4.BUSINESS ARISING Jim Davies raised a question in relation to Item 4 – 2017/2018 Annual Report FROM MINUTES stating that the minutes did not reflect what was stated by the Chairman Mal Harford being: Mal Harford stated that the Annual Report could not be circulated prior to the Annual General Meeting due to the Constitution prohibiting it. Jim Davies advised there was no provision in the Constitution of such.

Raised from the floor – that last year’s annual report and again this year had made no mention of the National All Schools event. Tim Lyons advised it will be rectified for future Annual Reports.

5A, REPORTS CHAIRMAN (Included in Annual Report) Tim Lyons tabled his Report. He also advised: • Had attended AA national meetings and Annual General Meeting on 24 and 25 October. A couple of key point from the meetings was Sport Aus/AA considering funding support to organisations to merge and acknowledgement of WA’s vision and lead to create One Sport; • Alistair Talbert (Tottle Partners) had agreed to assist in developing the new single entity Constitution for the sport pro bono; • The Combined Board had appointed David Rowe, Independent Director to the Board who will assume the Chairs role; and Barrie Kernaghan asked how many times the Combined Board had met. Tim Lyons advised twice to date but looking to meet each month or as required.

5B CEO (Included in Annual Report) Tim Lyons in Wayne’s absence tabled the Report. Tim Lyons acknowledged Wayne Loxley’s 23 years’ service as CEO and contribution to sport. Wayne is now undertaking the role of General Manager, Commercial and Marketing in the new One Management Team. No questions raised from the floor.

5C AUDITORS REPORT (Included in Annual Report) The audited financials had been prepared by Francis A Jones who provided their opinion letter advising that AWA’s financials were in accordance with the required accounting standards.

Tim Lyons mentioned that the 2019/2020 budget will have a big deficit, which is expected given the additional expenditure to accommodate the shared services items of the Organisational Review such as the fit out.

Raised from the Floor – the increase in wages of $50,000. Tim Lyons indicated it was to employ Lyndsay Troode, who has done a great job.

ACCEPT CHAIRMAN’S, CEO Moved: Keely Waters, UWA AC & AUDITORS RPORTS Seconded: Mark Bannister, North Beach AC ALL IN FAVOUR 6 ATHLETICS WA 6.ELECTED DIRECTOR Process for Election POSITION The position of Director had become vacant and in accordance with the Constitution nominations had been called for. In accordance with the Constitution Clause 12.2 - Elections of Elected Directors: (f) If the number of nominations exceeds the number of vacancies to be filled, a ballot shall be taken as set out in the AWA constitution.

In this case two nominations were received for the one vacancy to be filled; therefore, the voting process was carried out in accordance with the AWA Constitution.

Congratulations to Tony Chamberlain in being re-appointed to the position of Elected Director. Tim Lyons acknowledged and thanked Oliver Berry for nominating.

7. APPOINTED DIRECTOR Tim Lyons advised that David Van de Walt, Darren Wright and Ray Parker will POSITIONS not be continuing on the Board following the Annual General Meeting. Their contribution over many years was recognised and appreciated. Well done. He also advised that new Directors will be appointed to the Board being Ashani Seneviratne and Shane Cassey, who will bring an impressive skills portfolio to the Board that will benefit AWA and the sport. Louise Soia and himself will continue for other term.

8. LIFE MEMBERSHIP Tim Lyons advised that the Board had awarded life membership to: AWARDED Marie Fitzsimons, Marion Buchanan, Lynne Schickert, Bob Schickert and Barrie Kernaghan. They were congratulated for their great service to the sport. A presentation will be made at the National All Schools in December 2019.

9. APPOINTMENT OF Tim Lyons advised that Francis A Jones had prepared this year’s audited financials AUDITOR and had been very professional in their approach. They also prepared LAWA’s audited financial. Vince Del Prete commented on their support and professionalism thought the processes for both audits. Tim Lyons advised the Board had endorsed that Francis A. Jones be reappointed for a further 12 months.

