Summary of Security-Related Issues throughout Indonesia The following selected information was compiled from submissions from IPJ (Indonusa Primatama Jaya), and also Hill & Associates, to whom we are deeply grateful. This report contains information on a broad spectrum of security concerns and incidents which have occurred in Indonesia during the reporting period. Incidents are listed as they happened and dates are added if reported, other- wise the reader is to assume the event took place during the month in question. Readers are ad- vised that while there are security risks that companies and individuals need to be aware of, avoid or address, Indonesia is a country of over 230 million people living on 17,500 islands that stretch over 4,800 kms. The vast majority of foreign companies that operate in Indonesia, and expatriates who reside in or visit the country, do so without incident providing sensible security precautions are taken. ______

OVERVIEW

There were three terrorist incidents in April and they all occurred in Papua. All three incidents in- volved firefights between armed groups suspected to be OPM and the security forces (military and police), where the armed groups initiated the firefights, often with well planned and successful am- bushes.

There were some incidents of election related violence and one incident occurred in Timika in Pa- pua. A candidate was killed when a gropup of tem men attacked his house with bows and arrows. In Cianjur in West three Molotov cocktails were thrown at the house of a Golkar party candi- date but the candidate was not home and no one was injured. Overall the election was peaceful with some minor violence after the election, mainly initiated by supporters of losing candidates.

ANALYSIS OF DEMONSTRATION ACTIVITY

The preparations for Labour Day next month resulted in a very low number of demonstrations dur- ing the month of April. In fact the number of people demonstrating was the third lowest for any month over the past 12 months. Only 100 demosntrations took place. Two thirds of those demon- strations were related to labour issues especially compensation, benefits, outsourcing and termina- tion of employment. The other third of the demonstrations were peaceful and were election related. There was one notable chaotic demonstration in Bogor where 600 transportation drivers demon- strated about too many public transportation permits being issued.

TERRORISM & ORGANISED CRIME INCIDENTS

Shooting on the Indonesia-Papua New Guinea (PNG) Border By OPM

On Saturday (5 April) at around 0600hrs a group of people from the OPM were involved in a shootout with Military-Police at Wutung, near the border of Indonesia (RI) and Papua New Guinea (PNG). OPM member were shooting, burning tires, and raising the flag of Bintang Kejora. The OPM also opened fire on a border post tower. According to the information, this incident occurred when the RI’s residents were voting at PNG, however the police have ensuring that this incident was not related to the implementation of the 2014 election. As a result of this incident three police officers, were injured.

Molotov thrown at Legislative Candidate's House in Cianjur,

On Tuesday (April 8) at around 2300hrs a house belonging to a Cianjur legislative candidate from Golkar Party in Kampung Sadamaya, Cibeber, was attacked by an unidentified person who threw Molotov style bombs at the house. The house owner was away when the incident occurred. Of three bombs, only one exploded. Police are still investigating related to this case.

Shooting in Puncak Jaya, Papua

On Wednesday (April 9) gunfights occurred between TNI and armed civilians in Puncak Jaya, Pa- pua. The incident started when a TNI member on patrol was shot multiple times. As a result of the gunfight, one armed civilian was killed and a rifle was found. Police and TNI are still investigating further. Police advised the incident was not related to the election.

Suspicious Package Delivery at Former Office of the DPP PKB in Kalibata, South Jakarta

On Thursday (April 10) unidentified persons sent a suspicious package to the former office of the DPP PKB at Kalibata Timur I Nomor 22, South Jakarta. The object was intended for a party activist from PKB. According to information the package contained nails and firecrackers. The return address was Jalan Kramat Raya 164, Central Jakarta, with no sender's name.

Door of Villager Meeting Hall Burn by Stanger in Probolinggo,

On Monday (April 14) at around 1415hrs unknown people burnt the door of the Villager Meeting Hall of Gunung Bekel, Tegalsiwalan, Probolinggo. From the first result of the investigation, this incident was allegedly triggered by dissatisfaction of the performance of the head of the village in the region.

CIVIL UNREST & POLITICAL VIOLENCE INCIDENTS

Clash Between Political Parties in Yogyakarta

On Thursday (3 April) at around 1530hrs a clash occurred between the PDI-P and PPP political parties on Jl. Nitikan, Umbulharjo, Yogyakarta. They threw stones and damaged windows in resi- dent's houses. Hundreds of police personnel were deployed at the location to disperse the crowd. It was not known who carried out the attack first or the cause of this clash.

Demonstration Turns to Riot in Bogor, West Java

On Monday (April 7) a demonstration during the inauguration ceremony of the incoming Bogor Governor in front of the DPRD Bogor Building turned into a riot. The riot was triggered by a college student who struck and injured a police officer. Fights between demonstrators and police ensued. Police surrounded the crowd and attempted to herd demonstrators toward security trucks. Several people were trampled as they were about to be loaded into the trucks. Officers arrested dozens of people who were detained at the local police station.

Beatings in Mangala, Makassar

On Wednesday (April 9) at around 2100hrs the Makassar Election Supervisory Committee Chair, with other members and staff were beaten by a number of people while visiting polling stations (TPS) 5, Kel. Bangkala, Mangala District, Makassar. The Chairman of the Supervisory Committee received a report by the Supervisory Committee Makassar District of Mangala that in TPS Bangkala the Voting Organizers Group (KPPS) refused to submit vote count sheets C-1 and he went to the site to investigate. As a result of the beatings, the Chairman of the Election Superviso- ry Committee suffered bruises under his eyes and had to undergo treatment in the local hospital Grestelina, Makassar.

Riot in Wonorejo, West Nabire

On Thursday (April 10) at around 0930hrs after the vote count in Polling Station 10 Satpol PP Housing, Wonorejo, West Nabire District people were enraged over the low vote on their support- ed candidate and blocked the main road. They also damaged a motorbike taxi pool and the chief's office. The group threatened the election authorities and community board to increase the vote of their candidate. They also threatened to drive the residents away from the area. Police dispersed the crowd and secured the area.

Country Office Burned by Residents in Kampar Riau

On Friday (April 11) at around 1400hrs Kemang Indah Country Office in Tambang, Kampar Riau was burned by the residents. Around 300 people from the Gobah Village assaulted the country office by breaking the windows and setting fire. The incident was triggered by a fight between men from Gobah Villagers and men from Kemang Village. Police arrested 10 villagers from Gobah and negotiated between the two sides to reduce tensions.

On Saturday (April 12) a riot occurred during the voting count in Voting Authorities level (PPS) Pandang-Pandang, Somba Upu, Gowa, South Sulawesi. House of Representatives Candidate from Democrate Party who cannot accept the loss, with his supporters raged and damaged chairs and tables in sub-district office. He felt that the votes from several voting sites allegedly were inten- tionally omitted by the PPS authorities and given to another candidate. As a result of this incident, vote-counting was temporarily stopped. Police secured the riot and avoided the more severe riot.

Riot in Makassar, South Sulawesi, Dozens of Houses Damaged

On Saturday (April 12) a riot occurred between two groups of young people on Jl Poros Abu Bakar Lambogo, in front of Toko Rimo on Jl. Jalahong, Makassar. People attacked using bows, stones, and wood. The motive for the incident is not known; at least 40 resident houses on Jl. Jalahong were damaged.

Demonstration on Jalan Raya Ciapus, South Bogor

On Monday (April 14) at least 600 public transportation drivers Ramayana-Ciapus held a demon- stration as a protest against the Bogor Government that keep issuing public transportation permits. They gathered on Jalan Raya Ciapus roadside, exactly in front of Kebun Percobaan Muara, South Bogor, Bogor. As a result thousands of passengers were stranded at Empang, Pancasan and Muara. This mass strike will keep going until their claim is agreed. They claimed that aside from inflicting financial loss, it was also increasing traffic congestion in Bogor.

Demonstration Turns to Riot in East Wara, Palopo

On Wednesday (April 16) residents of Ponjalae, East Wara, Palopo, were blocking the road. It was a protest act against the 2014 election on their area. They asked for a recount on voting station TPS 7 Ponjalae. The demonstrators also burned a tire in four points in East Wara and blocked the road to the Fish Auction Site in Ponjalae. Ponjalae residents finally open the roadblock after having a dialog with the police chief.

Clash Between Residents and Motorcycle Gang in Panakukang, Makassar

On Thursday (April 17) at around 0030hrs a clash occurred between residents and a motorcycle gang on Jalan Toddopuli 2, Paropo, Panakukang, Makassar. According to the information, the motorcycle gang was first attacking residents by using arrows and stones. Residents later burned one of the motorbikes.

