Shelter is a plastic child's playhouse which does have a roof on the structure. The house is on concrete in the back yard with a roof over the back area. Also found a blanket inside the dog house. Observed 2 stainless steel large bowls in the back yard. One had clean, clear water in it, no food was in the other bowl however, State law does not state that food needs to be present 24 hrs a day. At this time, pictures were obtained of the dog and the back yard area. A Notice to Comply was left at the residence. Received a call from the owner. She stated that she feeds the dog about 3 1/2 cups of food in the morning. The dog is being fed Science Diet. I suggested that she feed the dog 1 1/2 cups in the evening. Pet owner stated the dog is only outside during the day. As previously stated, the dog does have shelter. I advised her about leaving the dog outside unattended when she goes away. She stated that she is a single parent with 2 children in school and does not leave the dog unattended for days at a time. She stated when she went on vacation, the neighbor to the right of the residence fed and cared for the dog. The dog is under the care of Dr. Beddington from VCVA animal hospital. I suggested that if the dog doesn't gain some weight, she may want to consult with Dr. Beddington. Mr. Stewart stated his uncle did not tell him that animal control had been on location with a complaint. We will be returning on Friday 3/8/13 and issue a license to Mr. Stewart for the dogs.

A second call was received at 1520 Hrs. from Colton Calhoun, who resides at 225 Linton Run Rd 443-206-9528, stating the female black dog from 229 Linton Run Rd came after and tried to attack him and his Chihuahua that he was walking on a leash down his driveway. A 3rd call received from Mr. Calhoun from 225 Linton Run Rd stated the same complaint as his son and that he had also called 911. At this time, I picked up Officer Hawkins and we proceeded to the area. Officer Hawkins called the Sheriff's Office to inquire what agency was responding, learned it was MSP North East. Officer Hawkins called the barrack and advised that Animal Control was enroute as well. The barrack advised the Trooper was on another call and would be there shortly. Upon arriving at the residence at 229 Linton Run Rd, I spoke with the pet owner Mr. Calum Kunkel and asked if his black dog was outside running. He stated yes however, the dog was inside the residence. The black dog did not have a shot or a County dog license. At this time, the pet owner was informed to bring the black dog outside as she was being seized. 2013- 3/3 Animal Injured Injured dog on front Dog, Pug 3/3 Impounded/Taken to Upon arriving at the residence, I found a pug in the 0238 lawn. Shelter; Transport front yard. The dog according to the caller was stray Emergency Medical and not known in the area. The dog appeared it has Treatment a current skin issue as well as a possible injury to the right back leg. Associated with the skin issue was hair loss. The dog was picked up and transported to Dr. Carletti for treatment. Dr. Carletti is taking the dog to the clinic on Monday to further investigate the skin issue.

2013- 3/4 Animal Cruelty Follow-up to complaint Dog 3/4 No Violations Were A follow-up was made at 491 Telegraph Road 0239 (Suspected) number 2013-0187. Observed At This Time reference a notice of neglect that was posted at the residence by Officer Hawkins on 2/27/13. The dog in question has been relocated to a kennel with shelter in it. At this time, the pet owner has complied with the tethering violation.

2013- 3/4 Dog At Large/Stray Female dog in heat Dog 3/4 Owner/Guardian Upon arriving at the residence, did not see the dog 0240 running at large. Owner Education running at large. Made contact with a female left dog out and subject from inside the residence. She stated that departed residence. the dog is not hers that she just recently moved back into the residence. She did admit to letting the dog outside not secured. She was advised the dog can not run loose. There is a tie out for the dog near the front door as well. She was advised to use the tie out.

While talking with Mr. Calum, he used foul language with me. I informed him he could have been issued citations for neglect, however, we did not. Mr. Calum made the statement it was mighty white of me. Mr. Calum proceeded to yell at me and then disconnected the call. While using the foul language with this Officer I informed him I was not using foul language and that he needed to stop disrespecting an Officer.

I was able to see thru a window that apparently someone has been inside the residence as the television was on and a space heater was on near the window close to the front door. At this time, I returned back to the van and made a call to the Cecil County Detention Center. I spoke to a Deputy in booking who stated that the pet owner has never been incarcerated in Cecil County. At this time, I made a call to SGT. Lancer from MSP who was on location the night the pet owner was arrested. I received a call back from SGT. Lancer who advised me that the pet owner was taken to jail. Approx. 20 minutes later, I received another call from Mr. Craft who stated he was inside the residence and has taken pictures. He further questioned if I had a e-mail to send the pictures to which he was given. I informed him I called the Cecil County Detention Center and was advised the pet owner was not incarcerated there. I learned the pet owner was incarcerated in Harford County. Mr. Craft also stated that the side door is always unlocked and that I could make entrance at this location. 2013- 3/5 Animal Injured Injured cat dragging Cat 3/5 Follow-up/Follow-Up Upon arriving at the residence, made contact with 0246 back leg. Visit Required Ms. Davidson. She stated that the cat has been this way since last year. She took the cat to Elk Neck Vet Clinic, Dr. Lackey, for treatment. Ms. Davidson first stated that the cat was hers and then stated that it was a stray she is feeding. I informed her that even though she stated it is a stray, since you are feeding the cat, you have basically assumed responsibility of the animal. I will be following up with Dr. Lackey on this case.

