The report's objectives: EMDP report of project "Quang Ngiii - Quy Nhrm 220kV TIL" is established with the primary purpose to support project affected ethnic minority people having stable life and to make economic development condition, enhance life capacity. Study scope: Ethnic minority development plan is applied to "Quang Ngiii - Quy Nhrm 220kV TIL" project, including expansion of outgoing bay in Quang Ngai 220kV substation, and Quy Nhan 220kV substation, and area under ROW of the 142.445 km -length TIL crossing over territories of MQ Duc and Duc Ph6 districts in Quang Ngai Province; Hoai Nhan, HoM An, Phu My, Phil Cat, Tay San, An Nhan, and Tuy Phu6c districts and, Quy Nhan City in Binh Djnh Province. 1- Project introduction "Quang Ngiii - Quy Nhrm 220kV TIL" project will cross through territories of Quang Ngai and Sinh Dinh Province PO: National Power Transmission Corporation (NPT) PO's presentative: Central Viet Nam Power Project Management Board (CPPMB) Total investment cost: 941,064,585,000 VND. Capital wurce: Using construction investment capital and WB' loan according to TD2 - AF project, which is mobilized and planned for use according to annual plan by National Power Transmission. 4 - Social- economic condition of EM people in the project area Main indigenous peoples in the project area is the Hre and the Bana livng at hamlets, villages in .An My and .An Tuang Dong communes - Hoai .An district - Binh Dinh Province The Hre is ethnic minority indigenous people belonging to Mon-Khmer language group with long term and special culture. They lives mainly in the west of Quang Ngai and Binh Dinh Provinces.

The Bana is mainly in Kon Tum, Gia Lai, Dik Lik and D~k Nong Province, and hignland district of Binh Dinh and Phu Yen Province. They are called by many various names according to residence or manners and customs of every region.

The EM people in the project area have been interested from the local authority and GOV's preferential policy. Therefore, the living standard of the people in the project areas is more and more improved. Ethnic minority people have land ownership as same as the Kinh people. All the project affected ethnic minority households within the ROW are agricultural/forestry production families. 5- Project's impacts on ethnic minority people In 33 project communes, there are only two communes .An My va .An Truang Dong having EM people. The project doest not directly impact on EM households, not acquire their land, house and assets The EM people are just affected by the project's construction and operation activities including noise, material transportation, construction, accident during construction and operation.

6- Public consultattion and participation

- Public consultation and participation had been Clrried out in the pre-construction stage.

- Methods and fonns of perfonnance: Post public announcement, and consult with the relevant agencies.

- Public consultation's contents: People who carry out consultations present the . selected project site. Then people taking part in a discussion present their opinions of the project impacts and recovery measures, the project's benefits, and development programs

EM people's and local authorities' feedbacks are mentioned in EMDP as below.

7- Implementation Organization In order to implement EMDP effectively, CPPMB need coordinate with relevant agencies or independently work to conduct relevant works such as: participants in the project, mornitoring and ensuring EMD P implementation, and ensuring PAPs' participation. 8- Suppervision and evaluation Suppervising EMDP implementation is a part of RP suppervision that is described in RP report. 9- Cost estimate for detailed training program ofEMDP. + Publicizing infonnation on project and EMDP for 02 communes having ethnic minorities including An My and An luang Dong): 20,000,000 VND + Training on rules of electric safety for villagers and EM people in the above 02 communes: 30,000,000 VND