10. COMPETITION Barrie Kernaghan raised two points: For long distance events a clock needs to be positioned at the 200-metre mark; and that the results took too long to be posted on the Board. Issue with the results was due to time required to process and lack of volunteers to post. Matt Vine advised all results were online within 30 minutes of the Strive event being completed. Great work by Lyndsay Troode Vince Del Prete advised that he will refer the matters to the General Manager Pathways to action accordingly. Jim Davies raised a question relating to the Little Athletics’ calendar of events in particular the scheduling of the Zones weekend. Teresa Blackman suggested the AWA Annual General Meeting was not the appropriate forum to raise the question and needs to be discussed offline. 7

11. MEETING CLOSED 7.50pm CHAIRMAN’S REPORT

In my report on the activities of AWA in 2019, I predicted that it would be my only report as chairman of Athletics Western . As it turns out, it was not. Rest assured however this will be the last.

On 18 June, 2020 , 95 percent of members of AWA voted in favour of a merger with Little Athletics WA and for the formation of a new incorporated entity, Athletics West Ltd. That support was almost matched by the members of LAWA, of whom 93% voted in favour. The end result was, I think, a vindication of the work carried out by successive boards of both organisations over a number of years. With the enthusiasm of the employees of both organisations, we have been able to achieve what is the envy of all other State athletic associations and of the national bodies. The steps we have taken in creating Athletics West have already seen an increase in funding support from the State Government for which we are grateful and we are in better financial shape than anticipated. Tim Lyons I want to acknowledge particularly the support of the Minister, the Hon. Mick Chairman, Athletics WA Murray, and wish him well in his impending retirement.

Challenges remain but as a member of the Athletics West board, it is incumbent upon us to make the most of this opportunity by listening to stakeholders, looking to the future and being more than a little adventurous in terms of what we can achieve for our sport. I hope our collective enthusiasm converts to increased participation across all levels of athletics.

The last twelve months have been challenging for a number of reasons however we are fortunate, as a sport, to have been able to complete almost an entire season prior to the constraints imposed by COVID 19. Our good fortune continues as it appears we will be commencing the 2020/2021 season at the usual time. The cancellation of national events, which I know has disappointed many, will allow us to focus on our own domestic season. Other sports have not been as fortunate and we must make the most of these opportunities.

The past 12 months have seen the departure of some senior personnel including Wayne Loxley and Stephen Stingemore, both of whom have left their mark on our sport over a long period. I commend the Athletics West staff, so ably led by the CEO, Vince Del Prete, for being able to maintain an excellent level of services to our members over this period.

I want to thank the outgoing members of the AWA Board, Tony Chamberlain, David Stanton, Brenton Mizen and Shane Cassey for their service to the sport. I look forward to continuing working with Dr John Forbes, Louise Soia and Ashani Seneviratne on the Athletics West Board.

Again, I thank you for your support and encouragement and hope your season is all you hope for.

8 ATHLETICS WA CHIEF EXECUTIVE OFFICER’S REPORT

I would like to take the opportunity to acknowledge the support the Board and Office team, who have gone above and beyond to make certain that we are better placed to serve our members state-wide. I would also like to thank all the Clubs and Committees for the countless hours you give to the sport, it does not go unappreciated. As volunteers you are the backbone of the sport and without, you the sport would not be where it is in 2020 and would not have the opportunities that await us in the future.

I would like to acknowledge Wayne Loxley’s contribution to the sport of athletics and wish him the best for the future.

On a personal note I would like to thank Chairman Tim Lyons for his guidance and confidence in both myself and the staff to deliver on the needs of the sport and to explore new opportunities as we transition from two organisations to One Sport in the West. Vince Del Prete CEO, Athletics WA The past 12 months has seen significant progress in the direction of the sport in merging to become Athletics West. It will be important for us all to work together towards the ongoing delivery of the strategies contained in the Whole of Sport Strategic Plan and the Organisational Review outcomes, to set the foundations for the future of Athletics in WA and as a leader for the rest of Australia.

2020 saw the sports ability to be flexible and adaptable tested as COVID-19 restrictions in the community increased. Athletics saw this as an opportunity to continue to drive the One Sport model and implement initiatives and programs that would support the members upon the reactivation of the sport. During this time the dynamic team continued to communicate and engage regularly through the implementation of alternate meeting strategies such as Zoom.

