1.Welcome Chairman Peter Bowyer welcomed the attendees.

2.To receive apologies for absence Apologies had been received for absence had been received from Sue Acland and Daryle Pearson.

3.Declarations of Interest There were no declarations of interest.

4. Minutes of the Last Meetings Minutes of the previous meetings held on Wednesday 15th July and Monday 24th August 2020 had been circulated to all members. Pete Christie proposed they were a true and accurate record and this was seconded by Ron Burns, subject to the following amendment: “Mike Attridge” to be amended to “Micki Attridge” All members agreed.

It was agreed to move forward Item 7 on the Agenda 7. Issues From Councils Local issues were shared: a) Lytchett Minster & Upton have been holding 6-weekly Zoom meetings. Volunteer activity, through Upton Together, has been running since April. Road resurfacing was carried out in Lytchett Minster and the road remarking left out the middle lines which are experimental to increase the awareness of cyclists. It was felt there had been a lack of communication and a poor undertaking of the work.

DAPTC - Purbeck Area Committee Minutes 16 September 2020 b) Sandford had lost its local Post Office and the local shop was due to close. Alternative Post Office sites were being sought. Recent road works had resulted in long queues and prior notification was not thought to have been received. c) Lytchett Matravers had commenced some big building works. d) Jose Parish informed the meeting that the LEP had asked for funding ideas for their ‘building back better together and greener’ paper. A workshop was going to take place soon and it was felt that local councils should be involved. e) Langton Matravers had issued a questionnaire on Highways among residents and the majority of respondents voted for a 20mph zone. There are 28 villages in Dorset with a 20mph zone but none in Purbeck. f) The ferry company were promoting parking on both sides of the ferry road to alleviate parking issues. The public enquiry into toll fare increases was scheduled for 24th November. There were concerns in the local area about virtual meetings making it harder for individuals to represent their concerns. A request had been made for a group Tree Preservation Order at Knowle Hotel. Each month several tree works applications are being processed on a desk basis. Studland Council have installed a speed indicator device and initial information indicates traffic is moving slower as a result. g) Jon Davey had attended the ‘Building Better’ meeting and a devolution paper was expected in Autumn.

5.1. White Paper Consultation ‘Changes to the Current Planning System’ Jose Parish asked that attendees look at the Rural Services Network website to view the response to the consultation as it highlighted the concern that smaller rural communities would not benefit from any affordable housing if the requirement to provide such housing was reduced. It was felt that local councils should be able to identify their own local need rather than a nationwide approach. Councils who wished to share their responses were asked to forward them to the PAC Secretary. The last date to respond is 1st October 2020.

5.2 White Paper Consultation ‘Planning For The Future’ The Chairman informed the meeting that the purpose of the white paper was to remove Local Plans that restrict development and instead have zoning areas with pre- designations. Once the zoning areas are designated there would be little opportunity for input to planning applications. The lobby for development from developers and private equity companies was thought to be excessive. Methods of calculating housing numbers should be reassessed to reflect figures from ONS. The cut-off date for responses is 29th October 2020.

6. Feedback and Input on the Draft Purbeck Transport Strategy Purbeck Transport Action Group (PTAG) had contacted Dorset Council to give input into the formation of a transport strategy for from local councils in Purbeck. A draft Transport Strategy for Purbeck had been circulated to councils for comment. It was suggested that the saturation point had been reached and there was a need to determine what is a suitable number of visitors, in order to keep everyone safe.

DAPTC - Purbeck Area Committee Minutes 16 September 2020 The National Trust had monitored cyclists visiting Purbeck and in 2019 one cycling website recorded 5000 cyclist trips through Purbeck, more than 5200 had been recorded up to August 2020. ACTION: Responses to be put forward at the next PTAG meeting on 29th September.

8. Date and items for the next meeting Only 12 councils and representative body had responded to the recent consultation on the DAPTC Constitution. Future proposals from DAPTC include reorganising the area committees to correspond with the planning committee areas.

The next meetings will be held on Wednesday 18th November 2020 at 7pm via online Zoom.