I. PROJECT INTRODUCTION 1.1. INTRODUCTION ABOUT "TRANSMISSION AND DISTRIBUTION II ­ ADDITIONAL FINANCE" (TD2 AF) "Transmission and distribution II project - additional finance" is project which borrow WB's loan. It's Project Owner is Electricity Viet Nam and directly project management and implementation unit is National Power Transmission Corporation (NPT) The project's objective is continuous assistant for Viet Nam's power transmission/distribution system construction according to results of original project ­ TD2. TD 2 - AF project will continuously contribute to maintain, consolidate safety and confidence, and transmission from new power plants' capacity to the increasing load centers. 1.2. - Section 1: From Starting Point to G7 with 20,764 m in Jength Starting point is in 220kV Outgoing bay at Qwing Ngai 220/110kV SS. The transmission line crosses over North - South railway and reaches G 1, from G 1 it turns left and runs along proposed Thuqng Kon Tum - Quang Ngai 220kV TIL, reaches G2. From G2, it turn left and passes over national HW 24 and forms steering angle to avoid crossing over house, auxiliary work in Ph6 Phong and Ph6 Nhan communes - Duc Ph6 district. From G5, it turns left and runs over highland area in Ph6 Ninh and Ph6 Hoa communes, forms G7 on hill land in Ph6 Holl commune - Duc Ph6 district. The route's topography is faily complex. The section from Starting point to G5 mainly crosses over crops, rice, eucalyptus and residential area. The section from G5 to G7 maily passes over highland area with high change of atitude with main vegatation cover of euvcalyptus, crops, fruit tree, poor natural forest with some small residential area. The route belongs to MQ Duc and Duc Ph6 districts in Quang Ngai Province The transmission lines crosses over the following objects: + Cross-over North-South Railway : 01 time + Cross-over national HW 24 : 01 time + Cross-over provincial HW 01 time + Cross-over inter-communel inter-village road : 22 times + Cross-over midle and low voltage distribution line: 05 times + Cross-over communication line : 02 times + cross-over stream and rivers : 01 time + Number of impacted houses, structures within ROW: 54 ones. - Section 2: From G7 to GI8 with 40,848 min Jength From G7, the route crosses through hill land and reaches G8, from G8 it turns left and crosses over rice field in Ph6 Cuimg commune - Duc Ph6 district, forms G9 on hillside. From G9 to G 17, it stretches along hillside with complex topography, bushy, high change uf atitude. From G 17, it turn right and runs along existing Hoai Nhan - MQ Duc 1l0kV TIL, crosses over provincial HW 629 to form GI8 on rice land in An My commune - Hoai An district -Sinh Dinh Province The transmission line passes over complex terrain with many abrupt mountain and main vegetation cover of eucalyptus, crops, rice, bushy with some residential area. The route belongs to Ph6 Khanh, Ph6 Cuimg communes in Duc Ph6 district - Quang Ngai Province and HOI.li San, Hofti Chilu Bitc, Hoiti Chzlli, Hoiti Phu, Hoai Hao, Hoiti Tfm communes and B6ng San town in Hoai Nhan district and An My commune in Hoiti An district - Binh Dinh Province The transmission lines crosses over the following objects:

+ Cross-over communication line : 01 time + Number of impacted houses, structures (kitchen, breeding facility, ...) within ROW: 12 ones. - Section 5: From G31 to Ending point with 39,013 m in length. This section mainly crosses over delta with rice, crop and residential area with small change of adtitude. The section from 031 to 039 crosses over residential area with some crops, rice land in Phil Cat and An Nhan district. From 039 to 040, it passes over hillside and runs along the existing - Quy Nhan 220kV TIL. From 040 to Ending point, it crosses over paddy and residential area in Tuy Phuac district. Ending point is put on 220kV Outgoing bay in existing Qui Nhan 220kV T/L The line passes over smooth terrain, except to section 039-040 crossing over high mountain. Vegetation cover is mainly eucalyptus, crops, fruit tree, paddy, and some residential area. It belongs to Cat Uim, Cat San and Cat Hi~p commue in Phil Cat district; communes Binh Thu~n, Tay An, Tay Vinh in Tay San district; communes Nhan Phuc, Nhon LQc, Nhan ThQ in An Nhan district; Phu6c An commune Tuy Phuac district; Tr~n Quang Di~u Ward in Qui Nhan City - Blnh Dinh Province. Its total natural 2 area is 6,025km • Its border is contiguous to Quang Ngai province toward the north, Phu Yen province toward the South, Gia Lai Province toward the west and East Sea toward the east. Quy Nhon City is urban type 2 2 with area of 284.28km , and population more than 284,000 people; It is planned up to 2 urban type 1 in 2015 with area of 334.73km , and population of 500,000 people. It is identified as south center urban of Central important economic region including Ba N~ng and Hu~ which is center of trade, service international transaction of Central and West Highland regions. bj Quang Ngdi Province Quang Ngai province is in coordinate of 14032' - 14025' North latitude, 10806'39" - 10906'36" East longtitude, far away from Ha NQi City of 900 km. Its natural area of 2 5,135 km , taking up 1.56% of Viet Nam's total natural area. Its important roads are national HW lA, 24, North-South railway, seaway with 5 seaports. Main river system in the province is Tra Bemg river with 30 km in length, Tni Khuc River with 60km in length, and V~ River with 55km in length 1.2.2. Socio-economic condition aj Binh Djnh Province Population

Binh Binh Province has many peoples living together, in which the Kinh taking up 98% of total population. The remains are three EM peoples taking up 2% of total popUlation, mainly ofthe Ba Na, the H're, the Cham living 113 village/22 communes of highland mountain. Total population in Binh Dinh Province 1,488,900 people (in 2009) with unregular distribution. Population structure is young with people under 30 year old taking up 62,8% of total population, these are main laour source for economic sectors.

