01 Introduction

The Greater Colombo Water and Wastewater Management Improvement Investment Program (GCWWMIIP) aims at delivering better urban water supply and sewerage services in an effective and efficient manner in Greater Colombo area. The Investment Program comprises: (i) establishing Colombo-wide NRW reduction mechanism; (ii) rehabilitating the water distribution network; (iii) strengthening institutional, operational and implementation capacity of National Water Supply and Drainage Board (NWSDB) and Colombo Municipal Council (CMC);(iv) increasing public awareness on NRW; and (v) improving wastewater management in the Greater Colombo Area beyond Colombo city. The investment program is to be implemented from 2015 to 2019.The program uses a Multi-Tranche Financing Facility (MFF) investment approach for Project 1 & 2. MFF will concentrate on improving water supply in North & East part of Colombo city under the project 1 and West & South part of the Colombo city under the project 02. The initial target for project 01 and Project 02 is to reduce the overall NRW in Colombo city from the current 49% to less than 18% by the end of 2020. 01.1 Project implementing area

02 Purpose of the Report

This Annual Safeguard Monitoring Report has been prepared for aforementioned investment programme which involves: (i) increase water supply availability and efficiency in Colombo; (ii) enhance the distribution system and reduce NRW; (iii) establish a mechanism to reduce NRW; (iv) enhance institutional, operational and project management capacity of NWSDB.

The ADB Public Communications Policy (PCP 2011) refers the Safeguard Policy Statement (SPS 2009) with respect to information disclosure related to project safeguard documentation states that ADB shall post on its website the safeguard documents submitted by the borrower and/or client. These safeguard documents include Resettlement (RP), and the social safeguard and environmental monitoring reports. It requires that monitoring report shall be submitted periodically over the total

The above requirements are spelled out in this Social Safeguard Monitoring Report of the Project for the year of 2018.

03 Legal Frame Work for Resettlement Plan

The Resettlement Plan for GCWWMIIP has been prepared according to the National Involuntary Resettlement Policy (2001) and ADB Safeguard Policy Statement 2009. The land owners who lose land due to the project will be compensated at replacement value or land for-land where feasible. The policy framework and entitlements for the Project are based on national laws: The Land Acquisition Act, 1950 (LAA, amended in 1979) the National Involuntary Resettlement Policy, 2001 (NIRP); and ADB’s Safeguard Policy Statement 2009.

The survey and assessment undertaken during preparation of the project indicated that the project will entail some degree of resettlement impact. Therefore GCWWMIIP is designed to minimize land acquisition and resettlement impacts. The Project will:

1. Utilize existing lands for rehabilitation of existing water supply facilities. 2. Utilize vacant Government land to the extent possible for new facilities. 3. Where Government land is unavailable due to constraints (proximity and elevation requirements) in locating facilities, land selected will minimize any dislocation.

The above aspects are addressed as relevant in this report.

04.1.1 Scope of Work

Under the title of ‘System Rehabilitation for NRW Reduction in North of the Colombo city’ is an integral part and the project 1 of the Colombo Water and Waste Water Management Improvement Programme funded by the Asian Development Bank (ADB) and the Government of and it is expected to rehabilitate the pipe line network for water supply with particular emphasis on reducing the present high level of None Revenue Water (NRW) and establishing District Metered Areas (DMA) so that the National Water Supply & Drainage Board (NWSDB) is able to monitor NRW on a continuous basis and take remedial measures to minimize physical water losses. This contract includes pipe replacement, relining, bursting, transferring service connections, setting up DMAs by installing valves and flow meters in identified locations carrying out monitoring and performing all connected work essential to confirm by measurement that the physical water losses of the commissioned new system is below 18% after the construction is complete. It is noted that the present NRW level is estimated to be around 49%. This Contract is for the water supply distribution network improvement in the group of subzones 1, 2,3,4,5,6,9,10,11 & 26 which constitute sixteen DMAs. The Name of the ten DMAs of the Colombo City North Area within the Colombo Municipal Council limits respectively are;

As per to the traffic condition of the area, more than 70% of pipe laying work schedule at the night time.

04.1.5 Functioning of Grievance Redress Mechanism of Package I

A project-specific grievance redress mechanism (GRM) has been established to receive, evaluate, and facilitate the resolution of affected person’s (AP‟s) concerns, complaints and grievances about the social and environmental performance of GCWWMIIP.

To effectiveness of the Grievances redress mechanism, a new hotline number was introduced for each packages .Introduced hotline number clearly display in all notice board where fix in every construction sites. In addition to that, this hotline number mainly handle by the PIU staff of the NWSDB. After receiving the complaint from affected parties, complaint directly forward to contractor for immediate action. NWSDB PIU staff follow-up the all received complain until solve the issue.

