PART 1 INTRODUCTION

1.0 DESCRIPTION OF THE PROJECT 1.1 FESCO Existing System 1. Faisalabad Electric Supply Company Ltd. (FESCO) is a Public Limited Utility Company, established in 1998 under Companies Ordinance 1984 as result of WAPDA restructuring and is responsible for distribution of Electric Power within its territorial jurisdiction and presently serving approximately 3.63 Million Customers (Domestic, Commercial, Agricultural, Industrial and others) in the Nine (08) districts of Province Punjab ( Faisalabad, Toba Tek Singh, Jhang , Chiniot , Bhakkar, , , & Mianwali). 1.2 Brief Detail of Project 2. The conditions of the power transmission system in Pakistan (FESCO too) are inadequate to meet rapidly growing demand for electrical power. This situation limits national development and economic growth. To cope with the power constraints, the existing power transmission infrastructure has to be improved, expanded and upgraded. System losses are to be reduced. The overall contribution of power infrastructure also requires institutional arrangements and capacity that support strategic management of the sector, and planning and management of investments. Overall the proposed Power Distribution Enhancement Investment Programme-Multi-Tranche Financing Facility (PDEMFF) has been designed to address both investment and institutional aspects in the electrical power sector. 3. The overarching objectives of “Power Distribution Enhancement Investment Program Tranche-2” are to increase the efficiency, reliability and quality of electric power supply. The project aims to achieve:- • Strengthening of electricity transmission network to reduces bottle necks and improves system reliability or quality. • Strengthening electricity distribution network to reduce losses and improvement in quality of supply. • To upgrade the existing power infrastructure.

• This will be achieved by extension/augmentation of existing grid stations, provision of capacitors, 11kv incoming/outgoing couplers, circuit barkers & other relevant electric equipment. 1.4-Scope of Work 5. In total span of loan period, 6 no existing grid stations are to be extended by addition of 20/26 MVA Power transformers & construction of bays, while 6 no. existing grid stations are to be augmented with 14 No 31.5/40 MVA Power Transformers. 6. Proposed Multi Financing Facility (MFF) Under ADB Loan 2727-Pak Tranch-2, has been designed to address both investment and institutional aspects in electric power sector. Development Objective will be fully achieved after the completion of the proposed sub-projects.

1.5 :- Present Status of Works 1.5.1:- Procurement Status 7. Electrical Equipment comprising of Power Transformer, Breakers, Insulators and others accessories required for extension/augmentation of existing Grid Stations, is divided into two (02) packages. 8. Package-1 includes procurement of Power Transformers (Lot-I & IV), Circuit Breakers & CTs (Lot-II) and Panels (Lot-III). Procurement proceeds of Lot I & Lot IV pertaining to procurement of 14 No 31.5/40 MVA Power Transformer (T/F) (Lot-I) and 06 No 20/26 MVA (T/F) remained under consideration with Honorable Lahore High Court. Stay order was finally VACATED ON 02-03-2015. Contract Agreement for Lot I & Lot IV has been signed with M/s Jiangsu-Huapeng Transformer China on 31-03-2015. Under the provisions of contract, 10 % advance payment has made. LC has been established. Technical Data of Power Transformers has been approved by Design NTDC. 9. Type Testing and Factory Acceptance Tests (FAT) has been carried out in China. Power Transformers has been shipped through a special ship which has been arrived at Karachi on December 28, 2016 and will be shifted at site in 1st week of January 2017. After arrival at sites, Power Transformers will be installed and commissioned accordingly. 10. Goods/materials i.e Circuit Breakers, Isolators and Panels under Lot II & Lot III respectively has been procured and received in Central Ware House for further allocation to works. 11. Package 2 consists of five (05) No lots of allied material which has been procured and delivered to FESCO Central Ware House Faisalabad.

1.5.2 :- Civil Works 12. As works are to be carried out within walled boundary of Existing Grid Stations, no Land Acquisition is involved. Hence no Land Acquisition & Resettlement Plan (LARP) & Land Acquisition & Resettlement Framework (LARF) is required.

13. Civil works for extension /augmentation of existing grid stations had limited scope i.e. addition of bay for transformer installations and extension of control room (if

required). Proposed civil works under Tranche-II are bifurcated in to four (04) lots and has been completed since last year. Scope and status of Civil works is as under: STATUS OF CIVIL WORKS

On completion of civil works, equipment procured under ADB proceeds will be installed and commissioning will be implemented on procurement of Power Transformers.