Economy

In recent year, economy and society m Binh Dinh Province more and more develop. Education, health and culture are improved, with more infrastructure .. Total local product (GDP) increase about 10.7 % per year. Economic structure changes follow advantage trend, in particularly m 2000 agriculture, forest - industry - service takes up 42,2% - 22,8% - 35% respectively; until 2010 these rates are 35% - 27,4% - 37,6% respectively. In general, industry industry develops strongly with many industrial zone, Nhcm HQi economic zone. Agricultural production is growing totally follow trend of commodities production. Infrastructure Traffic system is faily comprehensive with National HW lA (section crossing through Binh Dinh Pro has 118km in length), North-South railway (running through the Province with 150km in length), and National HW ID (34km crossing over the province), national HW 19 (70km) connecting to Quy Nhcm port. b) Quang Ngiii Province

The province has 25 peoples, majority of the Kinh with 88.4% of total population, the remaining are the Hre, the Co, the Xu Dang, the Thai, the Nimg, the Tay .... In EM groups, the Hre is majority with 8.5% of total population, EM groups which have least people are the Raglay, theTa oi, the SiLa and the Chlr't with total population less than 10 people.

Ecomony is developing with Agriculture, forest and fishery beling highest density, then service, tourism and industry. Nowadays, industry more and more develop with many appear of industrial zones, in specifically Dung Qu~t industrial zone having important role in economy of Viet Nam Main products: in agriculture: rice, crops, sugar crain, cashew, rubber, pepper. .. ; in industry: sugar, pagkage, textile and garment, and oil which is important products in Quang N gai' s industry.

In the project area, in addition to the Kinh, there are also other ethnic groups such as the Hre, Bana and a few tay, Nung living in two communes An My and An TUOng Dong in the project area 2. In reality, high-voltage transmission lines construction only cause impacts separately. In addition, almost impacts are temporary. As well as the project does not acquire land, house, crops or any assets of the EM people. Therefore, the project will only cause indirectly impacts on EM people due to the project construction and operation. 3. Quang Ngai - Quy Nhon 220kV TIL project need establish EMDP report because the following reasons: + The project crosses residence of ethnic minority people. RP and EMDP implementation assists the project-affected EM people to have an opportunity to develop their economy, income and improve their living standards; + EMDP implementation creates conditions in order to ethnic minority people to raise their awareness on the high-voltage power grid, GOV's project construction objectives is by project information disclosure, organizing propaganda work and training in rules of electric safety ... 4. EMDP Report is formulated based on WB's OP4.1O. This report is established to meet WB's goals and policies, Feasibility Study Stage. It is based on the results obtained from surveys and consultation the local authorities, unions and ethnic minority people in order to collect their information and feedback on the project. II. SOCIO-ECONOl\UC FEATURES OF ETHNIC .MINORITY PEOPLE IN THE PROJECT AREA 11.1. Population and demographics 11.1.1. Ethnic minority people in project area The project crosses over 33 commuunes of the following districts MQ Duc, Duc Ph6 - Quang Ngai Province; Hoai Nhon, Hoai An, Phil My, Phil Cat, T§y Son, Tuy Phuoc and Quy Nhon City - Binh Dinh Provicne. In 33 project communes, there are only 02 communes as An My and An TUOng Dong having EM project including the Hre, the Bana and a few the Tay, the Nung. The Hre and the Bana are main indigenous ethnic groups in the project area. * The Hre people's living andproduction habits The Hre is ethnic minority indigenous people belonging to Mon-Khmer language group with long term and special culture. The Hre has other names as the Cham Re, the Chom Kre, the Luy with some typical cultural features as follows:

• Social organization In the Hre's village, village patriarch is high prestigious and important role. Under feudal system, all Hre people's first name is Dinh. In recent years, some Hre people change their first name to Nguyen, Ha, Pham ... Small family is very popular in the Hre society.

• Culture: The Hre has Stabbing Buffalo Festival that is common festival in the Truong Son ­ Western Highland Region. The Hre people like composing poetry, singing and playing musical instrument. Ka-Choi and Ka-Leu is their popular folk-song. Their attractive legends usually tell about faithful loves, conflicts between good and evil, poor and rich that have been formed for long time. The Hre's musical instruments have many kinds such as Brook, Ching Ka-Ia, Linh la flute, Ta-lia flute, lady's musical instrument, drum, ... The most respected musical instrument is gongs with three-gong set or five-gong set having various melodies.

• House The Hre used to live in long houses on stilts. Until now, these house have no existed. House's two main roofs are by thatch, and two sub-roofs under Lte two main ones. In front of the roof, there are a hom couple which is decorated by various types. The wall is made by thatch and covered by hard splints. Two gables are empty.

