ROTHERHAM BOROUGH COUNCIL – REPORT TO MEMBERS 1. Meeting: Economic Development, Planning and Transportation Matters 2. Date: 21 st September 2009 3. Title: Road Safety Education, Training and Publicity update – All Wards 4. Directorate: Environment & Development Services 5. Summary To inform the Cabinet Member of the work undertaken by the Road Safety Education, Training and Publicity staff between August 2008 and August 2009 6. Recommendations That the Cabinet Member notes the contents of the report and refers to Regeneration Scrutiny Panel for information. 7. Proposals and Details Road Safety staff continue to forge links with partners to increase Education, Training and Publicity activity within the Borough Education Schools We have provided: • Talks and demonstrations of crossing roads using miniature equipment for infant children and playgroup children at Aston Lodge, Aston C.E , Rawmarsh Ashwood, Maltby St Marys’, High Greave,Aston Springwood, Aughton, Kilnhurst, Rawmarsh Monkwood, Swallownest, St Ann’s, canklow, Brinsworth Howarth, Brinsworth Whitehill, Rockingham, Rawmarsh Thorogate, Brinsworth Manor, Wath Victoria, Meadowview, Coleridge, Rawmarsh Childrens’ Centre, and Arnold Centre schools, Harthill, Ravenfield, Mommas, Anston Hillcrest, Coleridge Centre pre school groups and Greasbrough rising fives. • An interactive talk for parents and children at Canklow. This was arranged following a request by the local PCSO. • Road safety assemblies at all primary schools in the Wath, West Melton and Brampton areas and at Maltby Redwood, Brinsworth Whitehill, Rawmarsh Ryecroft, Swinton Fitzwilliam and Anston Greenlands • Practical help with a topic on Friction for all year 6 pupils at High Greave School. • Practical session on colour and light for 2 infant classes at Wickersley Northfield Primary and 3 groups at Brinsworth Manor Infants. • A road safety scenario based on the importance of wearing seat belts for children at Swallownest and Anston Brook schools and for pupils attending special safety events at The Willows and Abbey special schools • Assistance with a safety week at High Greave Infants that included talks and pedestrian training sessions for groups of parents and children. • Assistance with a topic on transport including an interactive talk on crossing safely and a traffic counting exercise, with children at Whiston Worrygoose school. • Help with a special safety week organised by the children at Kilnhurst Primary. Different activities were provided for each school year and culminated with 4 short plays being performed at an assembly for parents and children. In addition the Junior Road Safety Officers(JRSOs) organised a competition to design a leaflet asking parents to park away from school and obtained permission from three local businesses for their car parks to be used. The winning entries were printed and distributed to parents, by the JRSO’s and members of the school council with help from the local PCSOs, parking services and road safety staff • Leaflets for parents of children starting school in September. • Redesigned Junior Road Safety materials commencing September 2008. The scheme continues to be popular with frequent requests for help and prizes for competitions being received from the children. The children who were most active during the school year 2008/9 received gift vouchers for their efforts. They were: • Dominic and Carla Aston Hall • Matthew and Bailey Greasbrough • Josh and Nicole Ravenfield • Brandon and Adam Swinton Queen • Ebony and Adam Wath Central • Georgina, Kate, Jennifer and Gemma Swinton Brookfield • Road safety interactive talks for children attending the following groups: Swinton beavers, Maltby brownies, Wath rainbows, Kiveton Park Smarties, Swallownest Bethesda Church. • Richard Rozel’s road safety magic show at Rawmarsh Monkwood, Ryecroft and Thorogate, Wickersley Northfield, Bramley Sunnyside Inf, Maltby Hall and Lilly Hall, Laughton Primary and All Saints, High Greave, Ferham, Meadowview, Greasbrough, Rockingham, Redscope, Broom Valley and Wath Central • A scenario based on safer crossing procedures and speed and distance for 3000 year 6 children at Crucial Crew and several groups of special needs children. • An interactive talk on crossing roads safely followed by on the road training for two groups of children at Newman school. • Assistance to children involved in the Lifestyle competition run by SY Police. • A presentation for year 8 pupils attending a safety day at Maltby Comprehensive. • Assistance with work involving ASDAN pupils at Winterhill and Clifton Comprehensives. • A Scenario for 5 groups of children involved in the Titans project at Magna Lifewise. • “Choices”, an interactive play for year 11 pupils at Clifton Comprehensive • “Jackies story” a