The Basin of Mexico UNU Studies on Critical Environmental Regions Edited by Jeanne X The United Nations University is an organ of the United Nations established by the General Assembly in 1972 to be an international community of scholars engaged in research, advanced training, and the dissemination of knowledge related to the pressing global problems of human survival, development, and welfare. Its activities focus mainly on the areas of peace and gover- nance, environment and sustainable development, and science and technology in relation to human welfare. The University operates through a worldwide network of research and post- graduate training centres, with its planning and coordinating headquarters in Tokyo. Turner II Note from the editors This book is the fourth in a series from the United Nations University (UNU) research project, Critical Zones in Global Environmental Change, itself part of the UNU programme on the Human and Policy Dimensions of Global Change. Both endeavours explore the complex linkages between human activities and the environment. The project views the human causes of and responses to major changes in bio- chemical systems – global environmental change broadly defined – as consequences of cumulative and synergistic actions (or inactions) of individuals, groups, and states, occurring in their local and regional settings. The study examines and compares nine regional cases in which large-scale, human-induced environmental changes portend to threaten the sustainability of an existing system. The aim is to define common lessons about regional trajectories and dynamics of change as well as the types of human actions that breed environmental criticality and endangerment, thereby con- tributing to global environmental change. The overall results of the comparative analysis are found in Regions at Risk, the initial volume in this series. Titles currently available: . LOS CASOS DE TECÁMAC, ACOLMAN Y TEMASCALAPA 1 Melesio Rivero Hernández 2 Enrique Moreno Sánchez 3 María de los Ángeles Velázquez Martínez RESUMEN Para las ciudades resulta central adaptarse a las nuevas tendencias que, inexorablemente, se manifiestan en el mundo, mediante nuevas formas de gestionar el espacio en función de los diseños institucionales prevalecientes; a partir de los cuales los actores públicos, privados y sociales toman decisiones. Si algo caracteriza a las ciudades es su innegable transformación permanente en función de las visiones y capacidades de los distintos actores que en ella participan en su reproducción. Por ello resulta necesario pensar y repensar las formas de conceptualizar lo urbano y lo metropolitano, a la luz de la reflexión teórica y su confrontación con las evidencias empíricas; por ello, metrópoli y periferia son dos conceptos centrales del presente trabajo. Desde principios de este siglo Acolman, Tecámac y Temascalapa se han considerado en los distintos planes urbanísticos del gobierno del Estado de México, como espacios de la Zona Metropolitana del Valle de México, con vocación de crecimiento urbano mediante la construcción de vivienda formal. A partir de fines de los noventa del siglo pasado en Tecámac se observa un acelerado proceso de urbanización, mientras que Acolman y Temascalapa han iniciado, recientemente, una tendencia inequívoca en tal sentido, vía la construcción de Conjuntos Urbanos. Actualmente son territorios que han modificado su fisonomía urbana y en ellos se observan nuevos patrones de ocupación del espacio. Por tal razón, el objetivo es analizar la relación entre los procesos de expansión urbana en esos tres municipios, considerados periféricos, y las políticas gubernamentales que desde los ámbitos federal y estatal se han implementado desde 2005 a la actualidad, con el propósito de determinar la pertinencia entre los procesos y las políticas gubernamentales tomando como base la construcción de vivienda formal.

EL CÓDICE AZCATITLAN María Castañeda de la Paz (Universidad de Sevilla / Universidad de Leiden, Holanda) Este trabajo es un intento más de profundizar y aclarar los contenidos de los códices históricos y la problemática que presentan en su estudio e interpretación. Para un mejor entendimiento del tema hemos tomado como ejemplo un manuscrito, que en nuestra opinión es altamente ilustrativo ya que, además de abarcar un amplio período cronológico, refleja muy claramente el modo en que los aztecas mexicas creaban y concebían su propia historia y, cómo ésta, sufrió las influencias de la cultura europea. Nos referimos al Códice Azcatitlan. Los códices de carácter histórico --objeto de análisis en el presente ensayo-, fueron creados como instrumento de legitimación y dominación de la clase dirigente frente al pueblo para demostrar su grandeza y poder. Un aspecto común en estos manuscritos es la cantidad de contradicciones que presentan. Por qué documentos que narran unos mismos hechos históricos varían constantemente en sus personajes protagonistas, en la ruta a seguir en busca del lugar donde asentarse, en las listas de conquistas o incluso en las fechas que marcan los distintos acontecimientos. Otro aspecto bastante frecuente, muy claro en el Códice Azcatitlan, es que el relato de la historia de un pueblo suele acompañarse de una narración sagrada. Se trata de hechos desconcertantes para la mentalidad europea, pero frecuentes en esta clase de documentos clasificados como históricos. Para una mayor compresión de esta compleja cuestión, debemos entender que la historia azteca mexica era una historia reconstruida que respondía siempre a un mismo objetivo: crear una historia oficial que desde su base justificara la gloria y poder legítimo del pueblo protagonista con una clara intención propagandística por parte de sus creadores.