House frame structure is as simple as Western Highland people's. In house (except to two gables), there is not any partition. The Hre house's one features which is difference with other EM people is the font of house directing toward higher land area and the house's back toward lower land area. The right gable is used for men's and guesses' activities, and the left is used for women. Beside the right gable is put main kitchen, and sub-kitchen put in middle gable. Beside the left gable is put rice-hulling mill

• Clothing The Hre men used to wear a loin-cloth, short jacket or without shirt. \Vomen used to wear double layer skirt, five-panel dress with a headscarf. Both men and women used to up their hair by hairpin, feather. Nowadays, the hre people wear as same as the Kinh, but they still retain handcraft. Almost women wear skirt made from cotton. * The Bana people's living andproduction habits • Residence The Bana people lives in Provinces Kon Tum, Gia Lai, Dak Lak, Dak Nong, highland districts of Blnh Djnh and Phu Yen Province. The Bana is called by many other names according to residence or every regions' manner and custom. • Language The Bana people belonging to Mon-Khmer language group

• House The Bana people' house is house on stilts. When large family model was prevalent, the Bana people usually lived in long house with meter hundreds in length. However, large family model does not still exist, there is more and more small family model living on short house on stilts. Nowadays, house on stilts is 7m - 15m in length, 3m - 4m in width, of 4m-5m I heght, distance from house floor to ground about of Im­ \ 1.5m • Marriage The Bana people allow to freely find out and choose life partner, marriage follows traditional custom. New married couple lives their parent house until their first children is born. Children are always loved. People in a village are not named at the same name. If there are some people have the same name, they will be twinned with together and form relationship based on their age such as brotherhood, father-son, mother-son relationship. All children in a family have been equally inherited property. In family, all members lives in peace and equaL The Bana people usually worship many spirits. • Clother Man wears shirt like T-shirt with splitting collar. Women have short hair, or gather their hair into a bun. Women wear shirt like T-shirt shape with skirt. Shirt's sleeve can be short or long. Their skirt is shorter than the Ede's, but now they are as same as together. They wear copper ring around belly. II.1.2. The inhabitants at the affected communes Survey results show that An Tuemg Dong and An My communes of have ethnic minority living. In which the Hre people is majority (16HHs/60people) and some Bana

General Situations Like as general policy of Party and State for ethnic minority people, the Hre and Bana in the project areas have been interest from the local authority and GOY's preferential policy. Therefore, the living standard of the people in the project areas is more and more improved. In the project localities, the communication systems have been conveniently developed for goods transport and exchange, ... and there has been much social-cultural growth, but the lifestyle of each ethnic group is different from others owing to the difference in the groups' awareness of economic development. As compared with the Kinh people, the general educational level of the ethnic minority groups as well as their starting point is relatively lower. The Kinh households have reached better and more consistent economic growth than other EM households. I. is harder for the EM households to catch up with the Kinh's rate of living standard improvement as the fonner's economy depends on the awareness, the application of technologies and professional skills to cultivation and husbandry, and to some extent, their development of production still relies much on nature (the weather). The EM household deserves proper attention to ensure equality and concern from the project corresponding to their socio-economic status so as to help them obtain awareness of the project objectives towards national socio-economic development, hence becoming aware of their own socio-economic development issues. So far, all the EM children in the project communes have been attending the same schools as the Kinh children, with similar schooling process.

11.3. Land use right According to the Law on Land of the Socialist Republic of Vietnam, ethnic minority people have the same right as the Kinh in land ownership and are issued with certificates of long-term land use right. 11.4. Production All the affected ethnic minority people at the communes of An TUOng Dong, and An My - Hoai An district are agricultural and forestry production families. Agricultural production is mainly husbandry and cultuvation. The main food crops are dry rice, wet rice, corn, manioc, peas and beans and a number of other auxiliary crops. Husbandry mainly consists of breeding oxen, cows, and poultry (chickens, duck...). Forestry is a developing sector in the two communes with main industrial tree of melaleuca and acacia. 11.5. Living conditions - Traffic systems are convenient for the inhabitants in the project areas. In addition to National HW No. lA crossing over almost project district (except to Hoai An district), the project area has also national HW 24 and 19 and many provincial HW crossing over the project districts. In 02 communes An My and An TUOng Dong having EM people have provincial HW NO. 629 and 631 crossing over. Furthermore, the two communes have asphalt roads constructed by Commune people's committee making convenient for people trading including EM people's trade. - Public works: at the project communes, there are nursery, primary and junior secondary schools for the children's schooling needs. The communes also have culture houses, post-offices and health care stations to meet the people's needs. - Health care: For some years, the project communes have received considerable investments into health care. In each commune, there is a health care station and nurses, doctors. Health care stations do well first aid and vaccination to protect from infectious disease. - Service, business: The exchange and trade of commodities in the communes are often carried out by retailers who receive goods from trade' people from other localities. - Income of the people in the project areas is from many various source: mainly from agricultural production (cultivation and husbandry), forestry. Beside that, some other income sources are fishery, salt-marsh, handicraft (some traditional handicraft village such as knit village, brick village ... ), trade, and service. Per capita income is around 300,000 - 350,000 VND Imonth.

