Mere­ ly calling an institution a school <loes not make it one; merely going to school is not ' equivalent to becoming educated. The Fi­ lipino people ha~e a very keen and laudable int~rest in education. They are devoting themselves to it with enthusiasm. They are taxing to the utmost the existing- education­ al facilities, both µublic and prívate. There still exists a strong- and unsatisfied demand : far education. Where demand is strong, how­ ' ever, discrimination is often lacking. The constant endeavor of the Department of Public lnstruction will be to see that what is offered to the Fi~ipino people as educa. tion is really education in the highest and best sense; that our schools are really schools that those who attend them are engaged not merely in acquiring· detailed information and capacity to do specific things, but also in acqum ng genuine intellectnal int,.rests, sound character, and noble ideals of service EUGENE A. THE NATIONAL FORUM National University President's Edacational Creed I believe in education that seeks to secure for humanity and for every human being the highest and f ullest measure of free dom, happiness, and efficiency. I believe in educational administration founded upon the principle of nationalism, the principle of democracy, and the principle of internationalism. I believe in an educational institution that stands ( 1) for service to worthy priva te in­ terprises, ( 2) for assistance to legitimate government activities, ( 3) for patriotic service to the country and loya:I devotion to the people. I believe in a higher institution that promotes dynamic Filipinism-Filipinism which means faith in the essential princi­ ples of nationality, in the sacredness of our ideals, and in the perpetuity of our instit u­ tions. 1 believe in sane patriotism which means patriotism of action rather than one of pas­ sive admiration. 1 believe in the National University, a university that stands for national service and for a greater Philippines of tomorrow. CAMILO OSIAS. 7 Guiding Principies in Edocational Administl'ation By CAMILO OSlAS President, N ational University Ladies and Gentlemen : Y ou are witnesses to my taking the oath reconsecrating myself to th<i cause of education and to the service of mankind, especially, of course, the people of the Philippines. In making this my sworn duty I chose to place my hand upon these immortal and inspiring words of the Holy Book: "Whatsoever thy hand findeth to do, do it with thy might." And it is my purpose to abide by the letter and spirit of this injunction. This is verily a solemn occasion in my life. It is in truth a day of re­ dedication. It is not in a spirit of vainglory that I take upon myself th8 great and serious charge of being President of the Natíonal University. I feel in my very being the sobering influence of a deep sense of respon­ sibility. I see clearly the challenge of a difficult task. 1 realize fully tha urge of a new venture along channels of national service thru private ini­ tiative. ATTITUDE TO GOVERNMENT SERVICE I wish at the outset to correct a possible misconception regarding government service because my decision to cast my lot with those who are serving the country in prívate enterprises may be interpreted by sorne as indicative of a weakening of faith in the government or of respect for government service. Jf ~my there be who thus construes my resignation from a sta ble, pleasant, and useful government position, 1 wish to rectify him here and now. My sincere belief is that there should be a close partnership betwee• prívate endeavor and puhMc governmental venture. Prívate initiative based u pon the so lid rock of humanized patriotism and the f oundation stone of disinterested service is 1n a. very true sense a genuine contribution to the state and the nation. On the other hand, a good goverment exists not for itself primarily but for the people. 1 consider it fatal for men and institutions everlastingly to discourage those who are in government employmt.nt to dfacontinue governmePt P.ervice. Service to the govern­ ment is honorable and patriotic. It is desirable that in the recognition of prívate initiative and government enterprise we should encourage the best men and women of our citizenry to assume an attitude of respect and cooperation toward the government and government service. I have long wanted to voice this conviction but I could not express it with"lll&S telling effect while 1 myself was in the employ of the government. In my pre­ sent post I wish to state in ali earnestness that if the people and the press persist in continually discoura.ging talented public servants from going to the government and enga ging in government service, sorne day we shan reap the results of this fallacious and suicida} tendency. 8 THE NATIONAL FORUM I left my government position a.bsolutely satisfied. I have been happy in government work and after eleven years of continuous service, I am leaving "with malice towa;rd none, with charity for all." In so far as the adrninistration of the National University is concerned, three things will stand preerninent in the definition and application of institutional poli­ cies. These are: (1) service to worthy private enterprises; (2) assistance to legitimate governmental activities; and (3) patriotic service to the country and loyal devotion to the people. IDEAL ABOVE SALARY I would like my fellow-citizens to believe me when I say in all sin­ cerity that service is essentially the ideal that grips men in educational work, be it public or private, and it is this spirit that shall continue to animate me in my work in the National University. My decision to sever my connection with the government educ·ational service is not an aban­ donrnent but merely a different application of the sam.e patriotic motiye.

