Introduction

This Survival Guide is designed as a first port of call for anyone who is homeless or at risk of becoming homeless in South Yorkshire. It provides information on finding accommodation, food, health, other support and amenities in the , Barnsley, and Rotherham areas. We have tried to create a comprehensive guide to all homeless services available in the area and give you contact details to get the support you need.

The guide includes many types of organisation, some of which you can attend as a drop-in without an appointment, some require an appointment and some you may only access with a referral from an agency such as Citizens’ Advice or health care professionals. If you have questions regarding any of the services, then use the contact details provided in this guide to seek answers and advice. If you contact a service in this guide and they are unable to help you in the first instance, then it is likely that they will re-direct you to somewhere that can.

6 Finding Somewhere to Live

You can use the accommodation sections of the Survival Guide to find services to help with your housing and accommodation needs. Whether you need to find somewhere to shelter from the cold as a rough sleeper, find somewhere to live short or long-term, move to a more suitable home or get advice to resolve housing disputes; you can find the people to contact here.

The aim of these organisations is to prevent homelessness and support independent living in a safe and supportive environment.

To be accepted by many of the organisations below you must be referred to them by an agency. The Citizens’ Advice service and many other local agencies and healthcare professionals will support you in getting referred to accommodation and food sources.

Homeless Legislation

Homelessness is defined in legislation under ‘Part 7 of the Housing Act 1996’. It includes people with nowhere that it is reasonable for them to live and people who are threatened with losing their home within 56 days. The Council has several duties to both prevent homelessness occurring and provide advice and assistance to people who are homeless. The Homelessness Reduction Act 2017 says that The Council has:

7 A duty to help people to secure accommodation 56 days before they are at risk of losing their current home. (Including anyone who has been served with a valid section 21 of the Housing Act 1988 notice that the landlord requires possession);

A duty to help people for 56 days following homelessness occurring;

The duty to provide advisory services and should cater for different groups who are at more risk of homelessness;

To carry out assessments for all eligible applicants and agree personal plans to help them to secure accommodation;

The need to take reasonable steps to prevent homelessness for all eligible applicants.

If people do not co-operate or refuse an offer of accommodation from the Council to relieve homelessness the main homelessness duty will not apply. If an applicant does not take reasonable steps agreed in their plan, this can also end the duty.

Sheffield City Council - Housing Solutions 0114 273 6306 / 0800 731 1689 Provides advice, help and support for anyone who is homeless, could become homeless in the near future, or has a housing problem which they need help to resolve. If they can’t resolve your housing issue immediately your case will be referred to one of the casework teams so that further work can be done. commission housing related support services for homeless and vulnerable people in Sheffield. This includes the provision of supported accommodation in hostels and dispersed temporary addresses as well as support for people living in their own tenancies. The overriding aim of the services is to prevent homelessness and to resettle people after a period of homelessness. Access to these services is through the Council’s Housing Support Pathway.

Sheffield Local Assistance Scheme 0114 273 4567 This service provides independence grants to support independent living and Sheffield Crisis Grants to help Sheffield residents in crisis situations with an identified need that cannot be met from another source. Only available to Sheffield residents who have insufficient income to meet their needs and/or aged 16 and over.

Accommodation Supported Housing Impact Living Wilfred Drive, , Sheffield, S9 3WA 0114 243 1850 This service helps young single homeless people aged 16- 30, who are at risk or vulnerable, with support needs. They can accept couples and no local connection is required.

Roundabout Hostel 13-17 St Barnabas Road, Sheffield, S2 4TF 0114 258 9829 This hostel provides safe accommodation for nineteen single young people, aged 16-21 on an emergency and medium stay basis. All their bedrooms are single and en- suite with modern and comfortable furniture. Breakfast is also provided for residents and there are shared facilities available to cook throughout the day. The hostel offers residents multiple opportunities to learn life skills to help increase their independence. Access to these services is through the Council’s Housing Support Pathway.

Salvation Army 126 Charter Row, Sheffield, S1 4HR 0114 272 5158 This project supports single male homeless people aged 18+ including older people and people with special needs. Access to these services is through the Council’s Housing Support Pathway. 12 Sheffield Accommodation

Sheffield Foyer 0114 289 5600 This service helps single homeless people aged 16-25 who need support. Appointments only. Access to these services is through the Council’s Housing Support Pathway. Available Monday to Friday 09:00 - 21:00 only.

