Freedom of Information Act 2000 – Request for Information

Thank you for your request for information received on 26 April 2016 in relation to the County Durham and Darlington NHS Foundation Trust (Trust). We are dealing with your request under the provisions of the Freedom of Information Act 2000.

You requested information regarding new Monitor rates for agency workers. Specifically you asked:

1. Under the new “Monitor Rates” for Agency workers can you tell me how many agencies you are working with who you have agreed to “Break Glass” for the rates paid for (Band 7 Specialist Nursing – Emergency Nurse Practitioner & Primary Care Practitioner)?

Answer: None.

2. Under the new “Monitor Rates” for Agency workers can you tell me how many agencies you are working with who you have agreed to “Break Glass” for the rates?

Answer: The Trust has not agreed a blanket approach to ‘break glass’ with any agencies. We always attempt to secure capped rates for every agency booking. On occasions that we can’t do that an escalation process is then followed. A decision to ‘break glass’ for that particular shift or booking is only taken once it has been established that not doing so would provide a significant risk to patient safety and/or service provision.

3. How many and which agencies are you currently using who are deemed to be “Off Framework”. Not working within the Framework guidelines?

Answer: Zero.

4. What is your agency spend in months from April 2015 to date for the category of Band 7 Specialist Nursing?

Answer: Zero.

5. How many shifts per month have gone unfilled for Specialist Nursing Band 7 Emergency Nurse Practitioner and Primary Care Practitioner?

Answer: over the past 365 days we had 31 unfilled ENP shifts.

Urgent care (Primary Care): from April 2015 – May 2016:

April 2015: 7 full shifts May 2015: 7 full shifts June 2015: 13 full shifts July 2015: 11 full shifts August 2015: 14 full shifts Sept 2015: 24 full shifts, 14 twilight shifts Oct 2015: 25 full shifts, 14 twilight shifts Nov 2015: 24 full shifts, 21 twilight shifts Dec 2015: 32 full shifts, 22 twilight shifts Jan 2016: 33 full shifts, 21 twilight shifts Feb 2016: 25 full shifts, 20 twilight shifts March 2016: 12 full shifts, 21 twilight shifts April 2016: 8 full shifts, 20 twilight shifts May 2016: 18 full shifts, 17 twilight shifts

6. A list of the manager’s names/nurse in charge for the following departments within your Trust (A&E/Minor Injury Unit/Walk In Centre/Urgent Care Centre)?

Answers:

Darlington Memorial Hospital: Matron Vikki Bailey

University Hospital of North Durham: Matron Sarah Clarke

Out of Hours: Matron Patricia Banner-Martin
