An Engineer’s Outline of Canadian Naval History, Part III (1970-2014) Richard W. Greenwood L’histoire de l’ingénierie de la Marine canadienne dans l’ère après-RCN (« COMAR ») se caractérise principalement comme l’ère de la frégate de la classe Halifax. Grâce à la conception, l’intégration et la construction, le développement ultérieur et le déploiement, la frégate canadienne de patrouille a symbolisé la croissance et la maturation techniques de la marine canadienne, évoluant de la poursuite d’une voie indépendante de développement pour répondre aux exigences opérationnelles du service national, jusqu’à la coopération, l’interdépendance et l’interopérabilité face aux défis multi-nationales communes. A cette même époque, la marine a également démontré cette évolution à travers un certain nombre d’autres développements en matière de capacité, tels le remplacement des sous-marins, le lancement de programmes de remplacement des navires de réapprovisionnement, une capacité de présence dans l’Arctique, et un remplacement pour destroyers et frégates. In The RCN in Retrospect, the proceedings of the first of these Canadian naval historical conferences, Captain Jim Knox authored a 2-part paper entitled “An Engineer’s Outline of RCN History” covering the period 1910-68.1 This reviewed the technical history and experience of the RCN from 1910 up to integration and unification in the late-1960s, culminating in the transition of the Royal Canadian Navy into Maritime Command (MARCOM). -

Brown Doctoral Candidate, Carleton University Senior Associate, Public Policy Forum Ottawa Abstract The advent of new information and communications technologies in the 1990s gave a more prominent role to information management (IM) as a discipline of public administration, offering the prospect of knowledge-based government in the knowledge- based economy and society. In the federal government, the promise of IM enabled by networked computing and database technologies has been highlighted by the move towards citizen-centred service and the provision of information-based services to the public. There has also been a growing recognition in many areas of government that their knowledge base is a defining element and a significant asset. This promise has not been fully realized, however, for a number of reasons. These include the historical neglect of information and records management in public administration, compounded by the lack of a unified understanding of what those activities encompass or even of how they relate to each other. There has also been a weak recognition and consequent undervaluing of information as a public resource, compounded by increasingly poor management of that resource in the electronic era. Vulnerabilities arise across the board, from the practices of individual public servants to government-wide ‘enterprise’ information architecture. The treatment of IM as a sub-set of the management of information technology has been another limiting factor, as have wariness at the political level and a weak connection to senior public service governance structures and the public sector reform agenda. -

This is termed airpower and is functionally T 1 classified into four core capabilities foundational to air forces worldwide: control of the air; air attack; air mobility; and air ISR (intelligence, surveillance and reconnaissance). Each of these core capabilities is critical to ensuring Canadian sovereignty, defence of North America and contributing to international peace and security.2 These key defence roles set the priorities by which the Canadian Armed Forces (CAF) organize, train and equip forces for service-specific3 military roles and missions. -

Without Canada’s membership NATO would be less a community and more a huddled mass of European states under C American protection. As the American world-burden becomes more onerous and the US relationship with NATO more tenuous, and as Europe itself teeters on the edge of deep insecurity and instability, the security and defence choices Canada will make matter not just to the people of Canada but to citizens across the Euro-Atlantic community. The Canada First Defence Strategy (CFDS), first released in 2008, envisions three major roles for the Canadian Armed Forces (CAF): sufficient capabilities to meet the security challenges facing Canadian citizens and Canadian territory; cooperation with the United States in pursuit of shared defence and civil objectives; and the fulfilment of Canada’s multilateral objectives through the United Nations and NATO. -
Canadian Forces Transformation: Institutional Leadership As a Catalyst for Change
MICHAEL K. J LIEUTENANT-GENERAL (RETIRED) MICHAEL K. JEFFERY The 1990s proved to be a turbulent period for the Canadian Forces (CF). The early years of the new millennium were equally as challenging, as the CF EFFERY was engaged in operations in Afghanistan and around the globe. What was clear was that the contemporary security environment had changed. As such, there was a requirement for the CF to transform to meet the new operating environment. I NSIDE INSIDE In 2005, the Minister of National Defence provided the incoming Chief of the Defence Staff, General Rick Hillier, with the resources and opportunity to CANADIAN FORCES undertake a CF Transformation. Given his firm belief that the CF needed to C ANADIAN FORCES change, and by nature a risk taker, General Hillier embraced the opportunity. TRANSFORMATION: This book describes the initial years of the formal CF Transformation that was led by General Hillier. It is a superb case study of a seminal point in CF history. INSTITUTIONAL LEADERSHIP AS A CATALYST FOR CHANGE Written by former Chief of the Land Staff, Lieutenant-General Michael Jeffery, who himself implemented a strategy of change for the Canadian army and who witnessed first-hand the process of CF Transformation, it captures both the considerable success, but also the difficulties of the process.