Demonstration in Bekasi Station

On Thursday (April 17) at around 0830hrs numbers of passengers in Bekasi station were angry. They jumped down from a train then blocked the railway. They blocked the train that was about to go to Stasiun Kota, Jakarta. The passengers were angry due to a late train schedule in rush hours. As a result, passengers piled up at the station while the train couldn't move. Several officers ar- rived at the site and calmed down the demonstrators. At around 1200hrs, the demonstrators began to disperse and the train runs normally.

Demonstration Chaos in Siak, Riau

On Thursday (April 17) about 700 residents held a demonstration at PT SSL, Siak, Riau. They demanded the liberation of the Village Head (Kades) who was detained by Police Siak because of a land holding case. However, the demo become chaotic when officers distributed food to the protesters. As a result, two people were shot by rubber bullets when the Riau Police fired warning shots.

On Saturday (April 19) a riot occurred, triggered by the defeat of Persbul Buol soccer team, and some of the supporters damaged properties around the stadium. Because the riot occurred after the match, police attempted to secure the situation by firing warning shots which caused panic. During that incident, a boy incurred head injuries. The enraged supporters then raided Biau Police Station throwing stones, Molotov and firing arrows. The police station was damaged along with two motorbikes, three police cars, and several police members. Police had to use shields to avoid get- ting hit by hard objects. Officers arrested two people related to the riot.

Riot in Sorong, West Papua

On Monday (April 21) hundreds of residents were involved a commotion in Sorong, West Papua. Hundreds of people carrying machetes fought in the streets. Allegedly the unrest was triggered by a child who was beaten, resulting in a riot between residents. It is not yet known if there were casualties. Police secured the location.

Clash between Residents in Jatinegara, East Jakarta

On Wednesday (April 23) at around 2200hrs a clash between residents occurred on Jalan Jatinegara Barat, Jatinegara, East Jakarta. The clash allegedly involved teenagers from Kampung Pulo, Kampung Melayu, Jatinegara and teenagers from the area around Tong Tek Bridge. They threw rocks at each other. As a result of this incident, traffic congestion occurred on Jalan Jatinegara Barat from Kampung Melayu to Matraman. Police arrived at the site and fired tear gas to disburse the crowd.

Clash in Depok, West Java

On Wednesday (23 April) at around 2100hrs a clash occurred between groups Pemuda Pancasila (PP) and the FBR at the FBR Post on Jl Raya Bojongsari, Depok, West Java. One person was injured and twenty five vehicles were damaged around the site. Twelve people were arrested by police officers from Sawangan. Meanwhile, the injured were rushed to hospitals in Depok. The lo- cal police and security officers secured the scene.

Clash in Buru, Maluku, 2 People Killed

On Thursday (April 24) a clash occurred due to a quarry seizure in Gunung Botak between Kovan residents and Widit in Buru, Maluku. As a result of this clash, two people were killed, namely Soa Widit Chief, Legi Tihun, and Manaskaku Wanhedan who were from South Buru. Police secured the site as they anticipated additional violence.

Destruction at Party Office in Pidie, Aceh

On Thursday (April 24) several sympathizers of the Aceh Party (PA) from Kemukiman Bintang Hoe, Kecamatan Batee, Pidie, damaged the PA Office Kemukiman Bintang Hoe. This action was triggered by the disappointment of residents from Batee because their preferred candidate was not elected as a member of the DPRK Pidie. The protesters destroyed a computer and television, a motorcycle, a rickshaw, and burned a tent in front of the office.

Merchants Demolition in Mojokerto

On Friday (April 25) at around 0900hrs several merchants resisted demolition of their stalls on Jalan Residen Pamuji, Pasar Tanjung Anyar, Mojokerto. The merchants who refused to be expelled from road sidewalks were involved in pushing and conflicts with security officers, because they did not want to be evicted from their business area around Jalan Residen Pamuji.

Clash between Residents in Cipinang, East Jakarta

On Sunday (April 27) at around 2000hrs a clash between local teenagers occurred behind Cipinang Penitentiary, on Jl. Cipinang Pulo Maja, East Jakarta. One person suffered from stab

wounds. Officers from East Jakarta Police, Cipinang Police, Duren Sawit Police and Jatinegara Police came to secure the situation.

Riot in Kembangan, West Jakarta

On Sunday (April 27) at around 1130hrs ten people who were allegedly members of local organi- zations assaulted another organization post on Jl. Musyawarah RT 15/02 Joglo, Kembangan, West Jakarta. The assault was done by burning the post and the suspects halted passing cars, breaking the front window and beating a driver of one vehicle.

Riot in Sleman,

On Tuesday (April 29) a riot occurred between PSS Sleman Vs PSIM Yogyakarta at Maguwoharjo Sleman Stadium. Thousands of supporters of both teams threw rocks and bottles and fought with each other. Dozens of supporters were injured in this incident. Police officers fired tear gas to disburse the crowd.

Demonstration Turns to Riot in City Hall, Cirebon

On Wednesday (April 30) at around 0930hrs hundreds of private school teachers held a demon- stration in front of the City Hall, Cirebon, West Java. They carried banners and papers with allega- tions of discrimination in private schools by the Cirebon Local Government. They blocked Jalan Siliwangi, in front of Cirebon City Hall. At around 1100hrs they started to disband.

Brawl in Fatmawati, South Jakarta

On Wednesday (April 30) a brawl between two groups of youths occurred on Jalan Fatmawati, in front of the Inspector General's office, the Ministry of Religious Affairs. The cause of this brawl is not known. The conflict caused traffic congestion from Fatmawati road area towards Blok M for two kilometers.

Clash in Medan Deli, North Sumatera

On Wednesday (April 30) clash between residents occurred in Kota Bangun, Lingkungan V, Me- dan Deli. This incident was triggered by a land dispute located in Lingkungan V Kota Bangun. Both sides were armed with sharp weapons. One person suffered injuries from sharp weapons and he died on his way to the hospital. Police are investigating the death of this civilian in Bangun.

VIOLENT CRIME INCIDENTS

KPUD Operations Fund Robbed By Strangers in Magelang

On Tuesday (April 1) two unidentified men riding a motorcycle made off with money from the Committee of Voters (PPK) on Jalan Magelang-Semarang, in Sambung Village, Secang, Magelang. According to the victim, when the car that they driving had a leaking tire suddenly two men on a motorcycle came and took the bag in the car containing with 500 million Rupiah.

Robbery at Post Office in Matraman, East Jakarta

On Wednesday (April 2) a stranger riding a motorcycle robbed a Post Office at Kayumanis in Matraman, East Jakarta. The perpetrator had threatened the officer on duty with a fake gun and successfully made off with money worth tens of millions of Rupiah, and the perpetrators were arrested by police.

On Sunday (April 6) at around 0230hrs a unknown person riding a motorcycle robbed a resident who was walking on Jalan layang Mampang Prapatan, South Jakarta. The perpetrator managed to make off with the victim’s bag, containing money with 500 thousand Rupiah, two ATM cards, one credit card, ID card (KTP) and an iPhone.

Violence in Aren Jaya, East Bekasi

On Saturday (5 April) at around 2130hrs a Kampung Poncol resident, Aren Jaya, East Bekasi was found covered in blood at the bus terminal Margahayu, East Bekasi, Bekasi City. The victim suffered cuts to the head and stab wounds in the stomach and chest. This case was being handled by East Bekasi Police.

Robbery in Tanah Tinggi, Tangerang

On Sunday (April 6) at around 0830hrs a group of men robbed a fast food restaurant, Hello Chick- en in Central Permata Home store, Taman Royal 1, Jalan Permata Raya No.9, Tanah Tinggi, Tangerang. The suspects broke in by crashing the front door with a crowbar. Two of the robbers then locked up two women in the restaurant. They made off with jewelry worth 150 million Rupiah. Police are still investigating.

Robbery in Rawa Lumbu, Bekasi

On Tuesday (April 8) a group of robbers were trying to steal a motorbike belonging to a housewife on Jalan Setia RT 07 RW 01, Bojong Rawa Lumbu, Bekasi. The robbers were caught by the vic- tim's husband. The suspects shot the wife striking her in the neck. The suspects escaped without the motorbike and the victim died on her way to the hospital.

