Summary

 The Committee recommended Park Board support the Tuscan Ridge nomination as a Spokane County Conservation Futures acquisition in consideration of a $100,000 provisional gift to Parks and Recreation to be used for maintenance and/or capital improvements. If Spokane County Commissioners approve the acquisition of the Tuscan Ridge property and the full amount of the provisional gift is realized, the Land Committee recommends that the Park Board accept ownership of the property. In no way does this motion commit the Park Board to acquire the property with any other funds other than Conservation Futures, or to commit to capital expenditures for improvements for parking and/or access from public roadways.  The Committee recommended Park Board approval of Value Blanket Order with Western Equipment Distributors, Inc. for purchase of Toro park and golf course equipment and repair and replacement parts in the amount up to an estimated annual maximum expenditure of $65,000.  The Committee recommended Park Board acceptance of the low bid submitted by Dardan Enterprises in the amount of $159,877.05 for Gaiser Conservatory renovation.  The Committee recommended Park Board approval of the Resolution to sell surplus equipment (portable stage) to Spokane County for $12,500.  Division Street Boat Launch – An update including project history, location, design concepts, and timeline was provided by Staff. Various project aspects were discussed.  Ben Burr Trail Improvements - The recent walk-through with various parties attending, and Liberty Park crossing options were reviewed and discussed. Committee consensus preferred the ‘red’ trail crossing through Liberty Park, and agreed it enhances the use of the remaining property.  Capital Projects – A written list was provided and briefly discussed. The memorial benches will be ready for the dedication.  Park Operations Financial Report – The final 2013 Financial Statements were provided, with no significant changes from the preliminary 2013 yearend report. Board Members requested Staff to begin 2015 budget planning, and asked for a level of service evaluation plan update.

MINUTES

The meeting was called to order at 3:00p.m. by Chairperson, Ken Van Voorhis. Introductions were made. Agenda order changes were made as the meeting progressed.

Action Items: 1. Support for Tuscan Ridge nomination as Conservation Futures Unforeseen Opportunity acquisition – Copies of the Property Acquisition Questionnaire, the 2010 Conservation Futures nomination form, and a Friends of the Bluff request for a new Land Committee motion were provided. Review and discussion included: topic history; Conservation Futures nomination ranking; property history, location, characteristics, access, development potential, and required improvements; safety; the request for a new motion; ‘unforeseen opportunity’ definition, implications, and conditional acceptance; provisional donation opportunity and options; clarifying Parks intentions if the property were acquired; maintenance and operation costs; funding sources and uses; Friends of the Bluff 501c3 status; the property acquisition questionnaire; and realistic expectations, and associated costs. Board Member concerns included: parking, right-of-way, and access issues; and feeling coerced to consider property outside of the strategic planning goal. Motion #1: Chris Wright moved to recommend that Park Board supports the Tuscan Ridge nomination as a Spokane County Conservation Futures acquisition in consideration of a $100,000 provisional gift to Parks and Recreation to be used for maintenance and/or capital improvements. 2. Recommend approval of Value Blanket Order with Western Equipment Distributors, Inc. for purchase of Toro park and golf course equipment and repair and replacement parts – Park Operations and Golf have a large fleet of Toro equipment, which Park Operations maintains. Western Equipment has previously been declared the sole source for factory repair parts for this equipment. This action item allows establishment of a Value Blanket Order through Purchasing with an estimated maximum annual expenditure of $65,000 so repair/replacement parts may be purchased as needed on an ongoing basis to keep equipment operating through the year. Equipment purchases would be limited to small accessories mountable on larger equipment. Motion #2: Ross Kelley moved to recommend approval of Value Blanket Order with Western Equipment Distributors, Inc. for purchase of Toro park and golf course equipment and repair and replacement parts in the amount up to an estimated annual maximum expenditure of $65,000. Susan Traver seconded. Motion passed.

3. Recommend acceptance of low bid for Gaiser Conservatory renovation – One bid was received. The amount, including tax, is $159,877.05. Previously donated funds, designated to benefit the Gaiser Conservatory, have been received. The Capital Budget will cover the difference between the donated funds and the bid amount. Review and discussion included: project and funding history; use restrictions of the donated funds; the scope of work; a recognition plaque; anticipated benefits; and production and display greenhouses. Motion #3: Ross Kelley moved to recommend acceptance of the low bid submitted by Dardan Enterprises in the amount of $159,877.05 for Gaiser Conservatory renovation. Susan Traver seconded. Motion passed.

4. Approval of Resolution to sell surplus equipment (portable stage) to Spokane County – Review and discussion included: equipment history, specifications, use, and related costs; disposal method rational and legality; and the possibility of renting the unit for future use. Motion #4: Ross Kelley motioned to recommend approval of the Resolution to sell surplus equipment (portable stage) to Spokane County for $12,500. Kristine Meyer seconded. Motion passed, with Jim Santorsola abstaining.

Division Street boat launch – Review and discussion included: project history, location, scope of work, and processes; timeline; design concepts; access; trail improvements; anticipated costs, related responsibility and early strategic planning; the revocable license agreement with the Public Utilities District; stakeholders; Park Board status as an ‘owner’; safety; maintenance; and if compliance with Americans with Disability Act requirements will be necessary.

2. Ben Burr Trail improvements – Review and discussion included: the recent walk-through with various parties attending; Liberty Park crossing options; path width; concerns of neighborhood residents; regional trail requirements; and safety. The year tracked as expected. Board Members requested Staff to begin 2015 budget planning, and asked for a level of service evaluation plan update.

2010 Conservation Futures Consent Agreement

I hereby provide Spokane County staff and the Conservation Futures Land Evaluation Committee members permission to enter my property for the purpose of site inspection(s)/evaluation(s) for possible acquisition under the Conservation Futures Program.

I understand the underlying guidelines for acquisition through this Program are as follows:

1. Spokane County cannot pay more than appraised fair market value for the property as determined through appraisals by mutually agreed upon Members of Appraisal Institute (MAI).

2. Owners selling land to be part of this Program should not expect to add “special conditions” or “stipulations” otherwise known as encumbrances on property that have the potential to impact the management or usage of a property once it has been sold/purchased. 1. Wildlife and Riparian Habitat Value: In one page or less, please provide a detailed description of the site explaining the merit of protecting the property and the benefit to the community. Please provide detailed information addressing wildlife and riparian habitat attributes of this property: Helpful Hint: This question is intended to assist evaluators in scoring your property on the following Evaluation Criteria: 1, 2, 6, & 7.

The 22 acre property being sold as Tuscan Ridge is within Spokane City limits, at the south edge of the Comstock neighborhood. Tuscan Ridge forms an urban/wildland interface, abutting the Quail Ridge development and Hatch Road on one side, and the City Park Conservation Land, Hangman Park, on the other. In fact, the Tuscan Ridge property separates Hangman Park into two, discontinuous pieces. It is currently wild, undeveloped land, but, with all of its permitting complete, Tuscan Ridge is being sold as a “100 unit Condominium Development ready to go; Approved for 30 buildings.” Together, Hangman Park and the Tuscan Ridge property connect with other City Parks, City Conservation Land, and Conservation Futures Land to form a 500+ acre band of wild land between the City and Hangman Creek collectively referred to as the High Drive Bluff, or the Bluff. The Olmstead Brothers recommended the City keep the Bluff as a wild corridor of park land as far back as 1908. More recently, WSU and the Washington Department of Fish and Wildlife (WDFW) recognized the value of the Bluff as an important wildlife corridor. Its value to wildlife caused the Tuscan Ridge property to be included in the WDFW Priority Habitat, PHS Region Lower Hangman Creek. The Hangman Creek watershed has an area the size of

Rhode Island. The Bluff as a whole, including Tuscan Ridge, is the terminus of an important wildlife corridor. Migrating birds and wildlife that move through the Hangman Creek drainage are funneled through the Bluff before moving on to the Spokane River drainage or the other wildlife corridors running through the Mica Peak/Browne’s Mountain and the Marshall Creek/Turnbull Wildlife Refuge areas. In addition to being part of a wildlife corridor, the Tuscan Ridge property also forms an important buffer between the City and the sensitive riparian habitat below on Hangman Creek’s bank. If Tuscan Ridge is developed into a fenced, gated community, this buffer between the City and Hangman Creek’s riparian habitat would be reduced to only 492 feet. The land is a steep, dry Ponderosa Pine-Bunchgrass ecosystem on ice-age flood gravel deposits and thin soil. Most of the land is geologically unstable with a slope over 30%. Ecosystem diversity is seen at the north end of the property, where a steep ravine has a seasonal stream shown on WDFW maps. The moisture it provides, along with the

ravine’s aspect, provide for a richly shrubby habitat. Wildlife trails run to the creek below through this ravine and from the south edge of the property. Ponderosa Pine 300+ years old have are found on the property. The many old trees, young trees, and dead snags provide a diverse canopy that supports a wide variety of birds including raptors, turkey, quail, woodpeckers, many different songbirds, sparrows, and finches. Ospreys and bald eagles roost in Tuscan Ridge trees above the creek. Squirrels, chipmunks, coyote, and deer are regularly encountered here; moose, porcupine and black bear more infrequently. The primary value of the Tuscan Ridge property for wildlife is its central location in the important wildlife corridor at the terminus of the Hangman Creek watershed. If the land is developed, the Hangman Creek wildlife corridor would be permanently fragmented, and the urban development brought to within 492 feet of the riparian habitat below. Thus, acquiring the property as Conservation Futures land would further the WDFW Strategic Plan’s goal of conserving wildlife by protecting the “ecological integrity of critical habitats

and ecological systems.”

