International Journal of Communication 12(2018), 3553–3579 1932–8036/20180005 Lega Nord and Anti-Immigrationism: The Importance of Hegemony Critique for Social Media Analysis and Protest CINZIA PADOVANI1 Southern Illinois University Carbondale, USA In this study, I implement Antonio Gramsci’s hegemony critique to analyze the anti- immigration rhetoric promoted by the Italian ultraright party Lega Nord [Northern League]. Specifically, this case study focuses on the discourse that developed on the microblogging site Twitter during the Stop Invasione [Stop Invasion] rally, organized by Matteo Salvini’s party on October 18, 2014, in Milan. I argue that hegemony critique is helpful to investigate political discourse on social media and to theorize the struggle surrounding contentious topics such as immigration. The method, which is multilayered and includes content analysis and interpretative analysis, allows for the exploration of a considerable data corpus but also an in-depth reading of each tweet. The result is a nuanced understanding of the anti-immigration discourse and of the discourse that developed in favor of immigration and in support of a countermarch, which progressive movements organized in response to Lega’s mobilization on the same day in Milan. The financial and economic downturn that plagued Europe and North America beginning in late 2008 and the consequent Brussels-imposed austerity in the European Union have exacerbated the rift between the haves and the have-nots. -

Urban 20 calls upon G20 nations to foster greater collaboration with cities and local governments to accelerate solutions to the climate crisis, COVID-19, and the economic and social recovery Rome, Italy (June 17, 2021) - Today, the Urban 20 (U20), led by Virginia Raggi, Mayor of Rome and Giuseppe Sala, Mayor of Milan, urged the Group of Twenty (G20) Leaders to deliver a green and just recovery from COVID-19, ensure global vaccine equity, strengthen local public service provision and expand collaboration with local governments to achieve an inclusive, sustainable, and prosperous future. The U20’s official communique, detailing cities’ demands for national leaders, was signed by 28 cities. With the majority of the world’s population living in urban areas, cities will serve as the engines of a global green and just COVID-19 recovery. On the frontlines of the pandemic response, mayors and governors have championed bold, equitable solutions to the intersecting public health, economic, social and climate crises, though they often lack supplies, funding, and other means of support needed to reach these goals. The pandemic has emphasized that health moves beyond just the health response and that strong public institutions and service provision are vital to protecting our communities and the planet. Greater cooperation between national and local governments is needed to scale up solutions, sustain critical public service provisions, and ensure that no one - and no place - is left behind. -

The choices for his circle of 21 ministers reveal some predictable tactical determinations, while a few of his newbies have yet to prove their political value. No one can accuse the PM of having assembled a boring cast The 60th Italian government since the end of the Second World War was sworn in on Thursday. In a ceremony led by President Giorgio Napolitano, Prime Minister Silvio Berlusconi and 21 ministers of his center-right cabinet pronounced a solemn oath on the Italian Constitution. It marks the media tycoon’s fourth non-consecutive term as head of government. Berlusconi’s new cabinet rallies figures from various right-wing parties, and among them, many familiar faces. Gianni Letta, the PM’s close business and political aide, was named Cabinet Secretary, and according to Berlusconi is “a gift from God to all Italians”. An outcome strongly favourable to Matteo Salvini may rebalance the power sharing, while the rise of an alternative from the opposition still looks unlikely. The EU elections come as first nation-wide test of strength within Italy’s governing majority after almost a year after the birth of the cabinet led by President Giuseppe Conte. After a solid run in regional elections, Matteo Salvini’s Lega reached a favourable position in the polls, possibly aiming at reverting the balance of powers in case of a landslide win on May 26th. The outcome of European elections will then be crucial to terminate or exacerbate the conflict-ridden atmosphere which is surrounding the Government over the last months, involving direct and intense confrontation between the two deputy-prime ministers: Matteo Salvini and Luigi Di Maio. -

Normative notions of family and kinship perpetuate the exclusion of those who do not conform to the heterosexual norm. At the same time the increased visibility of kinship arrangements that evade the heterosexual script and their claims for legal recognition, expose the fragility and the constructedness of heteronorms. During the Prodi II Government (2006-2008) the possibility of a law recognising legal status to de facto unions stirred a major controversy in which the conservative political forces and the Catholic hierarchies opposed any form of recognition, with particular acrimony shown toward same sex couples. -

