Our commitment to public service inspired OCD to look inward to bring about effective changes to the management of its operations during this pandemic.

The year 2020 brought unprecedented challenges to our disaster risk reduction and management system. It tested the capacities of all stakeholders to attend to the rigors of: First, the effects of the eruption of the Taal Volcano; Second, the COVID-19 Pandemic; and Third, the rainy season complicated by the La Niña phenomenon, which culminated in the occurrence of Super Typhoon Rolly amidst the string of weather disturbances that flooded a number of communities in the archipelago.

The current set-up galvanized OCD to action. The situation called for innovation so OCD rose to the occasion of public service. Publisher Usec. REGION 1 ILOCOS REGION - The Office of Civil Defense I, National Irrigation Administration Ilocos and the Department of Public Works and Highways Ilocos conducted a Regional Project Validation and Evaluation Team (RPVET) on December 16 to 18, 2020 for the assessment of damaged infrastructures in the municipalities of Balungao, Asingan, Aguilar, San Fabian, Bugallon and Binalonan, Pangasinan. Projects are proposed for funding from the National Disaster Risk Reduction and Management Fund (NDRRMF). The assessed damages were brought by Severe Tropical Storm Ineng and Falcon in 2019.

REGION 2 CAGAYAN VALLEY - Regional Director Harold Cabreros gave updates to President Rodrigo Roa Duterte, Civil Defense Administrator Undersecretary Ricardo Jalad, and other top officials on the impacts of Typhoon Ulysses in the province, during their visit in Tuguegarao City. Cagayan Valley DRRM Council and its member agencies are working on recovery and rehabilitation relative to damages brought by the massive flooding in the region. Cagayan Valley DRRM Council, established the regional donations hub to oversee the equitable distribution of food and non-food items from different donors; deployed Post-Disaster Needs Assessment team to municipalities badly affected to flooding; and addressed immediate needs of the affected population.

REGION 5 BICOL - The Office of Civil Defense V participated in the 3rd and 4th Quarter Nationwide Simultaneous Earthquake Drill on September 10, 2020 and November 27, 2020 respectively. OCD Bicol co-streamed the online activities through its social media pages. Regional Director Claudio Yucot reminded the public to stay prepared for earthquake that may occur anytime amid the pandemic.

REGION 6 WESTERN - The Regional Disaster Risk Reduction and Management Council VI – Regional Project Validation and Evaluation Team (RDRRMC VI-RPVET) in coordination with Maasin Local Government Unit conducted a site visit and inspection in landslide-hit areas in Maasin, Iloilo on November 4 ,2020 following the onslaught of Typhoon Quinta. The team inspected the destroyed local roads, visible cracks and leakages on roads caused by landslide brought by heavy rains.

REGION 7 CENTRAL VISAYAS - A review of Local Disaster Risk Reduction and Management Plans in Central Visayas was conducted in January 2020. The five-year local DRRM plans of Cebu, Bohol, Negros Oriental and Siquijor were reviewed by their respective Provincial DRRM Officer, Provincial Planning Department Officer, Provincial Social Welfare Department Officer, and Office of Civil Defense (OCD) personnel as secretariat.

REGION 8 EASTERN VISAYAS - The Office of Civil Defense VIII conducted a training on Incident Command System for Philippine Army (PA) and Philippine National Police (PNP) personnel at Madison hotel, San Jose, Tacloban City on December 17, 2020. The one-day training was attended by 43 officers and representatives from the 8th Infantry Battalion of Philippine Army, and PNP.

REGION 9 ZAMBOANGA PENINSULA - The Office of Civil Defense IX in coordination with the Local Government Unit of Roseller T. Lim, Zamboanga Sibugay distributed hygiene kits to 262 displaced families on September 12, 2020 at the municipal gymnasium which served as evacuation center. The displacement was caused by the armed conflict that transpired on September 10, 2020 between the government troops and members of the Group (ASG) at Purok Limuno, Barangay Roxas, R.T. Lim, Zamboanga Sibugay.

REGION 10 NORTHERN - The Local Government Unit of Balingasag, Misamis Oriental was provided with technical assistance by the Office of Civil Defense X for the conduct of its Community-Based Disaster Risk Reduction and Management (CBDRRM) Training of Trainers (TOT) on February 17-22, 2020 at Peoples Palace, Balingasag, Misamis Oriental. OCD provided technical inputs on how to strengthen community engagement in the management of hazards, risks and vulnerabilities through CBDRRM.

REGION 11 - Municipal Disaster Risk Reduction and Management Office of New Bataan, Davao de Oro evacuated residents near the Panag Bato River. Local Government Units of the affected areas in Davao Region also conducted pre-emptive evacuation in several identified landslide- and flood-prone areas in preparation for the effects of Tropical Depression Vicky.

REGION 12 SOCCKSARGEN - The Office of the Civil Defense XII ledby Regional Director Minda C. Morante and the Department of Public Works and Highways (DPWH) XII spearheaded the ground breaking ceremony of the PHP36 million Regional Evacuation Center in Barangay San Jose, Koronadal City, South on September 21, 2020. The 3,000 square meter lot evacuation center can accommodate at least 500 people. It will be built as hazard- adaptive, gender-sensitive and designed in compliance with Batas Pambansa 344 or the Accessibility Law which aims to enhance the mobility of disabled persons.

BARMM The Office of Civil Defense- BARMM in coordination with OCD Region X, Department of Trade and Industry Region X (DTI–X) distributed starter kits at Manticao Negosyo Center, Lugait, Misamis Oriental on December 11, 2020 to the survivors of siege in 2017. The starter kits are composed of sacks of rice and assorted sari-sari store items. DTI Iligan City gave additional school supplies to the affected families. Individuals’ stories of empowerment from different families were shared during the distribution. The distribution aims to provide source of income and opportunity for them to venture into business.

CAR The Cordillera Regional Disaster Risk Reduction and Management Council launched a coffee table book on July 14, 2020, as part of its observance of the National Disaster Resilience Month. The coffee table book was inspired by the terraces in the region as a symbol of community resilience. Cordillera Administrative Region (CAR) is notably famous for its majestic mountains and on how Cordillerans use these to produce agricultural products through terracing.

CARAGA The Office of Civil Defense Caraga conducted a series of Community Based Disaster Risk Reduction and Management (CBDRRM) trainings for the identified Peace and Development Zones (PDZs) in Surigao del Norte on February 4-6, 2020, Surigao del Sur on March 3-5, 2020, and Agusan del Norte on March 10-12, 2020. The participants shared their disaster experiences and were provided with technical knowledge on CBDRRM.

Gazette Issue No. 2 17 Civil Defense Across the Nation NCR The Office of Civil Defense -National Capital Region, in its efforts to strengthen disaster preparedness amid the COVID-19 pandemic distributed Disaster Risk Reduction and Management (DRRM) Information, Education, and Communication (IEC) materials to 17 Local Government Units in Metro Manila. Over 9,000 Project Disaster Information for Nationwide Awareness (Project DINA) posters, flyers, and guidebooks were handed over. Project DINA is a flagship program of the OCD. Launched in 2013, it seeks to provide access to DRRM information materials for disaster preparedness knowledge on what to do before, during and after the different hazards.