The Tuscan Ridge property is part of 500+ acres of open space between Spokane’s South Hill and Hangman Creek, collectively known as the Bluff. The Bluff is laced with 27+ miles of trails, with 1.4 miles of the trails on the 22 acre Tuscan Ridge property. Altogether,

the Bluff trails run from 7th Avenue south to the Highland Park neighborhood, near where Hatch Road intersects Hwy-195. The trails connect many City owned and managed lands, including (north to south) Polly Judd Park, the Elliot/Ashland Estates Conservation Futures Land, High Drive Park Conservation Land, Latah Creek Conservation Area, Hangman Park Conservation Area, and Campion Park Conservation Land.

The Tuscan Ridge property provides a critical link in the trail system on the Bluff. As was noted earlier, Hangman Park is split into two discontinuous parts by the Tuscan Ridge property. If Tuscan Ridge is developed it will isolate the parkland and trails to the south. Currently, all trails to the City land to the south go through Tuscan Ridge. While the owner has agreed to put in a public access trailhead if the property is developed, it will not be suitable for most trail users. Developer plans show the public access trail descending steeply for about 300 feet down a 40% slope to circumvent land owned by David Black

before it can access the edge of Hangman Park. (For comparison, this section of trail would have a slope over twice as steep as any of the arterials ascending the South Hill, such as Monroe Street.) Once the developer’s public access trail reaches Hangman Park, a new trail would have to be built, still traversing a 40% slope, to connect to the existing trails in southern Hangman Park. Because this corner of Hangman Park is boxed in between the Tuscan Ridge and David Black properties, a trail built here could not follow contour lines for a gradual descent, but would have to descend through a series of steep switchbacks - all in loose, gravely soil conditions unsuitable for this style of trail construction. Thus, even if the Tuscan Ridge development grants a public access trailhead, the net effect would be to isolate the southern Bluff trails from all users who could not negotiate the extremely steep trails proposed (most bicycle users), and necessitate creating a new, steep, erosion prone and maintenance intensive trail to connect to the southern portion of the existing Bluff trail system. The next closest trailhead, at Manito Boulevard, is 2.1 miles away by trail.

Currently, the Tuscan Ridge property provides unparalleled access to the open spaces between Spokane’s South Hill and Hangman Creek. The large, dirt parking lot on the property’s upper edge, where the paved arterials 57th Avenue and Hatch Road meet, allows for many individual users to access the Bluff trails here. Similarly, large coordinated groups can access the Bluff here. Local author and naturalist Jack Nisbet has taken groups of elementary school children on environmental education outings, meeting at Tuscan Ridge. Similarly, Jack Nisbet and Department of Natural Resources Forester Guy Gifford conducted several educational presentations on forest health last year for both the general public and professional foresters, all staging from the parking lot at Tuscan Ridge.

Recreational Value Continued:

Due to their proximity to the City, the Tuscan Ridge trails are heavily used on a daily

basis by runners, hikers, dog walkers, bikers, birdwatchers, and geocachers. Some bikers even use the trails to commute to work. The recreational value of the land is enhanced by spectacular wildflower displays in the spring, frequent wildlife sightings, and the tonic effect that comes from being outdoors.

Because it is located in Spokane City limits, in the Comstock neighborhood, if the Tuscan Ridge property is acquired as Conservation Futures land, maintenance and oversight personnel would have less than 20 minutes travel time to visit the property. Moreover, if acquired, the dirt access road on the property, put in by the current property owner, would give maintenance and oversight personnel a new access point to Hangman Park that is currently unavailable to the City. As demonstrated in the attached letters of support, there is significant community support for acquiring the Tuscan ridge property as Conservation Futures Land. Another measure of the level of support for acquiring the property as Conservation Futures Land can be seen in the opposition generated in 2006 – 07 for developing the land as a fenced, gated, 100 condo development. Many citizens opposed the development in public meetings. Nonetheless, many Bluff trail users still believe the trails on Tuscan Ridge are on public land and are already part of the City’s open space system. If development plans proceed much more public opposition to the development can be anticipated – along with support for acquiring the land with County Conservation Futures money.

A different measure of support for integrating the Tuscan Ridge property into the City’s Bluff open space system is found in the emergence of the volunteer group Friends of the Bluff. Beginning as an informal group of volunteers and people interested in stewarding the Bluff in a natural, sustainable state, over the past three years the group has grown to over 450 members on its Facebook page and email list. The group has formed collaborative partnerships with the City of Spokane Urban Forestry and Parks Departments, WSU Extension and DNR foresters, Evergreen East (formally the Fat Tire Trail Riders Club), and other groups. It hosts educational events and work parties where volunteers have cleaned up tons of garbage, pruned acres of trees to reduce fire risk, removed noxious weeds and done trail maintenance. Through its collaboration with the DNR Firewise program, Friends of the Bluff was able to get the City an $89,000 grant to thin trees on 114 acres of City park land on the Bluff. Altogether, Friends of the Bluff activities to steward the City’s resources on the Bluff were worth $124,877 in 2012. The many Friends of the Bluff volunteers can be counted on to strongly support acquiring the Tuscan Ridge property as Conservation Futures Land.

If the City acquires the Tuscan Ridge property with Conservation Future funds, and work with the volunteer organization Friends of the Bluff to preserve and maintain the trail system, it will further the goals of several local adopted plans. These plans include 1), the Spokane County Regional Trails Plan (Goal 1, Policy 1.1, and Goal 2, Policy 2.2); 2), the Parks and Open Space section of the Spokane County Comprehensive Plan (Goal 2, policies 2.3 and 2.6; Goals 5a and 5b, Policies 5.4, 5.7, 5.8, 5.10(f) and 5.12; Goal 6, Policies 6.2 and 6.3; and, Goal 7, policy 7.1); 3), the Spokane City Comprehensive Plan (Goal 1, Policy 1.13, and Goal 6, Policies 6.1 and 6.2); and, 4), the Washington Department

of Fish and Wildlife 2013-2015 Strategic Plan (Goal 1, Objective A, and Goal 2, Objectives A and B).

However, this property was recently listed as a “100-Unit Condominium Development ready to go. Approved for 30 buildings” (MLS #28016477). Friends of the

Bluff prepared this nomination as an unforeseen Conservation Futures opportunity as soon

as we learned that the property was being marketed.

According to Yong Lewis’ (the owner’s) real estate agent, Greg Durheim, of

Windermere Manito, the property is in imminent threat of development. Mr. Durheim said the owner has spent over $500,000 in fees getting the property ready to develop, and is in active discussion with potential buyers. The property is currently listed at $2,367,000. Mr. Durheim said $26,000 was paid for a MAI commercial appraisal that valued the land with entitlements and permitting in place at $5,142,000 in 2007. Now that these entitlements and permits are in place, the owner plans to get a grading permit and begin to put in roads. It is anticipated that the

property with roads in place for development will increase the land’s value to approximately

$12,000,000. Mr. Durheim said any officials involved in evaluating the Tuscan Ridge property for the Conservations Futures program can contact him at 509-979-1962 for further information or documentation. Several considerations make Tuscan Ridge worthy of consideration. Its wildlife and recreation value have been noted. It is listed for sale in an increasingly active real estate market. The owner is motivated to increase its value by putting in roads, which could diminish or ruin its Conservation Land potential. Thus, the Tuscan Ridge property presents

pressing and special merits as an unforeseen opportunity for a Conservation Futures

acquisition.

Friends of the Bluff will pursue other grant and funding options to help pay for the

Tuscan Ridge property, such as collaborating with the City to apply for a Washington Wildlife & Recreation Program grant that can fund up to 50% of the purchase price. We will keep the County Conservations Futures Program apprised of any developments regarding the other funding sources that we apply for.

Spokane County Conservation Futures Program:

Spokane Audubon fully supports the nomination of the Tuscan Ridge property by the Spokane County Conservation Futures Program, as this property has exceptionally high value as wildlife habitat and for recreational use. While many of the Conservation Futures Properties are in outlying areas, the property is especially valuable in both regards as it lies within an urban area and is easily accessed by car, bus, bike, and foot. Spokane, like many urban areas, contains very little natural habitat within the city limits. Including this property in the Conservation Futures Program would insure the viability of the High Bluff as an unbroken stretch of natural habitat and recreational opportunity in close proximity to the city core.

The property contains multi-storied canopy of ponderosa pine forest—some trees are over 300 years old, and a viable native plant understory. The property also serves as a critical wildlife corridor linking the Bluff with Hangman Creek. Of particular concern are Osprey and Bald Eagles, both of which are particularly sensitive to disturbance. There are several osprey nests in the ponderosas above Hangman Creek, and one documented Bald Eagle farther upstream. Historically, endangered Peregrine Falcons nested near the I-90 bridge and used the area for hunting.

Other sensitive breeding bird species include: Red-tailed Hawk, Spotted Sandpiper, Calliope Hummingbird, Downy Woodpecker, Western Wood-Pewee, Pygmy Nuthatch, Yellow Warbler, Spotted Towhee, Chipping Sparrow, Black- headed Grosbeak, Red Crossbill, American Goldfinch (WA State bird).

The property also provides exceptional recreational access. On any given day, one can find mountain bikers, joggers, and hikers using the trails that pass through the area. Many of our members use the High Bluff Trail weekly, if not more frequently. Development of the property would not only destroy crucial wildlife habitat but block a unique recreational resource. For the above reasons Spokane Audubon fully supports the acquisition of the Tuscan Ridge property in the Conservation Futures Program.

Re: Tuscan Ridge Development

To Whom It May Concern:

The Bluff, which runs along the north side of Spokane’s South Hill is an irreplaceable resource for the active community of Spokane. The outdoor opportunities in this area are one of the factors that draw many residents to Spokane. As the largest park in close proximity to the populous South Hill, the valuable resource of the Bluff must be preserved. My husband and I together run an average of 60 miles per week on the Bluff trails. It is often a running destination of mine multiple times per week, and is the only place in Spokane that allows me to get my training in while remaining in close proximity to the downtown hospitals, as frequently required in my job as a surgeon. The area proposed for Tuscan Ridge is a key access point to this trail system and allows for steep, but manageable grading to traverse the Bluff from top to bottom across this area. Removing this section of the trail system would cut off the open area to the south from the rest of the Bluff. This would diminish recreational opportunities by much more than the actual space occupied by Tuscan Ridge. Even more importantly, it would force the wildlife, including moose, deer and fox down the hill and into the steep banks of Hangman Creek or onto the land immediately approximating the highway. Please preserve this area as Conservation Futures Land. Once it is gone we cannot undo the deleterious impact that will result from this construction.

