1.0 INTRODUCTION

1.1 General

1.1.1 This report results from a Stage 1 Road Safety Audit (RSA) carried out on the proposed roundabout junction of the A346 Salisbury Rd in Marlborough, , with the proposed Sainsbury’s Supermarket development at the existing Wiltshire Highways depot immediately south of Priorsfield.

1.1.2 The proposed scheme includes the construction of a three-arm roundabout junction at the access point for the proposed new Sainsbury’s development on the A346 Salisbury Road, to the south of Marlborough. The proposed site is currently used as a Wiltshire Highways depot with a ‘T’ type priority junction in place. In order to accommodate the roundabout junction the scheme will include kerb and carriageway realignment and amendments to landscaping and associated retaining structures.

1.1.3 The Stage 1 RSA was carried out at the request of Connect Consultants.

1.1.4 The Audit was carried out between 4 th and 8th March 2010 by consultants working on behalf of The Safety Forum Limited. The Audit Team, which is established from THE SAFETY FORUM LTD and independent of the project design team, has had no involvement with the project. The Auditors were:

1.1.5 The report has been prepared in accordance with the Design Manual for Roads and Bridges (DMRB) Highways Directive (HD) 19/03.

1.1.6 Whilst reference is made to certain design standards, where safety may be compromised by a reduction in standard, this report is not intended to provide a design check. The Auditors have only reported on matters that might have an adverse effect on road safety in the context of the chosen design. No attempt has been made to comment on the justification of the scheme or the appropriateness of the design. Consequently, the Auditors accept no responsibility for the design or construction of the scheme

1.1.7 The Audit consisted of a desktop study and a site visit. The site visit was carried out on 4 th March 2010, between 16:30 and 17:30 hours. The weather was dry and sunny.

1.1.8 The recommendations in this report are aimed at addressing the road safety problems; however there may be other alternative acceptable ways to overcome a

specific problem, when other practical issues are considered. The recommendations contained herein do not absolve the Designer of his/her responsibilities.

1.1.9 The Auditors would be pleased to discuss the acceptability of alternative solutions to problems identified during the Audit, and would encourage the Designer to consult them on this matter.

1.1.10 The LHA response to the RSA should be formally recorded and reported to the Designer and the RSA Team so that a record of the Audit process is contained in the As Built design pack to be provided and retained by the LHA on final completion.

1.1.11 There are also a number of matters which would be considered within the detailed design of the works, including provision of dropped kerbs, tactile paving at crossing locations, signing and road markings, drainage and street lighting, which have not be commented upon within the Audit report.

3.0 MATTERS ARISING FROM THIS STAGE 1 AUDIT.

3.1 PROBLEM

LOCATION: Roundabout central island.

SUMMARY : Potential poor visibility to roundabout due to location near crest.

During the site visit it was noted that the location of the proposed roundabout is around the crest / change of gradient of the hill that rises from the north, to a high point/change in gradient at a location around the proposed central island. Should the central island be located either above or below the gradient change approaching motorists may have difficulty seeing the island which may result in shunt type collisions on the main road approaches or vehicles aligning themselves incorrectly on the approaches resulting in side swipe type conflicts.

RECOMMENDATION

The Designer should ensure that the location of the roundabout and central island be positioned, in relation to the gradient change, so that approaching motorists have adequate forward visibility to see the roundabout and to negotiate it safety. The use of a higher central island and / or chevron boards on the central island would aid forward visibility to the roundabout.

3.2 PROBLEM

LOCATION: Southbound approach to roundabout past Priorsfield. .

SUMMARY: Traffic likely to overrun junction mouth.

During the site visit southbound traffic was observed to be overrunning the give- way markings over Priorsfield and the Wiltshire Highways depot, principally to ensure sufficient clearance for northbound vehicles to avoid the parked vehicles on the western side of Salisbury Road. The proposed kerb realignment to accommodate the left turn lane into the site is shown to tie into the kerb line behind these give way markings. This will further encourage southbound traffic to over run the give way markings past Priorsfield and may lead to vehicles waiting at the give way being struck by southbound vehicles.