Police Member Beaten To Death in Keerom, Papua

On Tuesday (April 8) at around 1630hrs a Jayapura City police officer was killed by residents on Jalan Cempaka Arso 1 Kampung Sanggaria, Kabupaten Keerom. According to witnesses the officer, while driving a car, struck three children when passing in the location, killing one child and seriously injuring the two others. Angry residents then attacked the officer, killing him, and then set fire to the officer's car.

Attempted Robbery in Way Kanan,

On Tuesday (April 8) a house belonging to a gold businessman in Blambangan Umpu, Way Kanan, Lampung was attacked by six robbers. The victim was shot in the leg by one perpetrator when the owner discovered the break-in. Then the perpetrators fled from the victim's house without stealing any goods.

Navy member killed in Talampa Island, south of the Strait of Malacca

On Saturday (March 8) two members of the Navy were killed by Thai fishermen. They were killed while on board a trawler named Sor Nattaya 7 which was sailing to Talampa Island, south of the Strait of Malacca. According to TNI headquarters, the Thai fishermen were operating illegally. The patrol boat ordered the fishermen to take to the post belonging to the Navy. But suddenly there was resistance from the fishermen. Thai fisherman held two members of the Indonesian Navy and killed them. The bodies were then dumped into the sea. Songkhla City Court issued an arrest war- rant for 12 crew of the Sor Nattaya 7. Recent developments are that there are about 10 suspects were caught. Nine of them are crew of the Sor Nattaya 7.

Farmer Shot by Unidentified Person in Saparua, Central Maluku

On Thursday (April 10) at around 1300hrs a farmer was shot by an unidentified person on his farm in Desa Siri Sori, Saparua, Central Maluku, Maluku. The bullet from a homemade firearm hit the

victim's arm and penetrated through his spine. According to the witness, there were three gun- shots, the victim was soaked in blood and rushed to the nearest hospital.

Shooting in, Cakung, East Jakarta

On Sunday (13 April) at around 2200hrs a motorcycle owner caught a thief trying to take his mo- torcycle, which was parked in front of the house Tipar Rt10/07 Jalan, Cakung, East Jakarta. The perpetrator was shooting into the left side of the victim's chest. The perpetrator escaped, and the victim was immediately taken to the hospital, but died when he got in the hospital. Police are still investigating.

Motorcycle Gang Action, in Manggala, Makassar

On Sunday (April 13) several young people on motorcycles robbed a minimart on Jalan Abdullah Dg Sirua, Batua, Manggala, Makassar. The perpetrators also damaged the store. There were no reports of casualties in the incident and officers were searching for perpetrators.

Taxi Assault at Sultan Hasanuddin International Airport Area in Makassar

On Sunday (14 April) a group of unidentified men riding motorcycles destroyed a number of taxis belonging to the Kopsidara company which were parked at the airport. The perpetrators throw stones and beams against the taxi-cabs. From the recording results from Circuit Closed Television (CCTV), the officer had examined ten people suspected of being the perpetrators of these attacks.

Sexual Abuse in International School, South Jakarta

On Monday (April 14), a 5-year old kid who goes to international kindergarten in South Jakarta became a sexual abuse victim. Suspects were five cleaning service janitors in that school. One of the suspects was a woman. Police arrested two suspects and are searching for the other suspects related to this case.

Shooting in Border Skouw Wutung, Papua

On Wednesday (16 April) at around 1300hrs a shooting occurred at the border Skouw Wutung, which borders Papua New Guinea. As a result, the residents suffered severe gunshot wounds while driving. Shots were fired at a distance of one kilometer before the border crossing in Indone- sia (RI). The perpetrators are allegedly armed criminal groups operating in the border area.

Motorcycle Gang Terror in Cibubur, East Jakarta

On Wednesday (16 April) at around 0200hrs residents were attacked by a motorcycle gang in Gang Baronang, Jalan Taruna Jaya, Cibubur, East Jakarta. The perpetrators damaged meatball vendor's wagons owned by a resident, because they could not find a young man that they were looking for. This action also occurred on Saturday (April 12) at around 0000hrs. A resident was injured by sharp weapon after being attacked by a motorcycle gang on Jl PKP, Cibubur.

Shooting in Landak, West Borneo

On Thursday (April 17) a shooting occurred in Julak, Mempawah Hulu, Landak, West Borneo. The incident began when the suspect halted two women then forced them to open their clothes. The victims screamed until nearby residents came, the suspect ran off carrying a cleaver and a hand- made firearm. When the police and residents were about to arrest him, he fought back and his shots injured three people. Finally the police brought him down by shooting both his leg.

Shooting by Unknown People in Pasar Rebo, East Jakarta

On Saturday (April 19) at atound 2000hrs, two unknown people riding a motorcycle shot a satay seller on Jl Tipar RT 004/007 Pekayon, Pasar Rebo, East Jakarta. The victim suffered a gunshot

wound in the back. Officers were investigating the motive and searching for the perpetrators who fled the scene.

Discovery of Man's Body in Padang,

On Sunday ( April 20) the body of a man was found by residents in Sungai Bangek Batu Gadang, Koto Tanggah, Padang, West Sumatra. According to the witnesses, the body was found with a stab wound in the neck. The corpse was taken by officers to the M Jamil Hospital for autopsy.

Two Person Shot in Karawang, West Java

On Tuesday (April 22) a shooting by an unidentified person occurred on Jalan Suhud Hidayat, Lingkungan 1, Gorowong, RT 01/03, Adiarsa Timur, Karawang Timur, West Java. One person was killed due to gunshot wounds to his left armpit that went through his chest. The other victim suf- fered a serious injury due to grazing by the bullet.

Persecution in Makassar, South Sulawesi

On Monday (April 21) at around 0100hrs two unidentified males riding a motorcycle suddenly attacked a police officer on Jalan Ance Daeng Ngoyo, Makassar, South Sulawesi. The victim suffered head injuries from being hit by a firearm.

Murder in Klender, Duren Sawit

On Tuesday (April 22) at around 1644hrs resident found an Express Taxi driver covered in blood at Flyover Klender, Duren Sawit with 18 stab wounds. Police officers arrested the perpetrator and according to the results of the examination, the perpetrator conducted the action with the motive of robbery.

Robbery in Bandar Lampung, Lampung

On Thursday (April 24) a group robbed a pharmacy, PT Tempo Scan Pacific, in Bandar Lampung, Lampung. The armed robbers forcefully entered the cashier door and pried open the safe. They made off with approximately 200 million Rupiah. According to a witness, they incapacitated two guards who were tied up by the suspects. One of them suffered three stab wounds on his right and left thigh.

Shooting in Puncak Jaya, Papua

On Friday (April 25) at around 1345hrs a gunfight occurred between an armed separatist group and TNI members in Gurage Tingginambut, Puncak Jaya, Papua when TNI members were on patrol around the post. The TNI were ambushed by gunfire by people from the jungle. TNI returned fire. Two TNI members suffered gunshot wounds.

Legislative Candidate Killed in Timika, Papua

On Saturday (April 26) at around 0630hrs A legislative candidate was found dead at his house in Timika, Papua. According to the witnesses, there was a commotion at the victim's house located on Jalan Trans Timika. Ten people were shooting arrows at the house and then the suspects forced entry into the house. The suspects shot the victim and his child with arrows, while his wife injured due to being hit by a woodblock. The victim died with six arrows in his body and his child was rushed to the nearest hospital. The suspects managed to escape.

STIP College Student Assaulted in Marunda, North Jakarta

On Saturday (April 26) at around 0150hrs a first semester college student in STIP Marunda, North Jakarta became a victim of violence conduct by his seniors. The assault occurred at a dormitory on Jalan Kebon Baru Blok R Gang II No. 29 RT 17 RE 12, Semper Barat, Cilincing, North Jakarta. As

a result of this incident, one person died and some of his friends suffered major injuries. The in- vestigation team have identified seven suspects related to this case.

TNI Member Killed In a Fight in Biak, Papua

On Sunday (April 27) a fight occurred between Air force soldiers and local Police in a night market Mandiri Housing Complex District Biak Kota. The fight was allegedly triggered by a misunderstand- ing while under the influence of alcohol. One Air force soldier from Paskhas 468 Sarotama Battal- ion Biak Papua was killed by the police during the fight. The suspect was immediately brought to the Police Station to be interrogated.

Attempted Robbery in Makassar, South Sulawesi

On Sunday (April 27) at around 2000hrs a thief broke into a residential house on Jl Inspeksi Kanal No. 40 Pampang, Kecamatan Panakukang, Makassar, Makassar. However the theft was disrupted by house owner. The captuered perpetrator was beaten by residents and then turned over to the police.