1.6. Changes in Project Organization

1.6.1 Project Management Unit (PMU) FESCO

14. To effectively plan, execute and monitor the Power Distribution Enhancement Investment Program (Tranche-2), a Project Management Unit (PMU) has been established under Chief Engineer (Development) comprising of five sections i.e. (i) Planning, Scheduling & Coordination (PS&C),(ii) Procurement, (iii) Project Financing (PF), (iv) Grid System Construction (GSC) and (v) Environment & Social Safeguard (E&SS). 1.6.2:- Transfer/Posting of Key Staff

15. Since last bi-annual environmental report for the period of January 2015 to June 2015, following are changes in Key Staff :- a. Mr. Muhammad Jahangir has taken over the charge of Chief Engineer Development PMU on 24-05-2016. However with the approval of BOD FESCO, Chief Engineer Development placed under General Manager Operation. b. On the retirement Mr. Baqar Ali Zaidi on 11–07-2016. Mr. Irfan Ahmad has taken over the charge of Director Procurement w.e.f 11-07-2016. c. Mr. Ali Raza is working as Director PS&C PMU since 23-02-2015. d. Mr. Muhammad Sharif Malik while working as Director Environment & Social Safeguard has been upgraded as Additional Chief Engineer E&SS (BPS-20) on 26-08-2016. e. Mr. Nazir Ahmad Project Accountant took the acting charge of Director Project Financing on 07-04-2015. 1.6.3 Environmental & Social Safeguard Cell

16. Muhammad Sharif Malik Additional Chief Engineer Environment & Social Safeguard supervised the activities of E&S Cell. Mr. Yasir Iftikhar while working as Assistant Director Environment in E&S Cell has been promoted as Senior Engineer and relieved from PMU on 11-8-2016. As such post of Assistant Manager Environment is vacant since 11-08-2016. 17. On the advice of ADB, BOD FESCO in its 131st /19th meeting held on 22-10-2014 has approved the appointment of Mr. Muhammad Saleem Sociologist having 26 year experience in social sector. Mr. Muhammad Saleem was engaged as Social Safeguard Expert on 6 months contract basis, vide o/o No 16529/A- 13 /E&S dated 01-01-2015. However Mr. Muhammad Saleem resigned from the

services of Social Safeguard Expert w.e.f 31-08-2015. As such post of Assistant Manager Environment is vacant since 01-09-2015. 18. For recruitment of Assistant Manager Environment & Assistant Manager Social Safeguard from market, FESCO has taken up the case with Ministry of Water & Power for granting NOC.

1.7 Relationship with Contractors ,Owner & Lender Etc 19. Contracts of Civil works are being administered by Grid System Construction (GSC) Directorate FESCO, through their coordination Environmental & Social Safeguard Cell maintains working relation with the contractors for effective implementation of EMMP. 20. Extension & Augmentation works are to be carried out within walled boundaries of existing grid stations. As such no land acquisition and resettlement is involved. Land Acquisition & Resettlement Plan (LARP) and Land Acquisition & Resettlement Framework (LARF) are not required. As such no direct public involvement is envisaged. However, public awareness and consultation campaign was lodged in December 2011& January 2012 for Tranche-2 which reveals positive gesture of public towards proposed work. A Due Diligence Report (DDR) for Tranche-II has been prepared & ADB accorded it approval/clearance.

PART II

2.0 ENVIRONMENTAL MONITORING

2.1 Proposed Works & Environment 21. Effects of proposed works on Community & Environments

• No Land Acquisition and Resettlement Plans (LARPs) are involved, as proposed works under Tranche-II are to be executed within walled boundary of existing Grid Stations. As such no one is displaced from his dwellings.

• Proposed areas of work are not environmentally sensitive. • The Forestry Act, 1927 empowers the government to declare certain areas as Reserve Forest. Binding of this law is not applicable to the subproject works due to : ∑ There is no reserved or protected area in the vicinity of the sub-project locations ∑ No wood is being use for fueling. ∑ No trees/ plants has been removed from the locations of existing grid stations because works are to be carried within existing semi paved yards. During Moon Soon Plantation campaign, lower statue tree are being planted. Budget provision exists in the allocations of funds of GSO.