Finally, to the Athletics community, athletes, coaches, officials, administrators and volunteers, thank you for all that you have contributed to support the sport and to provide the ongoing opportunity for thousands to participate each week. I sincerely thank you all. You should be proud of the contribution you have made to achieve collective success as a sport and to achieving the historic transition to a unified sport providing greater opportunities to all.

COLES NITRO SCHOOLS CHALLENGE The WA Coles Nitro Schools event took place on 3 September 2019 and saw an increase in participation of over 150% from 2018, with 51 teams competiting across each of the six age and gender divisions.

The competition was the selection event for the Coles National Nitro Schools Challenge Final, which was held in in December 2019. It was fantastic to see WA represented by 18 teams from 10 local schools, with the Corpus Christi College Intermediate Girls and the Darling Range Sports College Junior both finishing in the silver medal position.

GO FOR 2 & 5 TRACK AND FIELD SEASON The 2019-20 Go for 2&5 Track and Field Season delivered 18 competitions between October 2019 - March 2020. The competitions offered a rotating program (A, B, C and D) providing opportunities for WA athletes to compete regularly in their chosen event.

The season attracted over 1,000 members, with an average of 226 participants per competition and saw notable performances such as Paralympic Qualifiers achieved by Sarah Edmiston, Robyn Lambird, Rhiannon Clarke and Ella Pardy, as well as multiple State and National records detailed later in this report.

GO FOR 2 & 5 WA ALL SCHOOLS CHAMPIONSHIPS The 2019 WA All Schools once again proved popular with school aged athletes with 508 athletes competing across the three day event. For the first time in recent years the competition was open to non-members as a way to increase participation a head of the National event, which was set to be held in Perth in Devcember. As the qualifying event for the National titles, WA’s top athletes battled it out for selection and did not disappoint.

2020 JANDAKOT AIRPORT TRACK CLASSIC The 2020 Jandakot Airport Track Classic was action-packed with athletes from across the country travelling to WA to compete in Perth’s idyllic conditions.

The event was headlined by WA Pole Vaulter Kurtis Marschall, who soared to clear 5.80m and qualify for the Tokyo . Kurtis’ training partner, Angus Armstrong also set a new personal best height of 5.63m.

World Para Athletics silver medallist Sarah Edmiston (F44) produced 35.23m in the Women’s Discus, adding another Tokyo qualification standard to her season’s performances. The Australian Record Holder will be one to watch at the Games, having medalled at both the 2017 and 2019 World Para Athletics Championships.

Another local highlight was the Women’s 200m, where WA’s Taylah Cruttenden produced a World U20 Championships qualifier and WA State U18 and U20 Record with 23.90 (1.3) to finish third.

The WA Athletics Stadium lived up to it’s reputation as one of the fastest tracks in the country, with Rohan Browning (NSW) claiming the win in the VenuesWest 100m, in 10.06 (+2.2m), ahead of Jack Hale (TAS) in 10.10. Jack also set himself a new personal best in the heats, with 10.12.

Other standout winning performances came from Nick Hough in the men’s hurdles, who won with 13.85 (+1.5), Riley Day in the women’s 200m winning with 23.31, Jeremy Andrews in the men’s long jump winning with 7.93m (windy + 2.9) and Brooke Stratton in the women’s long jump with 6.48m (+1.5).

Athletics WA would like to recognise David Van der Walt and his fellow Directors from Ascot Capital for their ongoing support of athletics in WA as the naming rights sponsor for the event.

PROGRAMS & EVENTS 13 STATE CHAMPIONSHIPS

2020 WA STATE RELAY CHAMPIONSHIPS The State Track and Field Relay Championships were held in conjunction with Little Athletics WA and saw over 3,000 athletes in attendance throughout the event, held on Saturday 14 December 2019. This Season we introduced Field Relays, to cater for a broader range of athletes and clubs. It was great to see 9 Clubs entering teams across the range of events.

2020 WA COMBINED EVENTS CHAMPIONSHIPS Held over two days, the 2020 WA State Combined Events Championships saw 27 athletes battle it out over eight age groups for the WA title.