Reagan Professor David Roediger, University of Kansas ABSTRACT “Intercourse with them will be dangerous,” warned the Deputy Surgeon General to all U.S. soldiers bound for the Philippines. In his 1899 pamphlet on sanitation, Colonel Henry Lippincott alerted troops to the consequences of becoming too friendly with the native population of the islands. From the beginning of the U.S. occupation of the Philippines, interracial sexual contact between Americans and Filipinos was a threatening prospect, informing everything from how social intercourse and diplomacy was structured, to how the built environment of Manila was organized. This project utilizes a transnational approach to examine a wide range of interracial sexual relationships -from the casual and economic to the formal and long term- between Americans and Filipinos in the overseas colony from1898–1946. My dissertation explores the ways that such relations impacted the U.S. imperial project in the islands, one that relied on a degree of social proximity with Filipinos on the one hand, while maintaining a hard line of racial and civilizational hierarchy on the other.

    The Development of the Philippine Foreign Service During the Revolutionary Period and the Filipino- American War (1896-1906): A Story of Struggle from the Formation of Diplomatic Contacts to the Philippine Republic Augusto V. de Viana University of Santo Tomas The Philippine foreign service traces its origin to the Katipunan in the early 1890s. Revolutionary leaders knew that the establishment of foreign contacts would be vital to the success of the objectives of the organization as it struggles toward the attainment of independence. This was proven when the Katipunan leaders tried to secure the support of Japanese and German governments for a projected revolution against Spain. Some patriotic Filipinos in Hong Kong composed of exiles also supported the Philippine Revolution.The organization of these exiled Filipinos eventually formed the nucleus of the Philippine Central Committee, which later became known as the Hong Kong Junta after General Emilio Aguinaldo arrived there in December 1897. After Aguinaldo returned to the Philippines in May 1898, he issued a decree reorganizing his government and creating four departments, one of which was the Department of Foreign Relations, Navy, and Commerce. This formed the basis of the foundation of the present Department of Foreign Affairs. Among the roles of this office was to seek recognition from foreign countries, acquire weapons and any other needs of the Philippine government, and continue lobbying for support from other countries. It likewise assigned emissaries equivalent to today’s ambassadors and monitored foreign reactions to the developments in the Philippines. The early diplomats, such as Felipe Agoncillo who was appointed as Minister Plenipotentiary of the revolutionary government, had their share of hardships as they had to make do with meager means.

Introduction The Asian Development (ADB) approved on 12 April 2010 the provision of capacity development technical assistance (the Technical Assistance), through a partnership agreement between ADB and Sa Aklat Sisikat Foundation, Inc. (SAS), in collaboration with the Boy Scouts of the Philippines (BSP) and the Department of Education (DepEd). A memorandum of agreement (MOA) was signed among SAS, BSP and DepEd on 11 January 2010 to formalize the collaboration for this project. The Letter of Agreement between ADB and SAS was signed on 11 August 2010. SAS is a registered nongovernment organization, involved in upgrading the skills of public elementary teachers in the teaching of reading since 1999. To reach larger numbers of teachers, dispersed over a wide geographic area, and in response to the urgent need for functional literacy, the Computer Access Mentorship Program (CAMP) pilot project aims to develop and provide ready access to an Information and Communication Technology (ICT) based training program to improve the quality of teaching reading online. The program was an extension of the current SAS program, which currently improves reading skills only through the face-to-face training of teachers. At its heart, CAMP is a pilot online training software directed towards educating 9,000 public elementary school teachers in the latest and most progressive methods of teaching reading for meaning in their classrooms.

Leaping out of the pages are familiar names of persons, places and events as the stories of each of the denominational springs flow into the one stream of a church body, losing themselves into the one body. And as the names are read again and again, by individuals and groups of this volume, they will come to life and bring back memories of the many pioneers of the United Church of Christ in the Philippines, without whom we will not be what we are today, nor hope to be what we ought to be, in the future.

    Diversifying Urbanity: The Japanese Commercial Community of Prewar Manila Augusto Vicente de Viana, University of Santo Tomas, Philippines The Asian Conference on Cultural Studies 2015 Official Conference Proceedings Abstract Starting from a small group of transient peddlers and workers early in the 20th century, Manila’s Japanese commercial community became a diverse group of businessmen whose establishments contributed to the character to the city. Internal and external factors were responsible for the growth of the Japanese community in Manila that by the 1930s the commercial community numbered 250 establishments ranging from small shops to branches of big Japanese corporations such as Mitsui Bussan and Daido Boeki Kaisha (today’s Marubeni Corporation). Though the Japanese commercial community in the 20th century was a recent arrival and it was small compared to the communities of other nationalities its businessmen showed exceptional acumen that by the 1930s many things that a Filipino bought or ate passed through a Japanese merchant. Sections of Manila became known as “Manila’s Ginza” and “Little Tokyo” because of the presence of many Japanese establishments. As the decade of the thirties approached the 1940s the foreign community especially those of the Japanese faced the challenge of rising Filipino economic nationalism caused by the sentiment over the foreign domination of the Philippine economy. Instead of crumbling to the pressure the Japanese commercial community did not just survived but continued its expansion as it addressed the threats to its existence and it was prepared to defend its rights and gains through any means possible including force if necessary.
