When the sinister aliens known as the Cryog pair the monsters Orga and Gigan against Godzilla in Las Vegas, their plan fails as the mysterious robot named Jet Jaguar teams up with Godzilla and wins the fight. Jet Jaguar relocates him far out into the Pacific Ocean, unfortunately close to where the Cyrog planned to meet their cohorts, the undersea creatures called the Devonians.
At a remote chain of islands in the Pacific Ocean, the Devonians spring a trap on the Cryog and the giant monster Biollante destroys their ship. When Godzilla intervenes and defeats Biollante, the Devonians are forced to retaliate using the sea monsters Manda, Titanosaurus, and Gezora in an attempt to not only wipe out Godzilla, but the human forces gathered at the surface as well.
Caught in the middle of the attack is young scientist Lucy Casprell and her team of researchers. Having been rescued in China after discovering a captive monster known as Gaira, Lucy and her team are now reunited with Commander Woods and the Counter Kaiju Reaction team (CKRs) aboard a small fleet surrounding the islands.
As the human forces are attacked, their only hope may lie in the battle-worn and unpredictable monster... GODZILLA.