- Power cons'.lmption: 100% of the project communes have used electric from national grid. But several villages, hamlets far from distribution lines do not use electricity. - Conveniences: In general, most of the families have motorbikes, TVs, radios or cassette players for entertainment. - Communication: mail, post, paper and communication network more and more develop. 100% of communes have post office. Moble network is popular and cover over 100% of the project communes. III. LEGAL BASIS This EMDP Report formulation bases on the OP 4.10 guideline documentary by WB and on community conditions of ethnic minority peoples in Vietnam. III.t. Vietnamese legal basis Article 5 of the Constitution of the Socialist Republic of Vietnam (1992) clearly states: "The Socialist Republic of Vietnam is the unified State of all nationalities living on the territory of Vietnam. The State carries out a policy of equality, solidarity and mutual assistance among all nationalities, and forbids all acts of national discrimination and division. Every nationality has the right to Lse its own language and system of writing, to preserve its national identity, and to promote its fine customs, habits, traditions and culture. The State carries out a policy of comprehensive development and gradually raises the material and spiritual living conditions of the national minorities." Article 94 in the 1992 Constitution states: "The Nationalities' Council studies and makes proposals to the National Assembly on issues concerning the nationalities; supervises and controls the implementation of policies on nationalities, the execution of programs of education and health care development." The existence of the NA Nationalities' Council and the Government Committee of Ethnic Minorities and Mountainous Areas, together with various programs of socio­ economic development and natural resources improvement for the future in mountainous and elevated areas inhabited by ethnic minority peoples, is a sure evidence of a policy on equality, non-discrimination against ethnic minority peoples, and attention to bettering their conditions of life and living. The most important policies related to ethnic minority peoples issued by the Government are mentioned in Decision No. 327 dated 15/9/1992; Directive No. 525/TT dated November 02, 1993; Decision No. 556/TT dated September 12, 1995; Decision No. 6611QD-TT dated July 29,1998; Decision No. 135/1998/QD-TTg dated July 31, 1998; Decision No. 134/2004/QD-TTg dated July 20, 2004 and Resolution No. 30al20081NQ­ CP dated December 27,2008. III.2. The OP 4.10 policy framework of the World Bank on ethnic minorities - The OP 4.10 Operational Policy by the World Bank (WB) was promulgated with an aim at contributing to carrying out WB missions in poverty reduction and sustainable development, ensuring that progress respects sufficiently human dignity and rights, economic values and cultural characters of ethnic minority peoples.

For all projects proposing for capital loans from WB affecting ethnic minority peoples, WB requests that the capital borrower raise consulting opinions from lhe public, and the public be supplied with adequate information and be free to participate in project­ related issues. WB only grant loans to those projects influencing ethnic minority peoples after consulting opinions have been raised from the public, the public has been supplied with adequate information, the public is free to participate in project-related issues, and results have shown that most of the ethnic minority people are affected by the project. Such projects funded by WB shall devise measures to: (a) avoid adverse impacts against the communities of ethnic minority people; or (b) in unavoidable caset, to minimize, reduce and compensate for these effects. WB-funded projects must be designed in such a way to ensure ethnic minority peoples will enjoy social and economic profits suitable to their cultural characters, including gender issues and intergenerational traits. - WB realizes that the cultural characters and features of ethnic minority peoples have a close link to their area of residence and the dependent source of natural resources. It is because of these very features that ethnic minority peoples are likely to suffer from risks and impacts from development projects, including the danger of losing their characters, culture and living habits as well as the threat from illnesses and diseases. Gender and intergenerational issues among ethnic minority peoples also are complex. As social groups with identities that are often distinct from dominant groups in their national societies, ethnic minority peoples are frequently among the most marginalized and vulnerable segments of the population. As a result, their economic, social, and legal status often limits their capacity to defend their interests in and rights to lands, territories, and other productive resources, or restricts their ability to participate in and benefit from development. At the same time, the World Bank recognizes that ethnic minority peoples play a vital role in sustainable development and that their rights are increasingly being addressed under both domestic and intemationallaw. IV. PROJECT IMPACTS ON THE ETHNIC MINORITY Quang Ngai - Quy Nhan 220kV TIL crosses over 33 communes in 10 districts of Quang Ngai and Binh Binh Province. In these communes, An My and An TUOng Bong communes have EM people living. Therefore, the project will have possitive and negative impacts on the EM people in the project area. Detail impacts are as follows: IV.l. Negative impacts of the project IV.l.1 Impacting on land, house, assets, crops of the EM people: no impact IV.1.2. Impacting by the project's contruction and operation activitites

