Purpose The purpose of reporting the performance of service plans to Members is to monitor ongoing performance against a range of issues, which support the delivery and outcomes of our Strategic Plan.

Background As a part of the Strategic, Service and Financial Planning Framework, Members have received information and data on the performance of the Service Performance Indicators. As with previous years Members receive a report at the six-month and end of year intervals

Wet weather helps groundwater continue recovery

We welcomed the rain in April and March, which was significantly above the long term average following the below average rainfall of the last two winters.

October to March is the critical recharge period when rainfall is expected to reach the aquifers (porous rock where groundwater is stored), which are used for 60% of supplies so our resources had still been low by the end of February.

The above March and April rain means we are pleased to report a significant recovery in our groundwater sources and we are now approaching ‘near normal’ groundwater levels so it is unlikely that restrictions will now be needed this year.

As we head into the summer period, most rainfall is used up by trees and plants for growth or is lost to evaporation, which makes any further recovery in groundwater levels unlikely until the start of the next recharge period in autumn.

Demand for water also affects groundwater levels and we may see groundwater levels reduce if demand is higher than usual over the summer period.

Water will remain a scarce resource in the South East of England as we continue to meet the high demand for water from customers, whilst meeting our commitment to leave more water in sensitive habitats and local rivers.

It is therefore imperative that we all do more to save water – this will reduce the risk of needing restrictions in the future. Every little step we can all make collectively has a massive impact on reducing demand for water.

Your help in spreading the water saving message has been greatly appreciated and this has made a difference. Please continue to urge your friends, family, work colleagues and community to use water wisely. If we all save a little, we all save a lot.

Three Rivers District Council Monthly Economic Summary General Economy With an inflation report coming on the 10th May, many saw this as a likely opportunity for the Monetary Policy Committee to raise Bank Rate from 0.5% to 0.75%. However the economic data released for March changed many people’s minds. With low GDP growth and cooling inflation, markets, from being near-certain in mid-month were pricing in only a 20% chance of a rate rise by the close of April.

The first data release of the month was the Manufacturing Purchasing Managers Index (PMI) survey which came in at 55.1 in March, beating February’s figure of 55.0 and the consensus figure of 54.5. This sector remains a bright spot for the economy. The survey suggested factory output would increase by 0.4-0.5% in Q1, down from the 1.3% figure recorded in Q4 2014. In contrast, the Construction PMI figure fell dramatically, from 51.4 to 47.0. This was lower than the 50.8 forecast, as the “Beast from the East” froze much of the activity in the sector during the month. While Construction only accounts for 6% of GDP, it is typically seen as a good indication of investor sentiment, which proved concerning for some people in the market. Finally, the Services PMI fell to 51.7 in March, its lowest level since the EU Referendum. This was in part due to adverse weather. However, the providers, Markit, also suggested that it reflected consumer anxiety about leaving the European Union as new orders came in at their weakest level since July 2016.

Elsewhere, Britain’s trade deficit narrowed from £2.949 billion to £0.965 billion in February. This was the smallest gap since September and was much more encouraging than markets had expected. Unfortunately, the figure represented a fall in the volume and price of imports as opposed to a rise in the value of exports. Meanwhile, manufacturing output unexpectedly fell for the first time in a year.

Inflation figures provided further interest for market participants, showing a surprise fall in the Consumer Price Index (CPI), to 2.5% y/y in April from 2.7% y/y in the previous month. The monthly rate fell to 0.1%m/m from 0.4%m/m previously. With inflation falling faster than expected, the data cast fresh doubt as to whether the Monetary Policy Committee would raise Bank Rate in May, with an expected in inflation cited as one of their main reason for needing to do so. Inflation had now been falling since reaching a 3.1% peak in November. Women’s clothing was partly responsible for the slowdown in price increases, as was alcohol and tobacco as we did not see the expected increase in duty that is typical of a March Budget.

