Site Location and Local Highway Network Appendices A Site Layout B Bury St Edmunds Cycle Network C Public Transport Information D Person Injury Accident Data E Vehicle Tracking ZB781 Proposed Warehouse Facility, Sealey Group, Bury St Edmunds, SUFFOLK Transport Statement 1.0 Introduction 1.1 Introduction 1.1.1 Cannon Consulting Engineers (CCE) are appointed by Sealey Group to provide advice on traffic and transportation in relation to the proposals for a warehousing facility for Sealey Group, Suffolk Business Park (SBP), Bury St Edmunds. SBP is a large employment area to the east of Moreton Hall. The area was granted outline planning permission in 2017 for B1, B2 and B8 class uses on a 46.73Ha site. Since 2017, several parcels/plots within this area have been granted permission for end use occupiers. 1.1.2 This application relates specifically to a new warehouse facility for Sealey Group. Sealey are already an operational business on Kempson Way and currently occupy three separate buildings. 1.1.3 The location of the existing Sealey premises along with the location of the proposed site is shown on Figure 1. Proposed Sealey Premises Existing Sealey Premises Figure 1: Site Location Plan 1.1.4 The proposed site is located south of Fortress Way/Kempson Way/Lady Miraim Way four arm roundabout. The access and site layout are presented in Appendix A. ZB781 Proposed Warehouse Facility, Sealey Group, Bury St Edmunds, SUFFOLK Transport Statement 1.2 Proposals 1.2.1 It is proposed to provide a new warehouse facility for the Sealey Group to expand their business. A change in circumstances recently means that that company is making a higher number of bulk orders. Sealey has increased its product range and this combined with a more bulk orders has meant there is a requirement for more storage space then the existing premises can offer. Therefore the new facility will fulfil this requirement. 1.2.2 The new facility will provide warehouse storage space, ancillary office space, staff amenity space (showers and lockers), vehicle and cycle parking and HGV loading/unloading area. 1.3 Background 1.3.1 Suffolk Business Park comprises approximately 68 Ha of land situated to the west of Bury St Edmunds and to the north of the A14. Planning permission was secured for the ERR (ref DC/14/0328/FUL) in 2014. CCE prepared the TA for the application. The road is now complete. 1.3.2 The ERR connects Skyliner Way to the west with Sow Lane and J45 of the A14 at Rougham to the east. The ERR was recognised by the St Edmundsbury Local Plan as a necessary piece of infrastructure to support future economic and residential growth in Bury St Edmunds, supporting growth that comprises some 500 dwellings in the Moreton Hall area and 68 hectares of allocated employment land adjacent to the road. 1.3.3 The TA for the ERR contained very robust assumptions regarding the potential development at Suffolk Business Park to ensure that the proposed infrastructure would be fit for purpose. Extensive Automated Number Plate Recognition (ANPR) surveys were undertaken of the surrounding area to inform how traffic would be expected to redistribute on the local highway network as a result of the ERR. Therefore, employment development on the site which Sealey Group wish to expand into has already been assessed as part of the ERR planning application. The ERR TA demonstrated that the surrounding existing highway network, along with the ERR itself would be able to cater for the significant employment development at SBP. 1.3.4 An outline application for the western part of the SBP, which the proposed warehouse facility site forms part of, was submitted by Jaynic in December 2016 (reference: DC/16/2825/OUT). The outline application submission was as follows: “Outline Planning Application (Means of Access and Structural Landscaping to be considered) ‐ Employment Uses Classes B1 and B8 (An element of the site (4.05 hectares) is proposed in outline form for a B1/B2 and B8 Use) with all matters reserved except for access (including vehicular, pedestrian, and cycle links) and framework landscaping, with provision for the installation of drainage and services infrastructure.” 1.3.5 Outline permission was granted in early 2017. The outline application included a Transport Statement, which concluded that: ZB781 Proposed Warehouse Facility, Sealey Group, Bury St Edmunds, SUFFOLK Transport Statement “The generation of traffic from this site was considered in detail by the ERR Transport Assessment and hence Suffolk County Council has agreed that no further traffic impact assessment is required as part of this application…. The previously approved Transport Assessment for the Eastern Relief Road considered the development’s potential traffic generation, which was not considered a severe impact. This proposal is for a smaller scale of development and it is therefore believed that the amount of traffic generated will be lower, reducing any impact even further. Based upon the above, we do not anticipate any reasons from a traffic and transport point of view why this development should be refused.” 1.3.6 This Transport Statement therefore focuses on outlining the trip generation and parking provision associated with the Sealey Group proposals in the context of the outline planning permission. This scope has been agreed with Suffolk County Council as Highways Authority with regards to other application on the part of the Suffolk Business Park. 1.4 Report Structure 1.4.1 The purpose of this TS is to identify the transport impacts of the Sealey Group expansion. Section 2 of this report describes the application site and existing transport conditions in the vicinity of the proposed site. This includes a review of the existing linkages to the site. 1.4.2 Section 3 describes the development proposals, including the layout the proposed site, parking provision and points of access. 1.4.3 Section 4 considers the trip generation of the proposals. The traffic generation is considered in the context of the outline planning permission. 1.4.4 Section 5 summarises the sustainable travel strategy for the site. Section 6 concludes the TS. ZB781 Proposed Warehouse Facility, Sealey Group, Bury St Edmunds, SUFFOLK Transport Statement 2.0 Existing Conditions 2.1 Introduction 2.1.1 This section of the report outlines the existing local conditions including the provision for walking, cycling, public transport and the local highway network in the vicinity of the site. It is also considers existing connectivity to local amenities and facilities. This will facilitate an evaluation of the opportunities that exist to help reduce dependence on travel by the private car and inform the sustainable access and movement strategy considered later in the report. 2.2 Site Location 2.2.1 Bury St Edmunds is located on the A14 corridor in Suffolk, approximately halfway between Stowmarket (to the east) and Newmarket (to the west). 2.2.2 The site is located in Moreton Hall on the north‐eastern side of the town. Moreton Hall is a predominately residential area which forms the north eastern boundary of the town. Bedingfeld Way Industrial Estate forms the southern boundary of Moreton Hall (bordering the A14) and comprises a range of industrial and retail uses. Roughham Industrial Estate is also located to the east of Moreton Hall near Junction 45 of the A14. A site location plan in contained in Figure 1. 2.3 Local Highway Network 2.3.1 Figure 2 shows the key links on the local highway network within the vicinity of the site. The A14 separates Moreton Hall from Bury St Edmunds town centre. Junction 44 of the A14 serves Moreton Hall to the north and Bury St Edmunds town centre to the south. 2.3.2 Bedingfeld Way provides a key link from Junction 44 of the A14 into Moreton Hall. Bedingfeld Way meets Ortwell Road, Dovers Avenue, Skyliner Way and Kempson Way at a five arm priority roundabout. Ortwell Road, Dovers Avenue and Skyliner Way are all residential feeder roads whilst Kempson Way provides access to an employment area. 2.3.3 Lady Miriam Way meets Fortree Way and Kempson Way at a four arm priority roundabout. The proposed site is located on the south‐eastern side of the roundabout. Fortress Way is a wide single carriageway road with street lighting and subject to 30mph. 2.4 Local Amenities and Facilities 2.4.1 Moreton Hall provides a range of local facilities.