The project construction w.J impact on people in the project communes in general and EM community in particular. Imp:Jcts includes:

- Impacts by disorder living activities in locality: concentration of worker during tower foundation construction time will affect to living activities, and habit of the local people

- Impacts by noise, dust, environment pollution: construction activities such as material transportation, levelling, construction will cause noise, dust, and exhausted gases which affect to inhabitants' health.

- Risk of traffic accident due to increase of traffic mean density on transporting road.

In operation phase, there is several small impacts on EM people, including some accidents can happen such as: getting an electric shock due to lack of knowledge on high voltage network safety, electric discharge during fog days.

IV.2. Project positive impacts Quang Ngai - Quy Nhan 220kV TIL will distribute electric capacity from Thuong Kon Tum HPP with capacity of 240MW (proposed operation in 2011), and from Binh Dinh Power Complex with capacity of plant unit No.1 of 600MW (proposed operation in 2016) to transmit to National Grid; Enhance reliability of continuous power supply for region, enhance connection of220kV network between Northern and Southern

Therefore, when the project comes into operation will contribute to important national industrialization and modernization of region and contribute indirectly to reducing power shortages in the country. According to the results of the public consultation and discussions in groups, all of EM people at the project communes wish for the implementation of the project so that more power would be supplied to develop the economy of the region in general. In their opinions, the improved power supply would rather bring benefits to them and positively impact to their living and economic conditions more than cause negative impacts, which are very small in fact. V. PUBLIC CONSULTATION AND PARTICIPATION - Public consultation and participation had been carried out in the pre-construction stage. - Methods and forms of performance: + Posting public announcement at the People's Committees of the project .. communes to collect contributing opinions from the inhabitants on affects, resettlement policy, and project implementation plan;

+ Discuss and consult the local authorities, woman association, inhabitants in the affected area about project impacts to HHs, compensation policies, implementation plan, positive impacts of the project. To EMs, village patriarch (or head of village) are respected the highest, thus village patriarch (or head of village), and Woman and FaImer Association's Representative, Fatherland Front's Representative will be invited to take part in a meeting of infoImation dissemination of project, RP and EMDP. People who carry out consultations present the selected project site. Then people taking part in a discussion present their opinions of the project impacts and recovery measures, the project's benefits, compensation and resettlement alternatives and development programs. The affected EM people in the project communes fully support the project. Both the local authority and EM people engage actively in the discussions about their needs, difficulties, and desires relating to the project in order to take full advantage of and uphold project's benefits to increase imcome and improve social cultural economic life of EMs. The inhabitants participating in the discussion expressed the desire that the local government and the Project Owner would create conditions for the affected households to obtain small-scale capital loans to develop their household economy. The EM people also ask about measures to improve their current agricultural production. The EMs and the local authority's feedback will be mentioned to the development plan described as below. VI. RECOVERY MEASURES AND DEVELOPMENT PLANS - The EMDP of Quang Ngai - Quy Nhoo 220kV TIL is set up to use for the EM community living in the project impacted areas. EMDP report is based on the results of infoImation dissemination, public consultation, and participation of the EMs and the local authorities. - Impacts by the project's construction and operation mentioned above will be mitigated by measures presented fully in EMP - The EMDP only focuses on developing activities including propaganda, training about the following matters: + Potential electric shocks; safety in high voltage transmission line + Tratfic or industrial accidents in the construction time + Disorder and obstruction is caused by works construction and concentration of workers in the project areas

