    Cities call for a more sustainable and equitable European future An open letter to the European Council and its Member States Tuesday 30th April 2019, President of the European Council, Heads of States and Governments of the European Union Member States, We, the undersigned mayors and heads of local governments have come together to urge the Heads of States and Governments of the Member States to commit the European Union (EU) and all European institutions to a long-term climate strategy with the objective of reaching net-zero emissions by 2050 – when they meet at the Future of Europe conference in Sibiu, Romania on 9 May, 2019. The urgency of the climate crisis requires immediate action, stepping up our climate ambition and pursuing every effort to keep global temperature rise below 1.5C by mid-century, as evidenced by the Intergovernmental Panel on Climate Change Special Report on Global Warming of 1.5C. Current energy and climate policies in place globally, set the planet on a global warming pathway of 3°C. We are reminded of the inadequacy of our response to climate change, by the thousands of young people demonstrating each week on the streets of European cities - and around the world. We cannot let the status quo jeopardise their future and those of millions of European citizens. We owe it to the next generation to make more ambitious commitments to address climate change at all levels of government and in every aspect of European policy-making. We acknowledge and support the positions of the European Parliament and of the Commission to pursue net-zero emissions as the only viable option for the future of Europe and the world.

    Mayors Urban 20 www.urban20.org Buenos Aires Horacio Rodríguez Larreta was born on October 29th 1965 in the City of Buenos Aires. He is married to Barbara Diez and has three daughters: Paloma, Manuela and Serena. He holds a Licentiate degree in Economics from the Universidad de Buenos Aires (he graduated in 1988) and a Master Degree in Business Administration from Harvard University. HORACIO In 1993 he founded the “Fundación Grupo Sophia”, an NGO RODRÍGUEZ LARRETA composed of young people with the intention to assume public responsibilities. In fact, important Argentinean politicians used to Mayor of Buenos Aires be part of this NGO. Politicians as the Governor of the Province of Buenos Aires María Eugenia Vidal or the Minister of Social Development Carolina Stanley among many others. In 2002 he started to participate actively in politics with Mauricio Macri, with whom in 2003 founded the political party “Compromiso para el Cambio”, political party that was renamed as “Propuesta Republicana” (PRO) in 2005. In 2005, when Mauricio Macri was elected as deputy, he was the General Director of the PRO electoral campaign. Later on, in 2007 and in 2011, he held the same position and, as a consequence, Macri was appointed Mayor of the City of Buenos Aires. While Mauricio Macri was the Mayor of the City of Buenos Aires, he worked alongside with him as Chief of the Cabinet of Ministers of the City of Buenos Aires. During these years, he stressed the need for a better management of the city as a whole, for a major investment in new and better public policies.

    Draft of the agenda RULES OF WATER, RULES FOR LIFE First International Forum September 27-28, 2017 Milan, Italy Palazzo Isimbardi The First International Forum RULES OF WATER, RULES FOR LIFE (ROW), organized under the auspices of the Italian G7 Presidency 2017, is an annual event on water as a multi-faceted phenomenon and key element of sustainable development. RULES OF WATER, RULES FOR LIFE programme focuses on two main crucial aspects related to water: urban water governance and gender-related aspects of water. The conference, promoted by Milan Center for Food Law and Policy, benefited from the scientific support of OECD Water Governance Programme and UNESCO World Water Assessment Programme. The Forum aims at providing a platform to encourage multisectoral and multidimensional debate and exchanges of experience among representatives of academic community, lawmakers, regulators, private sector experts, international organizations, and governmental bodies. It will attempt to foster the discussion on the translation of existing water-related principles into practice taking into account the context of 2030 Agenda with the special attention to the Goal No.6 in water, Goal No.11 dedicated on the resilient cities and to the Goal No.5 on gender equality and women empowerment. In addition, the year 2017 marks the 25th° anniversary of The Dublin Principles as the milestones of water law. Accordingly, the Forum will be an excellent occasion to review their implementation, the level of their integration into the 2030 Agenda, as well as to share lessons learned and to disseminate actionable policy recommendations for both international and local stakeholders together with Forum’s scientific partners.