2013- 3/5 Dog At Large/Stray Stray dog been around Dog, Pug, black 3/5 Impounded/Taken to Upon arriving at the school, proceeded to the office 0249 the school all day. Shelter; Returned to and found a black male pug in the office area with Owner/Guardian the school principal. The dog been around all day and did not return back to where it came from. The dog was scanned for a micro-chip, none was found. The dog was picked up and transported to Dr. Carletti's Office for shots prior to entering the kennel. During this time, the owner of the dog called animal control and met Officers at Dr. Carletti's Office. The dog was returned back to the owner.

2013- 3/6 Animal Injured Sick cat, something Cat 3/6 Transport Emergency Upon arriving at the residence, found the cat in a 0248 coming out of its butt. Medical Treatment closet. It appeared the cat is pregnant. The cat was transported to Dr. Carletti's Office. Upon arriving, Dr. Carletti examined the cat in question. It appeared there may have been a kitten that was trapped in the birth canal. Dr. Carletti further performed surgery and found that the cat was unable to urinate. The bladder and another organ had grown together and not allowing the bladder to empty. The cat was humanely euthanized by Dr. Carletti as there was nothing else that could be done.

Ms. Campbell stated that they have 110 service to both sides of the house. I informed her that someone had been inside the house and sent me pictures. I questioned about the feces in the upstairs of the house. She stated she hasn't been upstairs at the residence and that maybe she should close off the up stairs to the dog. I informed her it looked like the dog had been removing paper out of the toilet.

2013- 3/7 Animal Injured Injured cat near death Cat 3/7 Transport Emergency Upon arriving at 239 Locust Lane, met with the 0251 Medical Treatment caller. The cat was turned over to animal control. The cat was transported to Dr. Carletti's Office for treatment. Upon arriving at the vet's office, A exanimation was performed and determined the cat was very close to death. The cat was humanely euthanized by Dr. Carletti to prevent any further suffering.

She (Suspected) electricity. advised me that the dog has been abandoned since the weekend. Maintenance stated that the apartment has had no electricity or heat. Maintenance stated that they put out some kids cereal for the dog. I advised Ms. Robinson that I could not enter the apartment and that I would need a letter from her in order to take the dog. Maintenance entered the apartment and captured the dog with a leash. I looked inside thru the door way and could feel the cold in the apartment. There also was numerous piles of feces on the carpet as well. Once the dog was on a leash, the apartment was secured and all departed the area.

2013- 3/8 Dog At Large/Stray Complaint received Dog, dark brown 3/2 No Violations Were Upon arriving on location, met with Mr. Stewart. He 0254 reference two loose pit- with white chest. Observed At This Time has obtained rabies shots for the dogs from Dr. bulls running at large Twardus from the Pet Wellness Clinic in Rising Sun. from 306 Dr. Jack Road. The shots expire on 3/8/14. Dog licenses were issued by Officer Hawkins to the pet owner.

2013- 3/8 Animal Cruelty One dog with shelter, Dogs 3/6 Follow-up/Follow-Up Upon arriving at the residence, a follow-up was 0255 (Suspected) one dog with shelter Visit Required made at the residence concerning the three dogs however can't reach it, outside. I observed the dog still tied to a tree and one dog totally without the dog in the front yard again, still not able to shelter. reach its shelter. As I exited the van, the owner of the dogs came out. He stated that the dog tied to a tree was just put out there to use the bathroom and the other dog was also in the process of being brought inside the house. At this time, the younger dog was not outside. At this time, I am going to continue to follow up this case as I feel that the dogs are still being left outside.

2013- 3/8 Shelter/None or German shepherd tied Dog, German 3/9 No Violations Were Upon arriving at the farm, I made a check of the 0256 Inadequate to a tree Shepherd Observed At This Time trees that were in the front of the property. The farm is located opposite half mile turn. All three of the large trees were checked, no dog was seen tied to any tree. I also attempted a call to the residence on Friday 3/8/13, no answer was received.

