Minister Hakobyan stressed the great importance of the steps that the AGBU has taken to preserve the Armenian identity in the Armenian Diaspora under the leadership of Berge Setrakian. The parties discussed the perspective development of the Armenia-Diaspora partnership and further in- depth cooperation. The sides also covered the AGBU’s programs, as well as the upcoming youth events and discussed the implementation of events to be held in the Ar- menian Diaspora next year as well as the possibility of carrying out new joint programs and projects in the near future. AGBU Delegation at the RA Diaspora Ministry Page 1 AGBU ARMENIA NEWSLETTER ISSUE 32, SEPTEMBER - DECEMBER, 2014 THE GROUNDBREAKING CEREMONY OF THE CANDLE-LIGHTING CHAPEL AND PONTIFICAL MAUSOLEUM The Groundbreaking Ceremony of the Candle-Lighting Chapel and Pontifical Mausoleum at the Mother See of Holy Etchmiadzin The Groundbreaking Ceremony of the Candle-Lighting Chapel and Pontifical Mausoleum, being constructed alongside the main Cathedral at the Mother See of Holy Etchmiadzin, took place On November 14th, 2014 presided over by His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians and His Holiness Aram I, Catholicos of the Great House of Cilicia. The Candle Lighting Chapel is constructed through the generous donation of the Mother See’s benefactors Mr. and Mrs. Karnig and Ani Yacoubian (USA). The Ceremony was attended by the Honorary benefac- tors Mr. and Mrs. Yacoubian, AGBU Central Board Member Vasken Yacoubian, Narek Sargsyan RA Min- ister of Urban Development and Chairman of the Archi- tectural Council of the Mother See of Holy Etch- maidzin, Arev Samualyan, RA Deputy Minister of Cul- ture, Bishops of the most recent Bishops’ Synod of the Armenian Apostolic Church at the Mother See, Mem- Mr. and Mrs. Karnig and Ani Yacoubian Signing the Commemorative Scroll bers of the Brotherhood of Holy Etchmiadzin, benefac- tors of the Mother See and other invitees. (continued from p. 2) At the end of the Groundbreaking ceremony presided over by His Eminence Archbishop Navasard Kchoyan, Vicar of the Araratian Pontifical Diocese, His Grace Bishop Mushegh Babayan, Director of the Administrative Office of the Mother See, read the commemorative scroll written in honor of the Ceremony. ”On November 14, presided over by His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, and His Holiness Aram I, Catholi- cos of the Great House of Cilicia, a Groundbreaking Ceremony for the Candle-Lighting Chapel and Pontifical Mauso- leum was held, in the presence of the Bishop’s Synod, the Brotherhood of the Mother See, benefac- tors and the faithful. Deserving children of our Holy Apostolic Church, in this chapel being built by the heartfelt charity of the pious and patriotic Karnig and Ani Yacoubian, our faithful sons will offer their prayers to God with a lit candle, asking His bless- ings upon their lives, the Church and the nation. This place of prayer will also be a resting place for our Patriarchs’ remains and the prayers of our peo- ple will always be heard, here bringing peace to the Patriarchs’ souls. May the Lord keep our Apostolic Holy Church prosperous and bright, bless our Homeland and people, our benefactor sons and daughters, and always keep us under his Holy Right”. In his speech, His Holiness expressed his appreciation to the Yacoubian family. With the assistance of national benefac- tors Mr. and Mrs. Karnig and Ani Yacoubian, the Vazgenyan Seminary became a reality with the construction of the new seminary. His Holiness Karekin II also extended his blessings to the architectural council members of the Mother See, the architects and the constructors for their devoted efforts, asking the Lord that the construction of the new building comes to a successful completion. His Holiness Aram I, Catholicos of the Great House of Cilicia offers his remarks on this occa- sion, warmly welcoming this and all other pro- grams, that have been carried out in recent years in the Mother See of Holy Etchmiadzin. The Catholi- cos of the Great House of Cilicia stressed that every program concerning the nation, the church and the Homeland has a vital significance and pro- motes the development of the Church, strengthens the unity of the nation. To conclude the event, accompanies by hymns, a capsule containing the commemorative scroll was placed in the foundation of the building. The plenary session began with open- ing remarks by the RA Prime Minister Hovik Abrahamyan and President of the Nagorno-Karabakh Republic Bako Sahakyan. His