Championship Information Bulletin pre-BH_Ref. 1_MSAF March 28 th 2015 1 WELCOME to the inaugural MSA Formula season! Information Bulletins like these will distribute essential official, technical or sporting information about our Championship. Should there be any regulatory changes through the season, then they will be distributed by the BRSCC and approved by the MSA and will be considered as supplementary to the Championship Regulations. These Information Bulletins from myself are also available on the Championship website in the ’Teams Area’ (drop down box under ‘News’ heading).

2 Team Entrant. All teams are required to hold an Entrant Licence. It entitles the team to represent driver/s and be responsible for all team personnel, competition cars and the action of the driver within that car. MSA Regulations H1.3, H32, H33.1.1 apply.

Team Entrants are also required to hold BRSCC Membership, and cards must be shown at Race Sign-on.

3 Entrants must also sign-on and submit licence at the beginning of each race meeting. They do not need to pay an additional Entry Fee since this is paid by the driver.

4 BRSCC Membership. All race/Entrant licence holders must have membership of the BRSCC – this includes all teams. Some teams may not be aware of this. They can then be covered by MSA PL insurance (see MSA Blue Book pages 393-398). Cost £135 (new drivers = £150). This MUST be bought in advance before the first race the driver enters. 5 Testing. Championship teams and drivers are not permitted to test on tracks which are included in the Championship calendar except for Silverstone and Rockingham, from 5 th April 2015 until after the final race of the season. Once we have raced at a track, the ban is lifted (NB is restricted all season, since we use it at the final event).

6 Prizes . £30,000 award fund from MSA Formula will be distributed across all races to Registered Drivers as below:

Race 1 - £500 Rookie winner of race 1 Race 1 - £500 most improved grid position to finishing position in race 1 Race 2 - £1,000 overall winner of race 2 Race 3 - £1,000 overall winner of race 3

Prize money will be paid to the party who pays the Entry Fee, who must ensure this is received by the driver.

7 Control Fuel must be ordered pre-race weekend. Cost is £2.16 plus VAT per litre, fixed price for the season. This is the equivalent of £54 per 25 litre can excluding 20% VAT.

Fuel is Hiperflo 300, from the Petrochem Carless Limited refinery. Team managers will be given a memory stick with the safety data sheet for Hiperflo 300, and a season list of dates for ordering. Pre-ordered fuel will be delivered direct to the Teams in paddock prior to the start of race weekends/official test days.

www.msaformula.com Empty Carless fuel cans must be left neatly at the wooden-fenced waste-oil sites when you leave. Please ensure that all waste oil is placed in the containers provided by the circuit and not put into empty Carless fuel cans (along with any other substances) as these incur high costs to recycle and the costs will be passed on to all teams. If any empty fuel cans are filled with water and used as awning weights, all fuel labels must be removed, and the can clearly decorated to show it does not contain fuel.

8 Tyres must be pre-ordered direct from Dan Jeffs, Mr Tyre (Motorsport) Ltd; tel 0121 551 2131. They will bring them to the event or arrange delivery to you. All wheels must be clean of dirt and weights before Hankook will work on them. Wheels must be received by midday of Friday test day. (i.e. teams require spare wheels). Payment at order please. Hankook will be on site until 17:15 Sunday. They will also attend the Thruxton test, 3-days later.

9 Ford Flags. These are given to all teams. Teams to provide flag poles; top to be 6m from the ground. All flags to be flying through every event from Thursday to Sunday please, other than testing at and Thruxton, or in high winds. Country flags may also be flown.

10 Circuit power. All circuits this season will have power available to teams at a cost of £350 per event . This is free to all teams displaying flags.

11 RACEceivers . Clerk of the Course David Pierre will have direct one-way radio contact to team managers and drivers during our circuit activity. These will be via small RACEceiver scanners with ear pieces. This system has proven extremely useful in transmitting instant vital communication to all parties at once. They are mandatory for all drivers. Contact Penny if you have not yet bought a set (£150).

