Murphy Summary of Security-Related Issues throughout Indonesia The following selected information was compiled from submissions from IPJ (Indonusa Primatama Jaya), and also Hill & Associates, to whom we are deeply grateful. This report contains information on a broad spectrum of security concerns and incidents which have occurred in Indonesia during the reporting period. Incidents are listed as they happened and dates are added if reported, other- wise the reader is to assume the event took place during the month in question. Readers are ad- vised that while there are security risks that companies and individuals need to be aware of, avoid or address, Indonesia is a country of over 230 million people living on 17,500 islands that stretch over 4,800 kms. The vast majority of foreign companies that operate in Indonesia, and expatriates who reside in or visit the country, do so without incident providing sensible security precautions are taken. ______________________________________________________________________ OVERVIEW There were three terrorist incidents in April and they all occurred in Papua. All three incidents in- volved firefights between armed groups suspected to be OPM and the security forces (military and police), where the armed groups initiated the firefights, often with well planned and successful am- bushes. There were some incidents of election related violence and one incident occurred in Timika in Pa- pua. A candidate was killed when a gropup of tem men attacked his house with bows and arrows. In Cianjur in West java three Molotov cocktails were thrown at the house of a Golkar party candi- date but the candidate was not home and no one was injured. Overall the election was peaceful with some minor violence after the election, mainly initiated by supporters of losing candidates. Page 1 of 29 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN APRIL 2014 ANALYSIS OF DEMONSTRATION ACTIVITY The preparations for Labour Day next month resulted in a very low number of demonstrations dur- ing the month of April. In fact the number of people demonstrating was the third lowest for any month over the past 12 months. Only 100 demosntrations took place. Two thirds of those demon- strations were related to labour issues especially compensation, benefits, outsourcing and termina- tion of employment. The other third of the demonstrations were peaceful and were election related. There was one notable chaotic demonstration in Bogor where 600 transportation drivers demon- strated about too many public transportation permits being issued. Page 2 of 29 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN APRIL 2014 TERRORISM & ORGANISED CRIME INCIDENTS Shooting on the Indonesia-Papua New Guinea (PNG) Border By OPM On Saturday (5 April) at around 0600hrs a group of people from the OPM were involved in a shootout with Military-Police at Wutung, near the border of Indonesia (RI) and Papua New Guinea (PNG). OPM member were shooting, burning tires, and raising the flag of Bintang Kejora. The OPM also opened fire on a border post tower. According to the information, this incident occurred when the RI’s residents were voting at PNG, however the police have ensuring that this incident was not related to the implementation of the 2014 election. As a result of this incident three police officers, were injured. Molotov thrown at Legislative Candidate's House in Cianjur, West Java On Tuesday (April 8) at around 2300hrs a house belonging to a Cianjur legislative candidate from Golkar Party in Kampung Sadamaya, Cibeber, was attacked by an unidentified person who threw Molotov style bombs at the house. The house owner was away when the incident occurred. Of three bombs, only one exploded. Police are still investigating related to this case. Shooting in Puncak Jaya, Papua On Wednesday (April 9) gunfights occurred between TNI and armed civilians in Puncak Jaya, Pa- pua. The incident started when a TNI member on patrol was shot multiple times. As a result of the gunfight, one armed civilian was killed and a rifle was found. Police and TNI are still investigating further. Police advised the incident was not related to the election. Suspicious Package Delivery at Former Office of the DPP PKB in Kalibata, South Jakarta On Thursday (April 10) unidentified persons sent a suspicious package to the former office of the DPP PKB at Kalibata Timur I Nomor 22, South Jakarta. The object was intended for a party activist from PKB. According to information the package contained nails and firecrackers. The return address was Jalan Kramat Raya 164, Central Jakarta, with no sender's name. Page 3 of 29 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN APRIL 2014 Door of Villager Meeting Hall Burn by Stanger in Probolinggo, East Java On Monday (April 14) at around 