South Yorkshire Housing Association Cuthbert Bank, Sheffield 0114 231 2483 Cuthbert Bank provides homeless families from across South Yorkshire with a safe place to call home. Within easy reach of ’s facilities, Cuthbert Bank is a purpose built scheme with 15 three-bed and nine two-bed self-contained, furnished flats. The on-site community room provides activities on a daily basis, and residents can get involved in a range of activities, from healthy cooking sessions, to arts and crafts projects.Access to these services is through the Council’s Housing Support Pathway. Housing Charities Emmaus Sheffield Unit 5 Sipelia Works, Cadman Street, Sheffield, S4 7ZG 0114 272 0677 Emmaus is a community that offers accommodation and work. They are a drug and alcohol free project that can support eighteen formerly homeless men and women at any one time. Referrals only. 13 Sheffield Accommodation Nomads Smart Steps Office 3, Knowle House, 4 Norfolk Park Road, Sheffield, S2 3QE 0114 241 2080 This scheme is to help single homeless people over the age of 18 move into private rented accommodation. The properties are all shared. Referrals can be via an agency or self referred. All potential clients will be assessed and then attend two pre-tenancy training sessions before they would consider offering accommodation. Places for People Victoria Court Project, 73A Victoria Street, Sheffield, S3 7QD 0114 279 8914 Interim supported accommodation for singles and couples with support to develop skills. DePaul Charity Nightstop Service 176 Eyre Street, Sheffield, S1 4QZ 0114 278 7152 This project offers free, safe, emergency accommodation for people that are in housing crisis or homeless aged 16-25 in the homes of trained and vetted volunteers, on a night by night basis. The service aims to be an option for agencies to directly prevent rough sleeping, or keep people from staying in unsafe places. Referral agencies include Housing Solutions, Roundabout Homeless Prevention Centre, Sheffield College etc.

Safe@Last 0800 335 7233 or text SAFE to 60777 Safe@Last supports vulnerable children and young people at risk of running away. We have a 24 hour helpline, offer one-to-one support and deliver prevention training in schools across South Yorkshire and beyond. This includes children who have run away or been forced to leave home and those who are thinking about it.

They provide a non judgemental sanctuary for those who need it the most. Working within a harm reduction model, they are person centred and believe in a holistic and supportive approach. They offer education, training and support within hostels, day centres and local community venues in Barnsley, Doncaster, Rotherham and Sheffield. The Sunday Centre Victoria Hall Methodist Church, Norfolk Street, Sheffield, S1 2JB 0771 115 4139 [email protected] www.thesundaycentre.org The sessions are run in Victoria Hall Methodist Church, using the entrance on George Street for access. We open the doors at 1:30pm, from which time we run a tea/ coffee/soup bar. Guests also have access to books, board games, snooker, and table football. At 2pm a two-course hot lunch (prepared on site by our volunteer kitchen team) is served. After the meal we revert to serving tea/coffee and soup.

20 Sheffield Sleeping Rough

Sheffield City Council provides support to people sleeping rough and who are at risk of doing so. If you sleeping rough and need help call Framework’s Street Outreach on 0800 0665358.

Extreme Weather

You are most vulnerable as a rough sleeper in the winter months as the temperature drops. Hypothermia is a serious risk. Many rough sleepers turn to alcohol and substances to sleep in the cold, however this greatly increases your risk of hypothermia and death as your body loses its ability to regulate its temperature.

If you are homeless in extreme weather, then contact one of the services above to get shelter for the night.

There are various foodbanks operating in Rotherham. The foodbank works using a voucher referral system. The referring agency will make a referral if they feel you are struggling to put food on the table. Rotherham foodbanks works with a number of different agencies, such as Citizens Advice, children’s centres, health visitors, Job Centre Plus, Rotherham’s’ Homelessness Service. When you visit a referral agency they will take some basic details from you. This will help them to identify the cause of your crisis and offer practical guidance. It also means the foodbanks are able to prepare suitable emergency food for the right number of people. Once you have been issued with a voucher, you can exchange this for a minimum of three days of emergency food at your nearest foodbank centre.

There are currently 13 community dental services provided across Yorkshire and the Humber and Bassetlaw. They provide routine and specialist dental care for people with special care needs for example, people with physical and/or learning disabilities as well as people from vulnerable groups such as homeless and migrants. 142 Drug Misuse Harm Reduction

Injecting Harm reduction is about reducing the number of deaths related to heroin (and other substance overdoses) and about educating people to use drugs and alcohol more safely to keep them alive until they are in recovery. This is increasingly important here because homelessness increases the risk of opioid use. If you use drugs it is most dangerous to inject them. Choosing not to inject reduces harm on your body. - Risks of injecting: Blood borne viruses (HIV, Hepatitis) Vein damage Overdose Increased drug dependency Loss of limbs Reducing risk: Never share ANY equipment or substances Use a needle exchange Get specialist advice on injecting safely Don’t inject in neck or groin Rotate injection sites Wash hands and skin at injection site Split dose down If not used for a while tolerance will decrease so inject less 143 Don’t mix drugs Drug Misuse Harm Reduction

Overdose If you think someone has overdosed, roll them onto their side and call 999. Check if they are conscious by shaking their shoulder and talking to them Roll them onto their side If opioid overdose, then administer Naloxone if trained on how to Ring 999 Stay with the person and check they are breathing If they stop breathing, roll them onto their back and start CPR (chest compressions) (Don’t: hurt them, throw cold water on them or inject them with more drugs (other than Naloxone) to try and wake them.)

Naloxone

Naloxone is a medication that reverses the effects of opiate overdose. This is a medical intervention shown to save lives by encouraging users to engage more with programmes and stay alive long enough to be in recovery. This is about training homeless people to recognise the signs of overdose and how to respond and stop drug-related deaths.
