1.0 Introduction

1.1 Introduction

1.1.1 Cannon Consulting Engineers (CCE) are appointed by Sealey Group to provide advice on traffic and transportation in relation to the proposals for a warehousing facility for Sealey Group, Suffolk Business Park (SBP), Bury St Edmunds. SBP is a large employment area to the east of Moreton Hall. The area was granted outline planning permission in 2017 for B1, B2 and B8 class uses on a 46.73Ha site. Since 2017, several parcels/plots within this area have been granted permission for end use occupiers.

1.1.2 This application relates specifically to a new warehouse facility for Sealey Group. Sealey are already an operational business on Kempson Way and currently occupy three separate buildings.

1.1.3 The location of the existing Sealey premises along with the location of the proposed site is shown on Figure 1.

1.1.4 The proposed site is located south of Fortress Way/Kempson Way/Lady Miraim Way four arm roundabout. The access and site layout are presented in Appendix A.

1.2 Proposals

1.2.1 It is proposed to provide a new warehouse facility for the Sealey Group to expand their business. A change in circumstances recently means that that company is making a higher number of bulk orders. Sealey has increased its product range and this combined with a more bulk orders has meant there is a requirement for more storage space then the existing premises can offer. Therefore the new facility will fulfil this requirement.

1.2.2 The new facility will provide warehouse storage space, ancillary office space, staff amenity space (showers and lockers), vehicle and cycle parking and HGV loading/unloading area.

1.3 Background

1.3.1 Suffolk Business Park comprises approximately 68 Ha of land situated to the west of Bury St Edmunds and to the north of the A14. Planning permission was secured for the ERR (ref DC/14/0328/FUL) in 2014. CCE prepared the TA for the application. The road is now complete.

1.3.2 The ERR connects Skyliner Way to the west with Sow Lane and J45 of the A14 at Rougham to the east. The ERR was recognised by the St Edmundsbury Local Plan as a necessary piece of infrastructure to support future economic and residential growth in Bury St Edmunds, supporting growth that comprises some 500 dwellings in the Moreton Hall area and 68 hectares of allocated employment land adjacent to the road.

1.3.3 The TA for the ERR contained very robust assumptions regarding the potential development at Suffolk Business Park to ensure that the proposed infrastructure would be fit for purpose. Extensive Automated Number Plate Recognition (ANPR) surveys were undertaken of the surrounding area to inform how traffic would be expected to redistribute on the local highway network as a result of the ERR. Therefore, employment development on the site which Sealey Group wish to expand into has already been assessed as part of the ERR planning application. The ERR TA demonstrated that the surrounding existing highway network, along with the ERR itself would be able to cater for the significant employment development at SBP.

1.3.4 An outline application for the western part of the SBP, which the proposed warehouse facility site forms part of, was submitted by Jaynic in December 2016 (reference: DC/16/2825/OUT). The outline application submission was as follows:

“Outline Planning Application (Means of Access and Structural Landscaping to be considered) ‐ Employment Uses Classes B1 and B8 (An element of the site (4.05 hectares) is proposed in outline form for a B1/B2 and B8 Use) with all matters reserved except for access (including vehicular, pedestrian, and cycle links) and framework landscaping, with provision for the installation of drainage and services infrastructure.”

1.3.5 Outline permission was granted in early 2017. The outline application included a Transport Statement, which concluded that:

“The generation of traffic from this site was considered in detail by the ERR Transport Assessment and hence Suffolk County Council has agreed that no further traffic impact assessment is required as part of this application….

The previously approved Transport Assessment for the Eastern Relief Road considered the development’s potential traffic generation, which was not considered a severe impact. This proposal is for a smaller scale of development and it is therefore believed that the amount of traffic generated will be lower, reducing any impact even further.

Based upon the above, we do not anticipate any reasons from a traffic and transport point of view why this development should be refused.”

1.3.6 This Transport Statement therefore focuses on outlining the trip generation and parking provision associated with the Sealey Group proposals in the context of the outline planning permission. This scope has been agreed with Suffolk County Council as Highways Authority with regards to other application on the part of the Suffolk Business Park.

1.4 Report Structure

1.4.1 The purpose of this TS is to identify the transport impacts of the Sealey Group expansion. Section 2 of this report describes the application site and existing transport conditions in the vicinity of the proposed site. This includes a review of the existing linkages to the site.

1.4.2 Section 3 describes the development proposals, including the layout the proposed site, parking provision and points of access.

1.4.3 Section 4 considers the trip generation of the proposals. The traffic generation is considered in the context of the outline planning permission.

