Williamsburg, VA, 23188 Pashtunistan: Pakistan’s Shifting Strategy? Pashtunistan: Pakistan’s Shifting Strategy? The Pashtun tribes have yearned for a “tribal homeland” in a manner much like the Kurds in Iraq, Turkey, and Iran. And as in those coun- tries, the creation of a new national entity would have a destabilizing impact on the countries from which territory would be drawn. In the case of Pashtunistan, the previous Afghan governments have used this desire for a national homeland as a political instrument against Pakistan. Here again, a border drawn by colonial authorities – the Durand Line – divided the world’s largest tribe, the Pashtuns, into two the complexity of separate nation-states, Afghanistan and Pakistan, where they compete with other ethnic groups for primacy. Afghanistan’s governments have not recog- nized the incorporation of many Pashtun areas into Pakistan, particularly Waziristan, and only Pakistan originally stood to lose territory through the creation of the new entity, Pashtunistan. This is the foundation of Pakistan’s policies toward Afghanistan and the reason Pakistan’s politicians and PASHTUNISTAN military developed a strategy intended to split the Pashtuns into opposing groups and have maintained this approach to the Pashtunistan problem for decades. Pakistan’s Pashtuns may be attempting to maneuver the whole country in an entirely new direction and in the process gain primacy within the country’s most powerful constituency, the military. -

INTRODUCTION I am very pleased to be able to make available the ACBAR Databasefor 1993. This is the sixth year that ACBAR hascompiled a report on NGO activities. This publication, which stretches to some 1200pages in total, has taken considerable time and effort toprepare. It provides a compilation of all the activities (projects) as reported by some 240 mainly Non -Governmental Organizations (NGOs) working forAfghanistan. Whilst the, majority of these agencies are Peshawar based, agency activities are also reported for those located in Islamabad, Quettaand inside Afghanistan. The information is as reported by agencies and ACBARhas no ability to confirm the information provided.However, I am confident that this publication provides as accurate a pictureas possible of activities related to Afghanistan and refugeesover the period to 1993. As a change from previous editions the mainpart of the report covers projects that are: completed, ongoing,discontinued or approved by donors. Proposed and surveyed projects, thathave not as yet been approved for funding by donors,are listed in the Appendix. Refugee programmes, for the first time,are presented in their own volume. There are different casts living in Minawli but the majority living people are consisting of Niazai tribe. This is one of the strong tribes of Pathans. Their culture and language differs a lot from other people. This is never discussed in dateils at any forum. One or two articles can be found in newspapers but not a detailed thesis or book is found on this topic. This is the reason; this topic was chosen for a research work. Although the history of Mianwali district is explored and worked for many times yet the cultural aspects remained in dark. A less worked area which is never been discussed, could bring a research material to the field of Pakistan Studies and cultural anthropology. It will encourage others to explore their culture which we are forgetting and merging with the western culture. This work highlights the cultural aspects of Niazai tribe specifically. The research style is followed by the steps taken in the Cultural Anthropology of Connard Phillip Kottak. Niazai people of Mianwali are very hospitable and respect its guests. But their language contains an element of satire so the habitants of that area are used to it and reply other person in a mocking manner. It is creates humor among them. -
