“The Negroes’ Temporary Farewell” JIM CROW AND THE EXCLUSION OF AFRICAN AMERICANS FROM CONGRESS, 1887–1929 On December 5, 1887, for the first time in almost two decades, Congress convened without an African-American Member. “All the men who stood up in awkward squads to be sworn in on Monday had white faces,” noted a correspondent for the Philadelphia Record of the Members who took the oath of office on the House Floor. “The negro is not only out of Congress, he is practically out of politics.”1 Though three black men served in the next Congress (51st, 1889–1891), the number of African Americans serving on Capitol Hill diminished significantly as the congressional focus on racial equality faded. Only five African Americans were elected to the House in the next decade: Henry Cheatham and George White of North Carolina, Thomas Miller and George Murray of South Carolina, and John M. Langston of Virginia. But despite their isolation, these men sought to represent the interests of all African Americans. Like their predecessors, they confronted violent and contested elections, difficulty procuring desirable committee assignments, and an inability to pass their legislative initiatives. Moreover, these black Members faced further impediments in the form of legalized segregation and disfranchisement, general disinterest in progressive racial legislation, and the increasing power of southern conservatives in Congress. John M. Langston took his seat in Congress after contesting the election results in his district. One of the first African Americans in the nation elected to public office, he was clerk of the Brownhelm (Ohio) Townshipn i 1855. -

Guided by the vision of presidents Theodore Roosevelt1 and William Taft,2 the US 1) began exerting greater political influence in North America and the Caribbean.3 2) completed the Panama Canal4—making it much faster and cheaper to ship its goods around the world. 3) entered its "Progressive Era" by a) passing anti-trust laws to Break up corporate monopolies, b) abolishing child labor in favor of federally-funded puBlic education, and c) initiating the first federal oversight of food and drug quality. 4) grew to 48 states coast-to-coast (1912). 5) ratified the 16th Amendment—estaBlishing a federal income tax (1913). In addition, by 1901, the Lucas brothers had developed a reliaBle process to extract crude oil from underground, which soon massively increased the worldwide supply of oil while significantly lowering its price. This turned the US into the leader of the new energy technology for the next 60 years, and opened the possibility for numerous new oil-reliant inventions. -

On Teaching the History of Nineteenth-Century Music
On Teaching the History of Nineteenth-Century Music Walter Frisch This essay is adapted from the author’s “Reflections on Teaching Nineteenth- Century Music,” in The Norton Guide to Teaching Music History, ed. C. Matthew Balensuela (New York: W. W Norton, 2019). The late author Ursula K. Le Guin once told an interviewer, “Don’t shove me into your pigeonhole, where I don’t fit, because I’m all over. My tentacles are coming out of the pigeonhole in all directions” (Wray 2018). If it could speak, nineteenth-century music might say the same ornery thing. We should listen—and resist forcing its composers, institutions, or works into rigid categories. At the same time, we have a responsibility to bring some order to what might seem an unmanageable segment of music history. For many instructors and students, all bets are off when it comes to the nineteenth century. There is no longer a clear consistency of musical “style.” Traditional generic boundaries get blurred, or sometimes erased. Berlioz calls his Roméo et Juliette a “dramatic symphony”; Chopin writes a Polonaise-Fantaisie. Smaller forms that had been marginal in earlier periods are elevated to unprecedented levels of sophistication by Schubert (lieder), Schumann (character pieces), and Liszt (etudes). Heightened national identity in many regions of the European continent resulted in musical characteristics which become more identifiable than any pan- geographic style in works by composers like Musorgsky or Smetana. At the college level, music of the nineteenth century is taught as part of music history surveys, music appreciation courses, or (more rarely these days) as a stand-alone course. -

The great British brain drain An analysis of migration to and from Newcastle March 2017 Introduction The economic performance of UK cities is increasingly dependent on the skills of their workforce. Cities across the UK face the challenge of both attracting and retaining high-skilled talent. The Great British Brain Drain investigates migration within the UK, specifically between cities.1 It finds that migrants tend to be younger and more highly-skilled than the population overall. Looking specifically at graduate migration, many university cities lose some of their graduates to London and this movement is especially strong for the highest performing graduates with 2.1 or 1st class degrees from Russell Group universities. Despite this, most university cities experience a ‘graduate gain’; they gain more graduates than they lose. This is because the majority of movements to and from cities consist of students moving to a new city for university, and then moving again for work, with over half of all graduates following this pattern. This briefing is a complementary piece of analysis to the main report, in which we look in detail at the nature of migration and graduate mobility to and from Newcastle. Firstly, it looks at overall migration patterns into and out of Newcastle. Secondly, it looks specifically at the movements of students and new graduates. Finally, it looks at the new graduate labour market in the city. Centre for Cities uses the Primary Urban Area (PUA) definition of cities. Conclusion 25 References 27 2 National Infrastructure Commission report | The impact of population change and demography on future infrastructure demand INTRODUCTION The National Infrastructure Commission has been tasked with putting together a National Infrastructure Assessment once a Parliament. This discussion paper, focused on population and demography, forms part of a series looking at the drivers of future infrastructure supply and demand in the UK. Its conclusions are designed to aid the Commission in putting together plausible scenarios out to 2050. The National Infrastructure Assessment will analyse the UK’s long-term economic infrastructure needs, outline a strategic vision over a 30-year time horizon and set out recommendations for how identified needs should begin to be met. It will cover transport, digital, energy, water and wastewater, flood risk and solid waste, assessing the infrastructure system as a whole. It will look across sectors, identifying and exploring the most important interdependencies. This raises significant forecasting challenges. The Assessment will consider a range of scenarios to help understand how the UK’s infrastructure requirements could change in response to different assumptions about the future. Scenarios are a widely-used approach to addressing uncertainty. -