1.4.4 Section 5 summarises the sustainable travel strategy for the site. Section 6 concludes the TS.

2.0 Existing Conditions

2.1 Introduction

2.1.1 This section of the report outlines the existing local conditions including the provision for walking, cycling, public transport and the local highway network in the vicinity of the site. It is also considers existing connectivity to local amenities and facilities. This will facilitate an evaluation of the opportunities that exist to help reduce dependence on travel by the private car and inform the sustainable access and movement strategy considered later in the report.

2.2 Site Location

2.2.1 Bury St Edmunds is located on the A14 corridor in Suffolk, approximately halfway between Stowmarket (to the east) and Newmarket (to the west).

2.2.2 The site is located in Moreton Hall on the north‐eastern side of the town. Moreton Hall is a predominately residential area which forms the north eastern boundary of the town. Bedingfeld Way Industrial Estate forms the southern boundary of Moreton Hall (bordering the A14) and comprises a range of industrial and retail uses. Roughham Industrial Estate is also located to the east of Moreton Hall near Junction 45 of the A14. A site location plan in contained in Figure 1.

2.3 Local Highway Network

2.3.1 Figure 2 shows the key links on the local highway network within the vicinity of the site. The A14 separates Moreton Hall from Bury St Edmunds town centre. Junction 44 of the A14 serves Moreton Hall to the north and Bury St Edmunds town centre to the south.

2.3.2 Bedingfeld Way provides a key link from Junction 44 of the A14 into Moreton Hall. Bedingfeld Way meets Ortwell Road, Dovers Avenue, Skyliner Way and Kempson Way at a five arm priority roundabout. Ortwell Road, Dovers Avenue and Skyliner Way are all residential feeder roads whilst Kempson Way provides access to an employment area.

2.3.3 Lady Miriam Way meets Fortree Way and Kempson Way at a four arm priority roundabout. The proposed site is located on the south‐eastern side of the roundabout. Fortress Way is a wide single carriageway road with street lighting and subject to 30mph.

2.4 Local Amenities and Facilities

2.4.1 Moreton Hall provides a range of local facilities. These include: • Large supermarket • Express supermarket • Pub • Dental Surgery • Beauty Salon • Community Centre • Post Office

• Abbots Green Primary School • Moreton Hall Preparatory School • Health club • Retail outlets e.g. Homebase and Matalan

2.4.2 All of the above are with located within walking distance of the proposed site and will be accessible to staff.

2.5 Pedestrian and Cycle Facilities

2.5.1 All roads surrounding the site have footway provision. There are currently pedestrian footways on the western side of Lady Miriam Way (N) and on both sides of Skyliner Way, Kempson Way and Fortress Way. Shared footway/cycleway are also provided on Lady Miriam Way and Fortress Way. There are currently uncontrolled drop kerb facilities linking all footways around the Lady Miriam Way / Fortress Way / Kempson Way Roundabout.

2.5.2 Appendix B presents a map of the existing cycle routes within Moreton Hall and neighbouring Bury St Edmunds. There are a number of national and local cycle routes within the area.

2.5.3 provides a traffic free link between neighbouring Thurston to the centre of Moreton Hall and Bury St Edmunds. National cycle route 13 provides a link across the A14 to Rushbrooke and beyond south of the A14.

2.5.4 There are off road cycle facilities on Mount Road, Lady Miriam Way, Skyliner Way and along the site frontage. These form part of an extensive shared footpath/cycleway network linking to the residential areas of Moreton Hall. The insert overleaf from cyclstreets.net shows the local cycle network. The site is excellently located to make the most of these cycle routes.

2.6 Bus Services

2.6.1 The local bus routes and stops in close proximity to the site. The nearest bus stop is located on Primack Road, approximately 850 metres west of the site and on Lady Miriam Way. These stops are serviced by routes M33 (hourly Monday to Saturday) and 377 (4 services a day Monday to Saturday). Service M33 provides a circular route between Bury St Edmunds and Moreton Hall. Service 377 provides a link between Bury St Edmunds, Moreton Hall, Balckthorpe, Rougham and Bradfield.

2.6.2 The services are summarised in the table below. Full bus services details are contained at Appendix C.

2.7 Rail Services

2.7.1 Bury St Edmunds railway station is located approximately 5km to the west of the site, close to junction 43 of the A14. The station is on the Greater Anglia mainline and offers frequent services to Peterborough, Cambridge and Ipswich and the stops in‐between. Stops on the service to Peterborough include Stowmarket, Ely, March and Whittlesea. Stops on the service to Cambridge include Elmswell, Thurston, Stowmarket, Kennett and Newmarket. Key destinations and service frequencies are summarised in Table 2.2.