RECOMMENDATION

Realign the give-way markings over Priorsfield to tie into the kerb realignment to safely guide traffic past the junction mouth and safely position vehicles waiting to emerge from Priorsfield.

3.3 PROBLEM

LOCATION: Northbound exit from roundabout.

SUMMARY: Current-on street parking may obstruct traffic.

Currently on-street parking is permitted in the northbound lane of Salisbury Road north of the proposed roundabout. Should restrictions not be placed on the immediate northbound exit of the roundabout then long or wide vehicles are likely to have difficulty exiting this arm leading to potential conflicts on the exit, or vehicles overrunning the splitter island where pedestrians may be waiting.

RECOMMENDATION

Ensure that measures are implemented (such as parking restrictions) to provide adequate room for all vehicles to safely exit the roundabout at this point.

3.4 PROBLEM

LOCATION: Pedestrian crossing over southbound exit from roundabout.

SUMMARY: Poor inter-visibility between pedestrians and left turning vehicles from development.

The supplied design drawings show what appears to be a boundary or retaining wall between the southern and eastern arms of the roundabout. This wall may obscure visibility between pedestrians waiting to cross the exit lane of the southern arm, and vehicles exiting the development site and turning left. Poor visibility between these users may result in vehicle to pedestrian conflicts at the crossing point, particularly since drivers of vehicles emerging from the proposed site would be looking to the right for approaching vehicles whilst making this manoeuvre.

Ensure that adequate visibility between pedestrians at this crossing and vehicles approaching the roundabout from the development site is achieved. The design team also questions the need for a footway and crossing point over this arm of the roundabout as it is thought the majority of pedestrian traffic will come from the north where adequate pedestrian facilities’ are provided. For the few pedestrians who may wish to travel south from the site, crossing provision is made within the site and to the north of the roundabout (across Salisbury Road), to safely facilitate this route.

3.5 PROBLEM

LOCATION: Northbound approach to Roundabout

SUMMARY: Inadequate Deflection.

The deflection on the northbound approach to the roundabout appears to be inadequate and could result in excessive vehicle speeds on a downhill section of Salisbury Road through the roundabout, which may in turn lead to side swipe accidents.

RECOMMENDATION

It is noted by the Auditors that the likely level of right turning traffic (worst case: 33 during peak hour) into the proposed site does not warrant a separate right turning lane, for capacity purposes, and hence the northbound approach could be narrowed to a single lane and realigned to ensure suitable deflection is achieved on this approach to reduce vehicle speeds. It is recommended that the deflection is improved on this approach by suitable measures, subject to ensuring that all vehicles can manoeuvre safely.

4.0 GENERAL OBSERVATIONS

4.1 During the site visit it was noted that existing street lighting is present. However this lighting is likely to be inadequate for a roundabout of this size and traffic volumes, particularly considering the rural approach from the south. The design team should consider street lighting improvements in the following design stages.

4.2 The design drawings show only one set of lane direction arrows on the two lane approaches to the roundabout. It is likely that even in light traffic conditions these arrows will become masked by waiting vehicles. Therefore during the design of traffic signs the designers should consider installing map type signs to indicate lane destinations through the roundabout.

4.3 The Auditors are concerned that access into and out from the driveway to number 4 Salisbury Road may be restricted, particularly for right turning out. This matter should be addressed at detailed design stage.

4.4 The design drawings appear to show the delivery area for the store to be to the north of the site, also accessed by the main access road. Since no swept path drawings have been provided, nor details of the central island construction (i.e. conventional or over-run dome), the audit team recommend that these are specified during the following design stages to ensure delivery vehicles can safely access the site without over-running kerbs, footways and the roundabout islands.

4.5 It was noted that the existing southbound bus stop adjacent to the existing depot access will need to be relocated. During the next stages of design a suitable location and adequate distance from the roundabout should be used to ensure safe access.

4.6 It is unclear from the design drawings whether any landscaping or other potential obstruction will be placed in the area between the north arm and the east arm. Good visibility between vehicles approaching the roundabout from the north turning left, and pedestrians crossing the eastern arm is important to prevent vehicle to pedestrian conflicts. Also good visibility between drivers exiting the site and southbound traffic is important to prevent conflicts. These aspects should be considered within the landscape scheme for this area.