12 Paddock transport . No road cars allowed in paddock at TOCA Race Meetings and test days. No 2- wheeled vehicles—including bicycles, mopeds, scooters. These events are too crowded to allow these to be used. Spectators also may not use bicycles. Quad bikes may only be used to tow tyres/Pit equipment, and can take passengers on fitted seating only.

13 Passes . Each registered driver is entitled to 4 VIP passes and 4 Pit Lane passes (total 8 personnel passes). Team Managers receive these and they are to be shared between essential personnel. Additional tickets may be bought at discount in advance from each circuit (venue websites sell them until the Tuesday before each event). Pit Lane passes allow access during our track activity only.

Team trucks received vehicle passes from MSO (the parking up team) at the Rockingham test day. These must be displayed on the windscreen of the cab, and are not transferrable. All passes have a serial number recorded to the racing driver. Any pass abuse may result in withdrawal of passes for that driver/a fine/removal from venue.

14 TSL Team Drive. Take advantage of live timing sent directly to your mobile or pc, anywhere in the world. Please send Penny the email details of your data analyst. They will then be sent an invitation from TSL to join TeamDrive. It is much easier to set this up when not at the race event.

15 Driver Medical Form. All drivers should have completed a form for the TOCA doctor and either sent direct to him, or to Penny. Please advise if this has not been completed.

16 Mobile Reception and Internet are bad at BTCC events. Please advise your frequency if you use paddock team radios. I need to submit them to Donington Park air traffic control. www.msaformula.com 17 Rounds 1,2 and 3 Brands Hatch Indy Circuit. 2-5 April.

We will be parked in the lower paddock by Hailwoods Restaurant, with power and water from 06:00 Friday.

17.2 Vehicle Access / Car Parking:

To help ease paddock congestion on all Parking Up days (Thursday and Friday, as detailed in the timetable above) ALL vehicles must enter the circuit via the main gate (off the A20) and NOT the Scratchers Lane gate. Any vehicles that do not have Paddock passes will be shown into the Yellow Car Park at that point. Security will be in place at the main entrance to help with directions.

Any abuse shown towards the vehicle pass system and/or security will not be tolerated and will result in the passes being withdrawn. Any vehicle found in unauthorised area will be removed without further warning. www.msaformula.com 17.2.1 Competitors Car Park / Vehicle Pass Holder entry into circuit on Saturday / Sunday:

To help traffic flow on the access roads to Brands Hatch on Saturday / Sunday, all vehicles with TOCA vehicle passes should approach the Scratchers Lane entrance and turn either into the Competitors Car Park (Upper Triangle), which is opposite the Scratchers Lane entrance, or the circuit (paddock-labelled vehicles only).

On Sunday, race-traffic specific road signs will be in place on the approach to the circuit and at the Competitors Car Park entrance.

All private cars, crew buses, vans etc. should be parked in Upper Triangle. No cars unless vital to the running of the meeting will be permitted access to the paddocks. This is controlled by MSO, but ask Penny in advance if you have a request.

17.3 All TOCA Permanent Passes:

A reminder for the start of the season; At all circuits (except Brands Hatch) TOCA permanent passes will be checked and marked by circuit security on Saturday and Sunday. Please make sure you have the passes readily available to make this process run as smoothly and efficiently as possible (i.e. around your neck, or even in your hand ready to pass over to the security person, but NOT in a bag or in the boot of your car!). Please also be patient with the security personnel at the gates if queues form, they are only doing their job!

At Brands Hatch, security will scan the barcodes on the passes on entry to the circuit on Saturday and Sunday. Should a pass holder wish to exit the circuit and return on the same day, the barcode must be scanned again on exit. However, the system will reset overnight so pass holders will not need to be scanned out if they do not need to regain access the same day.

Anyone with a BTCC/TOCA pass of any description who needs to leave the circuit on Saturday or Sunday and re-enter on the same day must make sure they see a security guard to have their pass scanned on the way out. Please ensure all team members and guests with permanent passes understand this.

Note that each pass has a value of £350, but may not be replaced if lost. Police incident numbers must be submitted if a pass is stolen. Passes cannot be purchased, and are supplied as the allocated entry for each driver.