Recently I heard what I thought was just a rumor, a maybe, a joke regarding out beloved trails on the bluff being bulldozed for condominiums. I know that this happens everywhere in this country, but in Spokane, I thought we had certain things that were off limits, parks. Will there be a mall going in at Manito next?

I can take no credit for the establishment of the trail system, but I can tell you that I have met more people on those trails that I now call my friends than anywhere else in Spokane.

Second, what about the wildlife and vegetation? I have seen it all down there from moose, deer, coyote, and even fox. As I drive home each day on Hwy 195 there is already enough animal carnage on the street. This will definitely not help. It is devastating.

I chose my house in large part due to those trails. My wife and I could have gone anywhere, but when we were buying we happened to run into a couple walking down a trail that I did not even know existed. After speaking with them, we learned that we could walk, jog, or bike from 57th all the way to I90 without touching asphalt. We were sold.

This piece of land is special. It was turned from a sandy, too steep, hot, windy, nothing into a recreation opportunity for the entire southhill to use after work, on weekends, whenever, as it is only minutes away. We will not be able to get it back.

As I'm sure that everybody who is informed understands, this is not just about 22 acres in the southcentral part of the hill. This will impact the entire thing, and will not be replaceable.

Please, please, conserve this area for all of the animals and the hundreds (thousands) of people who use and maintain these trails. Condo's can be built anywhere, trails under canopy of tree cover right outside downtown can never be recreated once demolished.

We are a family of 4 ( 7 and 9 year old kids) living on the South Hill. We use the Bluff trail system regularly 2-4 times a week. We are hiking, biking, running, snowshoeing and exploring this wilderness with the children all the time. We have been privileged to encounter wildlife living there - moose, deer, coyotes and see countless birds - including a bald eagle once.

The property considered for development is at a junction of trails for humans and wildlife alike. If it will be build as advertised it will significantly impact the wildlife habitat - especially the 3 resident moose that live in that area. The trails for hiking and biking will also be reduced to a very narrow area that could be dangerous to traverse with children.

The Bluff is a Spokane and South Hill treasure of plants and wildlife as well a recreational resource that cannot be replaced - a classic gem that has served this family and countless others as a classroom to learn about many plants and animals. It is the proximity to the city that makes it so unique and valuable. With this development it will cease to exist as such. We are respectfully asking you to do everything in your power to preserve it as it is so future generations can benefit from its beauty as we are.

The Tuscan Ridge is my most frequent running route as a trail runner. I run through this area at least 1 - 3 times a week to train for races. It is a great way to connect from the Regal - Palouse prairie land to my backdoor trails on the bluff. Without this trail access I would not get to run these great trails on my long runs, which I enjoy as an ultra distance trail runner. I love being able to drop off onto the trails after running on the roads and this is the only public access point to connect to this end of the trail system. These trails and the easy access to them is one reason I enjoy living on the South Hill in Spokane. I also love taking my 3 boys hiking on these challenging trails. They love being able to run around in the trees and down the trails. It is a great piece of land that I would love to see preserved.

As a Spokane County resident and an avid user of the Tuscan Ridge Bluff area, I am urging you to preserve the area for recreation and wildlife. My daughter and I hike in the area on a regular basis. In addition to the exercise provided by toting my 2-year-old daughter in her Kelty backpack, I am educating her on the importance of preserving our environment. She is learning that nature and wildlife can co-exist with urban environments. In fact, they are essential partners in providing a balanced, healthy community. We are both learning to identify native plant and animal species, and are frequently rewarded with glimpses of coyotes, moose, and raptors. I even surprised an owl on an early morning walk (or it surprised me!). Research continues to point out that our children are growing up with a "nature deficit" which has been linked to many developmental problems. Why would we want reduce our opportunities to present and share the beauty of our natural world with our children?

In 2003, while planning our move to Spokane, my husband, Brian came to town to house hunt. Brian met a person selling his house by owner. The seller asked what we liked to do for fun and Brian replied, "mountain bike." That perfect stranger took Brian to the bluff and said, "those trails go as far as you can ride!" While we didn't buy that guys house, we took his tip about the bluff and spent a lot of time that summer exploring the trails, on foot and bike. The most unique feature that we appreciate about the bluff is that fact that the trail system goes from 57th ave all the way to Riverside State Park (if you're creative) while passing through city park property. Essentially, we can ride our bikes for hours and leave from home! You would be hard pressed to find another urban trail system like this anywhere in a similarly sized city. The protection of the Tuscan Ridge property is a vital to maintaining this feature. In the 10+ years since we moved to Spokane, we have spent countless hours on the bluff. It would break our hearts to see a portion of it developed with condominiums. Outside Magazine just named Spokane a Best Town for 2013 and it cited the bluff as evidence for it's choice. The trail network is so important to me that my decision to live in a nearby neighborhood was based in part on proximity to this trail network. It would be a tragedy to have this land be used for unnecessary condominium development which would destroy not only the land the condos are built upon, it would also interrupt the entire trail network. Spokane is expanding and it is sad that the expansion comes at the price of cutting so many of us off from natural beauty of Spokane, which is part of why I choose to live in this city. Some of my favorite places are now surrounded by houses that either block or mar the view or have been purchased and are now private property so I can't enjoy them anymore.

Case in point is the Tuscan Ridge property which is currently being marketed as a fenced and gated “100 unit Condominium Development ready to go," the building of which would cut off access to hiking and biking trails that now connect city park land to the rest of the trails on the bluff.

The Tuscan Ridge property is part of what the Spokesman Review reported in 2011 as a "...wildly popular trail system...Spokane has a premier neighborhood recreation area with more than 22 miles of routes heavily used by walkers, runners and mountain bikers. Those trails continue to be "wildly popular" by hikers and bikers and also continue to be maintained, in partnership with the city and the Urban Forestry department, by volunteers, "Friends of the Bluff," who donate their time and efforts to help keep the bluff a place of natural beauty for the enjoyment of the general public. I am a regular runner on all sections of the bluff trails. When my friends who live in Seattle or Portland ask "Why in the world do you and Margaret still live in Spokane?" I usually start by saying that I have amazing trail running 1/2 mile from my house - on the bluff.

Development of any kind on the bluff should be blocked since it is such a valuable resource for the city - both as wildlife habitat and for recreational use. Every time I go out on the trails I run into many other neighbors running or mountain biking. I usually see wildlife as well and have seen bull snakes, deer, osprey and velvet ants (which I didn't even know lived this far north) among other creatures that live there. I know other people have seen moose and eagles.

Purchasing this land fits exactly with conservation futures' mission to "to benefit wildlife, conserve natural resources, increase passive recreation and educational opportunities, and improve the quality of life for area residents".

Having an urban trail system is what makes the Spokane outdoor scene so unique! Being able to step off my front porch and ride to such a wonderful trail system is both rare and wonderful. The proposed Tuscan ridge development would interrupt a trail head that connects the north to south ends of the trail system, which is critical for the "loop".

I ride these trail 3-4 times a week and would hate to see such a unique and convenient system destroyed by development.

The South Hill Bluff area known as the "Tuscan Ridge" is somewhere that I believe to be an essential piece of this amazing trail system we have in our own back yard. It's loss would be devastating to the recreational and outdoor lifestyle that is embraced by so many people who live on the South Hill of Spokane.

I am a long distance trail runner that lives less than a mile from the Bluff trails and use the Tuscan Ridge section of the Bluff as many as five days a week most of the year (yes, all winter included). This proposed development would destroy the connectivity that is essential to the running I do on the Bluff trails. The ability to link together 20+ mile runs on the Bluff trails all within three or four miles of home is invaluable. I've put in several thousand miles of running on the Bluff in the past seven years and don't want to imagine how this could disrupt the continuity of our trail system.

As the father of three young boys, the Bluff is the most frequent place we go to hike and explore. Many of our hikes have traversed through the trails in the Tuscan Ridge area that would be gone if this project is allowed. I want my children to embrace nature, hiking and the outdoors lifestyle and would hate to see trails removed that they enjoy exploring.

This area is also important to me as a quiet place where I can enjoy nature. I've seen moose, deer, coyote and a diverse collection of birds in the Tuscan Ridge area. It's quite clear that a development such as the one planned would destroy the natural wildlife habitat and that's something we can never repair.

Today was actually my first time biking on the bluff. I started at 57th and Hatch. I biked on the trails from that location to Polly Judd park and back. while on the trails I passed by at least 15 other bikers/walkers, one which happened to be a family friend who walks the bluff every day with her dog. When I was about to head home from the 57th trail location a walker, Pat keegan, informed me that this area up by 57th "Tuscan Ridge" was potentially going to be made into a fenced and gated 100 unit Condominium Development, taking out a large area of the bluffs main trails and wildlife. After my first ride on the trails I know I will be back tomorrow and hopefully many days to come if this land (Tuscan Ridge) can be preserved as a Conservation Futures Land. I know this area is one of the reasons people love to live on the south hill, which is why its so important, its a huge part of the south hill community. And I know its important and enjoyed every day by my family and friends here on the south hill.

I heartily support the idea of purchasing the land slated for the Tuscan Ridge development as Conservation Futures Land.

I just moved back into Spokane two years ago after 30 years living in Olympia, Washington DC, Denver and Portland. I've seen how the quality of life is affected by the quality of the parks and recreation in each of the places we've lived. I always thought Spokane scored pretty well on the parks and recreation scorecard, but when I moved back here I discovered the trails through the bluff below High Drive and was amazed. This whole area is a tremendous asset to the city of Spokane.

