Az eddig lezárt településeken ragadt emberek tömegesen igyekeztek végre lakhelyükre visszajutni. A plázák egy része is kinyitott már május 17-e óta a fővárosban. Ugyanakkor a rendőrség figyelmeztetett, hogy a legkisebb karanténszabályok elleni vétség esetén azonnal bezárathatják a vétkes üzletházakat. A felhívás hatására fokozott ellenőrzésről számoltak be a nagykövetség munkatársai is, amely során egy bevásárlás alkalmával a biztonsági személyzet akár háromszor is ellenőrzi a testhőmérsékletet, továbbá, hogy az adott illető a helyi önkormányzat által kiadott karanténigazolványával rendelkezik-e, amivel háztartásonként csak egy fő hagyhat el egy lakást. Mostanáig a fővárosban történt nagyobb üzletbezárásról nem érkezett hír. Gazdasági korlátozások – (tervezett) feloldási ütem: Május 1.-től enyhítések történtek a gazdasági élet újraindítása érdekében az ECQ (kiterjesztett közösségi karantén) és a GCQ (általános közösségi karantén) által érintett területeken az alábbiak szerint: 50%-os kapacitással az alapvető termékek gyártása, a szaniter termékeké 100%-ban, fogászati és fül-orr-gégész rendelők, szupermarketek, hipermarketek, kisboltok, házhoz szállítási szolgáltatások, logisztika, bankok, tőzsde, energetikai, kommunikációs, IT vállalatok teljes kapacitáson, média (50% kapacitás) légi karbantartás, szállítás, posta, építőipar, temetkezés, NGO-k, segélyezés, vallási tevékenység (de mise csak GCQ alatt), biztonsági szolgáltatások, víz és szennyvízkezelés állatorvosi szolgáltatások, javító műhelyek, szállodák csak karantén intézményként visszatérő külföldön dolgozó filippínóknak, illetve a nemzetközi járatra váró külföldieknek, bányászat, olaj- és gázkitermelés. Kizárólag a GCQ által érintett területeken lesz szabad: élelmiszergyártás (100% kapacitás), egyéb gyártási tevékenység (pl. alkohol, bútor, papír, dohány, ruházat, gépgyártás, autóipar) bevásárló központok, ruházati boltok fodrászatok, egyéb személyi szolgáltatások, autó és motor kereskedések, műhelyek, erdészet, könyvkiadás, média ingatlan kereskedelem, irodai munka, tudományos kutatás, kormányzati szektor (csak „frontvonalbeli”), közösségi közlekedés (csökkentett kapacitás), vallási rendezvények (2 méteres távolságtartás betartása mellett). Továbbra is zárva tartanak: sport létesítmények, sportesemények tömegszórakoztatási helyszínek (mozi, színház, fesztiválok) nagy üzleti rendezvények: kiállítás, konferencia, vásár, politikai gyűlések, nagy gyűlések, könyvtárak, múzeumok, szerencsejáték (azonban online szerencsejáték – kínai érdekeltség – működhet!), iskolák (csak online oktatás lehet). Május 15-31. között a Fülöp-szigetek kormánya új közösségi karantén besorolást vezetett be. Az egyes barangayok minősítése a megbetegedések alakulása függvényében kerültek átsorolásra a korábbi rendszerből: 1. Magas kockázatú területeken korábbi ECQ karantén módosított változata (M-ECQ – Modified Enhanced Community Quarantine). a. Mik a szabályok: a lakosság továbbra is csak élelmiszerért és gyógyszerért hagyhatja el lakását, illetve munkába járás céljából (akik számára ez engedélyezett) az alapvető közművek, gyártás és szolgáltatásokon kívül egyes később felsorolandó ipari tevékenység is engedélyezve lesz 50%-os kapacitáson ennek elősegítésére a tömegközlekedés 10-20%-on újraindulhat az iskolák továbbra is zárva tartanak b. Mely területek tartoznak ide? a 100.000 lakosonként 20-nál kevesebb számú megbetegedéssel rendelkező barangayok (containment zones) – ami ennél is fertőzöttebb: teljes zárlat (critical zones - total lock down) részletezve: Metro Manila, Laguna, Cebu City 2. Általános közösségi karantén (General Community Quarantine) a közepesen veszélyeztett területeken a. Mik a szabályok? a lakosság továbbra is csak élelmiszer, gyógyszer, alapvető szolgáltatások igénybe vétele miatt hagyhatja el lakását, illetve munkába járás céljából (akik számára ez engedélyezett) a termelő kapacitás és a hivatalok 75%-on működhetnek nagyobb arányban működik a tömegközlekedés a fentiek kiszolgálására