MENU Policy Analysis / PolicyWatch 652 Terrorist Links of the Iraqi Regime Aug 29, 2002 Brief Analysis n August 28, 2002, a U.S. federal grand jury issued a new indictment against five terrorists from the Fatah O Revolutionary Command, also known as the Abu Nidal Organization (ANO), for the 1986 hijacking of Pan Am Flight 73 in Karachi, Pakistan. Based on "aggravating circumstances," prosecutors are now seeking the death penalty for the attack, in which twenty-two people -- including two Americans -- were killed. The leader of the ANO, the infamous Palestinian terrorist Abu Nidal (Sabri al-Banna), died violently last week in Baghdad. But his death is not as extraordinary as the subsequent press conference given by Iraqi intelligence chief Taher Jalil Haboush. This press conference represents the only time Haboush's name has appeared in the international media since February 2001. Iraqi Objectives What motivated the Iraqi regime to send one of its senior exponents to announce the suicide of Abu Nidal and to present crude photographs of his bloodied body four days (or eight days, according to some sources) after his death? It should be noted that the earliest information about Nidal's death came from al-Ayyam, a Palestinian daily close to the entity that may have been Abu Nidal's biggest enemy -- the Palestinian Authority. At this sensitive moment in U.S.-Iraqi relations, Abu Nidal could have provided extraordinarily damaging testimony with regard to Saddam's involvement in international terrorism, even beyond Iraqi support of ANO activities in the 1970s and 1980s. In publicizing Nidal's death, the regime's motives may have been multiple: • To present itself as fighting terrorism by announcing that Iraqi authorities were attempting to detain Abu Nidal for interrogation in the moments before his death. -

Take away any one of those three ingredients and the chances for success are geometrically reduced. In the nearly two years since the horrific attacks of 9/11, the war on terrorism has been assiduously fought by the US military, intelligence and law enforcement. Besides destroying the base that Al Qaeda used in Afghanistan, the United States has conducted a comprehensive campaign in the United States to arrest, prosecute, deport or jail those suspected of being connected to terrorist cells. The successful prosecution of terrorist cells in Detroit and Buffalo and the announcement of indictments against suspected terrorist cells in Portland, Seattle, northern Virginia, Chicago, Tampa, Brooklyn, and elsewhere have demonstrated the resolve of those on the front line in the battle against terrorism. Dozens of groups, financial conduits and financiers have seen their assets frozen or have been classified as terrorist by the US Government. One of the most sensitive areas of investigation remains the role played by financial entities and non-governmental organizations (ngo’s) connected to or operating under the aegis of the Kingdom of Saudi Arabia. Since the July 24 release of the “Report of the Joint Inquiry into the Terrorist Attacks of September 11, 2001,” the question of what role Saudi Arabia has played in supporting terrorism, particularly Al Qaeda and the 9/11 attacks, has come under increasing scrutiny. -

Since then she served as Ambassador to Tunisia, from 1997-2000, and as the vice president of the National Defense University, from 2000- 2003. She is currently State's coordinator for Iraqi reconstruction efforts. Early Views Upon becoming the Assistant Secretary, Raphel described a general lack of South Asia interest in Washington. While some at State were very committed, it was hard to get sustained focus on the region because of its geographic distance and lack of vibrant economies. Pakistan and other countries were low priorities for official Washington as other issues, such as the rebuilding of the Warsaw bloc, occupied attention in the mid 1990's. During that time, the South Asia bureau's main concerns centered on Indo-Pak . relations, Pakistani democratization and the nuclear issues. There was also "great concern" about the worsening situation (civil war and narcotics trafficking) in Afghanistan; Raphel noted that "Afghanistan was not a central focus for people in this town [Washington]" and that "there was noJight-shinning-ther-e-:~aphel-hoped-that.----- efforts, at this time, could be made to stabilize Afghanistan and "get it back on its feet." Raphel said that the Taliban appeared in mid-1994, when its troops were escorting commercial convoys across southern Afghanistan. -

Hahn, Ph.D. Analyst and Advisory Board Member Geostrategic Forecasting Corporation “Assessing Terrorism in the Caucasus and the Threat to the Homeland” Testimony Before the House Committee on Homeland Security’s Sub-Committee on Intelligence and Security, U.S. Congress April 3, 2014 Introduction For a decade voices resonated in U.S. media and think tanks asserting that Chechen separatists and the Caucasus Islamists, such as those who forged the IK, had nothing to do with Al Qa`ida and the global jihadi revolutionary movement, despite a plethora of contrary evidence. Some of those same voices still can be heard today. Contrary to those voices’ claims and expectations, we now see the Imarat Kavkaz (Caucasus Emirate or IK) mujahedin and their lone wolves inspired by them carrying out insurgent and terrorist attacks across the globe from Waziristan in the east to Boston in the west. In fact, for nearly two decades, beginning with the extremist Chechen national separatist movement, the Chechen Republic of Ichkeriya (ChRI), and continuing with its global jihadist successor organization, the IK founded on October 31, 2007, Chechen and North Caucasus militants have had ties to the global jihadi revolutionary movement (Al Qa`ida, its affiliates, and allied groups), including Al Qa`ida (AQ). Indeed, in September 2009, Jordan’s Sheikh Abu Muhammad Asem al-Maqdisi, whom the United States Military Academy’s Combating Terrorism Center (CTC) designated “the most influential living Jihadi Theorist,” endorsed IK as a major jihadist organization and urged Muslims to support it “so the Emirate becomes the door to Eastern Europe.”1 Consistent with Maqdisi’s call, IK would expand operations into Europe and elsewhere abroad. -

Introduction Forty years of war in Afghanistan has encouraged the most extensive periods of diplomatic and military cooperation between the United States and Pakistan. The communist overthrow of a relatively peaceful Afghan government and the subsequent Soviet invasion in 1979 prompted the United States and Pakistan to cooperate in funding and training Afghan mujahedeen in their struggle against the USSR. After the collapse of the Soviet Union, Afghanistan entered a period of civil war throughout the 1990s that nurtured Islamic extremism, foreign intervention, and the rise of the Taliban and Al-Qaeda, ultimately culminating in the devastating attacks against Americans on September 11th. Seventeen years later, the United States continues its war in Afghanistan while its relationship with Pakistan has deteriorated to an all-time low. The mutual fear of Soviet expansionism was the unifying cause for Americans and Pakistanis to work together in the 1980s, yet as the wars in Afghanistan evolved, so did the countries’ respective aims and objectives.1 After the Soviets were successfully pushed out of the region by the mujahedeen, the United States felt it no longer had any reason to stay. The initial policy aim of destabilizing the USSR through prolonged covert conflict in Afghanistan was achieved. -