Unfortunately, the Tuscan Ridge development will severely restrict the recreational access to the bluff. Even if a way can be found to put a trail around the development it will be too steep for any but the most hardy hikers. Much of the recreational value will disappear.

This area is a gem for Spokane and needs to be preserved.

This a very special piece of wildlife habitat!

Because it is so steep and hilly animals feel very comfortable and safe here. This section of land provides the “wildness” buffer to all the other land in the area. It is the keystone to keeping all the area “wild.” I have seen large wild life such as deer and moose here along with lots of small animals. It is very special to have such a “wild” property near a population center. When I hike along the trails I really think I am out in the “wilds.” You see all the game trails and you know if you do not seem the animals, the animals see you. We are very fortunate that areas like this are available to us.

To let this be converted to condos is a shame. The encroachment of homes upon this wild area is a travesty. The rest of the land will just turn into a park with no large wildlife.

It is fun to hike and see the wild life year around. Viewing the wildlife seasons on these trials is magnificent. It is great for hiking and biking. I try to hike in the area a couple times a week.

When I have friends come to town and we hike this steep area they say you have no idea how lucky you are to have such a piece of land so close by.

This is an area where the people using the area have spent a great deal of time and effort to make this available to the public. It has not taken and will not take public funds to maintain.

I highly recommend that it is purchased by the County Conservation Futures Program.

Dear County Conservation Futures,

I am writing to share my families support for preserving at least the lower section of the proposed condo development MLS#28016477 as a critical wild life corridor and recreational access point for current and future generations.

The development as planned would severely bottle neck access between the north and south portions of the bluff. I personally run these trails frequently. I take my kids and their friends out there to explore and look for signs of wild life. The kids are just starting to ride their bikes on these trails (a bit of a rite of passage for preteen development). On any given day, I run into numerous other people either walking, running, biking or showing of the bluff to out of town guests. On any given day you can find numerous signs of wild animals having been in the area, mostly small animals but on occasion coyotes and moose are among the visitors.

I have lived in Seattle, Wichita, Kansas City, Spain, Mexico and have traveled extensively in the US and abroad. In my experience, neighborhood access to this type of shared recreation and wild life habitat is unique. Please help preserve Spokane’s unique human and wildlife habitat.

Building developments on the bluff will negatively impact our lives in numerous ways. The bluffs are an integral part of South Hill living. I am writing to encourage the city of Spokane to disallow the development of the 100-unit condo unit at 57th and Hatch. I am an avid trail runner and use the bluff several times a week, all year round. The bluff is a treasure for recreational users as well as the wildlife who inhabit it. In the past three years, I have seen moose on the bluff every winter and coyotes every spring and summer. I did not see these animals in the 7 or 8 years previous to this which demonstrates to me that their room to live and roam is shrinking year by year. The incredible amount of development on the SR 195 corridor (Eagle Ridge, Qualchan, etc., etc.) has taken so much habitat from these animals. They have very little left. PLEASE do not take more. I and hundreds of other Spokane residents are dedicated to using the bluff for recreational purposes in harmony with these animals. Once this land is developed, it is lost to us and to them forever.

Secondly, I can't even imagine the traffic at the intersection of 57th and Hatch as a result of such high density development. This will impose a huge cost on the city to provide roads, road maintenance, snow removal, traffic control and reorganization, etc.

Finally, the bluff is a fragile ecosystem, especially vulnerable to wildfire due to its exposure to the prevailing south-westerly winds. Building 100-units of housing in this area is a recipe for disaster. How are 200 or more people going to escape a fire? By driving en masse down Hatch Road? The road can barely support the traffic it already bears.

Please do the sensible thing for Spokane's residents and wildlife and STOP this development and take steps to preserve this land for generations to come.

About 10 plus years ago when I lived in Deer Park I was introduced to the bluff by friends who hiked it daily. Being an avid hiker I could not believe what a jewel Spokane was holding. I now live within 15 minutes of the bluff and hike it every chance I get (it was a factor in my decision to move into the city). To see the wildlife dependent on this area of wildness so close to downtown is exhilarating. It's why Spokane is so desirable. I have seen coyotes, deer, moose, hawks, eagles and many other birds throughout the years. This place is cherished by many. To build on this land would surely ruin it for native species including us outdoor enthusiasts and most likely pollute Latah creek below. I very much support Conservation Futures saving this sweet spot of Spokane.

It is possible to build homes in multiple locations in the Spokane area, but it is not possible to recreate the natural beauty, human access and developed trails we now have once it is destroyed by building. It is exactly this type of area that makes Spokane stand out amoung other cities. . .having major natural recreational areas so close to neighborhoods. Plus, the thought of destabalizing the steep hillside has me concerned.

Greetings to all at the Conservation Futures Program,

I'm a regular mountain biker that lives in Nine Mile Falls and works in the Valley. I ride the Bluffs with friends on a regular basis. I talk a lot about the area with co-workers who often have no idea there's awesome hiking/biking just a few minutes from downtown. Multi-use trails are Spokane's hidden gems!

Maintaining, expanding, and preserving these natural areas is far more important to the community at large than another housing/condo development when there's already plenty of real estate available in Spokane. I firmly believe such natural areas are for everyone to enjoy. Breaking up the land in the manner proposed for "Tuscan Ridge" is analogous to putting a mall in the middle of a golf course. I also believe keeping these areas in the hands of the public is the only way to ensure that future generations can enjoy a Spokane that stays true to its present slogan; "Near Nature, Near Perfect".

Dear Mr. Moline: Please include my name and comments in anything necessary to save the section of the bluff being proposed as new development. My large family grew up 2 blocks from the bluff and my wife's family grew up 6 blocks away. We have temporarily lived in Seattle and Los Angeles for school and early career, but when we decided to raise a family and open a new business, we chose Spokane. We did so, in part, because of the wonderful, family-friendly outdoor resources that abound near Spokane. We moved back 14 years ago and have lived within 6 blocks of the proposed development ever since. Our family and friends have enjoyed the gradual access to the bluff near Hatch road and 57th. we have biked, hiked and ran this area and would hate to lose it. This access and acreage has been a wonderful connection to my childhood, being able to traverse the entire west south hill from 57th down to 14th.

I strongly encourage the city/county to purchase this acreage to make sure it is held in a conservation state forever.

As a lifelong Southhill resident, I support Conservation Futures nomination for Tuscan Ridge. First, I walk the bluff trails and can testify to its recreational use. If you tallied the daily use I believe you'd get hundreds of people per day, not counting dogs and bikes. Even in winter people like me, with traction devices, hike it. Second, I see deer sign and have seen various birds and varmints on the trail. Having worked on both City and Spokane Growth Management Committees in the 1990's, I can testify to the importance of Latah Creek below Tuscan Ridge and the corridor through Tuscan Ridge east towards Brown's Mt and north towards Upper Lincoln Park. The animals I have SEEN on the corridor ( I live at 36th and Napa) include two moose, in the last 8 years, a black bear (Hamblen School was on lockdown in the same time period), and deer. Third, I believe all the trails create a community sense that should not be plowed up. This is just what Conservation Futures was created for. I suggest a two year buyout if the program cannot handle it in one year.

We have enjoyed walking often in the Tuscan Ridge area. It would be a shame to not have the trails or the wildlife in the years to come. One incident comes to mind in particular, when my son called out to us to come see the moose walking through our backyard, another time there were three raccoons on our back deck and a number of times we marveled at the deer walking by. This would not occur if their habitat is disturbed or altered in any way.

Dear Sir, or Madam,

Its come to may attention that a proposed 100 unit condominium community, called Tuscan Ridge, is set to be developed north of the intersection of 57th Avenue and Hatch Drive. This area is part of what many of us on the South Hill of Spokane call "the bluff trails".

I personally walk, run or ride my bicycle 6-7 days a week at the bluff. I will usually ride my mountain bike on the bluff 3 times a week and the other days I will run with my dogs or just walk. All of my mountain bike rides currently go directly through the area that will become Tuscan Ridge on my way towards trails that are south of Tuscan Ridge. On my rides I always see other folks out on bicycles or on foot with or without dogs and thus the parcel is heavily used recreationally today. Its important to note as well that the main trails that are on Tuscan Ridge proper form a major connection or thoroughfare from the trails that are north (37th and north) with the trails that are south of Tuscan Ridge (between Hatch and Qualchan Golf Course).

Besides humans, there is an abundance of bird and mammal life. I seen a half a dozen bird species regularly flitting amongst the native pines as well as raccoon, deer, coyote, and other smaller mammals that scurry about the forest floor.

My family has only recently relocated to Spokane from NJ and one major reason why we chose our home in this specific location was its proximity to the bluff trails. And, I am not exaggerating when I state above that I, and many others, use the bluff trails every day. For these reasons, I am in support of the purchase of this area by the County Conservation Futures Program in order to preserve this area for recreation and wildlife and to keep the northern bluff trails connected up with the southern network of trails.

I am writing to support the purchase of Tuscan Ridge property by the County Conservation Futures Program. When the condominium development project was made public a few years ago, many in the neighborhood of upper Hatch Road, where I live, were shocked to learn that any construction could actually take place on that steep sloop with such precarious access. I was concerned about erosion, the danger of cars pulling out of that hill onto Hatch at the curve, and also the limited access for emergency vehicles descending and ascending the hill, let alone the danger to the wildlife. Many of us thought that the city should buy it at that time to include in the park.

My concerns are: 1) disruption and disturbance of the wildlife habitat of moose, deer, coyotes, marmots, eagles, turkeys, ospreys, rabbits, squirrels, quail, and more, all of which I have seen; 2) the erosion of the land caused by the construction, and 3) the severing of the link between City Park property going north and west with the south.

