District Profile Garhwal,

The district lies in the south central portion of the state of Uttarakhand. The total area of the district is 5,329 sq km. Total number of tahsils in the district are 9. These are , Thalisain, Kotdwara, Landsdowne, Dhoomakot, Srinagar, Chaubattakhal, and Yamkeshwar. Out of which Chaubattakhal, Satpuli and Yamkeshwar has been newly created. There are 15 community development blocks, 1,208 gram panchyats. There are 3,473 villages, out of which 3,142 villages are inhabited and nine towns. The Tahsil Chaubattakhal was carved out by transferring of 291 villages from Lansdowne tahsil. Tahsil Yamkeshwar was carved out by transferring 243 villages of tahsil. Tahsil Satpuli was carved out by transferring 269 villages from Lansdowne tahsil.

DEMOGRAPHY As per Census 2011, the total population of Garhwal is 687,271, out of which 326,829 were males and 360,442 were females. This gives a sex ratio of 1103 females per 1000 males. The percentage of urban population in the district is 16.40 percent, which is much lower than the state average of 30.23 percent. The decadal growth rate of population in Uttarakhand is 18.81 percent, while Garhwal reports a –1.52 decadal growth in the population. The decadal growth rate of urban population in Utta- rakhand is 39.93 percent, while Garhwal reports a 25.4 percent. The district population density is 129 in 2011. The Scheduled Caste population in the district is 17.8 per- cent while Scheduled Tribe comprises 0.32 percent of the population.

LITERACY

The overall literacy rate of is 82.02 percent while the male & female literacy rates are 92.71 percent and 72.60 percent respectively. At the block level, a considerable variation is noticeable in male-female literacy rate. Thailisain has the lowest literacy male and female rates at 89.24 percent and 61.93 percent respectively. Srinagar has the highest male and female literacy rates at 94.39 percent and 82.74 percent respectively.

As urban population is present only in five blocks of Srinagar, Pauri, Lansdwone, Kotdwara and Yamkeshwar; the urban literacy rate could be accounted only in these blocks. Among the five, Kotdwara has the lowest urban literacy rate at 88.46 percent and Lansdowne has the highest with 95.9 percent. The three sectors of the economy – primary, secondary and tertiary – reflect the direction of growth of any region. In Garhwal the tertiary (services) sector contributed the maximum share of 59.63 percent to Gross District Domestic Product (GDDP) which is higher than that of Uttarakhand’s share of 51.9 percent to Gross State Domestic Product (GSDP) in 2013-14. The district’s primary (agricultural) sector contributes about 1/10th to GDDP (9.83 percent) while the secondary sector’s contribution is 29.63 percent. The GDDP of Garhwal in tertiary sector is more than that in Uttarakhand.

On considering Net District Domestic Product (NDDP), Garhwal has 10.47 percent of share in the primary sector, 26.3 percent secondary sector share, while 66.22 percent of the income comes from the tertiary sector. Uttarakhand, as a state, gets 10.31 percent of its output (NSDP) from the primary sector, one third from the secondary sector (33.43 percent); but is certainly led by the tertiary sector (56.26 percent). The per capita income or average income measures the average income earned per person in a given area in a specified year. Garhwal’s per capita income (Rs. 85156 is less than that of the state (Rs. 1,12,428). Low per capita income is usually an indicator of poverty in a region. According to the Planning Commission, Gov- ernment of (2009), the proportion of population living below poverty line is ninth highest in Garhwal in rural with Poverty Ratio- PVR (2004-05) of 31.8 and second in urban sector with PVR of 52.58. 79.17 percent of the poor in Garhwal are in rural and 20.83 percent are in urban. Considering the distribution of poor across districts of urban and rural Uttarakhand, 7.2 percent of rural poor and 6.92 percent of urban poor population are in Garhwal.

In terms of health facilities, besides a district hospital, there is a network of sub- health centres (SHCS/Sub-HCs), Primary Health Centres (PHCs) and Community Health Centres (CHCs) across the district. CHCs have the highest spread, followed by PHCs and then sub- health centres. Hence, CHCs and PHCs cater to a higher proportion of population than sub- health centres. The Sub-Centre is the most peripheral and first contact point between the primary health care system and the community. EDUCATIONAL STATUS — DISTRICT

The district has 146 contractual teachers. Out of 2237 Govt. elementary schools in Garhwal have 739 Anganwadi Centres. Of all 2245 Govt. schools; only 739 have Anganwadis. In other words, only 32.9 percent of all Govt. schools have An- ganwadis. In Garhwal, average numbers of teachers at elementary to higher secondary grade is 3.4 while it is approximately 3.4 at the elementary level. Pupil Teacher Ratio (PTR) at the elementary level is 7 in Garhwal, while it is 11 across schools with elementary to higher secondary grades.

School Facilities As far as provision of infrastructure facilities are concerned, 2234 schools in the district have buildings . Out of the total, 2170 government schools have Library facilities . Out of the total, 2176 government schools have toilets for girls.

Average Annual Dropout Rate

Drop-out rate in Govt. schools in Garhwal is 4.25 percent at the Primary level. However, it is seen to increase as one moves to higher grades. The Drop out rates are 1.49 percent in Upper Primary level, 7.7 percent in Secondary level and 2.89 percent at Higher Secondary level. Girls tend to drop out slightly more than boys, and dropout rate increases as pupils move up the grade ladder. At the Secondary level, dropout rate among boys is 7.96 percent, while the same among girls is as high as 7.43 percent. Thalisain block has the highest number of Govt. schools (212) and Khirsu has the lowest number of Govt. schools (89). Enrolment rate among girls remain constant- ly higher than that of the boys across all blocks in Garhwal, except in Jayharikhal, Kot and Yamkeshwar where boys enrolment. In Garhwal, Govt. schools account for 49.0 percent of boys enrol- ment and 51.0 percent of girls enrolment. The male-female imbalance in workforce is seen to be the highest in Thalisain, and lowest in Khirsu. However blocks of Duggada ,Khirsu and Pauri have more female teachers than male teachers. Interestingly, the districts of Garhwal has only 146 para teachers out of a total teaching cadre of 7685. Measuring the average number of teachers each school has, it is seen that at the primary level, four blocks– Kaljikhal, Ekeshwar, Pokhra and Pauri have only 1.7 average teachers per school, the lowest among all blocks. A typical school will sections (Primary to Secondary) tend to have 3.4 teachers on an average.

In Garhwal district, a total of 7685 teachers are employed in Govt. schools, out of which 4619 are male and 3066 are female. Pokhra (265) employs the lowest number of teachers among all blocks, of which 90 are female teachers. Dugadda block has the highest total of 853 teachers, of which 382 are males and 471 are females.
