En primer lugar se busca describir las causas que generaron la transición de la actividad minero-industrial de la comarca hacia el turismo, haciendo especial énfasis en: - Los actores (propietarios, promotores, políticos, intermediarios…etc.) que participaron en su desarrollo inicial y su expansión definitiva. - Sus estrategias de negociación y los incentivos que tuvieron en el desarrollo de su actividad promotora y/o especulativa. - Las políticas reguladoras (o la ausencia de ellas) que desarrollaron las distintas administraciones del momento (planes parciales de desarrollo, calificación de terrenos, legislación medioambiental, desarrollo de infraestructuras… etc.), su idoneidad, su nivel de puesta en marcha y la repercusión que tuvieron en la consolidación de determinadas estructuras de explotación turística.