iskolákban rugalmas oktatási megoldásokkal működhetnek b. Logisztika és szállítmányozás állapota Közúti, vasúti, légi és tengeri szállítmányozás – működik, de korlátozott kapacitással, a légiszállítás árában kb. 10%-kos árnövekedés következett be, a vámügyintézés megközelítőleg háromszor annyi időt vesz igénybe, mint korábban. A Cargo szállítmányozás lassabban, de korlátozás nélkül üzemel. Nagyobb árulogisztikai központok (kikötők, repterek) helyzete – A meghosszabbított közösségi karantén miatt továbbra is tilos a külföldiek beutazása (kivéve a filippínók családtagjai és a diplomatákat). Szintén fenntartják a kiutazási tilalmat, ez alapján filippínók nem hagyhatják el az országot, csak a külföldiek és a külföldi tartózkodási engedéllyel rendelkezők utazhatnak ki. Tranzitálás csak külön engedélyek birtokában lehetséges. Immár engedélyezett a külföldön munkát vállaló Fülöp-szigetekiek kiutazása, amennyiben nem az egészségügyi szektorban dolgoznak. A kikötők üzemelnek, de kizárólag áruszállításra és humanitárius célokra. Az országon belüli termékterítés akadozhat, a karanténintézkedések miatt, katonai és rendőri ellenőrzőpontok vannak a városrészek és települések között, amiken átjutni csak engedéllyel lehet. Beutazással kapcsolatos korlátozások: Vízum- és beutazási korlátozások külföldiek számára (a vízumkiadás fel van függesztve és a magyarokat megillető rövid távú vízummentes beutazás szintén fel van függesztve). A Fülöp-szigetek május 11-től egy hónapra engedélyezi a nemzetközi repülőjáratok közlekedését korlátozásokkal a Ninoy Aquino Nemzetközi Repülőtéren (NAIA). Gazdasági kilátások Várható GDP csökkenés: 6% (változó, többnyire növekszik a mértéke) Gazdasági mutatók és folyamatok:– A Fülöp-szigeteki gazdaság több mint két évtized óta először zsugorodott az első negyedévben, ám a közgazdászok figyelmeztettek, hogy a legrosszabb valószínűleg még nem következett be, mivel az országot rendkívüli módon érintette a koronavírusjárvány. A Fülöp-szigetek GDP-je 2020. január-március hónapban 0,2%- kal csökkent az előző év azonos időszakához képest, ami az 1998-as ázsiai pénzügyi válság ideje óta mért legrosszabb teljesítmény. A kormány szerint a Fülöp-szigetek csatlakozott az olyan országok sorához, amelyek pusztító számadatokat voltak kénytelenek bejelenteni. A Nemzeti Gazdasági Fejlesztési Ügynökség (NEDA) frissen kinevezett vezetője, Karl Kendrick T. MPS shall also act as the overall project manager and shall take charge in the mobilization of personnel prioritizing in hiring the people's organizations within the area. This will be followed by a five-percent annual tax hike starting Jan. 1, 2024. The approval came before the 17th Congress finally adjourns this week. If signed into law, it would be the eighth time tobacco taxes were adjusted since 2012. Around 600,000 to 1.4 million individuals might be infected with the coronavirus disease (COVID-19) in the country, with 80 percent of them from Metro Manila, data scientists from the University of the Philippines (UP) said. The projection of the UP COVID-19 Pandemic Response Team includes possible asymptomatic individuals and unreported cases, adding that the high estimate for Metro Manila is mainly due to the high population size and density of the region. Data scientists also projected an epidemic peak between April to June based on mathematical simulations. Their estimate is based on a reproduction rate between 1.5 to 4, which is the average number of people that will be directly infected by a COVID-19 positive person in a susceptible population, the team said in its report published in UP’s website. As of 7 April, the Philippines has recorded 3,764 COVID-19 cases with 177 fatalities. “As the government and the public implement interventions, the peak might shift to a later date and may also be flattened,” the report read. Peaks in the provinces might not happen at the same time and the UP report noted that mobility should be monitored and regulated to contain the virus spread.