Cities call for a more sustainable and equitable European future An open letter to the European Council and its Member States Tuesday 30th April 2019, President of the European Council, Heads of States and Governments of the European Union Member States, We, the undersigned mayors and heads of local governments have come together to urge the Heads of States and Governments of the Member States to commit the European Union (EU) and all European institutions to a long-term climate strategy with the objective of reaching net-zero emissions by 2050 – when they meet at the Future of Europe conference in Sibiu, Romania on 9 May, 2019. The urgency of the climate crisis requires immediate action, stepping up our climate ambition and pursuing every effort to keep global temperature rise below 1.5C by mid-century, as evidenced by the Intergovernmental Panel on Climate Change Special Report on Global Warming of 1.5C. Current energy and climate policies in place globally, set the planet on a global warming pathway of 3°C. We are reminded of the inadequacy of our response to climate change, by the thousands of young people demonstrating each week on the streets of European cities - and around the world. We cannot let the status quo jeopardise their future and those of millions of European citizens. We owe it to the next generation to make more ambitious commitments to address climate change at all levels of government and in every aspect of European policy-making. We acknowledge and support the positions of the European Parliament and of the Commission to pursue net-zero emissions as the only viable option for the future of Europe and the world. -

ITALY 2017 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution protects freedom of religion and the right of religious communities to establish their own institutions. The constitution specifies the state and the Catholic Church are independent, their relations governed by treaties, which include a concordat granting the Church a number of privileges and benefits, as well as financial support. Other religious groups must register to receive tax and other benefits. Registered groups may request an accord with the state that provides most of the same benefits granted the Catholic Church. Muslims continued to report difficulties in acquiring permission from local governments to construct mosques or keep them open. In February the Ministry of Interior (MOI) signed an agreement with the country’s largest Muslim organization with the stated purpose of preventing radicalization and promoting the training of imams to manage funds transparently and deliver sermons in Italian. Following the ruling, Milan municipal officials continued to withhold authorization to build two new mosques and a Protestant church, citing limited capability to identify proper venues as required by the law. Local governments closed Bangladeshi informal “garage” mosques in Mestre and in Rome, and a group sought a referendum to block a new mosque in Pisa. In separate rulings, a Lazio court ordered authorities to reopen the five garage mosques that Rome officials had closed down in 2016. There were anti-Semitic and anti-Muslim incidents, including threats, hate speech, graffiti, and vandalism. In 2016, the most recent year for which data were available, the quasi-governmental National Office against Racial Discrimination (UNAR) reported 240 cases of discrimination based on religion, compared with 28 the previous year. -

Modern Languages Open, 2018(1): 6, pp. 1–21, DOI: https://doi.org/10.3828/mlo. v0i0.160 ARTICLE Anti-Gay, Sexist, Racist: Backwards Italy in British News Narratives Denise Filmer University of Catania, IT [email protected] The Berlusconi years have witnessed Italy placed in the uncomfortable spotlight of the international media; however, now that Berlusconi’s power has waned, a timely reflection is due on the extent to which the vestiges of the former Premier’s cultural have coloured images of Italy in British news discourse. How far do cultural myths influence the selection, narration and reception of Italian news reported in British newspapers? Do Berlusconi’s verbal gaffes reverberate in the construal of newsworthiness and evaluative parameters, reinforcing and perpetuating stereotypes of Italians as a whole? These are the key issues this contribution attempts to address. Stemming from a broader research project on the representation of Berlusconi’s non politically correct language in the British press, this study examines the representation of certain aspects of Italian culture that have been the focus of British news narratives in recent years. Four recurring themes are explored and discussed: homophobia, racism, sexism and fascism. Implementing a critical discourse analysis approach, news texts retrieved from a cross-section of British newspapers reporting on Italian affairs are examined. The analysis then focuses on the invisibility of translation in reconstructing discursive events in news narratives across cultural and linguistic barriers, and suggests that decisions taken in translation solutions can reproduce and reinforce myths or stereotypes. -

In May 2015, voters in seven Italian regions went to the polls to elect new regional councils and governments. The final election result was apparently similar to that of 2010: centre-left coalitions won in five out of seven regions, like in the previous election, leaving the remaining two to the centre-right. Yet behind this picture of stability, dramatic changes have occurred in the internal composition of regional coalitions, cross-party equilibriums and levels of participation. Generally, regional party-based democracy seems to be experiencing increasing fragmentation and a crisis of representation and legitimacy. II, of the Italian Constitution, carried out by the Constitutional Act No. 3 of 2001, has modified the structure of the Republic, as was enacted by the Constitution of 1948: the new version of the art. 114 Cost. confers equal status to the different local government bodies on the inside of the republican’s system, which are have now characterized by a form of self-government.