The Friends of the Bluff have stated their mission to preserve this land for wildlife and recreation. They are a hard-working, dedicated group of volunteers who feel very strongly about preserving this land. The trails that they have developed and maintain provide exercise, pleasure, and good clean fun to all ages right in the heart of the city. The Bluff provides an educational opportunity to learn about wildlife, flowers, trees, geology, and other natural phenomenon. When one walks there, it is like an isolated nature preserve, and yet easy to access from a well-traveled road. The trails have become so popular that on some mornings, the parking places are full of cars. Those trails and the wildlife habitat in the middle of the quiet forest will be broken up by 100 condominiums, their inhabitants and activities.

This serves as my plea to conserve that parcel as a wildlife corridor and for recreational pleasure of people of Spokane.

Dear Conservation Futures Board, As I begin to formulate my thoughts towards the effort to nominate and obtain the Tuscan Ridge bluff property at 57th and Hatch with Conservation Futures funding, my initial reaction is that of a bluff side land owner. I have a house that not only generates a great deal of daily pleasure from being able to experience, out my window, the incredible majesty of this area but also generates tax revenue for the City of Spokane which helps to maintain this city park. While I appreciate the desire of potential future condo owners to enjoy these same benefits, I feel the highest and best use should be preserved. The moose and calf that have traversed the slope, the multitude of ‘naughty boys’ (young deer) that stray into the surrounding neighborhoods, the porcupines that love to nibble on fresh tender buds, playful chipmunks and squirrels, skunks (not to mention blue tailed skinks), and the coyotes who keep it all in check have all coalesced into this wildlife corridor to enjoy the protection of a fantastic natural area. With the proposed development of 100 condos and its full perimeter fence, there will be a dramatic shrinkage of this already thin wildlife corridor and force not only the original habitants but all of us daily visitors (and their domesticates), into a narrow, steep, and sandy section close to the river’s edge. The once plentiful access parking (graciously allowed by the current landowner) will be reduced to a few stalls and the proposed trail access would need a miracle of modern engineering to even begin to create and resemble a properly graded trail. As a current board member of the “Friends of the High Drive Bluff” I have witnessed firsthand the incredible love and devotion that so many in our community have towards this ‘near nature, near perfect’ resource. Not only do the multitudes utilize the trails and vistas daily on foot and bike (even an occasional rouge skier and parasailer), but they quietly pour their energy into both community maintenance events and solitary efforts to steward this gem within our city limits. Our boards’ commitment is we take an active role in stewarding the area so that it can be maintained as natural, enjoyed and respected by all user groups, and be of minimal expense to the Parks department. This level of public/private partnership should not only be encouraged but promoted. I encourage, implore, and beg you to consider this development as an imminent threat to this incredibly important wildlife and public use corridor. You have been brought a willing seller to the table who recognizes that the public deserves to have a voice in preserving an incredibly fragile connection of the Hangman corridor. Dear Conservation Futures Board, Due to the fact that I will be graduating from high school soon, my mother keeps nudging me towards the idea of returning to Spokane. Granted, this “nudging” has been occurring for as long as I can remember. She wants me to have a closer, less stressful relationship with her and my father, unlike the one she has with her long distance parents. Among her reasons for me to return to Spokane are free child care via grandparents (for grandbabies), the huge medical community (I want to be a doctor) and the incredible park and ecosystem here. I grew up going to a park virtually every day. I have grown up with small forests and wildlife, even in the two urban homes I have lived in. The community in Spokane is imbedded into the native environment that flourishes so beautifully and makes Spokane both desirable and unique. The idea of not seeing a squirrel run up and around a Ponderosa pine tree everyday is a bit unnerving. So much of Spokane is built into the wildlife that the two have become permanently intertwined. When my family moved from the Ben Burr Park area to High Drive, I fought with ferocious resistance. Why would I want to leave my “perfect” childhood home for some old house with a bit of land? After touring my current house (and hating it), I went for a walk. I stumbled upon the trails that I had always seen from the road and there began my exploration. Within the few years that I have lived next to the Bluff, I have explored, loved, and recorded many of my bluff experiences. From a huge group of friends going on a photo shoot, to daily hikes and the occasional run in with a moose, or deer, turkey, squirrel, 5 stripped skink (my favorite), skunk, chipmunk, coyote, porcupine, or numerous birds that I could not hope to name, the Bluff trails have made my life better. So much so, that I feel they have helped me through some of my hardest times, from stress over copious amounts of homework to heartbreak. These trails are not merely a project or simple bonus of Spokane’s South Hill, but a staple in the lives of those living near them. I have friends from Deer Park that come all the way to the Bluff, just to get the unique opportunity to run in such a beautiful setting. Without access from 57th, the integrity and accessibility of the trails will be lost. Nobody wants to run or hike near or on a construction site and more importantly, neither will animals having to live there. Why build on a small amount of land for short term profit, when the parcel can be bought for people of generations to come to enjoy? When I move back to Spokane in ten, twenty years, and have children of my own, I plan on taking them down the Bluff Trails and showing them why their mother returned to the glorious city of Spokane and I just have to hope they will still be here.

Dear Conservation Futures Board, I would like to give you feedback on the potential disruption that the proposed Tuscan Ridge development would have on one of our city’s most precious natural resource. The ability to walk to such a natural place within a few minutes is truly everybody’s dream. This dream will potentially end if action is not taken immediately. I have witnessed a great many species of wildlife which inhabit the area that would be forced into a narrow section of land in order to travel their home boundaries. The beautiful trails and access points to the bluff at 57th and Hatch would all but disappear. These open and natural lands are becoming scarcer as development progresses. One such property as this within our city limits is a true gem to bring into the fullness of public ownership. Please place this property on the top of your consideration list for funding a purchase with conservation futures funds. I would truly hope that an opportunity such as this will not be allowed to pass by.

Dear Conservation Futures Board, I remember the first time I hiked on the High Drive bluff trails. We had just moved into our house nearby and my Dad wanted to take a hike. At the time I thought the trails were small and fairly boring, with little interest to them. Little did I know, the trails covered a huge expanse of land, and were home to many wild creatures and lush foliage. On that first hike my breath was taken away by the bluff trails huge expanse and inspirational beauty. Even to this day I am refreshed by the clear air and natural surroundings. My Dad even created a committee to clean up the trails called Friends of the High Drive Bluff and I consider myself an avid member of this association. Most teenagers would shudder at hard recreational work but I relish the opportunity to maintain this incredible wild area. To think that parts of the trails could be walled off like prison gates, inaccessible to the public and guarded from even harmless squirrels is saddening and deplorable. I implore you to take action and preserve this amazing public resource and hopefully the High Drive bluff trails will remain prosperous and untouched by the progress of development.

I totally and whole heartedly support the purchase of the Tuscan Ridge property by the County Conservation Futures Program!!! It is an integral part of the trail system that runs along the bluff.

I cannot adequately express how wonderful it is to drop down into the property in question and experience a forest in the midst of the city. When I hike down into this area it is like entering another world. Peace and quiet, wildflowers in the spring, birds and the occasional deer along with the privilege of being able to walk long distances in nature and still be relatively close to home. Access from the location at 57th is wonderful and my walking and hiking friends use it regularly. We can walk from our homes. I have had many a friendly conversation with fellow hikers/walkers that I have met while hiking the trails there. This area is loved by many. Please keep this access open for us and the high density condo's out! They don't belong there.

This letter is to verify strong community support for the request to acquire the Tuscan Ridge site as Conservation Futures land. Public access to the beautiful bluff lands provides:

A. Recreation without having to drive long distances. This reduces emissions pollution because many people walk to the bluff at all hours of the day and early evening. All trails connecting City Park land to the north and west and pass thru Tuscan Ridge. Adding this land with a Conservation Futures acquisition will provide a critical link to the existing trail system that runs along the Bluff.

B. Easy access to an area that provides an important refuge from city noise and distractions. People of all ages need a place for quiet contemplation of nature. It is not an exaggeration to say that Bluff lands promote mental health as well as a living laboratory for future generations to learn about the natural world.

C. Preservation of open space enhances the value of the city as a place to invest and to live.

D. The Washington Department of Fish and Wildlife has documented the land’s value as a wildlife corridor they call the Lower Hangman Creek Priority Habitat. The land also provides a buffer (protection) between the City development and Hangman Creek below. There are countless stories about encountering birds or other animals, large and small, on the Tuscan Ridge property.

We live 15 minutes from the bluff, in west Spokane County, on a dirt road. We frequently use the Bluff trails summer and fall because our area does not have scenic, dust-free trails. I combine grocery shopping trips to town with 'power walks' along the Bluff ! Because I care deeply, I spent a Fall Saturday morning in 2012 helping volunteers clear an enormous amount of brush to reduce fire hazard. At age 70 this work was a bit arduous for me; however, it was exhilarating to see how many people turned out to help. I plan on volunteering again this year.

When we first moved to St Andrews Lane in 1986, we had lots of wildlife (owls, coyotes, snakes and of course deer). Qualchan was developed and the area between Manito Place and the golf course is still a refuge for the wildlife. The deer still come up to feed on the red berries of the Mountain Ash in the fall and the tulips after a hard winter. Moose come too, a mother and baby even this September. See my picture of a moose on St Andrews Lane taken 12-15-2010 at 8:00 am.

We also use the trails to hike and birdwatch. Many people mountain bike on the trails. A flock of robins does winter in a ravine down there. Connecting to the High Drive City Park would be advantageous to all nature lovers and sports enthusiasts.

This is a perfect property for the Conservation Futures to purchase. Let's keep Spokane natural. That's why we love it here!