1415hrs unknown people burnt the door of the Villager Meeting Hall of Gunung Bekel, Tegalsiwalan, Probolinggo. From the first result of the investigation, this incident was allegedly triggered by dissatisfaction of the performance of the head of the village in the region. CIVIL UNREST & POLITICAL VIOLENCE INCIDENTS Clash Between Political Parties in Yogyakarta On Thursday (3 April) at around 1530hrs a clash occurred between the PDI-P and PPP political parties on Jl. Nitikan, Umbulharjo, Yogyakarta. They threw stones and damaged windows in resi- dent's houses. Hundreds of police personnel were deployed at the location to disperse the crowd. It was not known who carried out the attack first or the cause of this clash. Demonstration Turns to Riot in Bogor, West Java On Monday (April 7) a demonstration during the inauguration ceremony of the incoming Bogor Governor in front of the DPRD Bogor Building turned into a riot. The riot was triggered by a college student who struck and injured a police officer. Fights between demonstrators and police ensued. Police surrounded the crowd and attempted to herd demonstrators toward security trucks. Several people were trampled as they were about to be loaded into the trucks. Officers arrested dozens of people who were detained at the local police station. Beatings in Mangala, Makassar On Wednesday (April 9) at around 2100hrs the Makassar Election Supervisory Committee Chair, with other members and staff were beaten by a number of people while visiting polling stations (TPS) 5, Kel. Bangkala, Mangala District, Makassar. The Chairman of the Supervisory Committee received a report by the Supervisory Committee Makassar District of Mangala that in TPS Bangkala the Voting Organizers Group (KPPS) refused to submit vote count sheets C-1 and he went to the site to investigate. As a result of the beatings, the Chairman of the Election Superviso- ry Committee suffered bruises under his eyes and had to undergo treatment in the local hospital Grestelina, Makassar. Riot in Wonorejo, West Nabire On Thursday (April 10) at around 0930hrs after the vote count in Polling Station 10 Satpol PP Housing, Wonorejo, West Nabire District people were enraged over the low vote on their support- ed candidate and blocked the main road. They also damaged a motorbike taxi pool and the chief's office. The group threatened the election authorities and community board to increase the vote of their candidate. They also threatened to drive the residents away from the area. Police dispersed the crowd and secured the area. Country Office Burned by Residents in Kampar Riau On Friday (April 11) at around 1400hrs Kemang Indah Country Office in Tambang, Kampar Riau was burned by the residents. Around 300 people from the Gobah Village assaulted the country office by breaking the windows and setting fire. The incident was triggered by a fight between men from Gobah Villagers and men from Kemang Village. Police arrested 10 villagers from Gobah and negotiated between the two sides to reduce tensions. Riot in Gowa, South Sulawesi Page 4 of 29 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN APRIL 2014 On Saturday (April 12) a riot occurred during the voting count in Voting Authorities level (PPS) Pandang-Pandang, Somba Upu, Gowa, South Sulawesi. House of Representatives Candidate from Democrate Party who cannot accept the loss, with his supporters raged and damaged chairs and tables in sub-district office. He felt that the votes from several voting sites allegedly were inten- tionally omitted by the PPS authorities and given to another candidate. As a result of this incident, vote-counting was temporarily stopped. Police secured the riot and avoided the more severe riot. Riot in Makassar, South Sulawesi, Dozens of Houses Damaged On Saturday (April 12) a riot occurred between two groups of young people on Jl Poros Abu Bakar Lambogo, in front of Toko Rimo on Jl. Jalahong, Makassar. People attacked using bows, stones, and wood. The motive for the incident is not known; at least 40 resident houses on Jl. Jalahong were damaged. Demonstration on Jalan Raya Ciapus, South Bogor On Monday (April 14) at least 600 public transportation drivers Ramayana-Ciapus held a demon- stration as a protest against the Bogor Government that keep issuing public transportation permits. They gathered on Jalan Raya Ciapus roadside, exactly in front of Kebun Percobaan Muara, South Bogor, Bogor. As a result thousands of passengers were stranded at Empang, Pancasan and Muara. This mass strike will keep going until their claim is agreed. They claimed that aside from inflicting financial loss, it was also increasing traffic congestion in Bogor. Demonstration Turns to Riot in East Wara, Palopo On Wednesday (April 16) residents of Ponjalae, East Wara, Palopo, were blocking the road.