    ITALY 2016 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution protects freedom of religion and the right of religious communities to establish their own institutions. The constitution specifies the state and the Catholic Church are independent, their relations governed by a concordat granting the Church a number of privileges and benefits, as well as financial support. Other religious groups must register to receive tax and other benefits. Registered groups may request an accord with the state that provides most of the same benefits granted the Catholic Church. Muslims continued to report difficulties in acquiring permission from local governments to construct mosques. The regional governments of Veneto and Liguria enacted laws restricting the construction of places of worship. Critics said the laws were aimed at Muslims. The Constitutional Court ruled a regional law on religious buildings adopted by Lombardy in 2015 was partially unconstitutional because it could make the establishment of new mosques or other religious buildings by non-Catholic groups more difficult. The city of Milan suspended the designation of sites for the construction of two mosques and a Protestant church announced by the previous mayor in 2015, although the newly elected mayor announced on October 17 a new mosque might be built within two years and the city might allow the construction of several smaller mosques. The city of Rome ordered the closure of five “garage mosques” of the Bangladeshi community between July and September, citing lack of authorizations and safety reasons. Some Bangladeshi Muslims protested the closures in October. The Ministry of Interior (MOI) created an Islamic advisory council to promote the integration of Muslims in society, and the interior minister made statements reaffirming the freedom of religion, including for Muslims.

    PRESS RELEASE Reinventing Cities: global competition opens to transform cities in the face of the climate crisis ● C40’s architecture and design competition Reinventing Cities opens with 25 sites in 9 cities - Cape Town, Chicago, Dubai, Madrid, Milan, Montreal, Singapore, Reykjavik and Rome ● Teams of architects, developers, entrepreneurs, environmentalists, and community groups compete for chance to transform underutilised sites into the sustainable and resilient city landmarks of the future London, 4 December 2019: Today, C40’s global architecture and urban design competition Reinventing Cities opens for entries. The second edition of the Reinventing Cities competition addresses the urgent need for change in how cities are designed and built in the face of the climate crisis. Nine cities - Cape Town, Chicago, Dubai, Madrid, Milan, Montreal, Singapore, Reykjavik and Rome - have identified twenty-five underutilised sites for the competition. The sites to be ‘reinvented’ include new developments, abandoned buildings, industrial sites, railway yards, a harbor and a former fire station. The competition requires multi-disciplinary teams of architects, planners, developers, entrepreneurs, environmentalists, start-ups, neighbourhood collectives, innovators and artists to team up and submit proposals which deliver carbon neutral and resilient urban regeneration. The competition’s criteria will favour projects that deliver the most ambitious climate solutions alongside tangible benefits for the local community. It will demonstrate how the alliance between cities and business can shape the future, delivering healthier, greener and economically viable urban development. Buildings account for about half of total urban emissions of C40 cities, and construction materials are responsible for more than 30% of global resource consumption. The need for buildings and infrastructure will intensify, with 1 billion new homes that will need to be built by 2025.

    Final Statement of the European Mayors' Summit on Europe: Refugees are our Brothers and Sisters The European cities we represent are clusters of towns that existed even before their respective nations, many of them even before Christianity, such as Athens and Rome, Valencia, Zaragoza, Barcelona, Malaga, Palermo, Naples, Mytilene (Lesbos) and Lampedusa. Some of these cities have been able to create forms of coexistence and acceptance that today are models to imitate: Athens, for example, is at the origin of modern democracy; Florence is a leader in the abolition of the death penalty. In general and following the message of Christ, being European also means recognising each person’s human dignity and freedom, with peace as the supreme good. When dealing with our obligations towards refugees, we must remember the ways in which we organized ourselves in cities first and subsequently as nations during the course of history. The great cities of Europe – as well as those of the Americas and Asia – which now face the worst crisis of displacement since World War II, must continue to collaborate in good faith, trust, hope, friendship, harmony and justice, to embrace humanity, integration and solidarity. This European awareness, present in the representatives of cities, points to the need of creating a network of Mayors capable of conceiving welcoming cities as shelters, capable of organizing safe and regular humanitarian corridors within the European Union, recognized by the international community, and capable of expressing solidarity. Mayors, collectively empowered, could better exercise their responsibilities in a more harmonious way with regional, national and international levels of government.

Shared with the G20 Italian Presidency today, the statement puts Green and Just Recovery to the top of the Urban 20 agenda and recalls the imperative for G20 countries to use recovery funding in a way that advances, not hinders, ambitious and equitable climate action ahead of COP26. (09 March 2021) — Today, Mayor of Rome, Virginia Raggi and Mayor of Milan, Giuseppe Sala, co- chairs of the Urban 20, released a statement calling on the G20 to make COVID-19 recovery green, just and local. The statement, which will be shared with the G20 Italian Presidency today, sets out a vision of how the recovery from COVID-19 should effectively tackle the climate emergency, reduce inequalities and support cities and local governments to achieve these goals.