Hello, My name is Andy Le Friec and I am writing in regards to the Tuscan Ridge Condo development. This development would be devastating to one of Spokane's coolest parks! I personally am a runner and use this trail almost every single day. It connects me from the North trails off of 25th and High drive to the southern trails in the highland park area. The Tuscan area not only provides a connection between both sides of the park but it also acts as the south sides trail access point. Allowing this condo complex to be built would be no different than building Condos in between upper and lower Manito park that completely split the park into two halves. Not only are these trails home to my personal recreational desires they are also home to an abundance of wildlife including, birds, moose, deer, coyotes, and I have even seen a King Fisher all ON THIS PROPERTY. Whether it is 5 am or 8 pm in July or January I never use this trail system without seeing an abundance of recreational users. The people of Spokane love this trail system and use it regularly. It would be a shame if our government let us down to stick a condo complex in. Please use the County Conservation Futures Program to purchase this property. Generations later everyone is so grateful that someone in government stepped up and save an area like the Tuscan Ridge area. Nobody has ever written a "thank you for building these condos on a beautiful piece of natural habitat" letter to the next generation. Stand up for Spokane! This one is worth fighting over! Three of our four sons live within a mile or two of the bluff and have used this Spokane gem with their children year round. We walk, run and mountain bike frequently and enjoy special moonlight walks through the snow on quiet winter nights. It is magical. Rich Landers of the Spokesman Review exposed this whole trail system to readers with his article and GPS map of the entire twenty-two miles of trails which I'm quite sure included Tuscan Ridge. We were kind of dismayed that the news of this wonderful, close in, wild area was now known to all. But as time passed and we saw so many new, happy and friendly faces we were glad that the word was out. I suppose there is a way to get around the reach of the proposed 100 condo site but access through that property, which always has some vehicles parked on it, will be denied. That site at the west end of 57th is a compliment to other parking areas along high drive and disperses users which contributes to the feeling of space and special beauty of the bluff. This letter is in support of using the County Conservation Funds to acquire land in the High Drive Bluff Area south of 57th Street and Hatch Road South which is currently permitted for the Tuscan Ridge Condo Development.

I am in full support of protecting this area of the bluff, both to conserve this area for wildlife and so that it remains in perpetuity an open space for current and future citizens of Spokane County.

I have been a user of the High Drive Bluff area for over 30 years. In most recent years, I have been amazed by its transformation as a suitable habitat for wildlife that seems to have repopulated its slopes and ravines - increasing almost every year. I run on the bluff trails 3-4 times a week, 52 weeks a year, and when opportunity allows, I will also bike these trails. My runs and rides often take me into the area of proposed development. Within the area between this proposed development and the 'Rocket Draw' (southwest of the Rocket Market on 43rd and Hatch), I invariably see moose, black and white tail deer and mule deer. In fact I just saw my first moose of this fall on September 1st and another on Sept 14th (cow and bull, respectively).

After looking over the powerpoint presentation sent to me by Diana Robers (Friends of the Bluff), the slide the struck me most was the one showing how this proposed development could squeeze wildlife into a narrow and steep corridor between the river and the development's edge. This may have the unintended consequence of restricting wildlife movement between lower Latah Creek (from the Spokane River confluence to this point) and upper Latah Creek (south of Hatch Road).

It is my opinion that the continued fragmentation of this open space from projects like the Tuscan Ridge Condo Development will restrict the abundant wildlife which has returned to this area and negatively impact this great recreational space for the people of Spokane County.

Again, I fully support using County Conservation Funds to support acquisition of this area, which provides a rich habitat for wildlife and a priceless piece of open space for Spokane County residents and future generations.

I have been enjoying the High Drive/Bluff area since I was a child – growing up in the 80’s, my friends and I would often hike down the old (now deprecated) access road behind the Manito Golf Club to explore, play, and build forts. The area we explored is in the same region where the Tuscan Ridge development is now planned.

As an adult, I moved away to Seattle. About 10 years ago, my wife and I had a child and moved back to Spokane. To my delight, I found that the bluff area had remained intact and in fact, had been improved with trails. Since rediscovering these trails nearly 10 years ago, not a week goes by where I do not run or ride my bike on the trails.

These trails are an amazing urban resource for many users. To have such an extensive and well-preserved set of trails so close to residential/urban area is an astounding resource that we must preserve for the generations that follow. It’s this kind of natural infrastructure that makes Spokane such a special place for so many residents.

Therefore it’s critical that Conservation Futures considers buying the land for the proposed Tuscan Ridge development. While the footprint for this development may seem small relative to the size of the overall trail-system, the development is in a central section for trail connectivity and developing such a project sets an awful precedent.

As for connectivity, the proposed development blocks access to a central section of trial that connects three key regions:

 from the south “middle trail” to Hatch Road  from the “middle trail” to the lower “Blackwood” area  from “middle trail” to the “Corvair descent” to the “bottom trail”

But perhaps the more disturbing element of the proposed development is the precedent that it represents. Allowing development on such a uniquely Spokane piece of natural infrastructure speaks volumes about the values that drive our community – aside from connectivity issues mentioned above, the slope on which the development will be built is ridiculously steep and sandy, not to mention the potential for disturbing the remaining wildlife still occupies this area.

To whom it may concern, I've lived in the Quail Ridge Community for over eight years. I love my house and the magnificent views of Latah Valley. I also love the proximity of nature. The wildlife that I see is wonderful and diverse. I've enjoyed viewing: Red Tail hawk, raven, Bald Eagle, Turkey Vulture, heron, turkeys, quail, and many other small birds. I've encountered White Tail deer, moose!, badger, skunk, squirrels, chipmunk, coyote, bull snakes and garter snakes.

As a gardener, I treasure the plant life on the bluff. The huge Ponderosa pines, the other pines and shrubs, the thorn trees that bloom in the spring and then add red to the fall, the native grasses that stabile and hold the slope. The wild flowers that give joy to the Spring.

As an artist, I get my landscape inspiration from the bluff. The sense of space, the ever changing seasons inspire my work and gives me peace.

It is truly a gift to walk the trails on the bluff. To be able to enjoy all the senses: the fragrances of the pines, the rustle of the trees, the calls of the wildlife, the visual beauty of the landscape and animals. To walk the paths that Native Americans traveled on is awesome.

It would be a treasure for Spokane if this property was protected for the future. Please consider the purchase of the Tuscan Ridge property for the County Conservation Futures.

As a resident of Spokane I identify and appreciate the near nature near perfect motto of our downtown core more and more the longer I live here. Few places have the vision and foresight that Spokane has had to identify, acquire and manage open wild spaces that invite nature and users to enjoy them. To me the Bluffs of Spokane are an ideal example of such a space. Primarily City of Spokane Parks department property these open spaces are a treasure for wildlife, walkers, dogs, hikers, mountain bikers and a host of other users. i am extremely concerned about the development of the Tuscan Ridge property and the housing proposal that is currently on the table. I believe this property provides a critical access point to lands at the very south area of the trail system and also provides a gateway for users entering the trails from the south moving north. Without these nexus zones a significant portion of the trail system is lost and wildlife migration zones may be compromised.

I strongly support the Friends of the Bluffs efforts to find funding mechanisms that would allow the Tuscan Ridge property to be preserved in its current use state for generations to come much like the adjacent city properties. I like the idea of the conservation futures funding but also support other mechanisms that may come to rescue and aid this property.

I understand that there is a development project in place near 57th & Hatch that would build condos where the trails that have been established on the South Hill Bluff are. I also understand that there is a push to urge Conservation Futures to purchase the land to preserve that area for human recreation, native plant growth and wildlife travel. I would like to voice my support toward keeping that area open for the people and wildlife of Spokane County, especially those of us that utilize the trails on a regular basis. I personally use the trails in that area for hiking or snowshoeing during all seasons of the year with my family and neighbors. My dog and I have a standard loop we run from my house, to the access point at 57th & Hatch along the trails to Manito & High Drive and back. Removing this trail area for buildings destroys access to a lot of the flatter terrain for mountain biking, wildlife travel, wildflower wanderings and access to the creek. Not to mention it removes any possibility of getting to any of the Bluff trails without having to travel 1-2 miles north to get to them – increasing traffic flows along Hatch and High Drive as well for those that live further south on the Hill than High Drive & Manito Blvd. I strongly support the purchase of this land by Conservation Futures for preservation of the trail connectivity that currently exists and the beautiful urban natural recreation area that is rare to find.

I'm a very regular user of the bluff trails. Probably 4-6 times a week almost all year round. I have previously sent in a recommendation that the Conservation Futures money be used to purchase the missing piece at the Sourthern end of the bluff, the weirdly named "Tuscan Ridge" development. I even went as far as to send a letter to the property owner suggesting that selling this to the City would be a way to leave a lasting legacy.

It’s really almost unthinkable that this really spectacular property could be developed. It’s a very, very steep hillside. If possible, it would make wonderful complement to the other existing parklands in the area.

September 20, 2013 To whom it may concern, I am writing to voice my concern about the proposed development of the Tuscan Ridge condos on the High Drive bluffs. The area of the proposed development greatly affects the recreational opportunities that are offered to our community. It is one of the only areas on the South Hill that offers such a diverse setting of trails for hiking, dog walking, cycling and wildlife observation. The proposed development interrupts the network of multi-use trails and contributes to the sprawl of unnecessary development of multifamily housing options.

Having spent a lot of time on the steep slopes of the bluffs, it is obvious how this development will adversely impact the natural setting by having to move tons of earth and remove hundreds of trees in order to build. In fact, this proposed area seems downright dangerous to attempt to build on. Another issue I see in this current economy is the real possibility of another failed construction project being abandoned because of unforeseen costs and complication of building on such a dramatic slope.

Friends of The Bluff,

First, we would like to express our appreciation to your organization for the efforts in nominating the "Tuscan Ridge" property for consideration for purchase by the County Conservation Futures Program and to keep the property as open space. What a legacy to the current residents of the city and county, but equally important to the future generations - a trail system from 57th and Hatch Road on the south east all along the bluff to the north west. These trails have been used for many years and should remain for public use in the future.

On a recent walk in the area, we encountered a fellow just starting to ride his bike up the steep area leading to the parking area at 57th. I made a comment that he had a difficult climb to complete. He replied, "it's like a workout at the gym, but this is much more pleasant outing than going to the gym". Later in the walk in the lower trails we saw two additional bike riders using the trails. This was on a weekday in mid-morning.