The dog would take the treats however, after eating each treat would bark showing its teeth. I tried numerous time using treats to capture the dog however, the dog was very skittish. It became apparent that the dog had been dumped as it would approach each vehicle as if looking for whom ever dumped the dog. The dog attacked at the complainant's car jumping at the vehicle. It was also learned that the dog went after a child as they were waiting for the school bus in the morning. Both Officers attempted to give the dog treats however, when Officer Buckley offered the dog treats, the dog charged at her causing this Officer to step in with the capture pole to ward off the attack. After several hours, Officers proceeded to the Office, obtained a dog trap and immediately proceeded back to the scene. The trap was set with Royale Farms chicken as well as wet cat food. The dog would eat the cat food near the trap however, if the trap touched the dog, it became skittish and would not go in the trap. The dog definitely wanted to eat the chicken however, eventually wanted nothing to do with the trap. At this time, it became evident that I needed law enforcement for a potential lethal ending or try a stun gun. The high school children were being let out in the area and the elementary school children would follow shortly. I called the Sheriff's Office and spoke with SGT. McKenzie. I explained to SGT. McKenzie what was going on what I wanted to try with a stun gun. SGT. McKenzie stated he would start a Deputy. Two

When I returned back to the residence, I also observed there was water in the basement entrance way from the outside. I also observed the door ajar which means that the basement is also flooded. There was a igloo dog house on the property however, the dog house was too small for the lab. Jackson's weight is 110 lbs and does require a larger house. It was also observed that Jackson has a eye infection as well. At this time, I determined that the dog should be seized from the property for neglect. The dog was transported to Dr. Carletti for evaluation. The dog was diagnosed with a eye infection and given ointment for the infection. It appears the dogs K-9 teeth had also been cut as in the point of the tooth cut off. This is used at time for breeding purposes. There are also skin issues on the dogs nose and muzzle area. The dog was administered a series of shots and transported to the shelter. The dog disappeared from the area and probably bedded down in the pine trees somewhere behind the residence or at the Christmas tree farm. At this time, Officers departed the area.

I suggested that she seek medical attention for the bite wounds. At this time, I took custody of the dog and transported it back to the shelter. I did receive a call on 3/16/13 from the pet owner and advised her I would meet with them on Monday morning. The dog was returned back to the owner with a citation for running at large.

At Locate/Capture this time, a patrol check was made of the area, no dog was found. It is apparent people from the area are attempting to capture the dog causing it to run in the woods prior to animal control arriving thus we could not find the dog when we arrived. Officers spent a little over an hour looking for this dog and were unable to locate it. At this time, Officers resumed answering other complaints.

2013- 3/19 Dog At Large/Stray Rotti foaming at mouth Dog, Rottweiler 3/19 Gone on Upon arriving on Pepper Tree Circle, Officers 0289 Arrival/Unable to searched the area and did not find the dog in Locate/Capture question. A check was made on Burwood Court which is off Pepper Tree Circle as well, no dog was seen. Officer Buckley made contact with the complainant and asked if the Rotti type was the dog from across the street. He stated that he is not one hundred percent sure. Officers were on location quickly as possible and did not see any dog running at large on Pepper tree Circle. At this time, two other streets were checked which adjoin Pepper Tree Circle as well, no dog was seen. Officers departed the area unable to locate.

She stated that she has been sick and has neglected the two white goats. She stated that her daughter is a farrier and is coming to the residence on Friday or Saturday to work on the goat's feet. Ms. Lester stated the two white goats had hoof rot, however, her daughter will put them on medication to clear up

The dog was maintenance building actually found on 3/21/13 and kept overnight at the over night park maintenance office. The dog is described as a tri-color male neutered beagle mix. The dog was scanned for a micro-chip, none was found. The dog was transported back to the shelter and placed on facebook as a lost dog from the Elk Neck State Park area.

I then questioned about a dog license which the pet owner responded that she didn't know a license was required. The boxer Kloe was being walked by minor children when Kloe saw the Dane at the intersection of Aiken Avenue and Ostego St. The dog became agitated at which time, the Dane owner took their dog, which was on a leash, back to their residence. The boxer was also on a leash however, the dog could not be controlled by the children and broke free. The owner of the boxer, Krystal Foster, stated the dog gets a little aggressive and she could not find a muzzle for the dog. The boxer Kloe inflicted a bite to the neck area of the Dane named Pearson. Pearson is a 10 year old Dane. At this time, the boxer Kloe was declared Potentially Dangerous due to the attack and the pet owner received two citations for not having a County dog license and for the dog being at large. I did see pictures of the Dane named Pearson where the bite happened. The animal's skin appears to be torn with an open wound. The Dane will be transported to VCA Animal Hospital in Newark, DE, Emergency center by the Dane's owner, Mr. Michael Killmond.

I learned that the father, Mr. John Piscarik was the owner of the dog. His son questioned if he could pick-up the dog, however, he was advised that he would receive the citations. A call was received at the shelter by Mr. Piscarik stating that the dog was a stray and that he doesn't want it. I instructed the kennel Staff to have him come in and sign the dog over.

The Humane Society at this time would not surrender the information to Officer Buckley, however, they stated they would call the owner. Officer Buckley had not heard from the Humane Society and again called them on 4/2/13. At this time, the Humane Society gave Officer Buckley the information at which time, I called the owner. Approx. five minutes later, a call was received from the owner and it was learned that the dog had been missing since Saturday from the owner's residence in New York. It appears the dog was stolen. The pet owner stated he works 7 days a week and would speak with his boss to get a day off to come to Maryland to pick up his dog. According to the Humane Society, the pet owner has adopted several pit-bulls from the Society and is a responsible pet owner.
