IMPORT SUBSTITUTION FOR ROGOZIN 1 For the Russian armed forces and defence industry, ruptured ties with Ukraine and Western sanctions are proving disastrous. Calls for a full transition to using only Russian materials and components in the manufacture of military hardware have been heard coming out of the Kremlin since the Yeltsin era, but the problem has become acute since the operation involving Russian troops in Crimea. It came as no surprise that the agenda for Vladimir Putin’s 10 April 2014 meeting with the directors of the leading enterprises of the Russian military-industrial complex was unambiguously titled “To Consider Import Substitution Due to the Threat of Termination of Supplies from Ukraine of Products for a Number of Russian Industries”. The head of state expressed optimism, even before receiving a reply to his question of which Russian enterprises could increase production and how much it would all cost. Putin said he had “no doubt we will do it”, and that this “will be to the benefit of Russian industry and the economy: we will invest in developing our own manufacturing.”2 This confidence was evidently based on assurances from Denis Manturov, the Minister of Industry and Trade, who the previous day, had reported at a meeting between Putin and members of the government that his department had “already carried out a fairly in-depth analysis” and “concluded that our country is not seriously dependent on the supply of goods from Ukraine”.

    Introduction Marian J. Rubchak In 1990 students from the National University in Kyiv formed a move- ment of youthful activists committed to social change. Dissatisfi ed with the absence of democracy, and inspired by the example of the Chinese students’ hunger strike in Tiananmen Square, they erected a “tent en- campment” on Maidan Nezalezhnosti (Independence Square), where on 2 October a core of 150–200 students commenced a hunger strike. It quickly attracted about 2,000 new participants and continued to build support by the thousands each day until the students staged a demonstra- tion in front of the Ukrainian Parliament building on 15 October. One of their leaders, Oles Doniy, presented a list of demands before the legislative body, and urged students everywhere to coordinate supportive sit-ins at their own institutions.1 That same day some of the protestors took possession of the University building in Kyiv, while those demonstrating at the Supreme Soviet (parlia- ment) broke into smaller groups and carried their message to schools and factories throughout the city, with a signifi cant measure of success. Pro- communist workers from the Arsenal factory—a communist stronghold— soon joined the youthful activists. This was a major turning point in the students’ protests, strengthened by the fact that their peers from all over the country were adding their endorsements. The “blindsided” authorities capitulated and on 17 October agreed to some of the protesters’ demands. Among them were resignation of the authoritarian prime minister, Vitaly Andreyevich Masol, multiparty elections, and deployment of Ukrainian men in military service only within their home territory.

    Petr Vavruch, the first 30 years This text was inspired by a chapter in the book K andidáti další existence by Stanislav Brouček who came to South Africa and interviewed me at home. It is quite a bit longer now and you can still add to it. Please do. Dr Brouček was not interested in me personally but in our family’s emigration experiences. He followed some pattern and asked me a number of questions. My answers were off the cuff so they needed editing. The tram, as it seemed to them, moved much slower than normally and when they arrived at the clinic, the doctor quipped that my head was already coming out. Yet he still managed to squeeze my ear. It was not yet 8pm so the doctor managed to get to the cinema in time. My mother was 36.