Murder in Pasar Rebo, East Jakarta

On Sunday (April 28) a woman was found dead covered in blood in a rented house on Jalan Gongseng, Cijantung Village, Pasar Rebo, East Jakarta. According to the results of the investigation, the victim was killed over an outstanding debt.

Motorbike Thieves Shot in Tanjung Makmur, Tebing Tinggi

On Tuesday (April 29) at around 0700hrs Empatlawang Police arrested two armed suspects of motorbike theft. The two suspects stole a motorbike parked in a house around Tanjung Makmur, Tebing Tinggi. The suspects fired at the residents during the pursuit. Finally they were secured following a hot lead. Police secured two firearms with six bullets, a cleaver, four keys, nine FN rounds, and the stolen motorbike.

On Wednesday (April 30) at around 1130hrs two unidentified men riding a motorcycle shot a transportation driver on Jalan Mercedes Benz, Kelurahan Cicadas, Kecamatan Gunung Putri, Kabupaten Bogor. According to witnesses the two perpetrators opened fire and hit the victim's feet.

Factory Violence on Jalan Pasir Koja, Bandung

On Wednesday (April 30) a girl laborer was allegedly assaulted by her fellow workers in a cake factory on Jalan Pasir Koja, Bandung. The victim claimed that the violence has occurred for seven months. The victim was allegedly flushed with hot cooking oil that burned her body. When asked for confirmation, the factory did not give statement to the media. Police are investigating.

ATM Burglar Arrested in Pasar Kemis, Tangerang

On Wednesday (April 30) at around 1730hrs Pasar Kemis Police arrested two suspects of an ATM burglary. Their modus was putting matchsticks inside the ATM which prevented users from insert- ing their cards. Suspects would then pretend to help the user. One victim became suspicious which made the suspects flee. They were pursued by police and resisted arrest. One suspect was shot by the officers and both were finally secured.

Theft in Camera Store in Padang, West Sumatra

On Tuesday (April 1) 4 unknown people committed theft at a camera store Fujiyama in Padang, West Sumatra. The perpetrators entered and forced open the door and successfully made off with several cameras, 50 grams of gold, and cash which was deposited in a safe.

Theft in Pare-pare, South Sulawesi

On Monday (April 7) at around 2030hrs the house of a Councilor in Pare-Pare, was robbed. Thieves entered the residence on Jl Athletics in Pare-Pare damaging the door with a crowbar. The perpetrators escaped with cash to the value of 15 million Rupiah and a number of electronic goods.

Burglary of Gold Store in Bengkalis, Riau

On Wednesday (April 9) thieves broke into the London Gold Store in Pasar Kota Duri, Bengkalis, Riau during the night. The shop owner realized at opening time in the morning that the shop had been burglarized found that missing were three kilograms of gold and some cash. The loss was estimated around 1.6 billion Rupiah.

Theft in Pinrang, South Sulawesi

On Wednesday (April 16) an unknown person broke into the car of a resident who was in the parking lot at a restaurant on Jalan Gatot Subroto, Pinrang, South Sulawesi. The perpetrator made off with 54 million Rupiah and gold weighing 10 kg.

ATM Robberies in Pekanbaru, Riau

On Monday (April 21) a group of unidentified persons broke into two BRI ATM at two different locations, at Alfamart Minimarket on Jl Satria No 1A 27 Kel Rejosari Kecamatan Tenayan Raya and on Jl Rambutan, Kec Marpoyan Damai. The perpetrators disassembled the ATM machine with welding equipment.

ATM Robbery Attempt in Baubau, Southeast Sulawesi

On Tuesday (April 22) at around 0300hrs a Bank Muamalat ATM in Baubau, Southeast Sulawesi located in a shopping complex was damaged by robbers. The robbers used a pick up car to pull the ATM from its place. When it was pulled, suddenly a loud noise was heard by nearby residents. The robbers ran away at the same time and failed to take the ATM.

Attempted ATM Robbery in Pekanbaru

On Thursday (April 24) at around 0400hrs a group of thieves damaged a BCA ATM machine on Jl Hangtuah, Kecamatan Tenayan Raya, Pekanbaru. The theft was disrupted by officers who were on patrol near the location. The perpetrators fled using a car toward Jl Sudirman, Pekanbaru.

Rain and Strong Wind in in Sukoharjo, Central Java

On Tuesday (April 1) rain and strong winds struck in Sukoharjo, Central Java, in Dukuh Brangkal, Kecamatan Nguter, Kecamatan Bendosari, dan Desa Begajah, Sukoharjo Kota. Rain and strong winds also resulted in damage to several houses and fallen trees. One resident was injured by a falling tree due to this incident.

Flash Flood in Musi Banyuasin,

On Tuesday (April 1) flash floods hit two villages, in Pali and Musi Banyuasin, South Sumatra. Floods also submerged hundreds of houses in Sungai Dua Village, Kabupaten Musi Banyuasin and Talang Akar Village, Kabupaten Palidengan. As a result one resident was presumed dead, and swept away in this incident.

Fire in Jl Veteran Utara, Makassar

On Wednesday (April 2) at around 1930hrs a fire occurred at a resident’s house on Jl Veteran Utara lorong 98 nomor 3 Makassar. Several fire trucks were deployed to extinguish the fire at the location. There were no report of the injuries in this fire.

Fire at Warehouse Pharmacy in Jambi

On Wednesday (April 2) a fire struck a pharmaceutical warehouse at the Regional General Hospital (RSUD) Raden Mattaher Jambi. About six firetrucks were deployed to extinguish the fire. Allegedly the fire was caused by an electric short circuit in the pharmaceutical warehouse. As a result of the fire several medicines, infusions, nitrogen tubes, stationery and office supplies were burned.

Landslide in Cross-County Road Kampar Riau Regency

On Friday (April 4) heavy rains in Kampar caused the Cross-County Road in Kampar Riau Regen- cy, West Sumatera to be buried by landslide. The buried site was located in Desa Maringin, Kuok, at KM 80 on Cross-County Road to West Sumatera. Traffic around the site was paralyzed, but has now been diverted through village roads. The PU Kampar Team and Riau Government are clear- ing the landslide using heavy equipment. There were no reports of casualties.

On Monday (April 7) at around 1530hrs a landslide occurred in Sedong Village, RT 4/4, Karangmulya Village, District Jamanis, Tasikmalaya, due to heavy rain in the area. As a result a woman and her baby were killed by the landslide. The clearing process was conducted by the military, police, and local people.

Landslide in North Kolaka, Southeast Sulawesi

On Tuesday (8 April) heavy rain flooded the Pohu Village area, District Wind Chain, North Kolaka, Southeast Sulawesi, causing dozens of vehicles to be stranded and then buried by landslide across the trans-Sulawesi lane road in Kolaka shaft, toward North Kolaka. The Public Works De- partment was undertaking steps to open up the closed road.

On Tuesday (April 8) at around 1400hrs a fire occurred due to an electrical short-circuit at a house in IKIP complex RT 008/14 Rawamangun, Pulogadung, East Jakarta. On Friday (April 11) at around 0230hrs fire stuck the Regent’s Office of Indragiri Hilir, Riau. Several fire trucks and cars belonging to PDAM were deployed to extinguish the fire and the fire was extinguished at around 0500hrs. The cause of the fire is under investigation by the police.

Fire in Otto Iskandar Dinata, East Jakarta

On Friday (April 11) at around 1730hra fire struck the National Movie Production Building (PFN) on Jl. Otto Iskandar Dinata (Otista) Raya No.125 East Jakarta. Ten fire trucks were deployed to extin- guish the fire. The fire occurred when welding sparks ignited a pile of trash. The incident caused heavy traffic congestion.

Heavy Winds in Tasikmalaya, West Java

On Sunday (April 13) at around 1600hrs rain with heavy winds in Tasikmalaya caused at least 25 homes in Margalaksana and Serang, Salawu, Tasikmalaya to be heavily damaged after being hit by a collapsed tree. There were no casualties in that incident. However the area was in darkness dark due to broken electricity wires.

Landslide in Polimak, Jayapura

On Saturday (12 April) Heavy rains flooded the city of Jayapura early morning until noon, causing five houses in Polimak, Jayapura to be hit by a landslide. Heavy rain also made a number of main roads in Jayapura inundated with a depth of 30 centimeters. As a result the Samratulangi was forced to close because of the rock and soil materials. There were no reports of casualties.

