National Leadership Forum Baidoa, June 22 -25, 2016 Communiqué The National Leadership Forum met in the city of Baidoa from 22-25 June 2016. The meeting, chaired By the President of the Federal RepuBlic of Somalia, H.E. Hassan Sheikh Mohamud, and attended By the Prime Minister, H.E. Omar ABdirashid Ali Sharmarke; the Deputy Prime Minister of the Federal Government, H.E. Mohamed Omar Arte; The President of Puntland, H.E. ABdiweli Mohamed Ali Gaas; The President of JuBBaland; H.E. Ahmed Mohamed Islam; The Interim South West Administration President, H.E. Sharif Hassan Sheikh Aden; and President of Galmudug State, H.E. ABdikarim Hussein Guled. 1. The National Leadership Forum thanks and praises the Government and the people of South West Administration for their warm reception and hosting of the National Leadership Forum. 2. The National Leadership Forum made review of the memBers and structure of the Federal Indirect Elections Implementation Team for 2016. 3. The Forum reiterated the need for a clear political map from 2016 until 2020 to ensure elections with international standards (one-person, one-vote) happen By 2020. 4. The Forum reiterated its commitment to ensure the participation of women in politics and their representation. Also, the Forum agreed to take further measures to Boost the participation of women and their representation. The Forum welcomes the activities of the National Committee and supports continuous loBBying aimed at achieving the 30% quota for women representation. 5. The forum completed and signed the official list of 135 elders for the 2016 elections. 6. The forum has appointed a committee to advise and give representation status of Mogadishu/Banadir region. The Committee consists of 19 memBers, five of which are appointed By the Federal Government, while each of the regional states and the Banadir region nominated two memBers. The Commission will forward its recommendation on 17 July, 2016. 7. The Forum agreed to a detailed Budget and scheduled and timely action plan which will allow for a timely election. 8. The forum also agreed that the 2016 election of the memBers of the Federal Parliament of the Somaliland communities will have a special status. To implement this, the forum 1 agreed that committees Be tasked to work on the process of the implementation of the selection of the memBers of the Federal Parliament for communities in Somaliland. 9. The forum agreed that two more memBers from the Banadiri communities to be included in upper house. 10. The Forum adopted the structure of the Somali police forces in accordance with a federal system. 11. The forum reviewed the composition of the Parliament, and three seats for Harti/Daarood clan and one seat for Madaluug/Dir clan were transferred to JuBBaland. 12. The Forum agreed that the next meeting will be held in the capital, Mogadishu from 17- 20 July 2016. 13. The Forum thanks the international community for their commitment to support the preparation and implementation of elections process in 2016.The Forum further urges international partners to fulfil their commitments and financial support. 2 .
