which was defined as ‘A task or undertaking to test one’s powers and capabilities to the full.’ As I write this I am listening to the achievements of the Paralympians who are also showing that whether they win or lose after months of self-discipline and challenges to their body, mind and spirit they are seen to give their best on the day. As printed last month whether they bring home a medal or not we should be proud of the way they devote their time throughout the years to represent their country at these games which have challenged people for many years to give of their best. Schools are returning at the beginning of September which will bring its own challenges for the pupils and teachers. Many will be transferring from primary to secondary school which will bring added anxieties about making new friends and fitting in with new regimes. We hope that the time they have had during the last 6 weeks has been one of rest and recuperation in preparation for the term to come. In the light of the above we think of the people from Afghanistan who are entering a challenging time in new surroundings and need to be made welcome by not just offering help or hospitality, but also creating a community where they feel they can belong. These will have been amongst the most challenging many of us can remember. There has been so much to do to ensure our places of worship remain COVID safe and secure. I pay tribute to your perseverance, fortitude and good humour in the face of these challenges. The frequent changes in regulations, the push-back from those who can’t see why we had to be cautious, and the occasions when we have had to enforce regulations we didn’t play a part in formulating will have been very stressful. Unfortunately, the return of decision-making to individuals will not make this any easier. COVID will not have a clear end, but likely a slow return to normality as people regain their confidence. Sadly, there will continue to be struggles as we work out what is in the best interests of our churches with many conflicting views. The Archdeacons and myself will be available to help you as much as we can in this. I do hope that by Christmas we will be feeling things are a little more normal. However, this email is just to say a heartfelt “thank you” for all that you have done and continue to do in your vital ministry. Bennett) This project – the first in-depth analysis of clerical concubinage in medieval England – examines cultural perceptions of clerical sexual misbehavior as well as the lived experiences of priests, concubines, and their children. Although much has been written on the imposition of priestly celibacy during the Gregorian Reform and on its rejection during the Reformation, the history of clerical concubinage between these two watersheds has remained largely unstudied. My analysis is based primarily on archival records from Hereford, a diocese in the West Midlands that incorporated both English- and Welsh-speaking parishes and combines the quantitative analysis of documentary evidence with a close reading of pastoral and popular literature. Drawing on an episcopal visitation from 1397, the act books of the consistory court, and bishops’ registers, I argue that clerical concubinage occurred as frequently in England as elsewhere in late medieval Europe and that priests and their concubines were, to some extent, socially and culturally accepted in late medieval England.

  • Rural Settlement List 2014
    National Non Domestic Rates RURAL SETTLEMENT LIST 2014 1 1. Background Legislation With effect from 1st April 1998, the Local Government Finance and Rating Act 1997 introduced a scheme of mandatory rate relief for certain kinds of hereditament situated in ‘rural settlements’. A ‘rural settlement’ is defined as a settlement that has a population of not more than 3,000 on 31st December immediately before the chargeable year in question. The Non-Domestic Rating (Rural Settlements) (England) (Amendment) Order 2009 (S.I. 2009/3176) prescribes the following hereditaments as being eligible with effect from 1st April 2010:- Sole food shop within a rural settlement and has a RV of less than £8,500; Sole general store within a rural settlement and has a RV of less than £8,500; Sole post office within a rural settlement and has a RV of less than £8,500; Sole public house within a rural settlement and has a RV of less than £12,500; Sole petrol filling station within a rural settlement and has a RV of less than £12,500; Section 47 of the Local Government Finance Act 1988 provides that a billing authority may grant discretionary relief for hereditaments to which mandatory relief applies, and additionally to any hereditament within a rural settlement which is used for purposes which are of benefit to the local community. Sections 42A and 42B of Schedule 1 of the Local Government and Rating Act 1997 dictate that each Billing Authority must prepare and maintain a Rural Settlement List, which is to identify any settlements which:- a) Are wholly or partly within the authority’s area; b) Appear to have a population of not more than 3,000 on 31st December immediately before the chargeable financial year in question; and c) Are, in that financial year, wholly or partly, within an area designated for the purpose.

Present: Cllrs D Young (Chairman), D Powell, S Crawford, S Allen, R Abbiss Clerk: Mrs F Morris No public 0) Public participation – no one joined the meeting. 1) Apologies for absence: Cllrs B Montague, C Smith (not happy with Zoom meetings) and B Hamilton-Russell (unable to join due to internet problems). Apologies were accepted but concern was expressed that due to this being the only way the Parish Council can hold meetings at present Cllrs are not ‘up to speed’ with everything. Chairman will speak to Cllrs. Cllr Crawford asked that her name was added to the last minutes as she was in attendance. 2) To appoint Vice-Chairman: Cllr Abbiss proposed Cllr Allen but this was declined as he felt that he is not always available. Chairman proposed Cllr Powell, seconded by Cllr Crawford. All agreed, Cllr Powell accepted. 3) To confirm minutes of the meeting held on 24th August 2020: Cllr Crawford asked for her name to be added as she was in attendance. With this alteration it was RESOLVED that the Chairman sign these as a true record. 4) Matters Arising a) Clerk’s update: • Yew tree on Burnt Pitt bend to be dealt with on 19th October. • SC acknowledged repairs/some potholes filled. b) Moonhouse Bank bend flooding – update from Chairman: Chairman met with Graham Downes and Andrew Meredith as his land adjoins the drainage system and Chairman explained proposed work, but no date given.