∑ If some tree (within the boundary of existing Grid Station) , comes under outgoing feeders , only trimming is required as a routine practice. No Reserved or Protected Forests areas exist in the vicinity / proximity of existing Grid Stations.

• The Punjab Wildlife Protection Ordinance, 1972 empowers the government to declare certain areas reserved for the protection of wildlife and control activities within in these areas. It also provides protection to endangered species of wildlife. As no activities are planned in these areas, no provision of this law is applicable to the proposed subproject because no wetlands & estuaries near to existing Grid Stations.

• Proposed works have minimal effects on Water Quality, Ambient Air quality & Noise naissance.

• In view of modified nature of the habitats, there exists no environmental hot spot.

• Projects sites are not in flood plains • No blasting is carried out during project execution • No hospital & school are located within the vicinity of proposed existing grid stations • No soil erosion is expected during execution because works are to be carried out on nearly flat land. • Public Awareness & Consultation Campaign already launched, reveals the positive gesture of interviewed public. Even then public consultation, being the primary requirement, has been carried out and made part of IEE & Bi- Annual Reports 22. Since the establishment of Environment and Social Safeguard Cell in PMU on April 2011, following steps were taken toward strengthening Environmental evaluations/monitoring :- • Collection of literatures & review pertaining to job requirement • Reconnaissance survey of the locations of existing Grid Stations • Collection of relevant data for assessment of the project category • Social survey regarding acceptability of the project • Preparation of Initial Environmental Examination (IEE) & Environmental Management & Monitoring Plan. IEE Report has been prepared and sent to Environmental Protection Department (EPD) for according NOC. Representatives/Inspectors of District Environment Officers of relevant Districts had visited the sites and prepared Site Inspection Reports were sent to EPD for their consideration. Finely Environmental Protection Department (EPD) Lahore accorded the requisite approval vide Letter No.DD(EIA)/EPA/F-117(IEE)/2012/488 dated 13-08-2012. Compliance Report to the approval has been submitted to Director General, EPD Lahore vide letter No 11137-38 Dated 23-11-2012. Periodic Compliance Reports are being submitted to Environmental Protection Department (EPD) regularly. 2.2 Water Quality Monitoring 23. For Monitoring & comparison with Base Line Data already collected in December 2011 & June 2012, Ground Water Samples have been collected in January 2013 , July 2013 , June 2014, December 2014,& June 2015 from the locations of Existing Grid Stations included in Tranche-II Project :- a) Daud Khel District Mianwali b) Mianwali City c) Jauharabad District Khushab d) Jhang City e) New Nishatabad Faisalabad f) Jaranwala Faisalabad g) Kamalia Toba Tek Singh

Collected samples have been sent to NIBGE Environmental & Biotechnology Lab Jhang Road Faisalabad to perform the following tests :- I. Alkalinity II. Conductivity III. Hardness IV. pH V. TDS VI. Turbidity VII. Chromium VIII. PB ( Lead) IX. Total Coliform

25. Copies of Test Results of Base Line & Monitoring Data had been sent to ADB & Environmental Protection Department on regular basis. However comparison of National Environmental Quality Standards (NEQS) , Base line data & Monitoring Data of Ground water samples is placed at Annex-I. Comparison of Test Results reveals that there is no deterioration in Ground Water Quality due to execution of this project. 2.3 Ambient Air Quality Monitoring

26. Air sampling requires a special type of sampler. NIBGE has the requisite sampling device and expertise for collection of samples. FESCO has facilitated NIBGE to collect the ambient air samples in December 2011 & June 2012. For Monitoring purposes, samples of Ambient Air Quality were collected again from the same location in January 2013, July 2013 & June 2014. Copies of results of samples of Ambient Air Quality during monitoring are being sent to ADB separately. However comparison of National Environmental Quality Standards (NEQS) , Base line data & Monitoring Data of Ground water samples is placed at Annex-II. There is no deterioration in Air Quality due to this project.