There was good news in the labour market as unemployment fell to 4.2%, its lowest level since 1975. Wages, including

There was good news in the labour market as unemployment fell to 4.2%, its lowest level since 1975. Wages, including bonuses, in February remained at 2.8%, versus market expectations of a modest increase. The Bank of England expect that as unemployment is low, wages will start to increase, subsequently leading to them justify tightening monetary policy as this fed through into the wider economy, and placed further upside pressure on prices. Wages excluding bonuses grew from 2.6% to 2.8% in February. Employment increased by 55,000 throughout the first quarter of 2018.

March saw the end of the fiscal year and a good opportunity to reflect on the government deficit, which came in at £42.6 billion - its lowest level since the 2006/07 fiscal year. This was nearly 8% smaller than the 2016/17 deficit and below the Office of Budget Responsibility’s forecast by £16 billion. Public Sector Net Debt was £1.798 trillion or 86.3% of GDP, up from 85.3% the year before and double the level it was at before the financial crisis.

In addition to dovish comments from Bank Governor Mark Carney, the final deciding factor for markets in favour of no Bank Rate change in May came via the preliminary Q1 GDP estimate. This came in at 0.1% q/q, much lower than the Bank of England’s own predictions of 0.3%. It was down from 0.4% q/q in Q4 2017 and was caused by the biggest fall in construction since Q2 2012…despite it counting for only around 6% of the overall economy. The “Beast from the East” had some effect, however the ONS say this was limited as energy supplies and online sales were boosted. On the year, GDP was up by 1.2%, less than the Q4 2017 figure of 1.4%. After this announcement, the vast majority of market commentators suggested it was unlikely that we would be seeing a rate rise in May.

In the Eurozone, the unemployment rate for February was 8.5%, down from 8.6% in January and 9.5% in February 2017. This is the lowest rate since 2008. Inflation in the Eurozone increased to 1.3% y/y in March from 1.1% y/y in February. In their meeting this month, the ECB’s Governing Council decided the interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility would remain unchanged at 0.00%, 0.25% and -0.40% respectively. This was in line with market expectations. The Council also reaffirmed that its asset purchase program, at the current monthly pace of €30 billion, would continue until at least the end of September 2018.

Meanwhile in America, Non-Farm Payrolls increased by 103,000 in March. This was the lowest level since September and was in sharp contrast to the 326,000 surge in February as retail and construction saw a slowdown in employment. The unemployment rate held at 4.1%. GDP slowed to 2.3% (annualised) in Q1 2018 from 2.9% in Q4 2017. This disappointed some forecasters, who had expected an immediate boost from President Trump’s recent tax cuts. However, any delayed impact from the tax cuts will likely feed through to future growth figures, which underpins market expectations that the Federal Reserve will hike rates 2-3 times more through the rest of the year, beginning in June.

Housing Halifax figures showed that UK house prices grew at 2.7% in the first three months of 2018, with an increase of 1.5% m/m in March alone. This was the fastest single month growth since August. The figures were stronger than expected, but still slower than that seen before the Referendum. Halifax expect the shortage of homes to stabilise the market and keep house price growth at around 3% in the coming months. Meanwhile, Nationwide’s April figures showed slower growth with an increase of 0.2% m/m cancelling out March’s 0.2% m/m fall in house prices. Nationwide expect only 1% growth in house prices in 2018, reflecting weak growth and possible increases in interest rates. Forecast

Capital Economics however, lowered Capital Economics 0.50% 0.75% 1.00% 1.00% 1.25% their forecasts by 25 bps for Q2 2018, Q3 2018, Q4 2018, Q1 2019 and Q2 2019. Essentially removing one of their forecasted hikes for 2018/19. At the time of writing of course we are not far off the next decision from the Bank of England’s Monetary Policy Committee as to whether to lift Bank Rate a further 0.25% or whether to wait for more clear-cut signs of how the UK economy will perform in 2018. For sure, the 0.1% GDP number for Q1 2018 made for dreary reading. In any event we will be reviewing our interest rate and PWLB forecasts on 11th May
