The purpose of the program was to provide comprehensive academic, health, nutrition and parental involvement services to migrant students. 3 Superintendent, La Joya Independent School District, La Joya, Texas, 1997 - 2003 Provided leadership in a rural, fast growth district expanding about 224 square miles. The vast majority of students were Hispanic and low socio-economic with Spanish as the primary language. Student enrollment increased between 600 – 1200 students per year and reached an enrollment of about 20,000 in 2003. The District attained a TEA Recognized accountability rating for student performance in 2001 and the top rating – Superior Achievement Rating - in the state financial accountability system – the Financial Integrity Rating System of Texas (FIRST) in 2002 -2003. Executive Director, Region One Education Service Center, Edinburg, Texas, 1994 – 1997 Provided leadership for the overall operations of the Region One Education Service Center which served 37 districts and charter school systems in seven counties - Cameron, Hidalgo, Jim Hogg, Starr, Webb, Willacy, and Zapata – extending from Brownsville to Laredo, Texas. Primary responsibilities were to deliver programs and services to assist school districts improve student performance, operate efficiently and effectively, and implement state requirements. Executive Assistant to the Commissioner of Education, Texas Education Agency, Austin, Texas 1992 – 1994 Coordinated work of TEA units to accomplish Agency's goals and objectives; provided leadership and coordinated development and administration of the Agency’s annual operating budget, reorganization efforts, Legislative Appropriations Request, strategic plan, and decentralization of technical assistance services to education service centers; provided leadership and oversight for the State Funding Division, the National School Lunch and Breakfast Program Division, Resource Analysis and Reports Division, Technology Applications Department and the Federal Contracts and Grants Office; coordinated and managed the 1993-94 Agency reorganization efforts; served as hearing officer of employee grievances within Office of Operations and School Support Services and as assigned by the Commissioner; represented the Commissioner at certain activities as assigned by the Commissioner; presented to legislators and/or legislative staff on various topics such as state funding, administrative costs, facilities, and agency budget; served as Agency facilitator for the SBOE Finance Committee; presented to Commissioner’s Superintendents Council and Executive Directors Council as needed; and, served on Commissioner's Cabinet and advised on state educational policies and issues. Implemented a research driven, systemic school improvement model to enhance student performance; established a district-wide Creative Productive Thinking gifted and talented program that integrated non-traditional identification criteria to identify and serve historically underserved students; established computer assisted instruction labs for grades 3- 12; initiated implementation of Middle School program; expanded services available to migrant students; emphasized development of proficiency in two languages--English and Spanish--and promoted the design and implementation of an instructional program for this purpose; created "school wide" Chapter I Programs to complement instructional programs; expanded special education services; and, expanded the performing arts program. Through these and other initiatives, La Joya I.S.D. was one of nine districts throughout the nation to be recognized in a report titled Improving Education: School Districts Implementing the Effective Schools Model (February, 1990) for its implementation of an effective schools model for improving instruction. This report was prepared by the Office of Educational Research and Improvement - Department of Education – for the Committee on Education and Labor of the United States House of Representatives.