2.4 Noise & Vibration

27. As per National Environmental Quality Standards , permissible noise level is upto 85 dBA when measured with a sound meter at a distance of 7.5 meters from the source. In Power Distribution Enhancement Investment Programme Tranch-II, source of noise emission be the Power Transformers. As per Technical Data of Power Transformer, maximum noise emission at any time during the useful life of Power Transformer is in the range of 70 to 80 dBA which is below than NEQS. Moreover Power Transformers are not installed yet. 28. Noise from vehicles and other powered mechanical equipment is intermittent. Use of Power Equipment is just once during unloading of Power Transformer and is being of temporary nature. Maintenance Vehicle can come only on requirement basis. As such there is no noise threat at the locations of Existing Grid Station where extension/augmentation works are being carried out under ADB Loan 2727-Pak Tranch-2. 29. Based on professional experience background day time noise levels are probably well below 55dBA.DISCOs have carried out noise level measurements at various sub stations and transmission line locations within the system .These analyses showed that Leq values much below the 85 dBA limit prescribed under the NEQs established by the EPA or the 75 dBA used by DISCOs/NTDC/PEPCO in the equipment specifications . Typical values were : average 46.21 dBA ; high 63.14 dBA ; and low 34.35 dBA . 30. No blasting is to be encountered during Tranche-2 Works.

2.5 Flora & fauna Monitoring

31. Major parts of the original habitats have been modified into new habitats primarily as a results of extensive cultivation and expanding urban center as well as rural settlements. There is no wetland in the project area . No Protected Areas exists within the project premises. No Flora & Fauna was disturbed due to execution of this project.

3.0 ENVIRONMENTAL MANAGEMENTS

ENVIRONMENTAL MANAGEMENTS

32. Environmental Management & Monitoring Plan (EMMP) has been prepared with the consultation of Implementing Agency i.e. Grid System Construction Directorate (GSC) who keep track of its implementation. Moreover EMMP is made a part of IEE Report, submitted to Environmental Protection Department (EPD) for its approval. Upon approval from EPD, IEE Report including EMMP is placed on FESCO Web Site. As per ADB disclosure policy, EMMP has been sent to Grid System Operation (GSO) for placement d at prominent location of Grid Stations and in the offices of concerned Sub Divisional Officer Operations. During external monitoring of M/s SMEC, EMP and test results were checked at Grid Station sites. 33. Civil works for extension /augmentation of existing grid stations has limited scope i.e. addition of bay for transformer installations and extension of control room (if required). As already discussed , all requisite Civil works has been completed since last year. . 34. During execution of Civil works, Environmental Management & Monitoring Plan (EMMP) were followed in true spirits. During external Environmental Monitoring, M/S SMEC has also confirmed that EMMP were followed . As the proposed works under Tranche-II are of Augmentation & Extension in nature for which petty civil works are involved. Visit of Environmental Auditor of Hagelr & Baily Islamabad (ADB appointed) was conducted on all sites of existing grid stations of Tranche-II from May 19, 2014 to May 23, 2014. 3.1 Site Inspections 35. Since the establishment of Environment & Safeguard Cell PMU in April 2011, emphases during site visits are made to collect correct information , analyze them and report accordingly. During these site visits, NEQS sampling is made for comparison with National Environmental Quality Standards. Public awareness regarding acceptability of Tranche-II works is vital part of these site inspections. At least two visits are carried out each location of work. 36. No non-compliance notice is received during the site visits.

3.2 FIELD SURVEYS 3.2.1 Purpose 37. Field Surveys have been conducted to:-

• Conduct environmental and social assessments in confirmatory to EMP. • Initial screening of indigenous and vulnerable people. • Project resettlement categorization. • Collection of Samples for NEQS testing ( Groundwater & Ambient Air Quality )

3.2.2 -Visited Project Sites 38. E&SS has conducted visits to the following project sites for social awareness campaign and collection of water samples for establishment of base line data :-

3.3 -Findings/ Observations 39. Findings/Observations noted during site visits are as detailed below:- • Sub Project works are to be carried out within walled boundary of existing grid stations • There are no potential significant adverse environmental and social impacts associated with the subproject. • No environmental impacts, disruption, contamination of surroundings water bodies were noticed due to construction subprojects under Tranche-II. • No potential damages to water channel, land, construction nuisance/ noise/ air/ waste water pollution were noticed in the project area. • No damages to R.O.W occurred during construction activities. • During public consultation awareness campaign none registered any outright opposition to subproject
