The Flight Safety Program, which I strongly champion and support without reservation, reach- es all elements of the CAF. Within the CAF, the Commander Royal Canadian Air Force is re- sponsible for flight safety policy while the Director Flight Safety (DFS) administers the program as a whole on his behalf. A capital element of the program stems from the Minister of National Defence designating DFS as the Airworthiness Investigative Authority (AIA) as required by the Aeronautics Act. With this designation comes the authority and responsibility to investigate all matters concerning avia- tion safety, independently of the chain of command. Moreover, on Ministerial Direction, I have issued a CDS Order to the AIA delegating additional responsibilities to carry out this function within the Flight Safety and Airworthiness Programs. With the introduction of unmanned aerial vehicles in different organizations of the CAF and the contracting out of many aircraft maintenance and support activities, a vigorous Flight Safety Program that spans to all elements of our organization is critical. Aviation assets, including aircraft and unmanned aerial vehicles, are expensive and hard to replace. Also, our personnel are critical to mission success. It is vital that our resources be well preserved through a pro- active flight safety program to ensure the operational viability of the CAF, at home and abroad. The program is a key component to support any operational deployment where aviation assets are involved. I expect commanding officers involved with operating or supporting aviation assets to allocate the right balance of resources to have in place an effective Flight Safety Program. Further- more, commanding officers have to demonstrate leadership and engagement in the program so our aviation assets are well protected. General J.H.     Major General Dave Wheeler, Commander, 1 Canadian Air Division/Canadian NORAD Region, Royal Canadian Air Force Major General Wheeler joined the Canadian Armed Forces in October 1984 following the completion of a Bachelor of Education degree from the University of New Brunswick. He underwent pilot training and was posted to 3 CFFTS Portage la Prairie, where he instructed Primary Flying Training, and also taught at the Flying Instructor School (FIS). MGen Wheeler commenced fighter pilot training in 1989 and has accumulated over 4000 hours, with more than half of those flown on fighter aircraft. During that time he conducted operational tours in CFB Baden Soellingen and 4 Wing Cold Lake, and was a proud member of42I, 439 and 410 Sqns. MGen Wheeler graduated from Air Command and Staff College in Montgomery, Alabama where he also completed a Masters in Public Administration from Auburn University. He also attended the Advanced Military Studies Programme and the National Securities Programme both at Canadian Force College Toronto. He has conducted command tours as Chief of Staff and Deputy Commanding Officer of Canadian Forces Northern Area, Commanding Officer of 410 Tactical Fighter Operational Training Squadron, and as Wing Commander in 4 Wing Cold Lake. He put this experience to good use during an ISAF tour in Kabul, Afghanistan where he was the Deputy Director of the Air Operations Control Centre and recently returned from a tour as Director of the Combined Air Operations Centre for Op FOUNDATION. MGen Wheeler has conducted staff tours in the Operational Requirements cell of the NATO Flying Training in Canada (N FTC) Program in the Directorate of Air Strategy and Plans, and also as the Lead of the Commander's Advisory Group in the Air Staff.

As no Canadian Air Force yet existed, thousands of Canadians fought the First World War in British flying units. Canadians first served with the Royal Flying Corps (rfc) or with the Royal Naval Air Service (rnas). These two services amalgamated on 1 April 1918 into the Royal Air Force (raf). In total, an estimated 13,000–22,000 individuals from Canada joined the British flying services. In 1924, the Royal Canadian Air Force (rcaf) was created. With the outbreak of war in September 1939, the rcaf was able to draw on an existing cadre of officers and airmen and also attracted experienced personnel from private enterprise. By 1945, close to 250,000 men and women had served in the rcaf at home and abroad.     Medium Support Helicopter Aircrew Training Facility (MSHATF) Introduction to CAE’s MSHATF The Medium Support Helicopter Aircrew Training Facility (MSHATF) was developed by CAE in partnership with the UK Ministry of Defence. Responsible for the design, construction and financing of the facility that opened in 1999, CAE operates the MSHATF under a 40-year private finance initiative (PFI) contract. CAE’s MSHATF is delivering the total spectrum of synthetic aircrew training demanded by the UK Joint Helicopter Command Support Helicopter Force. The turnkey training program includes academic classroom training and simulator training delivered by experienced instructors. The MSHATF is equipped with six full-mission simulators configured for CH-47 Chinook, AW101 Merlin and Puma helicopters. Under the terms of its PFI contract, CAE also has the ability to provide turnkey training to third-party users. This enables approved military and civil operators across the globe to take advantage of the advanced simulation, training and mission rehearsal capability at the MSHATF on a highly cost-effective basis. Other NATO nations and wider alliances also regard the MSHATF as part of their normal training regime. For example, Royal Netherlands Air Force Chinook crews routinely train alongside their Royal Air Force (RAF) counterparts before operational deployments. In addition, Royal Navy crews operating the UK Merlin and other operators of the AW101 helicopter such as the Royal Canadian Air Force, Royal Danish Air Force, and Portuguese Air Force use the advanced Merlin simulators for a range of training applications, including battlefield and search and rescue (SAR) roles. The MSHATF also offers Puma helicopter training where the customer base includes the RAF and several Middle Eastern customers.