During the year 2018, 102 complaints received to the project and reported complaints were solved at the site level. There are not any outstanding issue for the period of 2018.Recived complaints related to Water leakage, No water complaints, House connection damages, Dust controlling issue and Road reinstatement issue. Impact of the reported issues is temporary and problem can be solved within the short term period.

04.1.6 Occupational & Public safety at site

The contractor is equipped with all the safety gear for workmen, equipment necessary for road safety during the night work including lighting, excavation and road reinstatement. All the safety equipment especially footwear, safety jackets, helmets, etc. should be supplied to the workers according to the job assigned to them.

04.1.7 Mitigation Measures  Dust Control and site cleaning work

Generally dust generating due to the excavation for pipe laying, material handling, and site clearance and vehicle movements on roads. With the increase of work locations and due to the necessity for dust controlling during prevailing hot and windy weather, an additional new bowser of 1,300 L was newly purchased by the contractor during the year 2018. Just after the pipe laying work completed, an additional labors have been engage for site cleaning work in every construction sites. It is one of main reasons for minimize the public complain about dust and cleanliness of the sites. Sometimes critical or main roads are washed after the pipe laying completed by the contractor .NWSDB PIU staff monitoring these type of work.

 Loudspeaker announcement As prior information, loud speaker announcement arrange for every scheduled water cut in affected area at Colombo north. It is very useful for water users of NWSDB to collect water for their daily consumption. Print media and electronic media also use for make aware the public regarding the water cut. These action caused to minimize the public grievances.

04.1.8 Displaying Notice board

Notice boards are used to focusing on the most important aspects. Therefore NWSDB PMU and PIU decided to place new notice board in every ongoing construction site and advised the contractor to design and placing new notice board including project name, Hotline number and other relevant information. Mainly three different type of notice boards were introduced to contractor by the NWSDB. One is for construction site and the other one is for main roads which pipe laying work continuing and rest one is for main entry point of project area (Project Boundary). Second type of notice board help motorist or pedestrian to avoid the construction area before entering and third type of notice board is the largest one and given project information about project cost, Date of completion, funding agency, project map and other relevant information. Before placing Notice board which design for main roads and project entry points, NWSDB PIU staff and contractor representative jointly visited the site to find the suitable location for placing notice board.

After the pipe laying completed, it is very important to maintain roads as existing level or rather than that. Hence contractor mainly consider about the road reinstatement work where pipe laying work completed. Previously permanent reinstatement work started after the pipe laying, pressure testing and house connection transferring work completed. But it will take few weeks to complete the aforesaid work. Therefore PIU instructed to do the Permanent reinstatement just after the pipe laying completed in major and congested road. Temporary reinstatement work do the by roads and other small roads and these roads well maintain until do the permanent reinstatement. NWDSB and Colombo municipal council monitor the road reinstatement work and it is caused to minimize the public inconveniences and grievances.

04.1.10 Restore of Third Party damages

During the pipe laying, there may be a possibility to damage third party properties like Sewerage line, Telephone cable, Electricity cable, storm water line and public or private propeties.in this situation contractor fully attend recorded third party damages under the supervision of PIU staff. Most of the third party damage’s claim via insurance company but in some damages unable to claim via insurance company and contractor happened to bear the own cost for damages.

04.1.11 HIV/AIDS & STD and Dengue Prevention Programme

A special programme for HIV/AIDS and Dengue prevention programme was conducted on 28/12/2018 at Pradeepa Hall, Modara Street, Colombo 15 by the contractor. A Leading organizations in Sri Lanka which called as Healthy Lanka 4U conducted this programme.

The HIV/AIDS & STD awareness program consisted with following 3 components.

1. Need Assessment and Health Camp – For the Client, Consultant and Contractors employees. monitored the employees BMI, Blood Sugar level, Blood pressure level…etc.- resource professional will do it. Stationaries (note book, pen, leaflets…etc.) to be provided to the employees. 2. TOT (Trainer of Trainer) program. 3. Surrounding Community Awareness program. – A program for the CBO leaders of the project area, WUGs and other civil organizations.

More than 70% of pipe laying work scheduled at night time to minimize the disturbance the public. Although some selected by roads and by lane pipe laying work are doing in the day time by considering the congestion of the area.

04.2.3 Functioning of Grievance Redress Mechanism of Package II

After receiving the complaint from affected parties, complaint directly forward to contractor for immediate action. NWSDB PIU staff follow-up the all received complain until solve the issue.