2.7.2 The rail station is 5km from the site by bike which equates to a 16 minute cycle ride.

2.8 Personal Injury Accident Review

2.8.1 Personal Injury Accident (PIA) data was obtained for the area surrounding the site from SCC for a 5 year period up to 30/06/2020, full details are contained at Appendix D.

2.8.2 The data search shows that there were no PIAs recorded within the immediate vicinity of the site. The two series PIAs (denoted on the diagram above by blue triangles) were both the result of pedestrians stepping out from behind a parked vehicle into the path of an oncoming vehicle.

2.8.3 Two PIAs were recorded on Bedingfeld Way. The first a collision involved a car and a pedal cyclist at the roundabout (ref: 18809974). The second PIA occurred when a car making a turning maneuver crossed the path of an oncoming vehicle (ref: SCEA9551015).

2.8.4 Upon review of the PIA data it is not considered that the proposal will have effect on the current PIA record. The traffic associated with Sealey will not impact on the residential area of Moreton Hall.

2.9 Summary

2.9.1 The site is considered to be well located in relation to existing amenities, facilities and infrastructure and well connected to the existing walking and cycling network which will encourage sustainable travel. There are excellent sustainable links between the site and the residential areas of Bury St Edmunds where it is likely future employees of the site will reside.

3.0 Development Proposals

3.1 Introduction

3.1.1 This section of the report sets out the development proposals for the expansion of Sealey Group within the SBP in Moreton Hall, Bury St Edmunds. Founded in 1978, Sealey is known nationally and internationally as a leading brand of professional tools and workshop equipment.

3.1.2 Sealey Group already operates from three locations on Kempson Way on the Suffolk Business Park. The proposed site forms a logical expansion to the business to allow the company to increase its storage capacity.

3.1.3 Sealey currently employ circa 370 staff across the three existing buildings. This includes marketing staff, call center staff, sales staff, cleaners/caretakers, administration, workshop, and warehousing staff. The new building will be a warehouse with ancillary office space, therefore the number of additional employees as a result of the proposals will be in the region of 20 to 30.

3.2 Site Access Strategy

Pedestrian and Cycle Access

3.2.1 The site benefits from a shared footway/cycleway that runs along the west and north of the site boundary. The main pedestrian and cycle access will be from Fortress Way. Covered, secure cycle parking will be located adjacent to the side staff entrance to the warehouse. HGV traffic will use a separate access keeping large vehicles separate from pedestrians and cyclists. A site masterplan in contained in Appendix A. The cycle parking will be signed.

Vehicular Access

3.2.2 Three vehicular access points into the site are proposed. The first is from Fortress Way and will serve the main staff and visitor car park. Two points of access will be taken from the access road that forms the southern arm of the roundabout junction of Fortress Way/Kempson Way/Lady Miriam Way. The northern access will be further staff parking. This access will be gated.

3.2.3 The southern access will be for HGV traffic and deliveries. This access will be barrier controlled.

3.2.4 It should be noted that the location and form of the three access points into the site have been agreed and approved by SCC as part of the outline planning permission (reference: DC/16/2825/OUT). All three points of access have already been constructed as part of the ERR works. All three points of access form priority T junctions.

3.3 Internal Site Layout

3.3.1 The internal site layout is shown within Appendix A. The staff parking and the HGV/delivery vehicles will be separated and have discrete points of access. The internal network will provide safe movement for pedestrians and cyclists from the site entrance to the main office building.

3.3.2 The service yard has been designed to accommodate the HGV traffic associated with the operation of the site. Appendix E includes autotracking of the service yard.

3.4 Internal Walking & Cycling Strategy

3.4.1 The site layout is presented in Appendix A. There are clear pedestrian routes through the car park to the main entrance. Cycle parking is located conveniently adjacent to the side staff entrance with a clear pedestrian route from the cycle parking to the side entrance. The location of the cycle parking will be signed from the car park entrance. Information to direct cyclists to the entrance, showers and lockers will be provided at the location of the cycle parking.

3.5 Parking Provision

3.5.1 The proposals consist of the following floor areas:‐

Ancillary Office space = 950 m2

B8 Warehousing Storage = 18,751 m2

3.5.2 The Suffolk County Council (SCC) parking standard (2019) has been reviewed however, the number of staff associated with the B8 element of the proposals is small so strict accordance with parking guidance would result in a significant over provision of parking spaces in comparison to the number of staff employed by Sealey.