A closely contested U18 Women’s Heptathlon saw Tahlee McVee win the gold over West Track’s Tori Moss and Abby Parker. While Madelynne Price and Ann-Marie O’Donovan won the Open and Masters Heptathlon competitions respectively.

In the Men’s competition, the U20 Decathlon was the largest field with four athletes battling it out. Luke Parker bested Andrew Hilditch, Haydn Gregory and Jacob Schelfhout to claim the WA U20 title. Wesley Salisbury won the Open Gold, with Paul Jeffrey winning the Masters category.

2020 WA COLES STATE TRACK & FIELD CHAMPIONSHIPS The 2020 WA Coles State Track & Field Championships ran from the 21 -23 February 2020, where 452 athletes competed for the title of State Champion across Under 14, Under 15, Under 16, Under 17, Under 18, Under 20 and Open age groups. A highlight of the weekend was Courtney Heinze breaking the Open Men’s Shot Put Record with a throw of 18.73m.

The State 10,000m and 5,000m Championships were held in conjunction with Go for 2 & 5 Competitions on the 15 November 2019 and 7 February 2020 respectively. Nera Jareb won the State Women’s 10,000m title in 34:48.68, whilst Matt Smith took the Men’s title in 31:13.84. The Open 5000m State titles were claimed by Sinead Noonan (17:13.46) and Kurt Wesley (14:56.18), with the Under 20 State titles won by Tia Chitty (17:43.68) and Brandon Ford (14:55.61)

2019 AUSTRALIAN ALL SCHOOLS CHAMPIONSHIPS The 2019 Australian All Schools Championship returned to Perth with athletes from around the country descending on the WA Athletics Stadium for the three day event. A 203 athlete-strong WA team stepped up to challenge across the track and field events and secure the Small State Trophy once again.

Championship highlights included Kayla van der Linden’s Meet Record in the Under 16 Girls 800m and World Under 20 Championships qualifier. Van der Linden also went on to win the Under 16 Girls 1500m with another Meet Record, as well as silver and a National Record in the Under 16 Swedish Relay with Annie Pfeiffer, Angel Turner and Lucia Groves. Taylah Cruttenden also dominated with gold in the Under 18 Girls 200m and 100m event, before finishing out the weekend with bronze in the Under 18 Girls 4x100m

In the throws, Etienne Rousseau won gold in the Under 18 Boys Shot Put and Discus, while Jackson Hamilton won gold in the Under 18 Boys Shot Put Para and Discus Para with 46.56m. Siena Tonkin and Amber Richards dominated the Under 14 Girls Javelin to claim gold and silver respectively. Jordan Gardiner claimed a new State Under 14 Hammer Throw Record.

WA’s Pole Vault dominance continued in 2019 with Indiana West winning gold in the Under 14 Girls Pole Vault and Nicola Tolcon securing gold in the Under 16 Girls event. In the horizontal jumps, Dylan James won the Under 18 Boys Long Jump.

Athletics WA finished the Championships with a medal tally of 15 gold, 10 silver and 21 bronze, amongst many personal and seasons bests.

PROGRAMS & EVENTS 15 AUSTRALIAN CHAMPIONSHIPS

AUSTRALIAN HALF MARATHON CHAMPIONSHIPS Team WA travelled to the Australian Half Marathon Championships held on the streets of the Sunshine Coast on the 4 August 2019. In the Men’s Team Championships, WA won bronze, with Dean Menzies placing 6th in 1:06.45, Matthew Di Masi 10th in 1:08.49 and Dan Sheely 28th in 1:14.30 - all setting personal bests. In the Women’s event, unfortunately Rochelle Rodgers did not finish due to illness.

AUSTRALIAN CROSS COUNTRY CHAMPIONSHIPS The Australian Cross Country Championships were held at Kembla Grange (NSW) on the 24 August 2019.In the Under 18 Boys 6km, Brandon Ford was a standout performance, finishing 6th in 18:50. Jaco Jansen van Rensburg had a great race, finishing 9th in 19:08. WA claimed the bronze medal for the team performance in the Under 18 Boys 6km, thanks to; Brandon Ford, Jaco Jansen van Rensburg, Cameron Quirk, Sam Holroyd, Ethan Wyatt-Smith and Tom Ferreira. Another standout performance was Vanessa Miller in the Under 18 Girls 4km, placing 9th in 14:29.

