Dezbaterea, aprobarea în primă lectură și adoptarea în lectura a doua a proiectului de Lege nr.464 din 19 noiembrie 2013 pentru modificarea anexei nr.2 la Legea bugetului de stat pe anul 2013 nr.249 din 2 noiembrie 2013. 6. Dezbaterea și aprobarea în primă lectură a proiectului de Lege nr.259 din 14 iunie 2013 privind fondurile de pensii facultative. 7. Prezentarea și dezbaterea Raportului asupra administrării și întrebuințării resurselor financiare publice și a patrimoniului public pe anul 2012. Proiectul nr.2305 din 9 octombrie 2013. (Raportor – Serafim Urechean, președintele Curții de Conturi.) S-a propus întreruperea dezbaterilor și s-a votat cu majoritatea voturilor. 8. MF STRATEGY The European Investment Bank ‘Fruit Garden of Moldova’ Loan Impediments to Loan Absorption 30th May 2020 MF STRATEGY Executive Summary The horticultural sector of the Republic of Moldova represents a third from the total agricultural production and has a high importance in the economic development of the country. In recent years, it has registered an increase in both, volume of production and volume of export. Moreover, the sector has recorded significant performance by expanding the areas of orchards with the latest super-intensive and modern technologies. The sector demonstrates an increased demand and promising perspectives. To further support the sector, local authorities have developed the Horticulture Sector Development Programme for 2020-2026. One of the Programme objectives is to attract innovative investments in the sector. The Programme estimates an investment need of EUR 789 million in horticultural sector. The Fruit Garden of Moldova is a strategic international Project. It delivers social and economic outcomes in Moldova when farmers borrow from local banks cheaper long-term financing provided by the European Investment Bank and invest these funds in the horticultural value chain. Every euro borrowed from the credit line which was issued by the European Investment Bank for this Project generates 2.1 euros in direct investments in the Moldovan agriculture. The tax exemptions offered by the Government of Moldova to Project beneficiaries stimulate further investments, which are predominantly made in the rural areas of the country. A set of impediments affected the setup, launch and efficient implementation of the Project. Political instability was a major obstacle for the Project setup. -

Koenker Professor Harriet Murav Assistant Professor Eugene Avrutin Abstract ―Parallel Ruptures: Jews of Bessarabia and Transnistria between Romanian Nationalism and Soviet Communism, 1918-1940,‖ explores the political and social debates that took place in Jewish communities in Romanian-held Bessarabia and the Moldovan Autonomous Soviet Socialist Republic during the interwar era. Both had been part of the Russian Pale of Settlement until its dissolution in 1917; they were then divided by the Romanian Army‘s occupation of Bessarabia in 1918 with the establishment of a well-guarded border along the Dniester River between two newly-formed states, Greater Romania and the Soviet Union. At its core, the project focuses in comparative context on the traumatic and multi-faceted confrontation with these two modernizing states: exclusion, discrimination and growing violence in Bessarabia; destruction of religious tradition, agricultural resettlement, and socialist re-education and assimilation in Soviet Transnistria. It examines also the similarities in both states‘ striving to create model subjects usable by the homeland, as well as commonalities within Jewish responses on both sides of the border. Contacts between Jews on either side of the border remained significant after 1918 despite the efforts of both states to curb them, thereby necessitating a transnational view in order to examine Jewish political and social life in borderland regions. -

Moldova under Lucinschi PAUL D. QUINLAN uring the Soviet period Moldova was commonly referred to as "sunny D Moldova." Unfortunately, today the country's economic situation is anything but sunny. Moldova has the ignominious distinction of being one of the three poorest states in Europe. Since declaring independence in 1991 , Moldova has had the largest fall in gross domestic product and living standard of any former social- ist state in Europe. The GDP is a mere 30 percent of what it was in 1990. The average monthly nominal wage was a pitiful 405 le¡ (singular leu), or U.S.$32, as of the middle of 2000 . Moldova also has been plagued by myriad political problems as it struggles to make the transition from communism to democracy and a market economy. Although politically the country has made significant progress in establishing functioning democratic institutions , other problems, especially its dire economic situation, are taking their toll on its young democrat- ic political system and have raised concern about Moldova 's existence as an inde- pendent state . In this article , 1 take a brief look at the overwhelming economic, political, and other problems that Moldova faced from the parliamentary elections of March 1998 to those of February 2001, in an effort to understand why Moldo- va has now turned back to the Communist Party for leadership. The March 1998 Parliamentary Elections and the Second Ciubuc Government President Petru Lucinschi's chances of carrying out important reforms were hin- dered from the start by the scheduling of parliamentary elections for early 1998. This also relegated Prime Minister Ion Ciubuc's cabinet to a caretaker role. -

32nd SESSION Report CPR32(2017)02 13 March 2017 Information report on elections in the Popular Assembly of the Autonomous Territorial Unit of Gagauzia, Republic of Moldova (20 November 2016) Monitoring Committee Rapporteur:1 Sevdia UGREKHELIDZE, Georgia (R, EPP/CCE) Summary Following the invitation of the President of the Central Election Commission of the Republic of Moldova, a Congress delegation carried out an electoral assessment mission of limited scope in the Autonomous Territorial Unit (ATU) of Gagauzia. Elections for the Popular Assembly of the Regions were held on 20 November 2016. The 2016 elections for the Popular Assembly was the first vote to be held under the new Electoral Code of ATU Gagauzia adopted in 2015. The new legal framework was generally well implemented on Election Day, which was held in an overall calm and orderly manner. The Congress delegation was able to visit some twenty polling stations in the three electoral districts and observed voting and parts of the counting process. The improved quality of voters lists, the level of preparation of the election administration as well as investigations into violations of the legislation constitute important elements of progress with regard to electoral processes in the Autonomous Territorial Unit of Gagauzia. The Congress also welcomes the ban on foreign funds for campaign purposes as well as the establishment of the Central Election Commission of ATU Gagauzia as a permanent body. However, the Congress delegation heard allegations concerning recurring issues related to vote buying, the misuse of administrative resources and the lack of a real level playing field for all candidates, in particular in the media. -