Landslide in Sumedang, West Java

On Sunday (April 13) at around 1225hrs a landslide occurred on Jalan Legok Jengkol, Sukahayu, Rancakalong, West Java. The land slide from a 10 meter cliff hit a passing car. The driver was injured and a passenger killed while another passenger has not been found. Police helped with residents are still evacuating the victim and clearing the mud.

Fire at Plastic Factory in West Jakarta

On Monday (April 14) at around 1035hrs fire struck a plastic factory at Tegal Alur, Kamal, West Jakarta. About 23 fire trucks were deployed to extinguish the fire.

11 College Students swept away by Flash Flood in Garut, West Java

On Monday (April 14) at around 1600hrs residents around Cikandang River in Karangsari, Pakenjeng, Garut, West Java, reported there were eleven people who were suspected to be stu- dents from Diponogoro University were swept away by a flash flood during rafting. Five students were found, two survived, two died, one is in critical state and one is still missing. The flood also caused the rice fields in Cigebang, Koang, and Palangsing, Karangsari, Pakenjeng to be flooded and there will certainly be crop failures.

High Winds in Bone, South Sulawesi

On Monday (April 14) high winds struck two villages in Bajoe and Tibojong, Taneteriattan Timur District, South Sulawesi. Dozens of resident’s houses were destroyed due to heavy rain and strong

Heavy rain that occurred since Monday (14 April) resulted in damage to a house and a bridge. According to a resident, the water level had reached two meters. There are no reports of injuries.

Fire in Tawang, Tasikmalaya

On Wednesday (April 16) at around 0200hrs a fire struck Pancasila traditional market, Tawang, Tasikmalaya. Around six fire trucks were deployed to extinguish the fire. As a result, around more than 25 kiosks burned on Block B. The fire was allegedly due to an electrical short-circuit and spread to other kiosks. There were no reports of casualties.

Flood in Jayapura, Papua

On Wednesday (April 16) at around 0500hrs, rain poured in several areas in Jayapura, Papua flooding them. The business district in Kotaraja was submerged and the water overflowed to the main road, which was a protocol road. The flood was caused by waste-filled sewage.

Man Struck By Lightning in Serang Panjang, Subang

On Tuesday (April 22) at around 1830hrs lightning struck a house in Kampung Cigebang Desa Talagasari, Serang Panjang, Subang. The lightning killed one person while two others suffered injuries. The victims were rushed to the nearest hospital for treatment.

Fire in East Kotawaringin, Central Borneo

On Monday (April 21) at around 0200hrs a fire struck Pasar Sejumput on Jalan DI Panjaitan, Sampit, East Kotawaringin, Central Borneo. Five people were killed, three of them had been evac- uated from the building debris, while two others are still buried. Nine home stores and a house were burned. A forensic team will investigate the site to identify the cause of the fire.

On Wednesday (April 23) at around 0700hrs fire struck a densely populated area on Jalan Swadarma Raya, Srengseng, South Jakarta. Around 26 fire trucks were deployed to extinguish the fire. There have been no reports of casualties.

On Wednesday (April 23) at around 0500hrs fire struck the Merdeka Bookstore on Jalan Yos Sudarso, Nonongan, Pasar Kliwon, Solo, Central Java. On Wednesday (April 23) at around 1800hrs a landslide occurred near an ice factory in Mrasih Village, Pacet, Mojokerto. The landslide was allegedly due to heavy rain which hit that area. One employee was buried by the landslide. Officers were clearing the landslide location and searching for the missing person.

On Friday (April 25) at around 0415hrs fire occurred in a stall in Blok III Third floor Pasar Senen. Around 30 fire trucks were deployed to extinguish the fire. About a thousand of stalls/kiosk was reported to have burned down.

Landslide in Pasaman, West Sumatera, Two People Killed

On Friday (April 25) a landslide occurred at Bukit Panjuik Kampung Landai, Jorong Ladang Panjang, Tigo Nagari, Pasaman, West Sumatera. Three people were buried by the landslide. The National Search and Rescue Agency (Basarnas), BPBD Pasaman, TNI Members, Police and local residents evacuated the area and searched for remaining victims.

Hundreds of houses were submerged by the flood. According to a resident the water level reached a depth of 30-75 cm.

On Monday (April 28) at around 1315hrs fire struck the BRI Building on Jalan Basuki Rahmat, Surabaya. The fire was allegedly caused by an electrical short-circuit on the 17th floor of the building. Five fire trucks were deployed to extinguish the fire. As a result of this incident, traffic congestion occurred on Jalan Basuki Rahmat, Surabaya.

Train Derailed by Landslide in Tasikmalaya, West Java

On Friday (April 4) at around 1830hrs the Malabar Railway Line Bandung - Malang collapsed at Kampung Terung, Mekarsari on the border of Ciawi and Kadipaten, Tasikmalaya due to a land- slide. Three carriages fell off the cliff killing three people and injuring thirty five. The evacuation was carried out by volunteers, TNI, and Police.

TransJakarta Bus Burned in Manggarai, East Jakarta

On Tuesday (8 April) at around 1300hrs a TransJakarta bus from Corridor IV, Pulogadung- Dukuh Atas, was burned in front of Pasar Rumput, Manggarai, East Jakarta. When passing on Jalan Sul- tan Agung, in front of the headquarters of the military POM TNI, the engine caught fire and burned the whole body of the bus. As a result, the traffic on road Jalan Sultan Agung of Manggarai direc- tion towards Kuningan was jammed.

Plane Crash in Sentani, Jayapura

On Wednesday (April 9) at around 0945hrs a small plane crashed to the ground in Sentani, Jayapura, Papua. The plane was chartered by election commission (KPUD) the Yahukimo which planned to go to Ninia district for election logistics. The plane failed to ascend then hit a bridge causing it to crash into the ground. Allegedly the plane was over capacity. As a result of this inci- dent the two pilots were killed and five people injured.

Fiber Motor Ship Sink in East Flores, East Southeast Nusa

On Friday (April 18), a ship, the "Nelayan Bhakti", sunk during Good Friday preparation in Selat Sempit Ujung Aro waters, Larantuka, East Flores, NTT. According to a government spokesperson, the preparation was conducted before Easter, which was Larantuka tradition. The ship sunk due to passenger overload and fierce sea currents. As a result of this incident, seven people were killed (three kids and four adults), 29 people were treated in East Flores Local Hospital and 17 people were allowed to go home. Four people still missing and SAR team joined with TNI, police, local government and residences were searching for the missing victims.

Aircraft Incident at Ngurah Rai Airport, Bali

On Friday (April 25) at around 1410hrs a Boeing 737 8FE, aircraft belonging to Australian Airline, Virgin Blue en route from Brisbane to Bali issued a report of a hijacking/attempted hijacking during flight. The flight landed safely at Ngurah Rai Airport (DPS) and was secured on the apron. According to the Airport Manager of Virgin Australia, investigation determined that the plane was not hijacked but an Australian citizen passenger, who was intoxicated, forced entry into the cockpit. The plane was isolated in the South Apron during the investigation. There were no injuries reported among the 139 passengers.

Drug Users Arrested in Makassar, South Sulawesi

On Tuesday (April 1) a drug user was arrested by City Police of Makassar in front of a Paotere Restaurant, at Jl Sabutung, Makassar, South Sulawesi. Officers seized evidence of 50 grams of methamphetamine from the perpetrator.

Possession of Drugs and Weapon Arrest in East Aceh

On Wednesday (April 2) two subjects possessing weapons and drugs were arrested by Police during a raid in front of the Police Station, East Peureulak, East Aceh. Officers seized an airsofgun and a sack of methamphetamine from the perpetrator’s car. From the development of this case, on Thursday (April 3) at around 0600hrs officers arrested a drug dealer in Mandat, East Aceh and seized nine packets of shabu.

On Thursday (March 3) a drug dealer was arrested by police at his home in Marpoyan Damai dis- trict, Pekanbaru. Officers seized eight packages of drugs stored inside children's toys. Drug Dealer Shot in Muara Sungkai, North Lampung

On Sunday (April 6) at around 1100hrs North Lampung Narcotics Agency raided a drug dealer's house who was a reporter in Negeri Ratu, Muara Sungkai, North Lampung. Police shot him in the leg when he was tried to escape. Police seized five crates of methamphetamine, a gun and five live bullets. The suspect was known as a dealer who has a network in North Lampung.

Drug Dealers Arrested in Teluk Gong, North Jakarta

On Thursday (April 10) the Police Narcotics Agency disrupted methamphetamine distribution by an international network at Permata Indah 2 Hotel, Teluk Gong, North Jakarta. Two Malaysian citi- zens were arrested and also two Indonesian citizens who were couriers and buyers. Police seized 4 kilograms of methamphetamine carried by the two Malaysian citizens from Hong Kong to Malay- sia and then to Indonesia on Cathay Pacific Airways.