AUSTRALIAN WINTER WALKS CHAMPIONSHIPS The Australian Winter Walks Championships were held in Adelaide on the 8 September 2019. WA was well represented, with podium finishers, including Xavier Bernard (2nd) in the Boys 3000m, Lataya Lawrence (3rd) in the Under 14 Girls 3000m, Riley Wood in the RWA Under 12 Boys 2000m and a first place for Kaytee Bogaers in the RWA Under 12 Girls 2000m.

AUSTRALIAN 20KM RACE WALKING CHAMPIONSHIPS The Oceania and Australian 20km Race Walking Championships took place in Adelaide on the 9 February 2020, where Bradley Mann and Benjamin Reid represented WA. Bradley finished 20th (1:53:41) in the Open 20km and Benjamin finishing 9th (47:52) in the U20 10km race.

AUSTRALIAN COMBINED EVENTS CHAMPIONSHIPS The 2020 Australian Combined Events Championships were held in Queensland in February 2020 with seven WA athletes making the trip to Brisbane. Tahlee McVee set a new Under 18 State Record of 5328 points, claiming gold in the Under 18 Women’s Heptathlon to surpass her previous best of 5163. Teammates Tori Moss finished in second place, with Katie Mobilia in 4th place. In the U20 Women’s Heptathlon, Isabel Daines was crowned National Champion, producing 4992 points to take the win.

PROGRAMS & EVENTS 17 INTERNATIONAL CHAMPIONSHIPS

2019 WORLD PARA ATHLETICS CHAMPIONSHIPS The 2019 World Para-Athletics Championships where in held in Dubai with six West Australians donning the Green and Gold. Madison de Rozario, Sarah Edmiston, Chad Perris and Ella Pardy returned to the Australian team with Rhiannon Clarke and Robyn Lambird making their World Championship debut.

De Rozario once again dominated the T53 Wheelchair events, winning gold in the 800m and silver in the 1500m and 5000m events. East Coast based Chad Perris represented Australia in the T13 100m and won silver in a time of 10.86. Perris was also part of the 4 x 100m Para Athletics Mixed team which placed eighth.

Sarah Edmiston was WA’s sole field athlete and bettered her 2017 World Championship result, collecting silver in the F44 Discuss.

Rhiannon Clarke dazzled on debut with two podium finishes collecting bronze in both the 100m and 200m T38 events, with Ella Pardy placing fifth in the same events. While wheelchair debutant Robyn Lambird finished fifth in the women’s T34 100m final.

18 ATHLETICS WA PROGRAMS & EVENTS DEVELOPMENT

GO FOR 2 & 5 TRANSITION CLINICS The Go For 2 & 5 Junior Athletics Transition Clinics were held at the first three competitions of the 2019-20 Season, offering athletes (members and non-members) an introduction to competing at senior competition. The clinics were conducted by some of the State’s top athletes including Aaron Bresland, Luke Graves, and Sean Szalek, as well as 2019 World Championships Australian representative Brianna Beahan. The clinics saw an increase in unique registrations of over 100% from 2018, with 111 unique registrations, and 57 unique attendances.

OFFICIALS The 2019-20 Go for 2 & 5 Track and Field Season has once again been underpinned by the dedication and support of our volunteer officials.

With the support of the WA Officials Club training and development for our officials continued throughout the season and we look forward to our ongoing partnership in future years under our new Athletics West banner.

COACH EDUCATION We delivered a range of accredited coach education courses throughout the 2019-20 Season. We were pleased to be able to transition coursework to online delivery for Level 1 Community Coaching and Recreational Running courses, increasing the opportunities for more coaches and community members to upskill in athletics coaching.