We live in the Quail Ridge HOA and continually see vehicles parked in the area off of 57th. On a weekend,it is very common to see six or more vehicles parked in the area and likewise on weekdays there are vehicles parked in the area. This is our observations at the 57th and Hatch Road area and we don't observe other users that enter the trail system from other areas along the bluff and use the trail system in the subject area..

As to the wildlife in the area, we have wildlife in the Quail Ridge area at many different times. The Quail Ridge property is adjacent to the "Tuscan Ridge" property and we have experienced deer, porcupines, coyotes, raccoons, skunks and wild turkeys. Prior to living in Quail Ridge, we resided in "The Pines" on the east side of Hatch road. It was very common to see deer in the mornings and evenings crossing the hill side behind our home heading to or from the Hangman Creek area.

A disruption of the natural drainage in the area will result in future environmental issues to the fragile banks of Hangman Creek. If you observe the creek bank in the area of the "Highlands" development you can see the environmental damage resulting from a change in natural drainage and the introduction of additional water.

To: Conservation Futures Program From: Edward Preston Re: The Bluff Lets talk about the flow of wildlife along the Bluff above Hangman Creek and below the physically built out city of Spokane to the top or above that Bluff that is commonly referred to as Lower Hangman Creek Priority Habitat by the WSF&W. Included in this habitat is the proposed Tuscan Ridge development which if allowed to continue will essentially be the one blocker to all migration of animals, large and small. On any given day or night we are privileged to see whitetail deer, coyotes, porcupine, mule deer, occasional moose, raccoon, hawk, eagles, quail, crow and raven, squirrel and bullsnakes all helping to keep the balance of flora and fauna that has existed as long as the habitat there has been able to serve as a corridor allowing a comfortable flow of animals through the city. From our extraordinary fortunate position along the top of this ridge it isn’t uncommon to visually track most of these animals every day seeing each animal forage or hunt its food meanwhile moving around the city uninhibited, not funneled onto busy thoroughfares by gated developments where there is absolutely no chance of survival. , Should there be any opportunity to buy out Tuscan’s interest and place this part of the bluff in a permanent conservation reserve, it is incumbent on us to pursue these interest, thus protecting all the wildlife and continued recreational use of these same paths where many get the same chance to enjoy and co-mingle with a part of the wild so very close to us.

As one of the many frequent hikers of the bluff, I wanted to write a letter of support for the purchase of the proposed Tuscan Ridge property by the County Conservation Futures Program. I think this is a wonderful idea! What a tragedy it would be to have 22 acres of this beautiful area developed for housing and cut off our wonderful trail system. I thought when a project like this was proposed several years ago an environmental impact study deemed the area too fragile to support such a development? I can not imagine the destructive environmental impact of such a development.

The trails on the bluff are used by so many of us; hikers, bikers, trail runners, dog walkers, nature lovers. This entire system with the City Park land and the north and west trail system into which it connects, is an absolute jewel in the crown for our area. We are so lucky to have an area like this which sustains wildlife while providing an area within the city for outdoor recreation. When asked what people love most about Spokane, the answer again and again is its connection to beautiful natural areas for hiking, biking, horseback riding, kayaking, etc.

The bluff has become a safe haven for deer, moose, many species of birds, coyotes, and other animals. One of the singular attractions of this area is how bikers, hikers, dog walkers, and the wildlife have learned to respect one another and enjoy this habitat together. The Friends of the Bluff have done an amazing job lovingly giving time and money to improve the trails and protect the entire area for us all.

The Washington Department of Fish and Wildlife has documented the land's value as a wildlife corridor. Please allow this area to be protected from any development. The people of Spokane have seen so much development destroy beautiful natural areas. I think it is time to preserve an area that is so lovingly used by so many of the residents and even visitors to Spokane.

Our earnest hope is that The Conservations program will save the bluff. If not, the Tuscan Ridge project will destroy nature’s wonderful gift to us. The trail system, the wildlife habitat of deer, elk, moose, coyotes, rabbits, that has been dedicated and nurtured from time immemorial, is irreplaceable. Every year we have deer, and often moose in our backyard. E.g. the pictures of the mother moose and her twins less than five feet from our window from last fall, a gift that is beyond the beyonds. If the Tuscan project were built, including a fence that bordered its boundaries and railed off the trail system, the wildlife environment that has known this corridor, and the hangman creek from the beginning of time would quickly die on the vine. It's hard to imagine a better use of the County Conservation Futures Program than purchasing the Tuscan Ridge property! The proposed development is beautiful indeed, but at what a terrible cost to the free movement of both wildlife and hikers. To create such a bottleneck for hikers is one thing - that will surely stop my frequent hikes in the area, where I hear the birds, see the scat of deer, coyotes and occasionally the beautiful creatures themselves. But to cut off the establshed paths of these animals is far worse.

And we can't suppose that the proposed development will be totally quiet and non-invasive either. It's influence will reach much farther than its walls and will intrude out into many acres beyond.

Let's save this area, this critical link - for ourselves, our fellow creatures, and our children. Near nature, near perfect, indeed!

It's personally one of my favorite areas to go to because of the close proximity to my home. Where they build the property would ruin most all of the trail run, and hiking loops that I enjoy with my wife, friends, and dogs.

It's very frustrating that the developer only purchased the property for 400k in 2007, and is now trying to sell it for over 5x his initial purchase price. Something doesn't seem right to me. Almost like he's trying to take advantage of this situation. Is he "bluffing" and won't build there? Either way, he sounds like a person that isn't concerned with conservation.

This letter illustrates the recreational and environmental importance of the Tuscan Ridge property of the South Hill and how a gated condominium development would impact the bluff trail network currently utilized by so many Spokane residents.

My wife and I moved to Spokane in 1998 and live blocks away from the bluff trail network. Since then, we have enjoyed our proximity to the trail network for year-round biking and hiking and use it at least weekly. I have even snowshoed and snowboarded the bluff when conditions have permitted. Exercise, recreation, or just blowing off steam after the workday; the accessibility of the bluff trail network is a true asset for the Spokane community.

My standard mountain bike loop is just over 10 miles and spans the bluff trail network from Polly Judd Park to just behind S. Highland Park Drive near highway 195. The Tuscan Ridge development would sever the length of this loop roughly in half, but the value of the trail network would suffer a greater loss. With the loss of continuity of the trail network, users would be forced to either use the trail in a diminished capacity, or have to exit the trail system, navigate city streets, then find their way back to the other half of the trail network. Since 1998 we have observed the steady increase in the utilization of these trails. Severing the trail network would likely have the effect of concentrating trail users into a smaller area, compounding the increased usage and create a more crowded feel to the trail network.

While on our excursions over the bluff, we have seen osprey, bald eagles, coyote, deer, wild turkey, porcupine, and even otter. Further development of this area will either drive this wildlife onto streets and highways to perish, or further away and out of sight. The bluff trail network provides sanctuary to this wildlife and a chance to see these animals without having to drive far afield to do so.

Condominium development will degrade the value of this area to the community. It should be protected while it still can be. Purchase by the County Conservation Futures Program can preserve this recreational and wildlife asset of the Spokane community.

I use this area of the bluff on a daily basis whether on my bike or running. I have encountered moose in this area on four separate occasions in this last year. This area serves as a wildlife buffer between Hangman Creek and Hatch Drive and 57th.

A condominium complex will definitely destroy this area.

Not only is this a wildlife area but the existing trails are an important link in the system. A condominium complex would eliminate 22 acres of land ruining this South Hill treasure.

This proposed development is a certain disaster to the local wildlife and the recreational value to this area.

About 10 plus years ago when I lived in Deer Park I was introduced to the bluff by friends who hiked it daily. Being an avid hiker I could not believe what a jewel Spokane was holding. I now live within 15 minutes of the bluff and hike it every chance I get (it was a factor in my decision to move into the city). To see the wildlife dependent on this area of wildness so close to downtown is exhilarating. It's why Spokane is so desirable. I have seen coyotes, deer, moose, hawks, eagles and many other birds throughout the years. This place is cherished by many. To build on this land would surely ruin it for native species including us outdoor enthusiasts and most likely pollute Latah creek below. Dear Conservation Futures Program,

I am writing to encourage your Program to purchase the Tuscan Ridge property located at 57th Avenue and Hatch Road. It has been proposed that a condominium complex be built on this property. In my opinion and that of many from this area of Spokane County that would be a travesty. It is imperative that this land is kept as a natural resource.

I use this particular land to access the Bluff trail system to the North and West of this property. I use this land four to five days a week to mountain bike, walk my dogs, trail run, and hike with my kids. We have seen many animals that call this area home including moose, wild turkeys, squirrels, and many other bird species. This property is key link to the trail system to any one from the upper south hill who wants to access the trails without having to drive.

Building condos in this area would not only interrupt the beautiful trail system that the south hill has to offer, but I also worry that building on this area will cause erosion and other damage to this land and the natural area below it. The soil in that area is very sandy and easily erodes during a hard rainfall. Just below the Tuscan Ridge property, the Highland Park Neighborhood has had many problems with erosion and houses in danger of falling into Hangman Creek. I can’t imagine that buildings erected on the steep slope at Tuscan Ridge would not do irreversible damage to the soil and ridgeline.

This is a beautiful piece of land that creates a fantastic trail system for Spokane County. It in combination with the Bluff trail system is a County Jewel. Please don’t allow irresponsible development ruin this system. I encourage you to purchase this property and keep this land for recreation use.

It has come to my attention that there are plans to develop properties (Tuscan Ridge) along the Bluff. This proposal would be a huge mistake and disappointment. I regularly access the trail system at the Bluff for recreation. I am an avid mountain biker and enjoy the serene peace and beauty that is available close to my home. I have always been impressed with how well utilized the trail system is on the Bluff, whenever I ride, I come across several others accessing the trails. Whether they are walking their dog, hiking or biking like I am, they are enjoying this jewel of the South Hill. This happens to be true for whatever time of day I ride, morning, afternoon or evening time.

