FEDERAL LAWS In addition to the ARPA Laws, an additional Federal law called "Abandoned Shipwreck Act of 1987" is in effect and is being enforced. This law gives the individual States control over historic shipwrecks lying within 3 miles of the Atlantic and Pacific Coasts and 10 miles off of the Gulf Coast. DISTANCE MEASUREMENTS NOTE: All distance measurements for sites are direct from point A to point B and are NOT road measurements. Distance measurements are taken from the center of one point to the center of the center of the other. Linear measurements are usually accurate to one tenth mile (1/10th mile) while Latitude and Longitude coordinates are accurate to one thousandth of one minute, which equates to approximately 30 feet, depending on the accuracy of your GPS. WHAT IS A GHOST TOWN? There have been many inquiries as to how we have determined what establishes the parameters for ghost town status. While the dictionary definition is not satisfactory for our usage, Mosquito Publishing has used the following: That a town or settlement was at one time a thriving and viable community. That it subsequently declined to the point that it was virtually abandoned or deserted. It was a rule of thumb that communities were established on good land. That being the case, even though the original town may have declined to ghost town status, as modern communities expand, they often cover the site of the previous settlement. This occurrence is happening more rapidly as our population expands. The site would still be considered as a ghost town site, even if covered by modern construction and no visible signs of the original town exists. Vesper Lacoa Corder Hydrogeology Research Center West Virginia Water Research Institute West Viriginia University Final Report, Project HRC-3 May 2006 Abstract An investigation was made of high-yield water resources of Morgan County, focusing specifically on the Helderberg-Tonoloway-Wills Creek limestone units. These plus the associated underlying Silurian clastic rocks are thought to constitute a groundwater flow system, here referred to as the Cacapon Mountain aquifer. It lies between sandstone aquitards of the Tuscarora and Oriskany formations and flanks both sides of the Cacapon Mountain Anticline. The purpose of the investigation is to characterize the eastern side of this potential high-yield aquifer and identify its hydrogeological elements that may be critical to its development. Objectives include physical and chemical inventory/characterization of springs >10 gpm; identification of aquifer boundaries; hydrogeological mapping; chemical sampling of selected springs; and flow/chemical monitoring of 3 groundwater discharges in different portions of the aquifer. Results include location of wells in and springs discharging from the aquifer in Cold Run Valley. The aquifer may be subdivided into four compartments of groundwater movement based on inferred directions of groundwater flow. The largest of these is the Sir Johns Run catchment, which collects groundwater discharge at a nearly linear rate and discharges to the Potomac. The other three compartments discharge to tributaries of Sleepy Creek via water gaps in Warm Springs Ridge. During measurements in fall 2004, discharge via Sir Johns Run near its mouth was 6.75 cfs, suggesting that aquifer-wide, in excess of 10 cfs may be available throughout the study area for additional development.

The State of West Virginia was cut off from Virginia during the civil war and was admitted to the Union on June 19, 1863. As orig­ inally constituted it consisted of 48 counties; subsequently, in 1866, it was enlarged by the addition -of two counties, Berkeley and Jeffer­ son, which were also detached from Virginia. The boundaries of the State are in the highest degree irregular. Starting at Potomac River at Harpers Ferry,' the line follows the south bank of the Potomac to the Fairfax Stone, which was set to mark the headwaters of the North Branch of Potomac River; from this stone the line runs due north to Mason and Dixon's line, i. e., the southern boundary of Pennsylvania; thence it follows this line west to the southwest corner of that State, in approximate latitude 39° 43i' and longitude 80° 31', and from that corner north along the western boundary of Pennsylvania until the line intersects Ohio River; from this point the boundary runs southwest down the Ohio, on the northwestern bank, to the mouth of Big Sandy River.

Included in this funding is $138.9 million in seaport infrastructure improvements and $325 million for aviation improvements. Stakeholder Outreach for the Investment Element Business Forum II: Plan Review took place April 2, 2014 in Orlando and included over 95 attendees! FDOT gained valuable feedback on draft chapters of the FMTP Investment Element, refinements needed to the prioritization process, and discussed the draft project list.

The immediate effects were almost all negative. During the early war years the canal failed to share in the general prosperity which came to the northern states. One reason for its failure to secure much of the increased trade was that it was not a through route to the transmontane west, thereby limiting its portion of the heavy east-west traffic.