DEVELOPMENT 19 DEVELOPMENT

GO FOR 2 & 5 INDIGENOUS DEVELOPMENT & CALD PROGRAMS These programs continued under the delivery of Lindsay Bunn for the 2019-20 Season. Engaging with several regional communities, the program has had the following reach and engagement:

Broome / Kimberley Trip Visit to Halls Creek, Balgo, Bililuna and Mulan conducting clinics in preparation for an intercommunity carnival held at Balgo. Clinic’s conducted in Broome and attended the Broome Senior High School athletics carnival. An athlete was identified and offered the opportunity to travel to Perth for WA All Schools Championships, where he won a silver medal in his first ever major competition. He is now a member of the Go for 2 & 5 Squad.

Western Desert Trip Conducted clinics at Nullagine, Worralong and Marble Bar. Set up and assisted in the first ever interschool carnival between these communities in Marble Bar.

Northam Trips The visit included conducting clinics at Northam Primary School and Northam Senior High School. Participated in school carnival and conducted clinic for AFL development squad.

CALD Clinics and Clontarf Academy Conducted clinics in Balga and Melville with junior athletes. Assisted Clontarf in their preparation for interschool carnival.

CALD Squad (Go for 2 & 5 Squad) The CALD Squad is open to anyone who applies and there are no charges. The squad has 14 members currently. Squad members attended all community clinics and had a positive impact as Ambassadors and role models to the children that faced significant barrier to participation within their communities. In terms 3 and 4 the program visited local schools and promoted the after-school sessions for interested young people at Barry Britain Reserve and Balga Leisure Centre. This coincided with schools’ preparation for their athletics school carnivals.

INDIGENOUS DEVELOPMENT PROGRAMME The program focuses on developing athletic opportunities for indigenous youth in Regional WA. Typically, the program identifies a specific region based on the need for sustainable, meaningful community participation and commit to deliver programs in that area for up to 4 years until a sustainable program is in place. The following locations have been the focus of successfully developed and supported intercommunity carnivals over the four years: Fitzroy Valley (10 communities), Halls Creek (3 communities), Western Desert (5 communities) and East Gascoyne (7 communities). A community engagement program was recently piloted in Katanning with the aim to develop a sustainable program in the town.

The financial statements cover Western Australia Athletics Commission Inc as an individual entity. Western Australia Athletics Commission Inc is a not-for-profit Association incorporated in Western Australia under the Associations Incorporation Act (WA) 2015 ('the Act').

The functional and presentation currency of Western Australia Athletics Commission Inc is Australian dollars.

Comparatives are consistent with prior years, unless otherwise stated.

1 Basis of Preparation

In the opinion of the Committee of Management, the Association is not a reporting entity since there are unlikely to exist users of the financial statements who are not able to command the preparation of reports tailored so as to satisfy specifically all of their information needs. These special purpose financial statements have been prepared to meet the reporting requirements of the Act.

The financial statements have been prepared in accordance with the recognition and measurement requirements of the Australian Accounting Standards and Accounting Interpretations, and the disclosure requirements of AASB 101 Presentation of Financial Statements, AASB 107 Statement of Cash Flows, AASB 108 Accounting Policies, Changes in Accounting Estimates and Errors and AASB 1054 Australian Additional Disclosures.

2 Summary of Significant Accounting Policies

(a) Revenue and other income

Revenue is recognised when the amount of the revenue can be measured reliably, it is probable that economic benefits associated with the transaction will flow to the Association and specific criteria relating to the type of revenue as noted below, has been satisfied.

Revenue is measured at the fair value of the consideration received or receivable and is presented net of returns, discounts and rebates.

Other income

Other income is recognised on an accruals basis when the Association is entitled to it.

(b) Income Tax

The Association is exempt from income tax under Division 50 of the Income Tax Assessment Act 1997.

(c) Goods and services tax (GST)

Revenue, expenses and assets are recognised net of the amount of goods and services tax (GST), except where the amount of GST incurred is not recoverable from the Australian Taxation Office (ATO).

Receivables and payable are stated inclusive of GST.

Cash flows in the statement of cash flows are included on a gross basis and the GST component of cash flows arising from investing and financing activities which is recoverable from, or payable to, the taxation authority is classified as operating cash flows.

