Statutory Corporations, Companies and Other Bodies in Which the Government of India Have Financial Or Controlling Interest STATUTORY CORPORATIONS, COMPANIES AND OTHER BODIES IN WHICH THE GOVERNMENT OF INDIA HAVE FINANCIAL OR CONTROLLING INTEREST [Sixteenth Edition] LOK SABHA SECRETARIAT NEW DELHI 2021 PREFACE This Brochure contains a list of statutory corporations, companies and other important bodies in which the Government of India have financial or controlling interest. Members of Parliament may elicit information on these bodies through question. Admissibility of such questions is regulated in the following manner:- (i) Where a question (a) relates to matter of policy, or (b) refers to an act or omission of an act on the part of a Minister, or (c) raises a matter of public interest. It is ordinarily admitted for oral answer. (ii) A question which calls for information of statistical or descriptive nature is generally admitted as unstarred. (iii) Question which clearly relates to day-to-day administration and tends to increase work of the Ministries and the Corporations incommensurate with results to be obtained therefrom are normally disallowed. Information in respect of working of these bodies can also be obtained by the Members directly from the corporations or the companies concerned except statutory bodies and limited companies functioning under the Ministry of Defence due to security concerns. In this case, Members may address their requests for information to the Ministry of Defence. The Brochure has been prepared on the basis of the information furnished by the various Ministries and Departments of the Government of India. The underground economy accounts for a significant proportion of China’s economy, but is not included in official statistics. Therefore, the nexus of CO2 and the underground economy in China is worthy of exploration. To this end, this paper identifies the extent to which the underground economy affects CO2 emissions through the panel data of 30 provinces in China from 1998 to 2016. Many studies have focused on the quantification of the relationship between CO2 emissions and economic development. However, the insights provided by those studies have generally ignored the underground economy. With full consideration of the scale of the underground economy, this research concludes that similar to previous studies, the inversely N-shaped environmental Kuznets curve (EKC) still holds for the income-CO2 nexus in China. Furthermore, a threshold regression analysis shows that the structural and technological effects are environment-beneficial and drive the EKC downward by their threshold effects. The empirical techniques in this paper can also be applied for similar research on other emerging economies that are confronted with the difficulties of achieving sustainable development. GANESHAMURTHI : Will the Minister of HEAVY INDUSTRIES AND PUBLIC ENTERPRISES be pleased to state:- (a) whether the Government is planning to revamp job reservations issue for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in State-run companies following sharp fall of employment opportunities to them consequent upon disinvestment in all the Public Sector Enterprises (PSEs); (b) if so, the details thereof; (c) whether it is true that the Department of Investment and Public Asset Management (DIPAM) is examining the issue of job reservations for SCs, STs and OBCs in State run companies following disinvestment and if so, the details thereof; (d) the total disinvestment made in various PSEs company and category-wise during the last three years along with the reasons for disinvestment; (e) the total number of SCs, STs and OBCs presently working in various PSEs company and category-wise; and (f) the total number of SCs, STs and OBCs who lost their jobs in these companies during the said period? ANSWER THE MINISTER FOR HEAVY INDUSTRIES & PUBLIC ENTERPRISES (SHRI PRAKASH JAVADEKAR) (a to d): Job reservation is available to Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in Central Public Sector Enterprises (CPSEs) as per the extant Government policy. The Government follows a policy of disinvestment in CPSEs through Strategic Disinvestment and Minority Stake sale.

    High risk, low return COAL INDIA LTD’s shareholder value is threatened by poor corporate governance, faulty reserve estimations, regulatory risk and macro-economic issues. Introduction Coal India Limited is the world’s largest coal miner, with a production of 435 million metric tons (MT) in 2011 -201 2. There is significant pressure on CIL to deliver annual production growth rates in excess of 7%. The company has a 201 7 production target of 61 5 MT.[1 ] Coal India’s track record raises questions over its ability to deliver this rate of growth. In addition, serious governance issues are likely to impact CIL’s financial performance. These pose a financial and reputational risk to CIL, its shareholders and lenders, while macro- economic issues in the Indian energy economy pose a long term threat to Coal India. • CIL’s attempts to access new mining areas are facing widespread opposition from local communities and environmental groups. With its reliance on open-pit mining, access to new mines are essential for CIL to achieve production targets. G • CIL has grown reliant on shallow, open pit mining for 90% of its production, and has lost in-house expertise on deep mining techniques. N I • CIL has a record of poor corporate governance, manifested in rampant corruption, poor worker safety and repeated legal violations. This has, in the last year alone, led to penalties and F closure notices for over 50 mines, threatening both its financial performance and reputation. E I • CIL’s financial performance has been affected by directives from majority shareholder Government of India to keep coal prices artifically low.[2] According to one estimate, this cost R CIL $1 .75 billion in the 201 2-1 3 financial year alone.[3] The government has also taken away coal blocks allocated to CIL and given them to private players.[4] B • Changing economics of coal power in India; renewable energies are becoming cost- competitive even as coal faces increased regulatory scrutiny and public opposition.