Marijuana Dealer Arrested in Besitang, Langkat

On Friday (April 11) Police and Brimob forces arrested two couriers during a general sweep on Desa Halban main road, Besitang, Langkat. Police seized 53 kilograms of marijuana from Aceh that was to be distributed in Kota Binjai, North Sumatera. The suspect claimed that he was told to deliver the goods and was being paid. Police immediately arrested both suspects and investigate related to this case.

Drug Owner Arrested in Bangka Belitung

On Monday (April 14) a drug owner was arrested by police at his home on Jalan Damai Payak ubi, Gang Dayung, Toboali Bangka Selatan, Bangka Belitung. Police officers secured the suspect and several items as evidence including 2 large packages and 10 small packages of methamphetamine, stored by the suspect at the solar warehouse, next to the house of the suspect. Officers are still cross-examining the suspect.

Malaysian Citizens Arrested Carrying Methamphetamine in Riau

On Wednesday (April 16) police arrested two Malaysian citizens who were allegedly drug dealers in Riau. Police seized 1.5 kilograms of methamphetamine worth 2.5 billion Rupiah and a firearm from the suspects. According to the chief of Riau Police, the suspects were arrested after several investigations.

Marijuana Trees Found in Hotel, Ambon

On Tuesday (April 22) Maluku Police found dozens of marijuana plants in a hotel room in Ambon. The plants were found on fifth floor. The suspect had planted the marijuana using 13 large pots. There were 32 fertile stems. The suspect claimed that he had harvested twice from the trees in his hotel room. According to the investigation, the marijuana plants were for his own use

Drug Smuggling in Nunukan, North Borneo

On Tuesday (April 22) Sebatik Police, North Borneo seized one kilogram high quality metham- phetamine destined to be smuggled to Indonesia using a speed boat from the Nyamuk River to Tarakan. Police secured 20 packages of methamphetamine each containing 50 grams, totaling one kilogram worth approximately three billion Rupiah.

Marijuana Warehouse Raid in Bogor, West Java

On Wednesday (April 23) Satnarkoba Bandung Police raided a warehouse which was used for storage of hundreds of ograms of marijuana in the area of Bogor, West Java. Officers arrested two suspects including the owner of the warehouse and seized approximately 360 kg of marijuana. According to the perpetrator, the dried marijuana originated from Aceh and was ready for distribution in the region of West Java.

Drug Smuggling in Soekarno-Hatta International Airport

On Thursday (April 24) the National Narcotics Agency arrested a Kenya citizen on Arrival Terminal 2D Soekarno-Hatta International Airport. The woman who worked as a shoe merchant, attempted to smuggle 1,122 grams of methamphetamine to Indonesia hidden inside 94 capsules that she had swallowed. The suspect brought the goods by plane from Nairobi-Doha-Jakarta. She claimed that she was ordered by La, a Nigerian citizen. The goods were to be transferred at a hotel in South Jakarta.

Drug Smuggling in Penjaringan, North Jakarta

On Monday (April 28) police drug units arrested two men, Taiwan and China citizens at B06/37 Apartemen Laguna, Penjaringan, North Jakarta. The perpetrators were arrested for trying to smuggle 14 kilograms of methamphetamine to Indonesia, which was hidden in eight spare parts tubes.

Methamphetamine Store House Raided in Biak, Jakarta

On Wednesday (April 30) Police raided a home store used as a methamphetamine store house on Jl Biak in Roxy, Central Jakarta. From the home store not far from a police station, police seized 90 kilograms of crystal meth. Police also arrested a Hong Kong citizen with the initial LSC. Police are still investigating.

On Tuesday (April 1) port security officials managed to thwart the smuggling of 16 people, candidates for Indonesian Workers (TKI), illegally to Malaysia, in Bukit Siguntang passenger ship at Tenau. The workers came from several districts; from Kupang, South Timor Tengah (TTS), North Timor Tengah (TTU) and Belu district.

The Discovery of Grenade and Ammunition in Bogor, West Java

On Wednesday (April 2) it was reported, a resident found an active grenade, various types of bullets, gunpowder and two detonators in her rented room in Kampung Kebun Rumput RT 01/03 No. 56, Pasir Jambu Village, Sukaraja, Bogor Regency. Officers are investigating whether or not there is a connection with terrorism.

Suspected Bomb Found in Polling Station Banda Sakti, Lhokseumawe

On Wednesday (April 9) at around 0600hrs an unidentified object was found by a school security guard while he was cleaning the school yard which was used as an election voting site in Kutablang, Banda Sakti, Lhokseumawe, Aceh. He found a 50 centimeter box wrapped in a black plastic bag with dangled wires. The bag was taken by the bomb team to Camp 4 Brimob Jeulakat Lhokseumawe, and then rendered safe. The bag contained a watch and wood. There were no dangerous materials inside.

Pukat Ships From Thailand Detained in East Aceh Waters

On Thursday (April 10) TNI Members arrested five Pukat ships from Thailand, Bintang Laut IX, Kakap IV, Ikan IX, Bintang Laut VII and Kakap II, for using the Indonesian flag in the waters of East Aceh for alleged illegal fishing. Officers also arrested fifty-six crew members (ABK) who were nationals of Thailand and Myanmar. According to information they did not have official documents.

Suspected Bomb Found in Ujung Kamal Dock, East Java

On Tuesday (April 15) at around 0700hrs a backpack bag containing a suspected bomb was found at Ujung Kamal Dock. As a result of this discovery, Ujung Kamal Dock’s activities was discontinued. Police immediately sterilize the location to avoid undesirable things. However, after the examination, the object was not a bomb, but the bag which contained some clothing.

Suspicious Bags Found in Kampung Dalam Kediri, East Java

On Tuesday (April 15) a resident found three suspicious bags at the environment security post in Kampung Dalam Kediri, East Java. Police officers had been on guard at the location in anticipation of the suspicious object. But after the bomb squad came, as a precaution they blew up the bag. After doing an examination, the bags contained only clothes and a number of documents.

Grenade Discovery in Kalideres, West Jakarta

Illegal Cigarette Smuggling in Semarang, Central Java

On Sunday (April 20) at around 0030hrs Central Java Police disrupted the smuggling of hundreds of thousands packs of cigarettes which did not possess customs stamps. Officers stopped two trucks in front of Sukun gas station on Jalan Perintis Kemerdekaan, Semarang. Those illegal ciga- rettes were allegedly about to be transported out of Java, to Batam and Riau. According to the in- vestigation, the seized cigarettes were made by PT Sukses Jaya Abadi Sejahtera (SJAS) which operates in Tingkir, Semarang, and CV Sukses Jaya Utama (SJU) in Tengaran, Semarang. Police named the directors of those companies as suspects.

ENVIRONMENT & CLIMATE

The number of hotspots detected in the troubled Indonesian province of Riau fell to zero over the weekend after forest fires burned intermittently for some two months, officials said on Tuesday, as they announced plans to recall some 1,000 military personnel. The announcement was the first sign of hope since the forest fires re-emerged after a brief reprieve. More than 100 people and one company, National Sago Prima — a subsidiary of Sampoerna Agro, have been implicated. The fires and haze have cost the province some IDR 10 trillion (circa USD 890 million) in losses. The Riau Haze Disaster Mitigation Task Force expressed optimism that the forest and land fires would be under control by April 4. “The deadline of the 21-day emergency response operation under the control of the BNPB [National Disaster Mitigation Agency] can be met,” said task force spokesper- son Col. Bernard Robert in Pekanbaru.

The Jambi Environment Agency announced that the Batanghari River is contaminated with domes- tic waste and human faeces. Samples taken from 16 points were found to be contaminated with pollutants from medium to high levels of exposure. Tests also indicated the presence of E. coli bacteria, which can cause diarrheal diseases.

The Meteorology, Climatology and Geophysics Agency (BMKG) stated that the El Nino phenome- non is potentially occurring in Indonesia due to the heat that has been detected in Pacific Ocean. El Nino occurs due to an increase in the sea level temperature. It has caused changes in wind di- rection and rain intensity, meaning Indonesia will experience a drier season if El Nino occurs in the June to July period. It will lead to more droughts, crop failure and forest fires.

