1 National Leadership Forum Baidoa, June 22 -25, 2016 Communiqué National Leadership Forum Baidoa, June 22 -25, 2016 Communiqué The National Leadership Forum met in the city of Baidoa from 22-25 June 2016. The meeting, chaired By the President of the Federal RepuBlic of Somalia, H.E. Hassan Sheikh Mohamud, and attended By the Prime Minister, H.E. Omar ABdirashid Ali Sharmarke; the Deputy Prime Minister of the Federal Government, H.E. Mohamed Omar Arte; The President of Puntland, H.E. ABdiweli Mohamed Ali Gaas; The President of JuBBaland; H.E. Ahmed Mohamed Islam; The Interim South West Administration President, H.E. Sharif Hassan Sheikh Aden; and President of Galmudug State, H.E. ABdikarim Hussein Guled. 1. The National Leadership Forum thanks and praises the Government and the people of South West Administration for their warm reception and hosting of the National Leadership Forum. 2. The National Leadership Forum made review of the memBers and structure of the Federal Indirect Elections Implementation Team for 2016. 3. The Forum reiterated the need for a clear political map from 2016 until 2020 to ensure elections with international standards (one-person, one-vote) happen By 2020. 4. The Forum reiterated its commitment to ensure the participation of women in politics and their representation. Also, the Forum agreed to take further measures to Boost the participation of women and their representation. The Forum welcomes the activities of the National Committee and supports continuous loBBying aimed at achieving the 30% quota for women representation. 5. The forum completed and signed the official list of 135 elders for the 2016 elections. 6. The forum has appointed a committee to advise and give representation status of Mogadishu/Banadir region. The Committee consists of 19 memBers, five of which are appointed By the Federal Government, while each of the regional states and the Banadir region nominated two memBers. The Commission will forward its recommendation on 17 July, 2016. 7. The Forum agreed to a detailed Budget and scheduled and timely action plan which will allow for a timely election. 8. The forum also agreed that the 2016 election of the memBers of the Federal Parliament of the Somaliland communities will have a special status. To implement this, the forum 1 agreed that committees Be tasked to work on the process of the implementation of the selection of the memBers of the Federal Parliament for communities in Somaliland. 9. The forum agreed that two more memBers from the Banadiri communities to be included in upper house. 10. The Forum adopted the structure of the Somali police forces in accordance with a federal system. 11. The forum reviewed the composition of the Parliament, and three seats for Harti/Daarood clan and one seat for Madaluug/Dir clan were transferred to JuBBaland. 12. The Forum agreed that the next meeting will be held in the capital, Mogadishu from 17- 20 July 2016. 13. The Forum thanks the international community for their commitment to support the preparation and implementation of elections process in 2016.The Forum further urges international partners to fulfil their commitments and financial support. 2 .

    UNITED NATIONS NATIONS UNIES UNITED NATIONS ASSISTANCE MISSION IN SOMALIA UNSOM Briefing to the Security Council by Ambassador Nicholas Kay, Special Representative of the Secretary-General (SRSG) for Somalia 11 March 2014 [AS DELIVERED] Madam President, Members of the Council, Thank you for giving me the opportunity to brief the Council from Mogadishu today and for your continued support to Somalia’s peace-building and state-building. I am on the ground in Mogadishu and not with you in New York due to the intensity of events at this moment. I hope you understand. Madam President The best hope for peace and stability in Somalia, the Horn of Africa and beyond remains a united, secure and federal Somalia. This is achievable. Somalia can reach its goal of an agreed constitution, a nation-wide electoral process and increased security by 2016. But times are tough, and in the short term may get tougher. Insecurity in Mogadishu poses challenges for Somalis, the UN and the international community. 2014 is a crucial year. It is marked, I would say, by security and political challenges, which will be overcome if the Federal Government of Somalia and international partners remain united and if both accelerate delivery of their mutual commitments. Madam President As I speak, an expanded AMISOM and the Somali National Army (SNA) are prosecuting a renewed offensive against Al Shabaab, made possible by UN Security Council Resolution 2124. It will be the most significant and geographically extensive military advance since AMISOM started, and there have already been notable successes. I pay tribute to the commitment and sacrifices made by AMISOM and its police and troop contributing states.

Uhuru Kenyatta, C.G.H, President of the Republic of Kenya and Commander in Chief of the Kenya Defence Forces, H.E. Hassan Sheikh Mohamud, President of the Federal Republic of Somalia paid a three day Official Visit to Kenya from 6th to 8th June, 2016. President Hassan Sheikh Mohamud visited Dadaab Refugee Camp on Monday 6th June, 2016 and addressed the refugees. He assured them that the Government of Somalia is committed to receive them back home to participate in the process of state building, peace building and national reconciliation. He reassured them that the repatriation will be orderly, humane and dignified as per the Tripartite Agreement. President Mohamud expressed deep gratitude for the generosity and hospitality of Kenyans for hosting his people for the past quarter of a century. H.E President Uhuru Kenyatta and H.E President Hassan Sheikh Mohamud held bilateral talks at State House Nairobi on Tuesday, 7th June, 2016. The meeting reviewed a wide range of bilateral and multilateral issues in particular peace, security and stability in Somalia, repatriation of refugees from Dadaab and economic cooperation.

TURKISH-SOMALI RELATIONS: CHANGING STATE IDENTITY AND FOREIGN POLICY Dr. Abdurrahim Siradag King Fahd University of Petroleum and Minerals ABSTRACT This article will examine the driving dynamics behind the increasing rela- tions between Turkey and Somalia. Turkey has been an important actor on the African politics since the AK Party (Justice and Development Party) came to power in 2002. For instance, while Turkey only had 12 embassies across the continent until 2005, it currently has 35. Turkey is today among the countries in the world having one of the most diplomatic missions on the African continent. Turkey’s economic relations with the continent have also changed significantly. Whereas Turkey’s total trade with Africa was 2 billion dollars in 2005, it is presently about 22 billion dollars. Importantly, Turkey is aiming to increase her total trade with Africa up to 50 billion dol- lars until 2020. Furthermore, Turkish NGOs are actively involved in many humanitarian projects in the different African countries. Turkey has partic- ularly paid a great deal of attention to increasing political, economic and social relations with Somalia during the AK Party government. This article argues that the AK Party has been establishing a new foreign policy identity and transforming the parameters of the traditional Turkish foreign policy through the social interactions with Somalia. The focus is on Ethiopia’s, Kenya’s and Uganda’s military engagement in Somalia. The study also analyses the political and military interests of the intervening parties and how their respective interventions might affect each country’s security posture and outlook. The aim of the study is to contribute to a more refined under- standing of Somalia’s conflict and its implications for the security landscape in the Horn of Africa. The study contains both theoretical chapters and three empirically grounded cases studies. The main finding of the report is that Somalia’s neighbours are gradually entering into a more tense political relationship with the government of Somalia. This development is character- ized by a tension between Somalia’s quest for sovereignty and neighbouring states’ visions of a decentralized Somali state- system capable of maintaining security across the country. Since the signing of the August 2013 Addis Ababa Agreement establishing the Interim Jubba Administration, there has been some progress in the implementation of this Agreement. Furthermore, agreements have been reached regarding the establishment of two other States, namely the South-West and Central States. On 23 June 2014, the South West-6 Group and a delegation of South-West-3 Group signed a historic Agreement at Villa Somalia to set up an Interim South-West Administration that would include the regions of Bay, Bakol and Lower Shabelle. A Technical Committee was set up to prepare the roadmap for the creation of an interim South-West Administration.
