SUBJECT: JBSA #15, Off-Limits Establishments - 2021

1. In accordance with authority granted me by AFJI 31-213, Armed Forces Disciplinary Control Boards and Off-Installation Liaison and Operations, 28 August 2006, the establishments listed in the table below are off-limits to Armed Forces personnel:

Off-limits considerations are critical to the maintenance of good order and discipline, as well as the health, morale, safety, and welfare of personnel assigned to or located at Joint Base San Antonio (JBSA), and the Greater San Antonio, , area. The establishments above were placed off-limits based on the recommendation of the JBSA Armed Forces Disciplinary Control Board, after investigation by military law enforcement, coordination with civilian law enforcement, and reasonable efforts to address unacceptable practices with each establishment.

3. The Armed Forces Disciplinary Control Board reminds members that the Texas Controlled Substances Act prohibits the sale, purchase, and possession of any drug paraphernalia. The Board cautions all military members not to enter any establishment that sells drug paraphernalia and to leave a business if they discover drug paraphernalia on display.

4. Commanders are expected to ensure this off-limits list is briefed to current and new personnel (e.g. newcomer orientations and commander’s call), posted in common and visible locations, and distributed to subordinate organizations.
