Editor’s Note Our commitment to public service inspired OCD to look inward to bring about effective changes to the management of its operations during this pandemic. The year 2020 brought unprecedented challenges to our disaster risk reduction and management system. It tested the capacities of all stakeholders to attend to the rigors of: First, the effects of the eruption of the Taal Volcano; Second, the COVID-19 Pandemic; and Third, the rainy season complicated by the La Niña phenomenon, which culminated in the occurrence of Super Typhoon Rolly amidst the string of weather disturbances that flooded a number of communities in the archipelago. The current set-up galvanized OCD to action. The situation called for innovation so OCD rose to the occasion of public service. Publisher Usec.