VI.1. Development plan to the EMs in the pI.: oject area A development plan, established for the EM people who are acting or living in the project area, consists of the fol1owing parts: VI.1.1. Project information dissemination Disseminating the project's objectives, negative impacts, PAHs, resettlement and compensation plan and implementation plan has been carrying out as a part of RP and EMDP implementation. Project information dissemination will be carried out in common with EMP and RP implementation by project owner. To ensure explicitness and publicity, information dissemination has carried out as below: + Public announcement on the project was posted (project objectives, project impacts, Ethnic minority development policy, ...) at the People's Committees of the project communes; + Consultants went to the project area and its vicinity to meet the inhabitants, provide them with information, and interview them for opinions on project establishment; + Meetings were held to raise consulting opinions from the community; participants of the meetings included: representatives of hamlets heads, representatives of the Women's Union, and representatives of the local governments; the meetings focused on issues related to the socio-economic status of affected people, their expectation about the project; Dissemination of project information to ethnic minority peoples was carried out simultaneously with RP implementation in the announcement of information on resettl ement. The consultants and the staff from CPPMB will coordinate with related communes to perform these tasks. The expenses for these operations are included in the total estimates of the project and will be paid by CPPMB. VI.1.2 Propaganda, training on the electric network safety It is very necessary to organize a training in the electric network safety for the inhabitants of An My and An TUOng Dong Communes, including also ethnic minority people to help protect the people's health and safety. For the trainning to be effective, CPPMB needs to coordinate with the People's Committees of the communes to define clearly what should be propagandized and to organize a training. This consists of the following main tasks: • Leaflets, which introduce the safety rules to the high voltage power network and methods to discover the warning signs of the high voltage transmission line and

give first aid to people get an electric shock will be disseminated to every household, school in the project area. • Guiding the local inhabitants and the primary and secondary pupils identify the scope of ROW of the high voltage power network and methods to give first aid to people get an electric shock. • Guiding inhabitant methods to define the scope of ROW ofthe high voltage power network, activities which they can and can't be carried out within ROW. • Cost for these activities is included in contingency cost of the project. See implementation costs in Table 9.1. VI.2 Recovery measures 1. CPPMB sets up the traffic and labor safety regulations (for Management Board and project construction units). 2. CPPMB and the construction units will place warning signs on communication roads lOO-200m from the sites and other danger warning signs at places close to the construction sites. 3. Provisions minimizing the negative impacts caused by the project implementation should be stated in the contract with construction contractors. In these provisions, CPPMB should state clearly that the contractors must compensate for the damages to the EMs' property which they cause at the replacement value. 4. Supervising EMDP implementation process. VII. IMPLEMENTATION ORGANIZATION To perform EMDP effectively and continuously, CPPMB will cooperate together closely or work independently to the following issues: - Decide suitably number ofpeople implementing the plan, - Hiring the experienced experts implement project. - Arranging the experienced staffs to implement EMDP - Carrying out periodic monitoring (internal and independent monitoring). Ensure that propaganda, training in the electric network safety is implemented welL Ensure that all of the heads of villages (village patriarches), associations' representatives (farmer association, woman associrtion, fatherland front committee, etc.) participate in RP and EMDP implementation. VIII. MONITORING AND APPRAISAL - Monitoring of EMDP implementation is a part of monitoring of RP implementation. The general plan of RP implementation monitoring is stated in RP report.

- Independent monitoring agency: CPPMB will fonn an independent monitoring unit by hiring an agency with experienced experts in demographics and sociology. This independent monitoring agency have to check and appraise report on RP and EMDP implementation schedule, and forward reports on implementation progress, the quantity and quality of perfonned tasks to the Project Owner. - CPPMB and independent monitoring agency will strictly supervise RP and EMDP implementation process in order to assist in dealing with all possible matters. - After RP and EMDP are implemented of 6 months (of one year), CPPMB or independent monitoring consultancy hired or assigned by CPPMB will interview PAPs' representatives, examine EM development indicators, evaluate RP and EMDP implementation. IX. COST ESTIMATION Cost of some items of EMDP is involved in cost estimation for resettlement in the RP (cost for implementation, compensation, and improvement). The expense for each training part in details is established later. In order to save money, CPPMB and organizations relating to RP and EMDP need to combine meetings and training programs. - The expenses for recovery measures are stated in the contractors' work executing contracts Arising cost is mentioned in RP report. FAQ on compensation, assistance and resettlement

1. Who are PAHs? All households, institutions, individuals are impacted to land and assets such as house, structures, trees, crop, temporaryly or permanently, due to constructing project works (tower foundation, substation) or lying within the security area of ROW.

3. Who will define the impacts Oil land andproperties? The Central Power Project Management Board (CPPMB) will provide diagram of low-high voltage line site, substation location for DRCs of 10 project districts. DRCs responsible for determining the affected areas, carrying out the project affected assets inventory and survey. The project affected areas are areas under ROW of TIL and tower foundation position - The 220kV transmission lines right-of-way is 21.2 m. 4. Types ofimpacts? - Permanent impacts: + In construction range of Substation and road to substation: land, house, structure, tree and other assets on land. + In construction range of newly constructed tower foundation: land, house, structure, tree and other assets on land. + In RO\V of TIL.