17.4 Ticket Collection Point:

There will be a ticket collection kiosk at the main entrance on Saturday and Sunday, open from gate opening until Midday. Any teams wishing to leave passes/tickets for collection must give them to Penny Mattocks prior to 14:00 on Friday, April 3 . None will be accepted after this time - the circuit will not accept items from individuals at the kiosk. All passes/tickets must be in sealed envelopes clearly marked with the recipient's name on the front and a team contact name and mobile number on the back.

17.5 Paddock Vehicles:

A reminder: All two-wheeled transport is banned from the paddocks (all season) – and this includes bicycles and Segways ! These create hazards in the very busy paddock areas. Anyone seen riding a bicycle or two- wheeled vehicle through the paddocks may have it confiscated until the end of the Championship Meeting.

No recreational use will be tolerated on any type of paddock vehicle, as stated in the Championship Regulations. Anyone who fails to observe this ruling will have their permanent pass withdrawn and the vehicle impounded until the end of the Championship Meeting. www.msaformula.com For the avoidance of doubt, paddock vehicles (i.e. quad bikes, scooters, flat-bed buggies) should only be used for carrying or towing equipment. All passengers must sit in fixed seating. This includes teams towing tyre trolleys.

It is an offence for any person to ride or drive any motor vehicle on the roads or other public areas under the control of the venue promoters unless they are covered by third party insurance. It is a condition of registration that such insurance is in place. A copy of the team insurance policy must be lodged with the Championship Co-ordinator before the first Event of the season.

Golf-buggy type vehicles that are used to ferry guests / team members are permitted provided they are driven by a person who holds a current UK road driver’s licence and are driven with due care and attention. At all times, pedestrians must be given the right of way. Buggy’s can be ordered for any of our meetings from MSO—who will deliver them after parking up. 17.6 Support Race Pack-Down:

Teams must leave a public display through Sunday until the start of the final Touring Car race. No tail lifts may be lowered until then. All vehicles must vacate the Support Race paddock before the end of Monday, April 6.

17.7 Live Television:

PLEASE NOTE: Due to the demands of the live ITV broadcast, the event timetable on Sunday is flexible to allow for any unforeseen circumstances on the day. Therefore start times, particularly for the BTCC races, may change at short notice and teams/competitors will be notified by event officials if/when that happens.

17.8 Support Race pit lane Entry / Exit and Re-Fuelling during testing :

Entry for Support Race pit lane equipment for the test day is via the roadway next to the GP paddock Parc Fermé area, although TOCA reserves the right to change that during the test day if necessary. Exit from the pit lane during the test day and Race Weekend is via the exit at the Race Control building that leads to the vehicle tunnel. Any re-fuelling required during the Friday test day should be carried out in the GP Parc Fermé area and teams are reminded to have fire extinguishers with them at all times during re-fuelling.

17.9 Pit Apron Allocation:

Pit apron allocation from Friday to Sunday. Advise Penny Mattocks if there is a Touring Car team that would benefit your team and we may be able to arrange you to park near them through the season—or advise preferred position. Otherwise please use these Pit Lane positions so you can be easily located. Friday Test Day. This will be in the Foyer of the Nigel Mansell Centre (Race Control) from 07:30. Drivers under-18 to attend with their guardian/parent, with signed and completed parental consent forms. Race licences only need be shown.

Saturday Race Meeting. This will be in the MSA Formula Race Centre in the Paddock at 07:30 for drivers, parent/guardians where required, and Team Managers. All driver and team entrant licences to be submitted with BRSCC membership cards. These will be retained until Sunday afternoon.

Drivers under-18 must be also signed on with their parent or guardian. Parental consent forms need to be pre- signed before they leave home, if any parent is not able to attend. Two forms needed for each weekend—one for testing, one for racing.

17.11 Driver Briefing. Saturday 08:00. MSA Formula Race Centre.

All drivers with Team Manager/guardian. This is mandatory, and vital all attend promptly and drivers sign in.