2 Summary of Significant Accounting Policies

(d) Property, plant and equipment

Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation and impairment.

Items of property, plant and equipment acquired for nil or nominal consideration have been recorded at the acquisition date fair value.

Depreciation

Property, plant and equipment, excluding freehold land, is depreciated on a straight-line basis over the assets useful life to the Association, commencing when the asset is ready for use.

(e) Cash and cash equivalents

Cash and cash equivalents comprises cash on hand, demand deposits and short-term investments which are readily convertible to known amounts of cash and which are subject to an insignificant risk of change in value.

(f) Leases

Lease payments for operating leases, where substantially all of the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the life of the lease term.

(i) Right-of-use asset

At the lease commencement, the Association recognises a right-of-use asset and associated lease liability for the lease term. The lease term includes extension periods where the Association believes it is reasonably certain that the option will be exercised.

The right-of-use asset is measured using the cost model where cost on initial recognition comprises of the lease liability, initial direct costs, prepaid lease payments, estimated cost of removal and restoration less any lease incentives received.

The right-of-use asset is depreciated over the lease term on a straight line basis and assessed for impairment in accordance with the impairment of assets accounting policy.

(ii) Lease liability

The lease liability is initially measured at the present value of the remaining lease payments at the commencement of the lease. The discount rate is the rate implicit in the lease, however where this cannot be readily determined then the Association's incremental borrowing rate is used.

Subsequent to initial recognition, the lease liability is measured at amortised cost using the effective interest rate method. The lease liability is remeasured whether there is a lease modification, change in estimate of the lease term or index upon which the lease payments are based (e.g. CPI) or a change in the Association's assessment of lease term.

Where the lease liability is remeasured, the right-of-use asset is adjusted to reflect the remeasurement or is recorded in profit or loss if the carrying amount of the right-of-use asset has been reduced to zero.

13 Events after the end of the Reporting Period

The financial report was authorised for issue on 09 October 2020 by the Committee of Management.

No matters or circumstances have arisen since the end of the financial year which significantly affected or may significantly affect the operations of the Association, the results of those operations or the state of affairs of the Association in future financial years.

Report on the Audit of the Financial Report

Opinion

We have audited the accompanying financial report, being a special purpose financial report of Western Australia Athletics Commission Inc (the Association), which comprises the statement of assets and liabilities as at 30 June 2020, the statement of profit or loss, the statement of changes in equity and the statement of cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies, and the statement by members of the committee.

In our opinion, the accompanying financial report of the Association for the year ended 30 June 2020 is prepared, in all material respects, in accordance with Associations Incorporation Act (WA) 2015.

Basis for Opinion

We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor's Responsibilities for the Audit of the Financial Report section of our report. We are independent of the Association in accordance with the auditor independence requirements of the ethical requirements of the Accounting Professional and Ethical Standards Board's APES 110 Code of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Emphasis of Matter - Basis of Accounting

We draw attention to Note 1 of the financial report, which describes the basis of accounting. The financial report is prepared to assist the Association in fulfilling their financial reporting requirements.. As a result, the financial report may not be suitable for another purpose. Our report is intended solely for the Association and should not be distributed to or used by parties other than the Association. Our opinion is not modified in respect of this matter.

Responsibilities of Management and Those Charged with Governance

Management is responsible for the preparation and fair presentation of the financial report in accordance with Associations Incorporation Act (WA) 2015, and for such internal control as management determines is necessary to enable the preparation of the financial report is free from material misstatement, whether due to fraud or error.

In preparing the financial report, management is responsible for assessing the Association's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Association or to cease operations, or has no realistic alternative but to do so.

Those charged with governance are responsible for overseeing the Association's financial reporting process.

Auditor's Responsibilities for the Audit of the Financial Report

Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report.

As part of an audit in accordance with the Australian Auditing Standards, we exercise professional judgement and maintain professional scepticism throughout the audit. We also:

 Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

 Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association’s internal control.

 Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by the management.

 Conclude on the appropriateness of the management’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Association’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial reporter, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Association to cease to continue as a going concern.

 Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation.

We communicate with the management regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.