Vehicle Parking

3.5.3 The Suffolk County Council Car Parking Guidance (2019) relevant to the proposals is summarised below, along with the proposed car parking provision:‐

3.5.4 In strict accordance with the SCC parking guidance 157 parking spaces would be required. The proposals include 138 vehicle spaces which is slightly below the standard but considered more than sufficient to accommodate the staff numbers associated with the warehouse.

3.5.5 The masterplan in Appendix A shows the two car parking areas layout.

Bicycles 3.5.6 The Council require facilities to be installed in all new premises at Suffolk Park that allow for staff to walk and cycle to work. These practical facilities would exceed what would normally be achieved. The Council request that facilities should include separate male and female changing rooms with lockers and shower cubicles. This provision replaces the traditional approach of Travel Plans.

3.5.7 In accordance with the Counilc;s request, Sealy’s proposal includes a total of 103 cycle parking spaces and separate male and female shower and changing facilities.

3.5.8 Cycle parking will be located in a dedicated covered lockable cycle store near to the site entrance. The showers and changing rooms are located on the ground floor and will be sign posted within the site from the cycle parking.

4.0 Traffic Impact

4.1 Introduction

4.1.1 The TA prepared for the ERR application included an assessment of the ERR and surrounding highway network with the Suffolk Business Park built out and occupied by a variety of different land uses. Whilst the future occupiers of the SBP were not know, the ERR TA trip generation for the SBP were considered to be extremely robust as it included the land uses summarised in the Table 4.1 which are much higher trip generators then if the entire business park was considered to be B2/B8.

4.1.2 The TA for the ERR provided an examination of a future year scenario for 2031, which included redistributed trips due to the opening of the new road and the inclusion of Suffolk Park, both the residential and commercial aspects. Taken from this exercise, Table 4.2 shows the flows that were anticipated on the arms leading from the location of the outline application development area.

4.1.3 The assumptions contained within the ERR TA regarding trip generation were extremely robust to ensure that the proposed infrastructure was fit for purpose. The following section reviews the trip generation associated specifically with the Sealey application.

4.2 Background and Methodology (Multi‐Modal)

4.2.1 Sealey is an existing company currently located on Kempson Way within the Suffolk Business Park. Sealey have data regarding the number and residential location of their staff as well as data on operational traffic associated with the company.

4.2.3 The proposals are for additional warehousing to support the existing business. Only a small number of additional staff will be required to run the new warehouse as a number of existing staff will operate across all premises as is the current situation. It is anticipated that there will be an additional 20 – 30 employees associated with the new warehouse facility.

4.3 Deliveries & Servicing

4.3.1 Sealey have two vehicles that move stock between their three existing premises. In 2019, pre‐ COVID, Sealey had approximately 26 of their own delivery vehicles. The company model has now changed and instead Sealey now use national courier companies such as DHL, TNT and XPO working on a hub and spoke delivery system to the Midlands.

4.3.2 Sealey currently have 25 Twenty‐foot Equivalent Unit (TEU) deliveries a week. This is anticipated to increase to 75 a week. This will comprise of approximately 10 container deliveries a day. This will be across the entire Sealey site, not just to the new facility.

4.3.3 In addition to this there are the following daily collections from the new facility:‐

• 3 DHL collections a day • 3 TNT collections a day • 4/5 XPO a day • 1 collection a day for shipping to Ireland. • 2/3 customer collections in small vehicles.

4.3.4 The roads surrounding the site are suitable for the HGV traffic associated with the business operation. The site is well located to the strategic highway network with the A14 located just south of the site.

4.3.5 The new warehouse facility will be operational for deliveries/collections between 7am and 8pm. Some staff may work outside these hours to get deliveries ready for the next day. The staff trips associated with the new facility will therefore be spread across the operational hours of the warehouse and not concentrated to the peak periods.

4.4 Summary

4.4.1 The vehicle trips associated with Sealey will account for a very small percentage of trips associated with the outline planning permission for the wider site area. The TA for the ERR proposal included a very robust assessment of the local highway network and therefore it is considered that no further capacity assessment is required. This approach has been agreed in scoping discussion with SCC as Highway Authority for other sites which have come forward within the SBP.

5.0 Sustainable Travel Strategy

5.1 Sustainable Travel

5.1.1 St Edmundsbury Borough Council (SEBC) have stated that if the cycling parking requests as outlined in paragraph 4.6.5 of this report are met, Workplace Travel Plans will not be required. The following paragraphs were included in the Committee Report for planning application DC/16/2825/OUT for the Jaynic site within Suffolk Park.