17.12 Championship Photos. 15:00. Friday. Official driver portraits for 2015 will be taken at the MSA Formula Race Centre. Copies of all photos this season are available to purchase from Jakob Ebrey - www.jakobebrey.com . They are normally available to view on his website within 24 hours. See also our Championship website and Facebook pages.

17.13 Autographs. Special session for our drivers outside the MSA Formula Race Centre on Sunday from 12:30-13:15. This will be very popular with spectators. All drivers please sign event programmes for motorsport fans. Bring thick marker pens with you and wear Championship race suits.

17.14 Race Procedure. All cars, with drivers to go promptly to Assembly Area when called. This is at the top of the paddock. When track is ready, race cars only to drive in convoy under the tunnel through to the GP Paddock, and enter track at the ambulance gate. Tyre trolleys may go before or after train of cars. Some team members may walk with batteries, in case cars stall in the tunnel.

For qualifying, cars to drive around track and into Pit Lane. For race, drive onto grid. Safety car will lead race cars out for the race.

17.15 After Race. Top 3 cars and top 3 Rookie drivers will be directed by marshals to the podium parc ferm é to the right after the pit lane entry. All other cars will go down the pit lane and be filtered to the Outer Paddock parc ferm é. NO PERSONNEL may enter either parc ferm é unless invited by the technical officials. After podium presentations, winning cars will be escorted to join competitors in the Outer parc ferm é.

After Sunday races it is likely that ITV4 interviews will take place in the winners parc ferm é, before podium presentations.

17.16 After Race 3 on Sunday. Please join us in the MSA Race Centre for the award presentations for the end of the weekend. All drivers with supporters, in race suit or paddock clothing. All drivers please.

17.17 Judicial cameras will be used on all cars, and drivers are responsible for the operation of these. Penalties may apply if footage is not available. Live ITV television footage may not shown anywhere until 8- days after the event. ITV footage can be made available outside the UK. Please ask Penny if you would like more details. Please check filming and footage restrictions, there are guidelines for use on the internet. www.msaformula.com 18 Important Notes for All Competitors:

18.1 Please note it is not permitted to drive any pins or stakes into the Paddock surface. A fine of £100 plus reinstatement costs may be levied by the circuit for each and every breach of this rule. A limited supply of concrete blocks are available from the circuit.

18.2 All drivers to be aware of the MSA circuit track limits – this WILL be closely monitored at Brands Hatch, and through the season at all events. MSV local testing penalties apply to all drivers on Friday test sessions – these include suspension of driver from track for repeated violation of wheels off track, regardless of driver inexperience. MSV testing regulations are included with this event information should you not know them.

18.3 Team data beacons must be removed at the end of each session, or they will be confiscated. Any obstruction to BTCC activity will not be tolerated.

18.4 Health & Safety checks will be carried out by officials during circuit build on Thursday—be vigilant, especially if you have new personnel that you are training. Use safety harnesses and safety equipment for team personnel. Use of domestic ladders in the paddocks is prohibited, and standing on truck roofs to attach awnings or other items without any protection from falling is not permitted. Through the event, all trailing cables must be secured against being a trip hazard. Hard covers over cables across road ways. Fuel must be kept in a safe designated area. Current fire extinguishers must be available (each race awning must have one 5kg extinguisher per car, in addition to the in-car extinguisher).

18.5 Teams to please send me scans of the following appropriate and in-date documentation: a) Risk Assessments for all team activities at race venue (include working at height, training, use of equipment). b) Fire Risk Assessment c) Flammability certification of truck awnings. d) Certification of equipment being used, where appropriate. Also tail lift LOLER certificate. e) Health and Safety Policy statement of the team f) Employees and Public Liability Insurance certificates I can send guidance notes for this if required. I include Site Safety rules for Brands Hatch with this information.

There is a lot to prepare for at the first race meeting of the season, but care at this point of the year will help make all subsequent meetings much easier. Do call me through this week and advise if there are problems with trucks, livery, timings, paperwork, transponders, technical—we will do our best to help. Do not leave it too late! All race licences and BRSCC membership cards must be current by now. If not, tell me.