Is land in the ROW o/TIL acquired/or Project? Yes. Only acquire in construction range of tower foundation tower. 6. Who will be compensated and who will not be compensated? - All households, institutions and individuals having the project affected assets (land, houses, structures and trees, crop, people who can be prove their land use right and assets ownership prior to cut-off date will be compensated and assisted. People possessing land or constructing structures after cut-off date will not be compensated. They themselves must dismantle these assets. 7. What is the compensation unitprice to be applied? • Compensation unit price as stipulated by the People's Committees of Quang Ngai va Binh Dinh provinces. 8. In case o/the partial affected house? • All the households with houses and auxiliary structures partly affected by the project will receive reasonable compensation for displacement depending on the degree of impact (A detailed classification of impacts has been included in the RP Report). 9. When to receive compensation cost and displacement? Households to be displaced: to receive compensation at least 1 month prior to land acquisition; Households with affected plants and crops: to receive compensation at least 1 month prior to construction (compensation and construction efforts should be made right after a seasonal crop and harvest to avoid affecting the people's income). 10. To affected households, besides entitlement to compensation, what they have other entitlements? • Yes. These will be assisted in moving out and granted encouragement bonuses for handing over the surface area according to schedule. Besides, they will also be admitted to training courses on high-voltage grid safety.

11. PAPs must relocate or clear their land when just received a part ofmoney compensation and allowance/ What ifa household is asked to move out when having receiving only part ofthe compensation? Affected household shall deliver land or clear land when they received all money compensation and other entitlements. 12. When receiving money compensation, PAPs are required to contribute amount of money to an agency or to the People's Committee. • Nobody has any entitlement to collect or diminish money compensation and other interests of affected households. If this case happens, individuals or households affected by the project should immediately inform the district's Council of Land Clearance and CPPMB of the same or the authorized people of the professional agencies at locality. 13. Who will supply necessary information to affected households? • CPPMB, DPCs are responsible for announcing RP compensation and resettlement policies, PAPs' entitlements, the schedule of compensation payment, land acquisition, site clearance and project construction to PAPs. 14. Where can complaints be made? • The People's Committees of the communes; • In case, the affected households disagree with the settlement of CPC, they can lodge their complaint to DPC where complaint must be processed within 15 days. • If the affected households disagree with the settlement of DPC, they will lodge their complaint to PPC where complaint must be processed within 15 days. • In case, the affected households disagre with the settlement of PPC, complaint will be solved by court where complaint must be processed within 15 days. Local inhabitants who have complaints will not be responsible for paying any administrative fee for their complaints at all levels. 15. Who will monitor the compensation process? • RAP implementation will be monitored by a section from CPPM3. • RAP implementation will also be monitored by an independent monitoring agency hired by CPPMB on a contractual basis. 16. Appendix 5: A proposed action plan

1. Framework policy To apply the law and instructions by the Vietnamese Government with reference to WB's OP4.1O. 2. Mitigation measures The potential negative impacts: - Risk of labor accidents and communication limitations at intersections with communication roads will happen during the construction process. - Cost of living and food at the project areas may increase because of concentration of workers during construction process. - Noise, dust, risk of getting an electric shock Mitigation measures Information from "Assessing social impacts" and feedback from community meetings will be used while designing, planning, and selecting construction methods for the project. These tasks include: a) Designing the plan of the line route and positions of tower foundations by referring to opinions from local government authorities and from every related sector and agency. The design alternative would be so selected as to avoid impacts on ethnic minority households in the communes. - Devising reasonable construction alternatives and preferably right after crop harvest cut down income losses. - Focusing on completing each tower foundation at each position reduces the time . of land acquisition. b) Attention is paid to ecological and psychological issues, customs and daily habits, as well as other sensitive issues of the people in the project area during designing and construction. Sensitive issues were treated with special care and attention in the very stage of agreement on the position of the line route. c) Developing propaganda and training on power grid safety, community health, and production development in the project area as follows: - Carrying out propaganda and training on high-voltage power grid safety among the inhabitants in the project area; In addition, there are also some other supportive programs launched by the State such as Program 135 (program of socio-economic development in favor of especially disadvantageous communes).

d) Management of construction workers: The construction unit will carry out strict management of the construction workers; register construction workers' temporary residence at local agencies; provide training on labor safety; strictly prohibit construction workers from causing losses and damages to the people's properties and crops, from harming social order and security and from taking part in social evils in the locality. e) Construction safety: - Training construction workers on labor safety before construction; - Requiring the workasc observe safety rules during construction. 3. Assistant activities By regular development programs to aid EM people living in the project areas, for example, priority people living in the affected areas in jobs which created in project construction, operation and maintenance process. Training: The project will assist training in electric safety. These also includes training courses, workshops for local authorities and local EM leaders (village leaders, village patriarches in the project areas) in assessment of social impacts, compensation, and monitoring EMDP implementation.