“The scheme does not include any parking spaces or standards as that level of detail is not yet known. Policy BV13 requires a Travel Plan to be implemented to reduce dependency on the motor vehicle. Having discussed this with officers at SCC who oversee Public Transport Operations and Travel Plans it was agreed that the requirement for a Travel Plan and contributions towards a bus service would not be sought unless in exceptional circumstances. Having considered various factors it was not considered appropriate to seek such an approach or contributions to amend a bus service. The factors that influenced this decision included;

• the length of time that it will realistically take to deliver the entire Business Park and assessing at what point a service would become viable

• the limitation on how many contributions the council can pool together for one project, iii) the experience elsewhere in the County of bus routes serving business parks and how sustainable they are in the long term after developer subsidy drops away.

To replace this approach the council will be requiring that facilities are installed in all new premises that allow for staff to walk and cycle to work. These practical facilities would exceed what would normally be delivered. Such facilities will include male and female changing rooms, with lockers that can accommodate wash kit, a suit or other workwear, drying rooms to dry wet clothes, and multiple shower cubicles. Officers will be expecting the amount of lockers to be provided to be greater than 40% of the staff who work on site. Additionally proposals will be required to deliver cycle parking for 30% of staff which are covered, secure, lit and conveniently located next to main entrances. It is hoped that owing to the existing and proposed cycle/footway infrastructure which are either already in place or will be delivered by this or other developments that staff who can cycle and walk to work will do so, even if it is not every day. A “cycle and walking strategy“ is being sought to agree details which subsequent applications will adhere to.

It is of course fully acknowledged that many people who work at the business park will not be able to walk or cycle to work and their only option will be to travel by motor car. As such car parking, and the amount of car parking, will be looked at very carefully when future details are submitted to the Council. Both Highway Engineers and Planning Officers are extremely keen to ensure that adequate parking is provided on plot so that the business park does not suffer from inadequate parking.”

5.1.2 It is intended that the same approach be followed for this application. Sealey intend to provide the required cycle parking provision and electric charging points, therefore a Travel Plan has not been included as part of the application submission.

5.1.3 Sealey are aware of the advantages of encouraging sustainable travel and have committed to providing the requested cycle parking provisions and staff changing facilities to make cycling a realistic option for staff. Sealey Group have a good line of communication with all staff and will use this to encourage sustainable form of travel to and from the site.

5.1.4 Data from the 2011 Census show that 3.1% of St Edmundsbury residents commute to work by bike and 13.9% walk. LSOA Census data, 2011, acknowledges that circa 11,500 people live within a twenty minute walking distance to Suffolk Park. This is a very positive foundation upon which to build successful sustainable travel patterns.

5.2 Summary

5.2.1 The proposed location of Sealeys new premises are well located in relation to the existing residential areas of Moreton Hall and the expanding SBP.

6.0 Summary and Conclusion

6.1 Summary

6.1.1 This Transport Statement (TS) has considered the proposals for the expansion of Sealey into the Suffolk Business Park, east of Moreton Hall, Bury St Edmunds.

6.1.2 The new site will allow Sealey to expand the company’s existing operations. It forms a logical extension of the company’s existing premises and will allow them to expand the product range and accommodated bulk buying by increasing storage capacity.

6.1.4 The existing transport conditions have been considered. These include all transport modes from non‐motorised users (pedestrian and cyclists) to public transport and the road network. It is considered that the site is well located in relation to the existing transport network. There is a well‐established and well connected walking and cycling network which will be extended as part of the Eastern Relief Road (ERR) proposals.

6.1.5 The pedestrian and cycle access into the site is located on the anticipated desire line. Vehicular access into the site will be taken from Fortress Way and the new access road which forms the southern arm of the Fortress Way/ Kempson Way/ Lady Miriam Way roundabout. Three vehicular access points are provided. Two will serve staff and visitors, the third will serve deliveries and provide for loading/unloading. The access points are already in place and were agreed with SCC as part of the outline planning permission for the wider site.

6.1.6 The new warehouse is anticipated to require an additional 20 – 30 staff. Sealey are committed to providing cycle parking and changing facilities to encourage as many as staff as possible to travel to the site by sustainable modes.

6.1.7 The TA for the ERR application demonstrated that local highway network could accommodate the trips associated with the outline planning application. Therefore no further capacity assessment has been required for this application.

6.2 Conclusion

6.2.1 It is considered that the development will have a minimal and acceptable impact on, and relationship to, existing transport infrastructure. The residual cumulative impacts of development would not be severe.