true life story of the terrible consequences of drinking and driving for 6 groups of pupils at St Bernards, 2 at Maltby Comprehensive, 3 groups at Dearne Valley College, 2 groups at Rother Valley and 5 groups at RCAT • A presentation using the “Brake” training aids for 7 groups at Wingfield school. • Input at a drug awareness day at Thrybergh Comprehensive • Road safety information and assistance at the freshers fairs at RCAT, Rother Valley and Dearne Valley Colleges. • A scenario as part of the Prison me, no way package run by SY Police at Thrybergh, Maltby, Brinsworth and Winterhill schools • Interactive scenarios at Oakwood and Thomas Rotherham College. • A scenario based on driving and attitudes as part of the on four wheels project held at Maltby Lynx club and also for the Roadrunners project at Winterhill school and the driving project at Chislett youth centre. • The Heroes roadshow, sponsored by the Y&H PCT at Maltby, Clifton, Rawmarsh, St Bernards schools and Dearne Valley College. • “Too much Punch for Judy”, a true play looking at the effects and consequences of drink driving at Wath, Swinton, Oakwood, Wales, Maltby, St Pius, St Bernards schools, Dearne Valley College and RCAT . Adult • A talk on carrying children safely in the car for groups of new parents at Thorpe Hesley, Red Barn/Rowan centre, Brinsworth Whitehill (2) Maltby (2) and childrens centres at Flanderwell(3), Brampton (2) and Swinton Brookfield and local community nurses who meet at the Ferham Centre. • A scenario at the crucial crew event for adult aged 50+ • A talk on the “Drive for Life” initiative to delegates on the Shared Intelligence information day organised on behalf of the Department for Transport. • Interactive talk for a group of drivers working for the John Lewis Partnership. Training We have provided: • Pedestrian training for groups of children at Rawmarsh Childrens Centre, Wickersley Northfield Primary, High Greave Infants, Wath Our Lady Primary and Newman special school and Wingfield pre school playgroup. • Walking bus training for staff at Dinnington Primary • .A meeting to discuss the walking bus scheme with staff at Rockingham Childrens Centre and Ravenfield School. A further meeting is to take place in September with parents at Ravenfield. • Pedestrian training and testing for 11 pupils attending The Willows School Publicity We have provided: • Distribution of materials in support of national publicity campaigns • Assistance with the production and distribution of S.Y campaign materials aimed at young drivers, drink drivers, motorcyclists and pedestrians. • Banners to schools bearing various messages discouraging parents from parking on school markings. In addition, arranged the purchase of banners and sets of fluorescent/reflective waistcoats by 4 local councillors for schools within their respective wards. • Assistance to the Police and Fire and Rescue services with the extrication of a young person from a wrecked car in All Saints Square as part of the “For my Girlfriend” campaign. This is the second year that this activity has taken place. • Information on topical subjects, new legislation and current initiatives for the local media. Partnership working We: • Continue to meet regularly with Road Safety Officers from all authorities within the Yorkshire and Humber region to promote ETP on a regional basis • Provided road safety materials for PCSOs at Dinnington. • Continue to work with the other 3 South Yorkshire Authorities and the emergency services to promote road safety on a local basis. • Worked with the Youth Offending Team, providing road safety input into a scheme for 2 groups of young offenders • Provided leaflets, booklets and training aids for use at S Y Fire Service station open days. • Provided a DVD, leaflets on travelling safely in the car and accompanying banners for display purposes, to the local Mothercare store • Provided teaching materials for use with children in Rotherham hospital • Assisted with assessing the site for the new school crossing patrol warden on Broom Road. • Provided the Wentworth South Co-ordinator with road safety information for a booklet and DVD on parking outside schools. These items were then produced by a group of children working with staff from Rawmarsh CLC. The DVD is in 3 parts, one aimed at Infants, one at juniors and the other for parents. Road Safety staff, local PCSO’s and the school travel co- ordinator attended assemblies at all schools within the Wentworth South area to launch the items. A booklet and DVD was provided for all families. The initiative was sponsored by Wentworth South Assembly and Rawmarsh CLC with a competition prize supplied by SY Police. • Continue to co-ordinate the “Drive for Life “project in South Yorkshire. We have a small nucleus of driving