Hull City Council Fair Funding Needs Review Consultation Response Hull City Council’s responses to the individual questions are attached at Annex A. The narrative below sets out the factors the Council sees as key to both the Needs and Resources elements of any system of Fair Funding for Local Government. In recent years the city has been very successful in drawing in additional investment into the City. Hull has experienced its highest ever levels of public and private sector investment, with developments totalling £1bn now being delivered in the city. The Council has invested in a £100m ‘destination Hull’ programme which has begun to transform city centre streets, public spaces and cultural venues, setting the stage for a spectacular cultural programme for the city’s year as City of Culture in 2017. The work will also ensure Hull secures a lasting legacy from its year in the spotlight in the shape of increased participation in the arts, a strengthened cultural economy and a regenerated and vibrant city. Specifically the Council is funding investment in the public realm within the City Centre, major refurbishment of the New Theatre and Ferens Art Gallery as well as a new conference/music venue However, despite this recent economic success, the city still faces economic and social challenges engrained through 30 years of economic ‘stagnation’ which present themselves through the city’s position in the Indices of Multiple Deprivation. Income levels, child poverty and health related challenges persist and those distanced from work, in the longer term, measured through Employment Support Allowance / Incapacity Benefit are at 9.5%, the highest on record. -

A TIMELINE OF BUCKS COUNTY HISTORY— 1600s-1900s 1600’s Before c. A.D. 1609 - The native peoples of the Delaware Valley, those who greet the first European explorers, traders and settlers, are the Lenni Lenape Indians. Lenni Lenape is a bit of a redundancy that can be translated as the “original people” or “common people.” Right: A prehistoric pot (reconstructed from fragments), dating 500 B.C.E. to A.D. 1100, found in a rockshelter in northern Bucks County. This clay vessel, likely intended for storage, was made by ancestors of the Lenape in the Delaware Valley. Mercer Museum Collection. 1609 - First Europeans encountered by the Lenape are the Dutch: Henry Hudson, an Englishman sailing under the Dutch flag, sailed up Delaware Bay. 1633 - English Captain Thomas Yong tries to probe the wilderness that will become known as Bucks County but only gets as far as the Falls of the Delaware River at today’s Morrisville. 1640 - Portions of lower Bucks County fall within the bounds of land purchased from the Lenape by the Swedes, and a handful of Swedish settlers begin building log houses and other structures in the region. 1664 - An island in the Delaware River, called Sankhickans, is the first documented grant of land to a European - Samuel Edsall - within the boundaries of Bucks County. 1668 - The first grant of land in Bucks County is made resulting in an actual settlement - to Peter Alrichs for two islands in the Delaware River. 1679 - Crewcorne, the first Bucks County village, is founded on the present day site of Morrisville. -

Tonight we’ll be listening to a few pieces of popular music from the early 20th century, including the 1900s, 1910s, and 1920s. Let’s begin! The first song you’ll hear is a good example of ragtime music. Ragtime was popular in the 1900s, and this song is the most famous example. It was written in 1902 by an African American man named Scott Joplin. The song is called The Entertainer and it is written for a solo piano. Here’s The Entertainer by Scott Joplin. *listen to “The Entertainer” The next song is by a very famous songwriter named Irving Berlin. He is perhaps the most prolific American songwriter of all time, which means he’s written more popular songs than any other American. This song was inspired by ragtime music and became a hit in 1911. The style is called blues. Blues began as music sung by slaves in the southern United States in the 1800’s and evolved to a sophisticated form of popular music. W.C. Over these two centuries there has been a change from a regime of high infant and child mortality, with a preponderance of acute and infectious diseases, to a new regime in which adult mortality predominates and chronic and degenerative diseases are the most common causes of death. Period life expectancy at birth in the mid-19th century was around 40 years for males and 42 years for females. These figures increased to around 45 and 50 years respectively by 1901. Life expectancy then rose dramatically until the mid- 1950s. Since then, life expectancy at birth has continued to increase but at a less rapid rate (see Fig 1). Life expectancy for males rose at a lower rate than for females during the 1950s and 1960s, with the difference between males and females rising to a high of 6.3 years in 1970. Since 1970, male expectation of life has been increasing faster than female and the differential has fallen to 4.4 years by 2003.