It is important to protect and keep trails open in our community. The areas to access nature in Spokane are dwindling. It would be very disappointing to continue to lose trails and open access to open nature areas. I know that trails systems on Beacon hill, another highly accessed area for hikers and mountain bikers are also closing due to property development. As a citizen, a father of young children and a leader of youth in my community I want my children, the youth I work with and my community at large to be able to enjoy nature, the outdoors and recreation.

There are endless benefits for maintaining open access to the trail system on the Bluff. It encourages all to get out in nature and experience it's wonder and majesty. It promotes health and fitness. It promotes exploration for children who are experiencing nature first hand. It fosters pride and protection of community and the outdoors. It allows for recreation which many are passionate about. It sends a message to future generations that we care and wish to protect our open spaces and nature. There would be too much to loose by allowing development on the Bluff.

As a citizen of this community I wish to raise my voice, to stand up and strongly oppose this development of the Bluff.

I have also hiked, run and biked the trails although the later is getting dicey for me at my age. I just returned from a visit to the Phoenix area and marveled at the green space they preserve at what must be considered a 'cost' to developers at first, but obviously is a boon as they keep doing it. We have a irreplaceable area that has been there for centuries with a beautiful view and with biking and hiking trails which they want to take away from the public domain and destroy forever. If anyone wants to see what this area will look like, just look over from High Drive across to the other side of route 195 and see what has been done to that previously beautiful area by the clear cutting done in the last few years. If we don't learn from our prior mistakes, our society is in deep trouble. Unfortunately, it is extremely easy to destroy beauty that has been thousands of years in the making. Is there no end to the ridiculous decisions made in search of financial profit? Dear Sirs,

I am writing to voice my concerns about the development of the Tuscan Ridge area of the South Hill Bluff. I run in this location almost daily during all seasons. As a consequence I have been able to bear witness to the abundance of wildlife in this area during all times of year. This last winter and spring this area gave shelter to a Moose and her two offspring. I was able to witness these residents numerous times. I also have seen deer, coyote, porcupines and blue heron in this area. There are numerous native grasses, wildflowers and shrubs offering food and habitat for these wild animals and birds. To develop this area would be cutting off the continuous habitat along the Hangman/Latah Creek keeping these animals moving and viable. I have actually seen more activity in this area than I have in other, more crowded parts of the bluff, it is a very special parcel, in that it has been relatively left alone for many years and animals have been making a comeback. The bluff is such a treasure! We have to recognize its value as a wild space, and I hope that the County has the wisdom to do so. I strongly advice no developments on the Tuscan Ridge Bluff. This steep sandy slope is not adequate for a LARGE 100 unit condo development and will no doubt cause deep erosions. I desired to see this wild site as a desired buffer from the existing housing below, while preserving the open space and right of way for recreational activities and wildlife. In the meantime, the Spokane Park Board should consider it as a conservation future project with the support of the Spokane County. Presently, there are adequate uses there with hikers and bikers with the appreciation of an awaresome view overlooking the bluff.

Letter in support of the nomination of Tuscan Ridge property for acquisition under the Conservation Futures Program

We are homeowners in Manito Place, a community adjacent to Hatch Road, bordering on Hangman Park. We have used the trails in Hangman Park for over 12 years, often every day. Our usual route is along the “upper” and “lower” trails, which intersect and cross the Tuscan Ridge property. We are quite familiar with the Tuscan Ridge property.

The proposed development of Tuscan Ridge would lead to a significant curtailment of the trail system in the southern part of Hangman Park. There is no way to minimize the effect it would have on the overall Hangman Park trail use and experience if major routes leading into the Park at the southern end were to be blocked, as proposed, and if large segments of the southern Hangman Park trails were to be eliminated. From our experience, the segments in Tuscan Ridge that would be eliminated are today some of the most heavily used sections of the bluffs trail system. We see deer on the Tuscan Ridge property regularly when we use the trails there. We live on the ridge above Hangman Park, just to the north of Tuscan Ridge. We have deer camping out on our property all the time, and are frequently visited by moose, wild turkey and coyotes. It is inevitable that the fence barricades proposed for Tuscan Ridge, which would reach far down toward Latah Creek below, would affect the flow of wildlife that populate the broad reach of natural area between Latah Creek and the ridge above.

Spokane is fortunate to have this priceless natural area stretching to the east of Latah Creek. We strongly support the County’s acquisition of Tuscan Ridge under the Conservation Futures Program to fill in the missing gap in the southern Hangman Park landscape. It would be extremely unfortunate to lose this environmental gem.

Dear Mr. Moline: Please include my name and comments in anything necessary to save the section of the bluff being proposed as new development. My large family grew up 2 blocks from the bluff and my wife's family grew up 6 blocks away. We have temporarily lived in Seattle and Los Angeles for school and early career, but when we decided to raise a family and open a new business, we chose Spokane. We did so, in part, because of the wonderful, family-friendly outdoor resources that abound near Spokane. We moved back 14 years ago and have lived within 6 blocks of the proposed development ever since. Our family and friends have enjoyed the gradual access to the bluff near Hatch road and 57th. we have biked, hiked and ran this area and would hate to lose it. This access and acreage has been a wonderful connection to my childhood, being able to traverse the entire west south hill from 57th down to 14th.

I strongly encourage the city/county to purchase this acreage to make sure it is held in a conservation state forever.

Re: Tuscan Ridge Development

Hello Kent, Friends of The Bluff and Conservation Futures Program;

I head to The Bluff frequently for running, mountain biking and hiking. It is a wonderful resource for our city. The values of this small natural area are intangible I suppose for most but I see a real value to this land for recreation and the quick escape it provides from the city.

Many of my friends and family also see the value of having something like The Bluff so available.

I was out riding the other day following a well trodden path. The path lead me right to the edge of a new housing development, ending forever at a new house and some one's new back lawn. I was left with an emptiness as I turned away from that trail forever.

Please do what you can to save this valuable natural area for all it's users, wild and domestic.

As a lifelong Southhill resident, I support Conservation Futures nomination for Tuscan Ridge. First, I walk the bluff trails and can testify to its recreational use. If you tallied the daily use I believe you'd get hundreds of people per day, not counting dogs and bikes. Even in winter people like me, with traction devices, hike it. Second, I see deer sign and have seen various birds and varmints on the trail. Having worked on both City and Spokane Growth Management Committees in the 1990's, I can testify to the importance of Latah Creek below Tuscan Ridge and the corridor through Tuscan Ridge east towards Brown's Mt and north towards Upper Lincoln Park. The animals I have SEEN on the corridor ( I live at 36th and Napa) include two moose, in the last 8 years, a black bear (Hamblen School was on lockdown in the same time period), and deer. Third, I believe all the trails create a community sense that should not be plowed up. This is just what Conservation Futures was created for. I suggest a two year buyout if the program cannot handle it in one year.

Our family lives near Hatch and 57th Ave. and this trail system is near and dear to us. It is used regularly by mountain bikers, hikers and dog walkers. It is basically a recreation park that most of South Hill residents have used at one time or another. Dear Sirs:

As a 24 year resident of Spokane, I would like to support the acquisition of the Tuscan Ridge as Conservation Futures Land. I and my family and friends have spent many years running and mountain biking in this area. In addition, it has become one of my favorite ways to ride home from work at Sacred Heart Medical Center starting at 7th avenue.

This area has high Recreational Value. It is a critical link connecting City Park land to the north and west. It is also a key link in the trail system that runs all along the Bluff in this part of Spokane. This is important to me as I often use this area several times per week for biking and running all the way down to the park at 14th ave. The trails are unique that they offer both the level trail surface for running in addition to the challenging climbs and descents for mountain biking.

But this area also has a high Value to Wildlife: The Washington Department of Fish and Wildlife has documented the land’s value as a wildlife corridor they call the Lower Hangman Creek Priority Habitat. The land also provides a buffer (protection) between the City development and Hangman Creek below. In the Tuscan Ridge area itself, I have encountered Moose, deer, coyote, as well as seeing herons, hawks, and bald eagles.

The slope of much of the proposed development is very steep and would likely be subject to future erosion. In addition, the proposed “access trail” is ridiculously steep for all but the strongest bikers or pedestrians.

Please consider the purchase of this area to keep it in it’s natural state. It will have much more value to us and our children for both it’s recreational and wildlife qualities than as another development.

A RESOLUTION authorizing the sale of surplus City of Spokane Parks and Recreation Department owned property consisting of one (1) Wenger Portable Stage Trailer to Spokane County.

WHEREAS, the Spokane Parks and Recreation Department has owned a Wenger Portable Stage Trailer for approximately 35 years; and

WHEREAS, during this term the Spokane Parks and Recreation Department has stored the trailer at the Spokane County Fairgrounds during winters when not in use; and

WHEREAS, the Spokane Parks and Recreation Department has performed maintenance and upkeep on the trailer and the costs of maintenance have become burdensome since the Spokane Parks and Recreation Department no longer has use for the trailer; and

WHEREAS, the Spokane Parks and Recreation Department has declared the trailer as surplus goods due to non-use; and

WHEREAS, Spokane County is interested in purchasing the trailer from the City as surplus goods; and

WHEREAS, Spokane County has requested the Spokane Parks and Recreation Department give the County first rights in purchasing the trailer from the Spokane Parks and Recreation Department as surplus goods; and

WHEREAS, the fair market value of the trailer is $12,500.00, which is less than the City of Spokane public bid limit for the disposal of surplus goods; and

WHEREAS, the sale of surplus property by a first class city to another governmental entity such as Spokane County is permissible under the Revised Code of Washington (RCW 39.33.010); -- Now, Therefore,

BE IT RESOLVED BY THE PARK BOARD FOR THE CITY OF SPOKANE that it hereby approves the sale of the surplus Spokane Parks and Recreation Department’s Wenger Portable Stage Trailer to Spokane County for the sum of $12,500.00.