During the reporting period of 2018, Received 37 complaints and all the issues were solved at the site level with the support of the NWSDB project staff, Water board O & M staff, Electricity board and Drainage division of Colombo Municipal Council. There is no any outstanding issue of the reported year. Reported complaints can be categorized as, Water line damages, Water Leakages,

Social Safeguard Annual Monitoring Report - 2018 Electricity cable damages, sewer line damages, road damages, dust controlling issue and road reinstatement issues. Generally these type of issues can solve within the short term period and therefore impact of the public is temporary. Received complaint details attached as annexure 02

04.2.4 Awareness programme for residents at Cerpentine NHDA Housing Scheme

Water supply system rehabilitation in NHDA housing scheme is another one of the main components of the project. Rehabilitation work already started in Maligawatta NHDA housing scheme in 2017 .In the year 2018, another water supply rehabilitation work started at Cerpentine housing scheme. Before starting the rehabilitation work, some awareness programme and households visit were done in this housing scheme. During the water supply rehabilitation and water meters replacing to easily access location at Maligawatta NHDA housing scheme, discussion arranged with the residents of the scheme and make them aware of the ongoing project and benefits what they can obtained after completion the project. Maligawatta area Engineer, Zone officer of Maligawatta housing scheme, Project sociologist and relevant project engineers and contractor representative took part for these meetings.

House to house reports of DMA 7C,7B8A,8B,12A,12C,14,15A,15B,15C,16A,16B,21 and 22 submitted and DMA 14 has been approved . the balance work will be cotinued in all other DMAs.

In consultation with the NWSDB, a handout in all three languages was drafted and has been distributed to the consumers in all DMAs. This handout gives an outline of the objectives and scope of the project as well as the benefits which the consumers will derive from it.

5.1.7 Displaying Notice board

As decision taken by the PMU and PIU, instructed to place new notice board in every construction site and also instructed to display the project name board. Project name, Hotline number and other relevant information were included to the notice board. Due to the pipe laying schedule in night time, contractors has provided sufficient number of Warning lights proper Illumination, direction and warning signage for the working area. Banks men will be provided with hand lights when necessary.

5.1.9 Unsuitable soil Transporting and Dumping

Due to the pipe laying activities, mud Siltation, road contamination, and dust generation can be happened. Therefore contractor has followed following mitigation measures to minimize the impact to public.  Ensure no soil see paging to road,  Material properly covered whilst transporting.  Tires must be well cleaned before leave site.  Dumping only in designated/approved areas.

5.1.11 Major Social & Environmental Safeguard activities done by the Contractor

1. Regular site visits were carried out by Health, Safety and Environmental Manager (HSEM) with Site Engineers to ensure site safety system and Proper traffic arrangements are implemented. 2. Permanent Site safety officers are provided to monitor site safety conditions during night work. 3. Once in a week, HSEM was carried out Noise monitoring as mentioned in the Environmental Management Implementation plan to ensure no nuisance to public in the area. 4. Provided proper traffic and safety sign boards with warning lights at night when working at site. 5. Weekly special tool box talks were conducted and discussed traffic arrangements, PPE, Sign boards and underground utilities, and Dust controlling. 6. As directed by the NWSDB, HSEM was carried out a special site inspection with Safety officer to ensure “Public awareness sign boards” are placed in all roads. 7. Workers are wearing proper PPE when working at site. 8. Regular site visits were carried out by HSEM with Site Engineers during day times to check the

05.1.13 Functioning of Grievance redress mechanism of Package III

A project-specific grievance redress mechanism (GRM) has been established to receive, evaluate, and facilitate the resolution of affected person’s (AP‟s) concerns, complaints and grievances about the social and environmental performance of GCWWMIIP. To effectiveness of the Grievances redress mechanism, a new hotline number was introduced for each packages .Introduced hotline number clearly display in all notice board where fix in every construction sites. In addition to that, this hotline number mainly handle by the PIU staff of the NWSDB. After receiving the complaint from affected parties, complaint directly forward to contractor for immediate action. NWSDB PIU staff follow-up the all received complain until solve the issue.

During the reporting period of 2018, Received 06 complaints and all the issues were solved at the site level with the support of the, contractor (China Geo and China Harbor JV) and Drainage division of Colombo Municipal Council. Received complaints can be categorized as, Water Leakage, Sewer gully blocked, road reinstatement issues, road block and incomplete work of meter transferring. In order to have a better NRW management process, it is crucial to conduct a house-to-house survey to analyses the consumer pattern of water consumption. Facing all the issues in surveying process, House to House survey were finished successfully and important thing is all the residents of the area were aware about the project because of the Project Awareness Leaflet also distribute while doing survey. It was consisted with all three language (Sinhala, Tamil and English).

