NRS 338.035 Discharge of part of obligation of contractor or subcontractor engaged on public work to pay wages by making certain contributions in name of workman. The obligation of a contractor engaged on a public work or a subcontractor engaged on a public work to pay wages in accordance with the determination of the Labor Commissioner may be discharged in part by making contributions to a third person pursuant to a fund, plan or program in the name of the workman.     ROOFER’S GUIDE 2020 EDITION 2020 ROOFER’S GUIDE INTRODUCTION INTRODUCTION The quality of a roofing system depends on several factors that must function together towards a common objective: ensuring the long-term performance of the waterproofing complex. The main role of a roof is to keep the building dry and protect it from the weather. In addition, the roof assembly must be designed to ensure continuous waterproofing through all elements of the building envelope. The point of contact of the roof and wall vapour barriers as well as the waterproofing of the various projections must therefore be addressed with the same care as the sealing of the roof field surface. The roof must withstand condensation and water vapour migration as well as rainfalls in order to prevent the assembly components from being contaminated. In addition to protecting against rainfall and vapour migration, the assembly components must be stable and well fastened to the structure. The fastening and adhesion methods must allow the assembly to withstand thermal cycles and live loads in order to limit the material deformation that could compromise the waterproofing. Beyond stability of the materials, the roof system must bear the normal negative pressures exerted by the wind.     CONSTRUCTION INJURY NARRATIVE Roofer Falls 20 Feet through Rotten Roof INCIDENT FACTS REPORT #: 71-190-2020s REPORT DATE: January 6, 2020 INCIDENT DATE: September 3, 2016 VICTIM: 39 years old INDUSTRY: Roofing contractors OCCUPATION: Roofer SCENE: Storage building at manufacturing plant EVENT TYPE: Fall INJURY NARRATIVE A 39-year-old roofer was severely injured when he fell 20 feet through a rotten roof. He had 22 years of experience in the roofing industry and had been with his employer, a roofing contractor, for a year. He was a member of a four-person crew that had been tearing-off and replacing the flat (low pitch) roof of a manufacturing storage facility for a month. On the day of the incident, they were working to remove three layers of roofing materials to check for rotten spots. REPORT #: 71-190-2020s INJURY NARRATIVE Warning lines were set up near the roof’s edges and a safety monitor was used. Workers were not required to use personal fall protection while inside the warning lines. Outside of the warning lines, they were required to use a personal fall arrest system consisting of a full body harness with ropes tied-off to anchor points. Most of the visible rotten roof was in the area outside of the warning lines. The roofer was inside the warning lines near the roof ridge using a shovel to scrape off shingles and insulation. As he stepped backward, a patch of rotten roof gave way and he fell through, landing 20 feet below on wood flooring. He was severely injured and suffered numerous fractures and internal injuries.

    The History of the United Union of Roofers, Waterproofers and Allied Workers From the time man first emerged from the natural shelter of the cave, a roof has been the symbol of home and hearth. The primitive grass or twig roof bears little resemblance to modern roofing, yet it represents the first step in the evolutionary process that led to the development of protective covers that today we take for granted. In primitive days, it was important that every man know how to provide his family with shelter. A nomadic existence necessitated rapid construction of a protective cover. But, as men settled into more structured living, skilled craftsmen turned to constructing homes, where the protective cover was the roof. Such tradesmen were in great demand in those earlier times when a thatched roof required frequent repair due to weather and war. The development of roofing has paralleled the development of new structures needed for an increasingly permanent and stable population. As part of the systems and materials devised to protect homes from the elements, a special group of building tradesmen has evolved to meet today's roofing needs -- the journeymen roofers. Along with the waterproofers, their union brothers, these skilled craftsmen ensure that homes and businesses are protected from nature's whims. Where roofers sought to protect structures from the elements, they had little protection themselves. They were exposed not only to the elements on the job but to ruthless employers who felt little need to treat tradesmen with fairness and respect. These conditions persisted until the turn of the 20th century when two organizations were formed to represent roofers and related tradesmen.

    OKLAHOMA STATUTES TITLE 59. PROFESSIONS AND OCCUPATIONS ROOFING CONTRACTOR REGISTRATION ACT Section 1151.1. Short title This act shall be known and may be cited as the "Roofing Contractor Registration Act". Historical Data: Added by Laws 2010, SB 2180, c. 479, § 1, eff. November 1, 2010. Section 1151.2. Definitions As used in the Roofing Contractor Registration Act: 1. "Advertise" means any written publication, dissemination, solicitation, contract, bid, promotional item, or circulation which is intended to directly or indirectly induce any person to contract for roofing construction services with the advertiser, including, but not limited to, business cards, telephone directory display advertisements, vehicle signage, radio, television and electronic solicitations; 2. "Applicant" means the qualifying party, or if no qualifying party, any person applying under the Roofing Contractor Registration Act for a roofing contractor registration to be issued by the Construction Industries Board; 3. "Board" means the Construction Industries Board; 4. "Committee" means the Committee of Roofing Examiners; 5. "Homeowner" means one who owns and resides in, or who resides in, or who contracts for the purchase, construction, remodeling or repairing of a residence; 6. "Nonresident contractor" means any contractor who has not established and maintained a place of business as a roofing contractor in this state within the preceding year, or who claims residency in another state, or who has not submitted an income tax return as a resident of this state within the preceding year; 7. "Owner" means person who owns the property or is a lessee of the property; 8. "Person" means any natural person, firm, limited or general partnership, corporation, association, limited liability company, trust, association, other legal entity and any organization capable of conducting business, or any combination thereof acting as a unit, unless the intent to give a more limited meaning is disclosed clearly by the Roofing Contractor Registration Act; 9.