Eight illegal gold miners died as a result of a landslide on Pongkor mountain in Bogor, West Java on Thursday (Apr 3). They were reportedly not using safety equipment. Meanwhile, heavy rains that struck Pagaralam, South Sumatra, since Saturday (Apr 5) caused landslides that damaged dozens of houses in Dempo Makmur village, North Pagaralam sub-district. A spokesman for the South Sumatra Disaster Mitigation Agency (BPBD) said that the areas were prone to landslides as most of the forest in the area had been cleared to make way for tea plantations. On Saturday (Apr 4) the a state-of-emergency in Riau was lifted after fires and hotspots burned through forest and peat lands for weeks, sending air-quality in parts of the province into hazardous levels, grounding flights and closing schools. Riau Governor Annas Maamun declared a state of emergency on February 26. Police named 110 individuals and one company as suspects responsible for starting the fires. The fires, and the ensuing haze, have cost the province some IDR 10 trillion (circa USD 890 million).

in North Barito regency, Central Kalimantan after the Barito river overflowed on Wednesday (Apr 9). Floods also inundated houses in Musirawas regency, South Sumatra.

One person was killed and another is missing after a bus fell of a cliff in Sumedang, West Java after a landslide on Sunday (Apr 13). Heavy rain also caused a landslide in Tasikmalaya regency. Landslides buried five houses in Numbay sub-district after heavy rain in Jayapura, Papua on Fri- day (Apr 11) and Saturday (Apr 12). No fatalities were reported. The heavy rain also caused a river to burst its banks, flooding streets. Separately, a spokesman for state owned railway company PT KAI said on Sunday that 21 points along the southern Central Java railway line are prone to land- slides, mostly in Banyumas and Kebumen.

Police in Aceh arrested six people for killing three Sumatran elephants for their tusks. They seek seven other suspects.

The police intensified their investigation into haze by probing a number of companies in Bengkalis and Indragiri Hilir regencies. Police are handling 70 cases of forest and peatland fires and detained 116 suspects. Meanwhile, the Riau provincial administration is preparing for an extreme dry sea- son due to begin in May and last until the end of August.

A landslide attributed to heavy rain struck Bukit Panjuik in Pasaman regency, West Sumatra, on Thursday (Apr 24), burying three people. Meanwhile on Saturday (Apr 26) several houses in the Royal Sigura-gura residential area in Malang, East Java, were destroyed by a landslide and a car and motorcycle dragged into a 20-meter deep ravine. No casualties were reported.

The government has allocated IDR 2 trillion (circa USD 173.18 million) to maintain food security amid rising risks caused by the potential return of weather phenomenon El Niño this year. About half of these funds would be used to boost rice stockpiles from 400,000 tons to 1.7 million tons. The Meteorology, Climatology and Geophysics Agency (BMKG) announced a high possibility of El Niño arriving in Indonesia in June or July, which could cause extreme dry weather, crop failure and fires.

23 wild elephants breached the boundaries of Karang Ampar village in Central Aceh, on Monday (Apr 28), the second such incident after a dozen wild elephants invaded Karang Ampar and a neighbouring village. No injuries were reported. The animals caused damaged to at least two hec- tares of chilli fields and rice fields. Encroachments are now common in rural Indonesia.

A Dutch delegation visited Jakarta and Surabaya (East Java) from Saturday (Mar 30) to Friday (Apr 4) to realize bilateral projects on water management and port development. Dutch Infrastruc- ture and Environment Minister Schultz van Haegen was accompanied by 18 CEOs. The delegation and Indonesian officials will discuss a master plan for National Capital Integrated Coastal Devel- opment (NCICD) which is intended to protect Jakarta and make integrated coastal development possible. The delegation was also due to visit the vulnerable coastal protection site in Jakarta, Su- rabaya Port and the Meteorology, Climatology, and Geophysics Agency (BMKG). || Indonesia will continue to be major destination for foreign direct investment (FDI) from Japanese companies over the next five years, a Japanese agency has said. In addition to its large population of nearly 250 million people, Indonesia’s also offered competitive labour costs compared to its neighbouring countries, a spokesman at the Japan Bank for International Cooperation (JBIC), a Japanese public financial institution and export credit agency said. To achieve that goal, Indonesia should improve its infrastructure, a major complaint voiced by Japanese firms, to build a strong logistic system that would facilitate an easier flow of goods, he added.

The construc- tion of a 50 km toll road from Bawean to Solo would commence after land acquisition is completed by the end of this year.

A copper smelter venture between Indonesian miner Aneka Tambang (Antam) and Freeport McMoRan Copper & Gold Inc may not be ready before a ban on concentrate exports takes effect in 2017, the state-owned firm said. The two firms began studying the feasibility of a copper smelter project in January soon after Indonesia halted exports of unprocessed minerals and ruled that miners must refine metals domestically by 2017 as well as pay an escalating export tax that reaches 60% in 2016. || State-owned port operator PT Pelabuhan Indonesia II (Pelindo II), through its subsidiary, PT Car Terminal Indonesia, aims to make the country’s main gateway, Tanjung Priok Port, the world’s fifth largest car terminal by 2018. A spokesman said on Monday (Apr 7) the firm would develop Priok’s car terminal from the current 23 hectares to 62.5 hectares by 2018.

The Ministry of Energy and Mineral Resources has allocated funds from this year’s state budget to develop power plants that utilise renewable energy sources so households in isolated and border areas could finally have access to electricity. A spokesman said that the 133 locations for solar power plants would consist of 31 located in outer islands, 27 in border areas and 75 in isolated areas. The ministry on Monday (Apr 7) also inaugurated three of the 2013 renewable energy pow- er plant projects — Samalewa-Pangkajene Islands solar plant in South Sulawesi; West Tianyar solar plant in Karangasem, Bali; and a mini-hydro power plant in South Central Timor in East Nusa Tenggara.

The unit will be installed off Lampung, Sumatra. The FSRU is an offshore platform that receives liquefied natural gas and converts it back into its gaseous form. Such a facility is vital to transport and dis- tribute gas where supply is located far from demand, thus making investment in a pipeline network unfeasible. A spokesman also revealed that PGN has completed 90% of its planned 100-km pipe- line network as part of the Jakarta-based firm’s commitment to develop an integrated gas infra- structure in the province.

Kawasaki motor has opened a second assembly plant in Indonesia, boosting the outlook for the automotive industry in Southeast Asia’s biggest economy. The new factory in Cikarang in Bekasi, West Java, will have an annual production capacity of 150,000 motorcycles. Kawasaki already operates a factory in Pulogadung, East Jakarta that produces 100,000 units per year.

Construction of the Musi IV Bridge in Palembang, South Sumatra will commence in July and is expected to be completed by 2016. The 300m-long bridge will connect Jl. Perinis Kemerdekaan with Jl. Ahmad Yani in Palembang. Meanwhile, state run port operator PT Pelabuhan Indonesia III (Pelindo III) will begin trial operations at its IDR 3.4 trillion (circa USD 299 million) Teluk Lamong multipurpose terminal in East Java next month. Teluk Lamong was built to support East Java's hub, Tanjung Perak, which has seen increasing traffic. Separately, state-run electricity firm PT PLN is set to collaborate with 30 investors from Japan to construct power plants equipped with Ultra Supercritical Coal (USC) technology in a bid to reduce coal consumption. Toll road operator PT Marga Sarana Jabar said on Tuesday (Apr 15) that the construction of sec- tion II A of Bogor Outer Ring Road in West Java will be ready for operation in May. || State owned electricity company PT PLN has teamed up with Chinese companies Technology Intern Shijia- zhuang Enric Gas Equipment Co. Ltd, Ocean Engineering Design & Research Institute of CIMC and PT Enviromate Technology International Cui Li to develop marine transport for compressed natural gas (CNG). The marine CNG transportation project, which will transport CNG from Gresik, East Java to Lombok, West Nusa Tenggara, via a CNG vessel, is the first project of its kind in the world.

State-owned mining firm PT Aneka Tambang (ANTAM) may commence construction of a ferro- nickel smelter later this year in East Halmahera, North Maluku. Work on the USD 1.6 billion smel- ter will begin sooner than expected due to a recent upward trend in global nickel prices.

Consumer prices may rise following the announcement that certain sectors may be paying up to two-thirds more for electricity. The government is to raise the tariff for exchange-listed companies in medium-scale industries by 38.9%. The tariff for large-scale industries will rise by 64.7% on May 1.