5.2.6 Health, Safety & Environmental Management

The “Health and Safety Plan” has been developed by the contractor to give practical directions on how to maintain health and safety standards at sites throughout the period of construction activities are being executed. This plan is prepared as simple as possible to be understood by all levels of personnel and to facilitate easy implementation.

To implement the above plan, contractor is conducting training and educational programs on regular basis (Safety Tool box every day before commencing the site work, etc.) Some of topics as below,

2. Personal Protective Equipment (PPE)

3. Barricading method in excavation areas

4. Safety arrangement for Night work

06.6 Paper Notice

Paper notices on pipe laying schedule was published in the Daily News, Mawbima and Verrakesari on the first Tuesday/Thursday of every month. AGMC designed a paper notice to aware the public on pipe laying schedule based on the information received from package 01, package 02, package 03 and package 04.

06.7 Base line survey

Baseline survey for media awareness was conducted in all four packages. Thirty enumerators from Social Service Institute were selected to conduct media awareness baseline survey.

06.8 Awareness Materials X stands were designed for the purpose of using in any special public event which organized by the project.

To enhance the awareness of the project and ongoing project activities, an awareness program on Colombo Water Supply Service Improvement project was conducted for the Three Wheel Drivers in Colombo North area on 15th October 2018 at Pradeepa Hall, Mattakkulya Colombo 15. Nearly 125 three wheel drivers took part for the above programme. During the programme, Project awareness leaflets and Project branded T-shirts distributed among the participants. And also Project awareness stickers pasting work done inside and outside the all participated three wheels. Staff members including project staff members and NWS&DB officers also participated for above programme. Three wheels are the one of main mode of transport system in Colombo area. Therefore this awareness program was conducted to three wheel drivers for make the aware about the project.

Social Safeguard Annual Monitoring Report - 2018 6.10 An awareness program to educate the officers in charge of all the police stations in Colombo City limits An awareness program to educate the officers in charge of all the police stations, Environmental Protection Divisions and Road Traffic Divisions in Colombo City limits about the Colombo Water Supply Services Improvement Project was held on 19th September 2018 at the Malima Clubhouse Uswetakeiyawa.

The total participants for the program were about 175 from Sri Lanka Police, Package officers, National Water Supply & Drainage Board and Project Management Unit of CWSSIP. Senior Police officers including Deputy Inspector General of Traffic Police DIG Ajith Rohana, Deputy Inspector General of Police Field Force and Environmental protection division DIG Gamini Perera have also participated in the program.

The Project Director explained about the project and objectives through a power point presentation. After that, an interactive session has commenced with the participation of the project officers belong to all four packages.

Community Mobilization And Behavioral Change (CMABC) component implemented in the 93- Category water users in underserved settlements has envisaged a holistic approach that enhanced their capacity to manage not only water usage but also promote sanitation and hygiene practices of households with due consideration on gender equity. Water, Sanitation and Hygiene interventions in urban areas aim to provide people in settlements with safe access to water of sufficient quality and quantity, and good quality sanitation; to improve hygiene practices.

The Community Mobilization and Behavioral Change (CMABC) component aimed to identify communities of good practices in the areas of water, wastewater, and sanitation and hygiene services from urban settlements. Identification of “Good Practices in Urban Water Management” provides significant new insights into urban water management in the city of Colombo and replicate where possible for improvement of water services

During the year 2018 Project NGO (Sevanatha) conducted several programmes like WASH programme for Schools and Houses, Water User Groups (WUG) strengthening and project

When consider above details in the year 2018, implemented all environmental and social safe guard activities were at the satisfactory level. As per ADB’s safeguard policy statement, the project authority established Grievances Redress Mechanism for all 4 packages to receive and facilitate resolution of affected persons’ concerns, complaints and grievances about the project’s Social and Environmental performance. Established Grievances Redress Mechanism is functioning in proper manner. Altogether 148 public complaints were received during the reporting period and resolved them in the site level. Reported public complaints can be categorized as Water line damages, No water supply, Water Leakages, Electricity cable damages, sewer line damages, Sewer line block ,Road damages, Dust controlling issue, Telecom cable Damages and road reinstatement issues. These type of issues cause to make temporary impact to public. Therefore, it can be concluded that the project not create adverse impact to public due to the project activities. Further to that regular site visits and public consultation programme cause to minimize the impact and monitoring of safeguard activities frequently overseen by the PMU and PIU staff. All the building construction sites in project 01 & 02 belongs to government and there is not impacts on private lands. Therefore compensation cost is not required for the construction of building. .
