REPORTS AND PROJECT UPDATES a) 2017 Farm Projects (Presentation by Andre Gordanier) b) Hangar Project at the Kapuskasing Airport c) NeCN Membership -request for the annual membership of $2,000 The activities of the NeCN are managed by a Board of Directors representing the communities that make up the membership. The NeCN is an incorporated, regional, not for profit organization that promotes collaborative economic development, applied research and support for forestry, mining, agriculture and tourism as well as business development. Integrating municipalities, First Nations, local economic development organizations and the private sector, the Network undertakes regional projects that help transform the economic landscape of Northeastern Ontario. 7 - 40 d) NeCN Aventure Nord Phase 2 Trail Project -request for contribution of $2,000 to proceed to phase 2 of the project e) Request from Val-Rita/Harty/Opasatika EDO to use the $8000 donation from BFO for advertisement of farm land in the north 8. ADJOURNMENT Page 3 of 40 Kapuskasing Economic Development Corporation Minutes of Executive Committee held on Monday, January 23, 2017 at 12 p.m. Library Board Room Present: Mayor Alan Spacek, President Linda Semczyszyn, Vice-President Guylain Baril, Secretary Councillor Dave Plourde, Treasurer Councillor Frank Siebert -and- Andre Robichaud, EDO Meeting Called to Order Mayor Spacek called the meeting to order at 12:00 P.M. 1.0 Approval of Agenda Items under 6.1 be brought forward under agenda item 3.0 (Re: Appointment of New Directors & Signing Authorities) Moved by: L. Semczyszyn Seconded by: Mayor A. Spacek Res. #2017-001 That the agenda be approved as amended. CARRIED 2.0 Declaration of Pecuniary Interest -Nil- 3.0 Appointment of New Directors and Signing Authorities 3.1 Councillor Dave Plourde (Treasurer) Moved by: L. Semczyszyn Seconded by: Mayor A. Spacek Res. #2017-002 That Councillor Dave Plourde be appointed as director and treasurer of the Kapuskasing Economic Development Corporation, and that signing and authority be granted to conduct business of this said Corporation. CARRIED 3.2 Councillor Frank Siebert Moved by: Councillor D. Plourde Seconded by: L. Semczyszyn Res. #2017-003 That Councillor Frank Siebert be appointed as director of the corporation. CARRIED 3.3 Guylain Baril (Secretary) Moved by: Councillor F. Siebert Seconded by: Councillor D. Plourde Seconded by: Councillor F. Siebert Res. #2017-005 That the meeting minutes of the meeting held on October 24, 2016 be approved as presented. CARRIED 5.0 Reports / Project Updates 5.1 Economic Development Officer (A. Robichaud) Report distributed to the executive committee members and presented verbally. Moved by: L. Semczyszyn Seconded by: Councillor F. Siebert Res. #2017-006 That the EDO’s project report be approved as presented. CARRIED 6.0 New Business 6.1 2017 Proposed Budget Highlights: Revenues = $606,958 Expenses = $606,958 Moved by: Councillor D. Plourde Seconded by: L. Semczyszyn Res. #2017-007 That the 2017 KEDC Budget be approved as presented. CARRIED 6.2 Lighting Upgrades Moved by: Councillor F. Siebert Seconded by: L. Semczyszyn Res. #2017-008 That the KEDC proceed with lighting upgrades, under Hydro One’s Small Business Lighting Program, in various buildings at the Demonstration Farm. That the KEDC will pay for the labour and materials and will recuperate the costs through sharing the energy savings (50/50) with the tenant. CARRIED 7.0 Information Items 7.1 RFP – Economic Revitalization Initiative The RFP was shared as an information item, and the executive committee was advised that the RFP would be released shortly. CARRIED Date: ________________________ ______________________________ ______________________________ Alan Spacek, President Guylain Baril, Secretary Page 6 of 40 Page 7 of 40 Aventure Nord Project | Phase 2 Five (5) communities involved in this project: Hearst; Smooth Rock Falls; Cochrane; Dubreuilville; Kapuskasing Phase 1 of the project has accomplished: Identification of market-ready trails GPS files for trails A tourism database of powersports-ready businesses has been created and is available to download along with the trail system files Trails and info available on www.aventurenord.ca With a cash investment of $2,000 from the Town of Kapuskasing/KEDC, plus the Coordinator’s time, the following deliverables for Phase 2 will be implemented: *Total budget – for all communities, not just Kap 1. Signage/Trail Cameras (Total Budget*: $55,000 – FedNor) Create Staging area Billboard for wayfinding ***This will not really require any work on our part. 2. Tourism Operator Training (Total Budget*: $20,000 – FedNor) Train operators for our product (hotels, restaurants, etc.) to become motorsports-friendly ***This will require work on our part. 3. Familiarization Tours (Total Budget*: $40,000 – FedNor & OTMP) Each town to host one FAM tour – lots of coordination Mix between traditional media and digital Will carefully select the influencers Develop content and tracking ***This will require the most work on our part. 1 | P a g e Page 8 of 40 4. Video Production (Total Budget*: $60,000 – FedNor & OTMP) Find influential Québécois producers for motorsports Develop itinerary ***This will require little work on our part. OTMP’s baby. 5. Media Campaign (Total Budget*: $100,000 – FedNor) All media formats Trade shows Create campaign ***Involvement/brainstorming to discuss at next meeting The overall goal of the project is to highlight the Northern communities’ natural resources and outdoor product to our Francophone neighbours in Quebec. The Québécois are ardent adventure riding enthusiasts (boondocking a.k.a. off-trail snowmobiling, quad/side-by-side riding and adventure motorcycling (off-road). Since the 5 communities are close to the border (or have the possibility to “loop” with other communities) and have a significant Francophone presence and readily available services in French, they are the ideal locations to develop this tourism product. The five communities will see economic spin-offs while welcoming these niche groups, whether it’s in the hospitality, restaurant or retail sector. It will make us a prime destination for adventure riding! (Kelly) I believe it’s a worthwhile project and am willing and interested to undertake it. À partir de la collectivité B1 Thunder Bay forestière de Hearst, le parcours traverse 520km 13 Centre d’amélioration des une forêt dense et des espaces ouvertes, 1 Ancienne usine 11 arbres Edward Bonner idéaux pour jouer. Il s’agit sûrement d’un (pépinière) des trajets qui offre les plus de diversité du 5 6 réseau. Étirez votre aventure en y 8 4 2 Belvédère de Dubreuilville 12 Freddy Flatt : aire de jeu ajoutant l’excursion Missinaibi sud. HEARST pour les sports motorisés 11 Barrage de la rivière 11 3 Pont 13 7 Abitibi 11 RAPIDES LITTLE LONG Belvédère du barrage Le parcours de moto d’aventure des rapides 4 Chutes Thunderhouse 14 de Tembec Little Long représente la première moitié du circuit du canyon Abitibi, au nord du Hallebourg Kapuskasing. Il est parfait pour les motocyclistes C1 HEARST Val Côté 5 Tour d’observation Fushimi 15 Parc provincial Greenwater qui doivent poursuivre leur chemin vers l’ouest. Les stations-service, les restaurants et magasins Mattice Tour d’observation d’alimentation et les lieux d’hébergement sont C2 Parc provincial Fushimi 9 6 16 Colquhoun nombreux à Kapuskasing, la communauté la plus populeuse du Corridor. 11 Lac Rabbit : aire de jeu Opasatika Chutes New Post 7 pour les sports motorisés 17 KAPUSKASING 11 LA SARRE Ancienne piste d’atterissage 8 18 Traversier de Gardiner Ce parcours relie le Corridor du Val Rita au nord de Constance Lake Nord au Québec.