Holiness Karekin II, Catholicos of All Armenians, His Holiness Aram I, Catholicos of the Great House of Cilicia, Patriarch-Catholicos Nerses Petros XIX of the Armenian Catholic Church delivered their blessings to the participants of the conference. In the upcoming days, Azerbaijan commemorates the twenty-second anniversary of the atrocious crimes committed against the civilians and defenders of the town of Khojaly, situated in the Nagorno Karabakh region of the Republic of Azerbaijan. Late into the night of February 25, 1992 the town of Khojaly has become under the intensive fire from the town of Khankendi and Askeran that already occupied by Armenian forces. At night from February 25 to 26 the Armenian armed forces supported by the ex- Soviet 366th regiment completed the surrounding of the town already isolated due to ethnic cleansing of Azerbaijani population of its neighboring regions. The joint forces have occupied the town which has been brought in rubbishes by heavy artillery shelling. After all 150 people defending the town were killed by overwhelmed fire and by superior forces of advancing army regiments the remaining handful of the town’s defendants provided a humanitarian corridor for several hundreds of the town’s residents to escape from their homes.

    ...The Khojaly massacre is a bloody episode. It is a continuation of the ethnic cleansing and genocide policies that the Armenian chauvinist-nationalists have been progressively carrying out against the Azerbaijanis for approximately 200 years. These accursed policies, supported by the authorities of some states, were constantly pursued by Tsarist Russia and the Soviets. After the demise of the USSR these policies led to the displacement of Azerbaijanis from their homelands, exposing them to suffering on a massive scale. This framework vis-à-vis Azerbaijan and Armenia is not expected to change in the short term. On the other hand, the EU-Georgia Association Agreement, which features an ambitious Deep and Comprehensive Free Trade Agreement dimension, was signed on 27 June 2014 and is now likely to enter in provisional application before November 2014. This will lead to the further intensification of structured parliamentary dialogue with Georgian legislators in particular, reflecting the clear progress seen in EU-Georgia relations these last few years. EU cooperation and financial assistance to the country (see below) further reflects this fact. This said, the standing PCAs have all already initiated formal interparliamentary cooperation – with three Parliamentary Cooperation Committees exercising parliamentary control over their implementation. Each PCC has the right to receive information from the Cooperation Council and the Cooperation Committee set by the respective PCA: PCCs can also adopt recommendations addressed to the competent Cooperation Committees. The EP-Georgia PCC should however be replaced, before 2015, by an EU-Georgia Parliamentary Association Committee, in order to perform the joint democratic scrutiny function over the proceedings of the Association Council which will be established by the EU-Georgia AA/DCFTA.

Methodology and quality control of the survey 3 Methodology • A multi-stage, random (probability) sampling design was used. In the first stage, primary sampling units (PSU) were selected from each of the administrative regional units. This was agreed as best methodology between TNS opinion and IPSC . • 1,607 interviews conducted face to face between 15 January – 20 January 2013. • Interviews were conducted in all 10 regions (marzes) of Armenia and in all Yerevan communities. The sample was distributed proportionally to reflect the population distribution in Armenia, with 34.1% of interviews conducted in Yerevan and 65.9 % in the marzes. • Interviewers selected households using the random walking method to ensure that there is no selection bias. To ensure a random selection, the person interviewed in each household was the adult whose birthday was closest to the day of the interview. • If a respondent was not immediately available, 1 to 2 call-back visits were done to conduct the interview later. If a call-back visit was not successful or if a respondent could not take part for other reasons, the interviewer approached the next randomly selected household according to the random walking method. • The sampling procedure was monitored by using a detailed contact sheet for each interviewer. The data base was analysed by TNS opinion in order to ensure that interviewers followed the instructions.