The government is to build more railway and seaport infrastructure in a bid to reduce the country’s dependence on roads and private transport. The plan is mentioned in the Transport Ministry’s me- dium-term roadmap to boost connectivity in Indonesia. The ministry will build new commuter lines and improve rail infrastructure in 14 cities. It also plans to improve seaport infrastructure to en- courage the shipping of goods by sea.

The Indonesian Parisadha Hindu Council (PHDI) Bali chapter has declared its support for the planned new airport in Buleleng regency in northern Bali. It stressed that the construction should pay careful attention to socio-religious concepts, and “sacred zones”. Two locations have been named: Sumberkima village in Gerokgak, west of Singaraja, and Kubutambahan village, east of Singaraja.

State-run toll-road operator PT Jasa Marga signed a memorandum of understanding (MoU) on Wednesday (Apr 23) with four Asian toll-road companies to speed up toll-road construction in In- donesia.

The government will go ahead with its plan to increase electricity tariffs by 8-13% every two months starting Thursday (May 1) until December despite opposition from industry.

Jakarta Governor Joko Widodo said that he would gradually remove the fuel subsidy should he be elected president. He underlined the importance for the next government to fully eliminate fuel subsidies in order to ease pressure on the state budget, taking a different standpoint to PDI-P which, during its 10-years in opposition has consistently opposed any move by the government to increase the price of subsided fuel.

Members of the House Defence commission have called on the government to install more military radar following reports that Malaysia Airlines MH 370 had passed through Indonesian air space undetected by Indonesian military radar, which covers only 70% of Indonesia’s territory.

The 2014 defence budget — IDR 83.4 trillion (circa USD 7.3 billion) — has been deemed too low at only 0.9% of gross domestic product (GDP), a researcher said. The current budget had to be increased to ensure effective defensive strategies. “It should be at least 2%, said Centre for Stra- tegic and International Studies (CSIS) researcher Alexandra Retno Wulan on Wednesday (Apr 2). In comparison, Alexandra said, the average military budget of other countries is 2.2% of GDP, and the average of NATO member countries is 2.5%. Singapore assigned 4% this year, she added. During the discussion, Rizal Sukma of CSIS said that Indonesia should reposition its space of en- gagement: “ASEAN is important, but it is not the only one.”

Indonesia’s military (TNI) is concerned that a rebalancing of power in the Asia-Pacific is driving an arms race in the region and that increasingly sensitive territorial disputes could trigger conflicts. Military commander Moeldoko’s comments are the latest from regional officials that suggest there are growing fears over China’s assertiveness and military modernisation. Moeldoko said the Indo- nesian military was constantly assessing the risk to the country’s oil- and gas-rich Natuna Islands close to an area of the South China Sea claimed by Beijing but insisted that Jakarta remained neu- tral in the conflicting claims over sovereignty in the region. China’s Foreign Ministry issued a statement on Wednesday (Apr 2) saying Beijing had no dispute with Jakarta over the Natuna Is- lands.

At least 100 protesters demanded the release of 76 political prisoners in Papua outside the Indo- nesian Embassy in London, UK, on Wednesday (Apr 2), in a peaceful rally organised by TAPOL, Survival International and Amnesty International UK. They called on Indonesia’s political parties and candidates to state their support for basic democratic rights in Papua ahead of this week’s legislative election. Similar rallies were held in Scotland, the Netherlands, Australia, New Zealand and also in Jayapura, Papua. The protesters, who represented each of the Papuan political pris- oners currently behind bars, were symbolically handcuffed and taped across the mouth to highlight the silencing of free speech in Indonesia's easternmost province.

Two Indonesian Air Force F-16 jet fighters forced a Swearingen SX300 aircraft (a US-registered monoplane) to land at Soewondo Air Force Base in Medan, North Sumatra on Thursday (Apr 10) after it entered Indonesian airspace without permission. A spokesman said that the pilot had said that he had been flying from Colombo in Sri Lanka, to Singapore and had apparently not been aware that he had entered Indonesian airspace. Other reports indicated that the plane had been flying from New Zealand and that bad weather had been a factor in its incursion into Indonesian airspace.

The military on Sunday (Apr 13) detained dozens of foreign nationals 113 miles offshore for fishing in waters off Aceh, after arresting 56 on Thursday (Apr 10). More than 60 fishermen, mostly from Myanmar, in four trawler boats were arrested in a joint operation by a team of 30 police and TNI personnel off Ujong Raja in West Aceh’s Kuala Bubon subdistrict. The trawlers had raised Indone- sian flags in a bid to avoid suspicion, but a search of the boats revealed that no-one on board spoke Indonesian or had correct documents. || The Bogor authorities’ plan to apply a zero- immigrant policy in the mountainous resort region of Puncak, a popular destination for asylum seekers and refugees in West Java, has no solid legal base, a researcher at New York-based Hu- man Rights Watch (HRW) said on Tuesday (Apr 15). He pointed out that if the Bogor administra- tion was to go ahead, Indonesia might violate human rights. According to the Bogor Immigration Office, 254 refugees are registered in Bogor regency.

Singaporean Defence Minister Ng Eng Hen said that the Singapore Armed Forces (SAF) will re- sume bilateral cooperation with the Indonesian Armed Forces (TNI) following an apology by TNI Commander-in-Chief General Moeldoko on Tuesday (Apr 15) for naming an Indonesian warship after two marines who carried out the 1965 bombing of MacDonald House in Singapore. Indone- sian legislators had said that he should not apologise as it would undermine Indonesia’s profile.

The Open Government Partnership (OGP) Asia-Pacific Regional Conference, attended by representatives of 54 countries, will be held on May 6 and 7 in Nusa Dua, Bali.

The Ministry of Defence expressed disappointment with Brazilian aerospace conglomerate Em- braer SA for a seven month delay in the delivery of four EMB 314 Super Tucano turboprop aircraft. Embraer was due to deliver the first batch of eight aircraft by August 2013 and the second in March 2015. The ministry signed a USD 284 million contract with Embraer in 2010 to build a squadron of Super Tucanos to replace the OV-10 Bronco aircraft, which have been in service since 1976.

The Indonesian Army is planning to transform its primary weapons defence system through in- creased collaboration with local universities and local military industries. Army chief of staff Gen. Budiman said that the plan, which will cover 2015 through to 2019, had been approved by the government and the House of Representatives. He said upgrading the weapons system was very important as the trend in battle and warfare was to rely more on higher-speed, more accurate and better-measured weaponry.

Hundreds of Chickens Infected With Bird Flu in Karanganyar, Central Java

On Wednesday (April 2) bird flu struck in Dusun Kendal Lor, Jatipuro Karanganyar, Central Java. Hundreds of chicken were found dead suddenly in various places. Officers from the Department of Animal Husbandry and Fisheries (Disnakan) Karanganyar conduct of field inspections and found hundreds of dead chickens positively infected with bird flu.

Fallen Tree in Ampera, South Jakarta

On Monday (April 7) at around 1515hrs a tree was uprooted by strong winds and rain on Jl Ampera Raya, South Jakarta. A a result a motorcyclist passing the location was injured and traffic congestion occurred due to this incident.

Man Killed by Electricity in Cilodong, Depok

On Sunday (April 13) a building worker was killed by electricity when installing the building electric- ity in Kp. Sidomukti, RT 1/17, No. 8, Sukamaju, Cilodong, Depok. The victim died on his way to the hospital with burn wounds all over his body.

Damage Bridge in Bengkayang, West Kalimantan, One Killed

On Sunday (April 13) at around 1500hrs the suspension bridge in Dusun Paum, Gersik, Jagoi Babang, Bengkayang collapsed due to the one of the steel slings breaking. At least 16 people who were crossing the bridge fell down and one person was killed when he was swept away by the river.

On Tuesday ( April 22) at around 1720hrs a billboard collapsed in front of Wisma BCA, Slipi, West Jakarta due to heavy rain. As a result of this incident, Jalan S Parman was closed, three cars, three motorcycles and 3 people were injured due to this incident which resulted in traffic congestion from the Grogol area towards Slipi.

On Thursday (April 24) bird flu struck in Dukuh Ngloru, RT 018, Patihan, Sidoharjo. Hundreds of chickens were found dead in that area. Officers from the Department of Animal Husbandry and Fisheries (Disnakan) Sragen conducted field inspections and the results confirmed the chickens were infected with the avian influenza virus.

Nine People Killed From Illegal Liquor in Karawang, West Java

On Saturday (April 26) nine Karawang residents died after drinking liquor mixed with energy drinks. The incident occurred in two different locations, Kota Baru Karawang and Griya Cikampek Housing. The victims were all men and died within two days, at different times.
