COMMUNE DE CORSIER Rapport Administratif 2017 COMMUNE DE CORSIER Rapport administratif 2017 2 Monsieur le Président, Mesdames et Messieurs les Conseillers municipaux, Conformément aux prescriptions de la loi du 13 avril 1984 sur l’administration des communes, j’ai l’honneur de vous présenter le rapport administratif 2017. Eric Anselmetti, Maire 3 4 Chères Corsiéroises, Chers Corsiérois, L’année 2017 n’a pas été un long fleuve tranquille. Nous avons vu la démission du Maire en juin 2017, ainsi que la nomination de trois administrateurs par le Conseil d’Etat, à savoir : • Mme Joëlle Martin Widmer, Administratrice du 1er juillet au 7 novembre 2017 (adjointe jusqu’au 30 juin et dès le 08 novembre) • M. Eric Anselmetti, administrateur du 01 juillet au 07 novembre (adjoint jusqu’au 30 juin) • Mme Christiane Favre, administratrice du 01 juillet jusqu’à l’élection d’un deuxième ad- joint en 2018. Finalement, j’ai été élu Maire le 08 novembre 2017 Je tiens ici à remercier vivement Mme Joëlle Martin Widmer ainsi que Mme Christiane Favre, ancien maire de Perly-Certoux, qui a apporté à notre commune son expérience et son enga- gement sans faille. Elle n’était d’ailleurs pas en terrain inconnu, puisqu’elle avait déjà été admi- nistratrice de notre commune en 2011 Je souhaite également remercier le Conseil municipal, qui nous a soutenus durant cette période mouvementée. S’est ajoutée à cela une difficulté supplémentaire concernant la gestion du personnel commu- nal. En effet, les nombreuses recommandations du rapport de la Cour des comptes de no- vembre 2017 sur la gestion et la conformité des ressources humaines ont dû être mises en œuvre rapidement, ce qui a été fait avec le soutien de tout le personnel. Nous avons donc assisté à des départs et des arrivées. Tous les postes n’ont pas encore été re- pourvus, car ils feront l’objet d’une analyse profonde des besoins. Dans cette démarche, il y a également lieu de tenir compte des évolutions dans le cadre de CoHerAn, qui montre de pre- miers résultats encourageants telles que la constitution en mai 2017 du service technique inter- communal afin de pouvoir bénéficier de ressources communes en matière de voirie et de con- ciergerie. Je tiens à remercier ici l’ensemble des collaboratrices et collaborateurs de leur engagement sans faille pour notre commune. Malgré ces turbulences au niveau politique et administratif, l’important chantier de Prés-Grange a pu avancer et ce nouveau quartier prendra vie en août 2018. Grâce à une excellente gestion de l’Exécutif, la diminution du revenu fiscal de CHF 605'000.- a pu être presque entièrement compensée. Ainsi, avant la dissolution des provisions, les comptes 2017 présentent un léger déficit de CHF 21'000.-. La gestion de cette année 2017 nous a fait prendre conscience que la conduite d’une com- mune n’est pas chose facile : nous avons des responsabilités, que nous continuerons à assumer dans un esprit de bonne collaboration et pour le bien des Corsiéroises et des Corsiérois.
