Introduction This document is the second version of an ongoing exercise to benchmark the Plan of Action of the World Summit on the Information Society (WSIS). The first version has been presented to the delegates of PrepCom I of WSIS in Hammamet, Tunisia, June 2004. A third version is being prepared for PrepCom II in Geneva, February 2005. The graphs and tables are indicative and aim at demonstrating which is the current situation of the region in achieving the actions proposed during the Geneva phase of WSIS and the consecutive challenges for Latin America and the Caribbean. Given the limited data available, the presented evidence is sporadic and sometimes anecdotic. OSILAC welcomes any comment, suggestion or additional information to improve the document. The outline follows the WSIS Plan of Action. In a large number of cases, ICT equipment is only used for administrative purposes and not for teaching or research, especially in universities. E-mail: [email protected] Resumo O presente artigo analisa as narrativas sobre a inserção da MTV no Brasil, relacionando com o processo de abertura política no país. Partindo de algo já formatado, a operação brasileira trazia diferenças profundas, que repousavam na sua transmissão e no contexto de inserção, com uma série de acontecimentos que estruturaram a narrativa de abertura política, social e cultural. Coloco como marco central a promulgação da Constituição Cidadã, em 1988, por compreendê-la enquanto fator crucial de um processo de redemocratização, reverberando na radiodifusão no país, consolidando clima de liberdade, protagonismo e renovação. Com isso, o contexto de entrada da MTV no país está intimamente ligado com as reverberações da promulgação, em que as expectativas sobre o futuro estavam na ordem do dia. As fontes trabalhadas são matérias do jornal Folha de São Paulo, entre 1985 e 1990, em diferentes cadernos e colunas e que tiveram como foco as narrativas sobre a MTV. Portanto, o início das atividades desta emissora em solo brasileiro esteve associado ao desenvolvimento de narrativas que aventavam a ideia de liberdade, mediante conteúdo musical na programação, voltada ao público jovem. Ashford Massachusetts Institute of Technology, Cambridge, MA 02139, USA Introduction The purposes of this chapter is to delve more deeply into the processes and determinants of technological, organisational, and social innovation and to discuss their implications for selecting instruments and policies to stimulate the kinds of innovation necessary for the transformation of industrial societies into sustainable ones. Sustainable development must be seen as a broad concept, incorporating concerns for the economy, the environment, and employment. All three are driven/affected by both technological innovation [Schumpeter, 1939] and globalised trade [Ekins et al., 1994; Diwan et al., 1997]. They are also in a fragile balance, are inter-related, and need to be addressed together in a coherent and mutually reinforcing way [Ashford, 2001]. Here we will argue for the attainment of ‘triple sustainability’ – improvements in competitiveness (or productiveness) and long-term dynamic efficiency, social cohesion (work/employment), and environment (including resource productivity, environmental pollution, and climate disruption)1.
