HOUSE CONCURRENT RESOLUTION NO. 10

Rep. Lasinski offered the following concurrent resolution: 1 A concurrent resolution to create the Joint Select Committee 2 to Investigate Michiganders’ Involvement in the January 6 Attack on 3 the . 4 Whereas, On January 6, 2021, a violent mob attacked the United 5 States Capitol Complex and disrupted a joint session of Congress 6 duly assembled for the purpose of counting the electoral ballots 7 cast in the 2020 presidential election; and 8 Whereas, The attack on the United States Capitol Complex 9 resulted in injuries to over 140 individuals and five deaths; and 10 Whereas, The individuals participating in the attack forcibly 11 entered the United States Capitol, occupied congressional offices, 12 ransacked the chambers of the , engaged in 13 numerous acts of vandalism and looting, assaulted Capitol Police 14 officers, impeded the counting of electoral ballots, and erected a

1 gallows on the Capitol grounds; and 2 Whereas, More than 500 individuals, including Michiganders 3 among them, have been charged with federal crimes related to the 4 Capitol attack; and 5 Whereas, The full scope of Michiganders' involvement in the 6 Capitol attack remains unknown and the prospect of an adequate, 7 bipartisan, federal investigation into the matter is in doubt; now, 8 therefore, be it 9 Resolved by the House of Representatives (the Senate 10 concurring), That there be created the Joint Select Committee to 11 Investigate Michiganders’ Involvement in the January 6 Attack on 12 the United States Capitol. The joint select committee shall consist 13 of six members of the House of Representatives and six members of 14 the Senate. The joint select committee shall be composed of three 15 members of the House Republican Caucus appointed by the Speaker of 16 the House, three members of the appointed 17 by the House Minority Leader, three members of the Senate 18 Republican Caucus appointed by the Senate Majority Leader, and 19 three members of the appointed by the 20 Senate Minority Leader. The Speaker of the House and the House 21 Minority Leader shall each designate a co-chairperson of the joint 22 select committee, and the Senate Majority leader and Senate 23 Minority Leader shall each designate a co-vice chairperson; and be 24 it further 25 Resolved, That the joint select committee is hereby granted 26 the full scope of power as authorized by MCL 4.101 and MCL 4.541 to 27 administer oaths, issue subpoenas, and examine books and records 28 related to the committee’s jurisdiction as provided for in this 29 concurrent resolution; and be it further

1 Resolved, That the joint select committee shall investigate 2 and report upon the facts relating to Michiganders’ involvement in 3 the January 6, 2021, attack upon the United States Capitol and 4 relating to interference with the peaceful, lawful transfer of 5 power, as well as the influencing factors that fomented 6 Michiganders to participate in such an attack on American 7 representative democracy while the was 8 engaged in a constitutional process. The joint select committee 9 shall report to the Legislature a summary of its findings and 10 conclusions, as well as any recommendations on further appropriate 11 actions the Legislature may take to address Michiganders’ 12 involvement in the Capitol attack and to prevent future acts of 13 violence against American democratic institutions.
